Fourth Industrial Revolution Strategy: Japan's Case and Implications (제4차 산업혁명 대응 전략: 일본의 사례와 시사점)

  • Japan has established a strategic and concrete plan to respond in advance to the forthcoming Industrial Revolution era. The Fourth Industrial Revolution Strategy in Japan is divided into two types of strategies of utilizing strength and complementing weaknesses. The former belongs to 'real data utilization' and 'new robot development', and the latter belongs to 'global issues Solution'. In particular, the Japanese government is more aggressive than any other country in introducing the Japanese version of the Regulatory Sandbox system as a social verification system for the realization of the Society 5.0, which is regarded as the cornerstone of the Fourth Industrial Revolution. This study examines the key strategies presented in the main documents relating to the Fourth Industrial Revolution, and based on this consideration, we propose a suggestion worthy of reference when Korea develops the response strategy of the Fourth Industrial Revolution.

  • The purpose of this study is to contemplate the environmental change of the fourth industrial revolution in viewpoint of SME, and to analyze the relevance between the fourth industrial revolution and SME, thereby reviewing the governmental supporting policy for SME. Promising fields of the fourth industrial revolution can be derived from WEF survey, manufacturing innovation, and new growth engine. Also the case of GE's movement could be a good reference. We explored the relevance between the fourth industrial revolution and SME supporting policy, and described the suitability as SME's next item among the various promising fields. When extracting new business items by using the factor of prospective and appropriate conditions, both types such as product or service and subordinate or derivative items would be possible. For the proper action to the fourth industrial revolution, not only the competence enhancing of SME itself but also positive supporting policy of government side are to be considered.

Moderating Effect of Internet Activity on Privacy Attitude and Expectations of the fourth Industrial Revolution

  • In this study, we explored consumers' the privacy attitudes and Internet activities on the expectations of the fourth industrial revolution. Furthermore, we examined the moderating effect of Internet activities between the privacy attitudes and the expectations of the fourth industrial revolution. Research data are 2018 Korea media panel survey provided by Korea Information Society Development Institute. As a result, concerns about privacy were negative on the expectations of the fourth industrial revolution. Consumer's internet activities had a positive effect on the expectations of the fourth industrial revolution. Concerns about privacy have a negative effect on the expectations of the fourth industrial revolution, but active internet activities have mitigated it or turned it into a positive. This study will contribute as basic data for more active responses in the economic structure facing the 4th industrial revolution.

  • 박호군 과학기술부 장관은 최근 정보통신부 직원들을 상대로'복합화.융합화하는 과학기술과 정책융합'이라는 제목의 특강을 통해 "농업혁명과 인쇄혁명,산업혁명, 정보화혁명 등 인류 문명의 4대 혁명이 모두 농업기술과 인쇄술, 기계공업, 컴퓨터와 반도체 기술 등 과학기술의 혁명으로 인해 일어났다"며 과학기술의 중요성을 역설했다. 박 장관은 또 "0과 1로 모든 것을 표현하는 디지털은 동양의 음양 개념과 상통하므로 사괘가 그려진 태극기는 곧 디지털의 상징이며 우리나라는 디지털의 종주국"이라고 말했다. 다음은 박 장관의 이날 강연 내용을 요약 소개한다.

The Role of Home Economics Education in the Fourth Industrial Revolution (4차 산업혁명시대 가정과교육의 역할)

  • At present, we are at the point of change of the 4th industrial revolution era due to the development of artificial intelligence(AI) and rapid technological innovation that no one can predict until now. This study started from the question of 'What role should home economics education play in the era of the Fourth Industrial Revolution?'. The Fourth Industrial Revolution is characterized by AI, cloud computing, Internet of Things(IoT), big data, and Online to Offline(O2O). It will drastically change the social system, science and technology and the structure of the profession. Since the dehumanization of robots and artificial intelligence may occur, the 4th Industrial Revolution Education should be sought to foster future human resources with humanity and citizenship for the future community. In addition, the implication of education in the fourth industrial revolution, which will bring about a change to a super-intelligent and hyper-connected society, is that the role of education should be emphasized so that humans internalize their values as human beings. Character education should be established as a generalized and internalized consciousness with a concept established in the integration of the curriculum, and concrete practical strategies should be prepared. In conclusion, home economics education in the 4th industrial revolution era should play a leading role in the central role of character education, and intrinsic improvement of various human lives. The fourth industrial revolution will change not only what we do, or human mental and physical activities, but also who we are, or human identity. In the information society and digital society, it is important how quickly and accurately it is possible to acquire scattered knowledge. In the information society, it is required to learn how to use knowledge for human beings in rapid change. As such, the fourth industrial revolution seeks to lead the family, organization, and community positively by influencing the systems that shape our lives. Home economics education should take the lead in this role.

