A Study on the Improvement of Evaluation Indicators for Adjusting Forestland Classification (산지구분 조정을 위한 산지특성평가 지표 개선에 관한 연구)

  • The purpose of this study was to improve forestland characteristic evaluation system's indicators for rational development and ecosystem conservation. There has been no consideration for statistical duplication between variables, and it caused inefficient data collection. Furthermore, the same evaluation criteria were applied for all forestlands without considering regionally different characteristics, and it made variation for designation cancel rates of preservation semi-preservation forestlands between cities. To solve these problems, we first removed 'DBH' variable which has a multicollinearity. Second, we applied standard normal distribution for each forest watershed type. As a result of eliminating 'DBH', the numbers of parcels for all grades except A were changed but their numbers and areas were not large enough to consider the change of total score. For the output of analyses with the existing same regional criteria, the total scores of urban type and urban-fringe type forestlands were higher than those of other types. The numbers of parcels for A and B were increased and those for C and E were decreased by applying standard normal distribution. This caused the increase of preservation-oriented parcels. Finally, we suggested a new evaluation method based on standard normal distribution to consider regional forest characteristics and to solve regional imbalance.

Study on Conversion Permission Standard considering the Topography and Ecological Location of the Mountain Areas (산지 지형 및 생태적 입지를 고려한 산지이용기준 개발에 관한 연구)

  • In Mountainous Districts Management Act of Korea Forest Service, slope and elevation criteria are operated to regulate the indiscriminate use of risky land parcels when forestland is converted to other land use types. However, there is a limitation in considering topographical variation with only such two indices in the land parcel. Therefore, in order to supplement insufficient criteria, the slope type standard was developed using Catena, and the ecological condition improved terrain standards. Firstly, the ratio of 'risky slope' in a target forestland parcel was defined to decrease the risk of disasters such as landslides. Secondly, the standard of the ecological location condition was proposed as ecological score by integrating age, diameter and soil depth classes in the target forestland parcels. Thereby, we could prepare reasonable standards that can reduce forestland disasters and ecological damages, as suggesting new topographical and ecological assessment methods for forestland use conversion.

Study on Applicability of Slope Types to Permission Standard for Forestland Use Conversion (산지의 사면유형을 고려한 산지전용허가기준에 관한 연구)

  • Mountainous areas are 64% in Korea and are allowed to be used by the permission standards of the "Mountainous Districts Management Act". In the act, slope and elevation criteria are defined to regulate the use of vulnerable land parcels to disaster. However, the standards cannot represent topographical variation in a land parcel such as terrain relief. Therefore, the applicability of slope type standard as a permission standard was tested using Catena in this study. Based on the theoretical grounds, two slope types were analyzed as 'risky slope' with disaster risk. The slope types of landslides in Namwon City were analyzed that 'risky slope' types were distributed about 57%. This study analyzed the forestland parcels that could be used when applying the current permission standards and the parcels that were already used in Namwon City. The ratio of the 'risky slope' in the parcels was more than 50%. Therefore, it is necessary to prevent the mountain development in 'risky slope' by establishing permission standard related to slope types. In addition, this study suggested the ratio of 'risky slope' in the parcel for the permission standard for forestland use conversion.

Study on Forestland Conversion Demand Prediction based on System Dynamics Model (System Dynamics 기반의 산지전용 수요 모델 개발에 관한 연구)

  • This study was performed to predict change of forestland area in future to 2050 based on System Dynamics Model which is based on feedback loop by causal relationship. As forestland area change in the future depends on potential forestland conversion demands, each demand type of forestland conversion such as agricultural, industrial, public and residential/commercial use was modeled using annual GDP, population, number of household, household construction permission area (1981~2019). In results, all of conversion demands would have continuously decreased to 2050 while residential and commercial land would be reduced from 2034. Due to such shortage, eventually, total of forestland in South Korea would have decreased to 6.18 million ha when compared to current 6.29 million ha. Moreover, the forestland conversion to other use types must be occurred continuously in future because most of forestland is owned privately in South Korea. Such steady decrement of forestland area in future can contribute to the shortage of carbon sink and encumber achievement of national carbon-neutral goal to 2050. If forestland conversion would be occurred inevitably in future according to such change trends of all types, improved laws and polices related to forestland should be prepared for planned use and rational conservation in terms of whole territory management. Therefore, it is needed to offer sufficient incentive, such as tax reduction and payment of ecosystem service on excellent forestland protection and maintenance, to private owners for minimizing forestland conversion. Moreover, active afforestation policy and practice have to be implemented on idle land for reaching national goal 'Carbon Neutral to 2050' in South Korea.

