A Study on the Policy of the technical manpower of Small and medium SW companies in the Digital Convergence (디지털 융합시대 중소 SW기업 기술인력의 안정적 확보 정책 연구)

  • Due to COVID-19, non-face-to-face cultures such as remote classes, remote work, and tele-medicine are spreading. The major contributors to the settlement of such a non-face-to-face society are small and medium SW companies and SW manpower. However, recently as large platform companies and foreign big tech companies hire thousands of SW manpower, SW small and medium-sized companies are experiencing a serious manpower shortage. Therefore, the purpose of this study is to suggest policy alternatives for SMEs to stably secure SW manpower and support continuous business operation. To achieve this purpose, this study examines the current status of the SW industry and manpower, then summarizes related issues and suggests policy alternatives to solve these issues. Those policies include the reinforcement of incentives to support manpower retention such as the Naeil Chaeum deduction system, youth housing union composition, special military service system, recruitment of manpower through the contract semester system of employment conditions, reinforcement of customized education through supplementation of the SW manpower training voucher system, SW field skill standardization, establishment of a governance system for nurturing SW manpower, preparation of countermeasures against the outflow of manpower to large companies, and a win-win cooperation program for large and SME SW manpower.

A Study on the Importance of Improvement Measures for the Revitalization of Urban Regeneration Projects in General Neighborhood in Pyeongtaek City (평택시 일반근린형 도시재생사업 활성화를 위한 개선방안의 중요도에 관한 연구)

  • Based on the challenges encountered in the urban regeneration projects (general neighborhood-type) of Anjung District and Sinjang District in Pyeongtaek City, this study aims to explore the key factors of improvement measures for urban regeneration projects. Using the first survey conducted among shopping mall owners, employees, and residents, this study finds a significant level of awareness and very strong needs for urban regeneration projects. On the other hand, the overall satisfaction levels are observed to be low across the three factors: social, economic, and cultural. The second expert survey and the subsequent Analytic Hierarchy Process (AHP) analysis conducted for improvement measures reveal notable discrepancies in the prioritization of factors between administrative experts and practical experts. For the importance of administrative experts, the establishment of network-type regional governance was ranked first for the importance, followed by hosting events related to the U.S. military and long-term pre-market operations, and expanding exchange and cooperation between the U.S. Forces Korea and the community. For the importance of working-level experts, hosting U.S. military-related events and long-term pre-market operations was ranked first, while supporting U.S. military-related festivals and developing local natural landscape resources was ranked second. Our findings suggest the need for proactive measures such as attracting commercial facilities to stimulate demand from both the U.S. military and local residents, thereby revitalizing general neighborhood-type urban regeneration projects, developing programs for local tourism, and operating pre-market operations in the long run. Therefore, this study highlights the importance of regional government cooperation for urban regeneration projects.

Consumer Behavior for Regional Shopping Facilities and its Impact on Small Businesses (광역쇼핑시설의 중소유통 상권잠식 효과: 복합쇼핑몰 등 4개 신유통업태를 중심으로)

  • Recently, as the number of shopping facilities has increased, such as complex shopping malls, warehouse type superstores, large fashion outlets, and so on, the conflicts over the opening of large stores between neighboring municipalities are increasing. However, current regulations on the opening of large-scale stores, such as the impact analysis on commercial area, do not adequately reflect the characteristics of new type shopping facilities. In this study, we tried to suggest a rational policy alternative with more realistic suitability by analyzing the characteristics of 'regional shopping facilities' beyond the scope of the municipalities, and analyzing the impact on the regional merchants. The main results of the study are summarized as follows. First, unlike previous researches, which are limited to small business sector, this study presents the results of comprehensively comparing and analyzing the impact on the detailed sectors of the whole distribution market, including the large distribution sector and online distribution sector. Second, in this study, we calculated the total (average) amount of market penetration rate of existing shopping facilities by the entire regional shopping facilities in the Seoul metropolitan area, and this is considered to be of great value in relation to the recognition of problems at the whole level of the metropolitan area and the search for alternative solutions.