  • 산업이 고도화되고 기술발전이 가속화되고 있지만, 생산현장에서의 사고와 재해는 아직까지도 지속적으로 발생하고 있다. 이는 시스템의 대규모화, 복잡화, 다양화 등에 따라 나타나는 불안전한 상태(unsafe condition)와 근로자의 안전불감증, 낮은 학습효과, 안전문화 비활성화 등을 포함하는 불안전한 행동(unsafe behavior)에 기인한다. 최근 4차 산업혁명이 대두되면서, 인간과 기계 시스템 사이의 상호작용이 활발해지고, 데이터 가용성과 알고리즘 우수성이 확보되면서, 산업현장에서도 시스템과 공정안전을 위해 최신 기술을 활용하려는 시도가 시작되고 있다. 궁극적으로는, 품질 관리, 고장분석, 작업환경관리, 보건관리 등 생산관리의 다양한 범위에 새로운 산업안전혁신을 가져올 것으로 기대된다. 본 논문에서는 사물인터넷, 드론, 인공지능 등 4차 산업혁명 시대의 하드웨어와 소프트웨어의 결합의 사례를 통해 안전한 생산현장은 물론 신뢰성할 수 있는 공공 및 사회를 위한 지능형 시스템 구축의 필요성을 제시하고자 한다.

  • 20세기 인류생활에 가장 큰 공헌을 한 공학기술은 전기와 전자공학 분야이다. 전기ㆍ전자공학의 뿌리를 찾는다면 1백년 전 2천개의 특허를 낸 에디슨의 업적에서 비롯된다. 오늘날 우리에게는 산업혁명에 견주어지는 기술혁명을 겪고 있는데 이러한 기술혁명은 진공관으로부터 트렌지스터, IC, VLSI로 변천해오면서 발전된 반도체기술을 기반으로 디지털기술이 발전되었고 이를 통해 생겨난 디지털 혁명이 바로 그것이다.

  • Ein Schlagwort "die Vierte Industrielle Revolution" ist mehrdeutig und sehr unterschiedlich verstanden. Die Fragestellung, was die wesentlichen und allgemein anerkannten Elemente der "vierten industriellen Revolution", bezieht sich bisher auf neue Technologie oder Produkten wie $K{\ddot{u}}nstliche$ Intelligenz(K.I), autonomes Fahren, Internet der Dinge(IdD), 3D-Drucker usw. Unter einem historischen Gesichtspunkt bzw. der Geschichte der Industiriellen Revolution gibt es jedoch eine $Parallelit{\ddot{a}}t$ der rechtlichen Fragen, bsw. die Gefahrenabwehr, technische Kodifikation, Selbstregulierung, Internationalisierung des Technikrechts. Der Versuch, die Vierte Industrielle Revolution nur mit den neuen Technologie oder Produkten zu verstehen, kann nicht die Differenzierung zwischen jeden Stufen der industriellen Revolution konsequent $erkl{\ddot{a}}ren$. Dass die rechtliche Fragen der Vierten Industriellen Revolution angemessen behandelt, verlangt $zun{\ddot{a}}chst$ einen $Schl{\ddot{u}}sselbegriff$. Die vorliegende Arbeit setzt Digitalisierung als $Schl{\ddot{u}}sselbegriff$ voraus. Mit diesem $Schl{\ddot{u}}sselbegriff$ beleuchtet hier die Herausforderung des Verwaltungsrechts in der Zeitwende, wie die $Anpassungsf{\ddot{a}}higkeit$ und $Steuerungsf{\ddot{a}}higkeit$ des Rechts.

  • The purpose of this paper is to review the effects of the $4^{th}$ Industrial Revolution on job competency development by the Transitional Labor Market(TLM) model, and suggest job competency development policiy in the rea of the $4^{th}$ Industrial Revolution. The $4^{th}$ Industrial Revolution will create new jobs, destroy many current jobs, and will fundamentally change employment pattern, contents of jobs and ways of works. In these circumstances, we will confront more risks in each stage of labor market transition. To minimize the risks of TLM, we should reform education and develop life time career and job competency. We have to train high level talented persons to lead the $4^{th}$ Industrial Revolution. We have to retrain employed people to adjust new technology and to enhance employability and adaptability. We have to train vulnerable groups so that they may adjust new circumstance. Government should develop life time job competency development open platform.

  • In this paper, we discuss efforts that has been made by mathematics departments in Korea to meet the need of the 4th industrial revolution era. First of all, we introduce various industrial mathematics programs that some universities in Korea started to provide in order to nurture math/math education graduate to be prepared for the demand of the society. We also introduced a mathematics for Big Data course that we did offer recently which can be shared.