Development of Applied Indicator according to Locational Type for Secure of Parks and Green Areas in Residential Land Development District (택지개발지역의 입지유형에 따른 공원녹지확보 적용지표 개발)

  • This study aims to suggest the secure indicator of parks and green areas according to the properties of the location. There were 31 study areas where negotiation was finalized from 2001 to 2008. The location types were divided by land use type before development and the ratio of mountainous and constructed parks, the ratio of green change and so forth were analyzed according to the those types. As a result, location types were classified into mountainous type, arable land type, urban district type. In terms of locational property, even though the ratio of parks and green areas was the highest at 24.9% in arable land type, the ratio was not much different from the others. Mountainous type depends on the ratio of mountainous park with 10.5%, and arable land type, and urban district type has high ratio of constructed parks. And, the ratio of green change arable land type is degraded by 32.8% and the ratio of mountainous green change is serious in the mountainous type. As a result of the selection of negotiation indicator, arable land type is closely related to the ratio of parks and green areas and the ratio of green change; mountainous type, the ratio of park and green, the ratio of mountainous green change and the ratio of constructed park and green; urban district type, the ratio of green areas.

Type Classification of Forestland Value by Using GIS Analysis (GIS를 이용한 산지가치 구분)

  • The type of forestland value was evaluated using various thematic maps, satellite images, and aerial photograph of Namyangju, Based on GIS analysis, forestland value was classified into 4 kind types; conservation, production, recreation, and development values. Finally, the comprehensive analysis map of forestland value was made according to the priority order of value assessment. Among the whole forestland of Namyangju, conservation value area is $195km^2$, high production value area $96km^2$ except the conservation value area, high recreation value area $59km^2$, and the high development value area is $11km^2$. Henceforward, The value evaluation system of forestland by using GIS is to be very applicable for the scientific management of forestland, according to the periodic data update.

Classification of Neighborhood Parks Considering Environmental Characteristics for Effective Urban Park Management (도시공원의 효율적 관리를 위한 환경적 특성을 고려한 근린공원의 유형분류)

  • The purpose of this study was to classify parks by type and to propose management plans for each park type. Environmental characteristics of urban parks in Daegu Metropolitan City were used to classify them into five categories. A total of 68 neighborhood parks were classified using their internal/external environmental factors, with a resulting distribution of 41 parks classified as 'FFR-type parks,' 12 as 'HNR-type parks,' 6 as FFCI-type parks,' 3 as FFA-type parks,' and 6 as 'HNA-type parks.' In the analysis of ecological and usage characteristics for the neighborhood park types, FFR-type parks had excellent park accessibility and the highest population density within the park service area. HNR-type parks had high NDVI from their natural green spaces, but their accessibility was low. FFCI-type parks had very low NDVI and green space connectivity, and also had low park accessibility and population density. FFA-type parks had low NDVI and green space connectivity, and very poor accessibility. HNA-type parks had high NDVI and green space connectivity. These findings provide an effective base dataset for use in preparing long-term plans for remodeling and managing urban neighborhood parks.

An Evaluation on Management Types by Characteristics of Urban Parks (도시공원 특성에 따른 관리유형의 평가)

  • The purpose of this study was to suggest customized management methods tailored to the characteristics of each type of park. Related literature was reviewed to determine the types of and management methods for urban parks to discuss the possibility of the involvement of citizens in park management and committing park management to the private sector. As a result of analyzing the literature, it has been found that each park should be managed separately according to its type in light of its characteristics and the strengths and weaknesses of each management method. For this reason, this must be a very important element for preventing damaging behavior at tourist destinations. First, natural mountainous parks are ordinary parks that do not require any professional management knowledge or skills. Accordingly, these parks should be managed by the districts in which they are located. Second, eco-oriented parks ask for specialized management. As domestic cases show, it will be advisable to commit the management of these parks to specialized, highly-experienced private organizations. Third, facilities-centered parks are large in size in response to the diverse needs of citizens, and it seems that a combination of different methods is better than merely sticking to any particular method.

LAND COVER CHARACTERISTICS OF MOUNTAIN REGIONS IN NORTH KOREA (북한 산악지역의 개간지 및 산림 특성에 관한 연구)

  • 현재 북한 토지피복 특성 중의 하나인 과도한 산지의 농지로의 전용은 홍수 등 자연재해를 일으키는 원인이 되고 있지만 북한에 대한 참조자료의 부족으로 피해규모나 상황에 대한 이해가 부족하다. 본 연구는 북한 양강도 산간지역을 대상으로 개간농지와 산림의 토지피복특성을 가을시기(2005 년 10 월 25 일) Quickbird (<0.6m) 위성영상의 육안분석과 분광특성을 이용하여 정확한 토지피복분류에의 기초 정보를 제공하는 것을 목적으로 한다. 토지피복 유형별 Training area 의 ROI(Region of Interest)의 면적은 2500pixel 로 하였고, 이것을 다시 .shp 파일로 변환하여 GoogleEarth 에서 표고 및 경사 등 보다 자세한 지형지물을 확인하였다. Quickbird 영상의 NDVI 분석을 통해 0.2 정도에서 식생과 농경지로 구분하는 임계값(Threshold)을 추정할 수 있었지만 늦게까지 추수를 끝내지 않은 농작물이나 이모작 농작물의 경우는 산림과 혼재되어 나타나고 있었다. 또한, 산림의 북사면은 수역 다음으로 낮은 NDVI 값을 나타내어 지형의 영향이 나타나고 있음을 알 수 있었다.