  • Here are background, method, scope, main contents of this research. As the interests increased in recent about the construction in complex and diverse areas, construction is locally connected to human life like to coexistence of the technology and culture. The local development should not be fragmentary construction to improve local recycling ability. Local society should be inherited by modern cultural perspective through a variety of local culture and coexistence. Effective decision making analysis is necessary to build a livable area with a combination of high-tech industry. For this reason, this paper will study the political analysis for decision making at the planning stage of construction in point of fusion of technology and culture by using unstructured data analysis. Conclusion is as in the following. Local planning stage of construction describes diverse meanings of intangible and intangible factors as political factor. Technology factors have various qualitative and quantitative factors in construction field. Understanding decision making at the planning stage of construction means not only visible 'technology factor' such as structure, method, shape, and so on, but also invisible 'culture factor' such as spirit of age, religion, learning, and life-style reflected in formation process of space, and insight of brain power about art.

Analysis of the Current Status and Proposals for Policy Tasks of Public Libraries in Daegu City (대구시 공공도서관 현황 분석 및 정책과제 제안)

  • The purpose of all public libraries is to provide knowledge and information services for the intellectual and reading activities of local residents, program services that provide opportunities for cultural enjoyment and lifelong learning, and third-party spaces and facilities that contribute to the development of the community. To this end, social needs must be reflected in a timely manner with the establishment of a sound infrastructure as a prerequisite. This study analyzed the current status centered on key indicators of the public libraries in Daegu City and presented policy issues that need to be improved through a survey. The key indicators in Daegu City, compared to the national average, were not only significantly weak for the 3rd largest city but also showed considerable variation among local governments. While Daegu citizens valued public libraries in their daily lives, the dissatisfaction rate was high in the order of transportation inconvenience, lack of necessary materials and desired programs, and various regulations. Therefore, Daegu City should focus on increasing the acquisition budget, strengthening the development of new book collections, expanding the number of librarians, expanding the construction of public libraries to address service disparities among local governments, improving accessibility, and addressing factors that hinder usage. In addition, with the establishment and operation of the Daegu Library in 2024, efforts should be made to establish an operational system for public libraries, expand the scope through collaborative partnerships with other knowledge and cultural institutions, and enhance knowledge and cultural services for the Daegu citizen.

Identifying subgroups of ageism among young adults, and its relationship to perceptions of generational conflict and elderly welfare policy (청년세대의 연령주의 유형화 및 연령주의 유형과 세대갈등·노인복지정책 인식의 관계)

  • This study aims to identify subgroups of ageism among young adults of age 20-39, and to examine its relationship to perceptions of generational conflict and elderly welfare policy. Latent Profile Analysis(LPA) was applied on the data 'Survey on Age Integration and Generational Integration', which was executed by institute for Age Integration Researchof Ewha Womans university, and descriptive statistics and cross-tabulation analysis were performed to examine the socio-demographic characteristics of each subgroup. Then, regression analysis was performed to observe the effect of the subgroups on the perceptions of generational conflict and elderly welfare policy. The results are as follows. The resulting subgroups of ageism among young adults were 'compound perception on aging and active age discrimination', 'medium-level aging anxiety and passive age discrimination', and 'low-level aging anxiety and beyond age discrimination'. Subgroups of ageism affected both perceptions of generational conflict and elderly welfare policy, whereas social support only affected perception of elderly welfare policy. Based on the results, political implications, such as activation of education on perception on aging, expansion of generational exchange for age integration, and renewal of social atmosphere for intergenerational coexistence, which will promote social integration

ESG management should consider environmental sustainability (환경 측면의 고려가 절실하게 요구되는 ESG 경영)

  • ESG, which stands for Environmental, Social, and Governance, becomes a keyword in managing a company as it becomes an "indicator" that judge companies. Since the environment has suffered so much damage for economic development, it is now to reflect the enormous environmental costs of the future in the management standard rather than the immediate financial benefits at the expense of the environment. Compared to the days when corporate social responsibility (CSR) was discussed, ESG management has improved significantly as it requires practice beyond the declarative level, but the level of consideration for the environmental field is still not high. There may be many backgrounds, but the biggest problem may be the lack of understanding for other fields. Accordingly, this study aims to inform corporates of the need for investment in the environmental field by explaining ESG reviewed in the environmental field and ESG management required in the environmental field. Furthermore, another purpose is to inform them that ESG management is a win-win strategy that can have a meaningful effect not only in the environmental field where investment is received but also in terms of companies by explaining the benefits that companies can gain through this. To reach this goal, this study proposed a method of restoring a damaged ecosystem based on corporate investment, evaluating its effects based on carbon absorption capacity, and using it as a means of carbon neutrality practice as well as ESG management performance of a company.

