Factors Affecting Disaster Victims' Quality of Life: The Uljin and Samcheok Forest Fires (산불피해자의 삶의 질에 영향을 미치는 요인: 울진⋅삼척 산불을 중심으로)

  • As forest fires' scale has increased, they have become disasters that destroy not only forests but also property, human psychological balance, and even human lives. As a result, governmental support has become a crucial part of the forest fire restoration process. Quickly restoring victims' quality of life (QOL) from not only an ecological perspective but also from their human perspective has become an important goal. Therefore, through structural equation modeling, this study analyzed effects of government support, post-traumatic stress disorder (PTSD), and resilience on 195 Uljin and Samcheok forest fire victims' QOL. In the final research model, the total standardized effect on QOL of government support to PTSD and resilience was found to have significant effect (0.417). By path, the effect of government support on QOL through resilience was verified as 0.172. Examination of the path between latent variables revealed that resilience had the greatest influence on QOL, and government support had a significant effect, thus confirming that they were the main factors affecting QOL.

Estimation of Forest Productivity for Post-Wild-fire Restoration in East Coastal Areas (동해안 산불피해지 복구를 위한 산림생산력의 추정)

  • In order to rehabilitate forest sites damaged by wildfire via natural or artificial restoration, it is important to determine right tree species, which can acclimate to biogeoclimatic environment at the sites. The objectives of this study were to develop site index equation of different tree species for estimating forest productivity and to provide information on species selection for post-wildfire restoration. Site index equation was developed based on environmental information from wildfire damaged areas in Gangneung, Goseong, Donghae, and Samcheok, where were located in east coastal areas of South Korea. Despite the small numbers (4~5) of environmental variables used for the development of the site index equations, statistical analysis (e.g. mean difference, standard deviation of difference, and standard error of difference) showed relatively low bias and variation, suggesting that those equations can provide relatively high capability of estimation and practical applicability with high effectiveness. The small numbers of the variables enabled the model to be applied in a wide range of usages including determination of appropriate tree species for post-wildfire restoration. The estimation of forest site productivity showed the possibility of large distribution in east coastal region as the best site for Korean ash (Fraxinus rhynchophylla) and original oak (Quercus variabilis) that can be used for firebreak in the region. These results imply that damages by forest fire can be reduced significantly by replacing existing pure coniferous forests in the area with ones dominated by broad-leaved deciduous stands, which can play an important role as fire break and/or prevent a transition from surface fire to crown fire.

Forest Stand and Site Characteristics in Post Forest Fire Area and Management Treatments for Optimal Vegetation Restoration (산화지의 입지와 임분특성 및 경영시업에 따른 식생변화 추이분석)

  • This study was carried out to obtain the basic model to estimate damage degree from the correlation analysis between forest fire and site environment factors and to clarify the restoration trends thorough multi-temporal survey by observing species diversity followed by various treatments at damaged forest area over time. From the derived model, the damage degree of forest fire was higher in the area of dense coniferous stands composed of simple story at the elevation of about 100m and 200m, and on steeper slope area over 30 degree. As results of this study, fire damaged trees are needed to cut down and a mixed stand with deciduous and coniferous species from the same area is desirable for the future species composition on fire damaged forest. Thus, site characteristics, local species, and mixed stands are the main consideration to enhance the vegetation recovery.

Agroforestry Site-suitability Analysis in Suan-gun, Hwanghaebuk-do, North Korea (임농복합경영 대상지 적지 분석: 북한 황해북도 수안군을 중심으로)

  • Agroforestry is an ecological and economic land-use system that enables sustainable agriculture by combining forestry, agriculture, and livestock industries. North Korea chose agroforestry as a strategy for the restoration of sloping land and deforested land. Agroforestry was proposed for the inter-Korean forest cooperation subcommittee meeting and is currently highlighting carbon removal and promoting the '2050 Carbon Neutral Strategy' and 'Korea Peninsula Green Détente.' The study area, Suan-gun, Hwanghaebuk-do, is a constant deforestation monitoring area and a pilot site for management by the International Center for Research in Agroforestry. The requirements for agroforestry were analyzed through literature analysis. The agroforestry site-suitability map was visualized by applying GIS overlap analysis. Approximately 8,839 ha of sloping area was selected as suitable for agroforestry management, which is about 15% of Suan. We compared the map with Google Earth images and visually detected the land use status, such as agroforestry in Suan, to verify the results. As a future study, we will consider both natural-environment and socioeconomic factors and evaluate the relative importance of the factors to produce a high-accuracy agroforestry sitesuitability map at the national scale with the goal of producing basic data for the inter-Korea forest cooperation policy for long-term goals.