A Comparative Study on the Simwudo of Daesoon Jinrihoe and that of Buddhism (대순진리회와 불교의 심우도 비교연구)

  • Simwudo (尋牛圖), known as Ox Seeking Pictures, originated in the 11th-12th century and have consistently played a guiding role in the teachings of various religions in East Asia. Some Korean religions that emerged during modern times conveyed their teachings through depictions of ox seeking or herding. Among them, Daesoon Jinrihoe stands out as a representative religion. The belief system of this particular religion elucidates its distinct doctrine and worldview by reimagining Simwudo, into a new set of six panels (seven or nine panels in some variations). The Simwudo of Daesoon Jinrihoe differs from that of Buddhism, particularly in its treatment of meditation (禪), both in terms of context and significance. While they share similarities in the aspect of ox-seeking, the Buddhist Simwudo symbolizes human nature, whereas the Simwudo of Daesoon Jinrihoe represents the great Dao of Heaven and Earth propagated by Kang Jeungsan and brought into completion by Jo Jeongsan. In the Buddhist context, the subject of the search is the Ox, signifying the restoration of a deluded human's pure nature in order to achieve personal salvation and in some version of Simwudo, reenter society to perform salvific actions for others. On the other hand, in the Simwudo of Daesoon Jinrihoe depicts the process of a human attaining immortality and following the teachings of Jeungsan and Jeongsan. This culminates in the final image which is the redemption of the world. The final phase of the Buddhist Simwudo, depending on the version, is either enlightenment (personal salvation) or reentering society to perform salvific actions (as a bodhisattva), whereas the Simwudo of Daesoon Jinrihoe show the simultaneous achievement of the perfection of humanity and the redemption of the world. This distinction highlights the fundamental differences between the Simwudo of these two distinctly different religious traditions. These differences arise from the contrasting purposes pursued by Buddhism and Daesoon Jinrihoe.

Opportunity or Threat?: Case Study of an Arts Entrepreneur Responding to Gentrification (위협인가 기회인가? 젠트리피케이션에 대응하는 예술기업가 연구 - 문래문화살롱 사례를 중심으로 -)

  • Gentrification is the process by which a working class or other disadvantaged area of a city changes into a middle class residential or commercial district. Gentrification, which has received much attention in arts management in recent years as part of a concern with urban regeneration, carries a generally negative connotation. In this paper, we interrogate this negative view of gentrification to explore ways arts entrepreneurship can convert the perceived threat of gentrification into opportunity. To this end, we examine the Mullae Cultural Salon in the gentrifying district of the Mullae Creative Village. Through a literature review of gentrification and arts entrepreneurship, we propose seven elements of art entrepreneurs responding to gentrification as an analytic framework for research. Our findings indicate that arts entrepreneurs were able to extend the maturity phase of gentrification and thus enhance the cultural and artistic value of the region for other artists and arts entrepreneurs.

The Influence of Korean Chinese Students' Sense of Cultural Identity on Second Language Acquisition -Mediating Effect of Learning Motivation and Learning Strategies- (재한 중국유학생의 문화정체감이 제2언어 습득에 미치는 영향 -학습동기와 학습전략의 매개효과-)

  • The purpose of this study analyzes the cultural identity, learning motivation, learning strategies, and second language acquisition trends of Chinese students living in Korea to reveal the structural relationship between these four variables, thereby revealing the cultural identity, learning motivation, and learning strategies of international students in the Korean language learning process. The purpose is to provide basic data to promote . This study verified reliability and validity through a preliminary survey targeting 200 people. This survey was conducted on 1,006 Chinese students studying abroad at six universities in Seoul, Gyeonggi-do, Busan, and Chungcheong-do from May 28 to June 15, 2023. As a result of the study, first, the structural relationship between variables was that cultural identity had a positive effect on learning motivation, learning strategies, and second language acquisition. Second, learning motivation had a positive (+) effect on learning strategies and second language acquisition. Third, learning strategies had a positive (+) (+) effect on second language acquisition. Fourth, learning motivation and learning strategy between cultural identity and learning strategy were found to play a positive (+) mediating role and multiple mediating roles. Therefore, in order to promote international students' cultural identity, learning motivation, and learning strategies in the Korean language learning process, it is necessary to increase opportunities for international students to directly experience the formation of cultural identity and to organize and teach a multifaceted curriculum centered on practice.