  • 우리 학회에서는 최근에 폐탄광지 복구에 관한 관심이 고조되고 있으며, 특히 금년내 적당한 시기에, 되도록 빠른 시일 안에 폐탄광지 복구에 관한 국제 심포지엄을 개최할 계획을 가지고 있으나, 아직 학회 설립이후 이 분야에 관한 연구활동이 다소 일천하므로 기초자료준비가 미진한 상태에 있는 현실이다. 이러한 현실적인 상황하에서 필자는 학회의 회장으로서 학회와 회원들의 연구활동지원을 위한 기초적인 자료라도 수집 제공해야 되겠다는 취지를 가지고 이런 저런 일을 진행하고 있다. 이와 같은 학회활동의 하나로 우선 지난 5월 15일부터 20일까지 중국 북경시 신대도(新大都)호텔에서 중국토지학회(中國土地學會) 중국토지부간학회(中國土地復墾學會) 주최로 개최된 "북경 국제토지부간학술연토회(北京 國際土地復墾學術硏討會)" 심포지엄(Beijing International Symposium on Land Reclamation ISLR 2000 - Mine Land Reclamation and Ecological Restoration for 21st Century)에 참석하여 국제적인 상황을 파악할 수 있도록 한 바 있다. 또한 한국의 "폐탄광지역의 산림훼손지 복구 및 폐석유실 방지대책에 관한 고찰" 원고를 우리 학회지에 투고 게재하여 우리 나라의 폐탄광지 복구에 대한 현황을 개략적으로 이해할 수 있도록 하고저 한다. 이와 같은 일을 하다보니, 우리 학회에서도 석탄광산에 관한 전문용어를 파악해야 되겠다는 필요성에 따라서 우선 필자가 가지고 있는 제반 용어자료(참고문헌 제시)를 종합적으로 정리하여 이 용어집을 발표하고자 한다. 이 "소고(小考)" 용어집은 시기적으로 우리 학회 회원들의 필요성에 의해서 편집된 "초고(草稿)" 수준이며, 약 860 용어가 영문 국문(ABC순)/국문 영문(ㄱㄴㄷ순)으로 편집되었다. 이 용어집은 장차 우리 학회에서 용어제정의 기회가 있을 때에는 귀중한 표준 자료로 활용될 수 있을 것이다. 따라서 이 용어집은 우리 학회 제정 표준용어집이 아니라 단순히 필자의 연구자료(안)로 보아야 할 것이다.

Developmental Process of Forest Policy Direction in Korea and Present Status of Forest Desolation in North Korea (남북한 산림정책의 전개과정과 북한의 산림황폐지 실태)

  • This study analyzed on the developmental process of forest policy direction in Korea and present status of forest desolation in North Korea of the pre and post division of the Korean peninsular with historical point of view and indicates future tasks to take. Forests in Korea were destroyed in the early of 1900s while Korean peninsular was under Japanese colonial rule. In 1945, Korea was divided into two parts, which developed its own forest policy under the different political system. South Korea was at Korean war in 1950 and accomplished the greening movement from 1970s to 1980s. After 1990s, the country has aimed to sustainable forest management. North Korea has focused on forestation until 1960. However, the result has been doubtful with North Korean economic depression, and these days North Korea faces forest desolation due to failures of forest management. Therefore, necessary is that recovery measures for forest desolation in North Korea, cooperation and interchange between North and South Korea and plans of forest management in case of unification.

Sulfur Cycle in the Rehabilitated Forest Catchment in Tanakami Mountain, Kansai District, Japan (일본 칸사이 지방 타나카미 산지의 황폐지 복구 산림유역 내 황(黃)순환에 관한 연구)

  • To understand the sulfur flux and cycle in the forest catchment, the hydrological processes and chemical variation of soil solution, groundwater and stream water were analyzed at the Matsuzawa catchment located in the Kiryu Experimental Basin, Shiga Prefecture, central Japan. Unsaturated soil layer at the upper slope of catchment was the source area of ${SO_4}^{2-}$, and deep soil layer and groundwater were the sink zone of ${SO_4}^{2-}$. The vertical distribution of ${SO_4}^{2-}$ concentrations in groundwater affected seasonal variation of ${SO_4}^{2-}$ concentrations in stream water, as groundwater level changed. It is reasonable to assume that each hydrological processes in the forest catchment play an important roles in the retention and discharge of ${SO_4}^{2-}$.

Visual Preferences and Willingness to Pay for Alternative Use of Barren Agricultural Land (유휴농경지(遊休農耕地)의 토지이용(土地利用) 대안(代案)에 대(代)한 시각선호(視覺選好)와 지불의사(支拂意思))

  • In this research, photo images of uncultivated marginal lands were simulated to visualize alternative land use patterns using image capture technology. Based on an original photos, 3 simulated images were created ; barren condition, aforested condition and shrub-covered condition. The simulated images were then used to evaluate respondents' visual preference(SBE value) and willingness to pay for the agricultural development tax as a hypothetical payment vehicle. The SBE values for barren condition are the lowest, as expected. When original condition is changed to forested or shrubbed, the SBE values are increased significantly. The logistic models for the willingness to pay for the various alternative land uses performed significantly, ${\rho}$ statistics for 6 models ranges from 0.3 to 0.4 and correct percentage for predicted probability are about 75%. Among independent variables, the amount of tax offered is the most influencing factor to predict the probability. Income also shows some relationship with no statistical significance. Other variables behave inconsistently in the model. When SBE and WTP are correlated, rather consistent trends can be observed. With the increase of SBE, WTP predicted by the model increases accordingly. It can be concluded that enhancement of scenic quality of the agricultural lands leads to increase of people's willingness to pay to support the rural environmental conservation.

A Case Study on the Cause Analysis of Land creep Using Geophysical Exploration (물리탐사를 활용한 땅밀림 원인분석의 사례적 연구)

  • Recent reports have indicated a rapid increase in the frequency of sediment disasters due to climate change and other changes in the geological environment. Given this alarming situation and the recent increase in the frequency of land creep in Korea, systematic and efficient recovery and management of land creep areas is essential. The purpose of this study is to identify disaster vulnerability by conducting a physical exploration of land creep in San 4-1, Jayeon-ri, Gaegun-myeon, Yangpyeong-gun, Gyeonggi-do, and examine stability by identifying the overall geological structure of the affected ground. In addition, drilling surveys are conducted to verify the reliability of the measured data. The results of the study reveal that low specific resistance abnormalities are distributed in the upper part of the soil layer and weathering zone and that this section is a 50-120 m exploration line. It is also confirmed to be a low-hardness ground area where tensile cracks are observed. Therefore, there is a need for research focused on developing measures to reduce economic and social damage within the domestic context by continuously monitoring indicators of land creep and identifying land creep risks.

A Ripple Effect of Regional Economy by Government Aid for Forest Fire Restoration through the Input-Output Analysis (산불피해지역 복구를 위한 정부지원이 지역경제에 미치는 파급효과 분석)

  • The purpose of this study was to analyze a ripple effect of the regions, Samcheok city, Goseong county and Donghae city, in Gangwon province by government aid for forest fire restoration through the input-output analysis. These regions were devastated by forest fire in 2000. Direct production inducement effect was higher than indirect production inducement effect except for construction industry. Income inducement effect similarly showed production inducement effect Indirect employment inducement effect was higher than direct employment inducement effect. The efficiency of government aid took a side view of three effects. Production inducement effect and income inducement effect in Donghae were more efficient than these in Samcheok and Goseong. Employment inducement effect in Samcheok was more efficient than it in Goseong and Donghae.
