Research Administration Efficiency of Science & Technology Research Institutes: Advancing Computer Systems and Burnout (과학기술 공공연구조직의 연구행정 효율성: 전산시스템 고도화와 직무소진에 대한 탐색적 이해)

  • This study seeks to shed light on the importance of "advancing administrative computer systems" for research administration efficiency, building upon prior literature, and aims at extending the scholarly discussion on the efficiency of research administration itself. To this end, two research questions were addressed. First, this research explores how research administrators perceive the advocated "advancement of administrative computer systems" in achieving research administration efficiency. Second, it investigates how external bureaucratic control affects burnout among administrative personnel engaged in research administration, and how burnout impacts the research-administration relationship, trust, and ultimately performance. The analysis of interviews and surveys yielded several results. For one, through the analysis of interviews conducted in the field of government-funded research institutions, it was found that "advancing computer systems" is met with practical concerns and skepticism, while also recognized as having the potential to contribute to the efficiency of research administration. Furthermore, it became evident that complex issues are intertwined. From a contrasting standpoint opposing computer advancement, the view that institutional regulations and cultural efficiency should take precedence over technology appears valid and raises a crucial point for consideration. On the other hand, regression analysis related to burnout shows empirical evidence that increased control by central government bureaucrats over administrative staff in government-funded research institutions leads to higher levels of burnout. Such elevated burnout is shown to have detrimental effects on trust between researchers and administrative personnel, as well as on overall performance. Through these discussions, we aim to stimulate academic and government interest in research administration efficiency.

  • In this papery, we study the diverse dynamics of human personality formation, examining the harmonious interplay between innate traits and the surrounding environment. Our focus is on Charles Dickens' renowned work, "Oliver Twist," where Dickens underscores the critical role of both the environment and innate traits in shaping personalities. We explore Dickens' unique perspective, emphasizing the deep insights gained through his work. The paper outlines the research background, stressing the topic's importance and explaining the necessity of addressing this crucial issue. The significance of choosing "Oliver Twist" as the research subject is highlighted, underscoring its special relevance. The main content thoroughly investigates how innate traits and the environment profoundly influence individual personality formation. Contrary to common assumptions, Dickens' perspective unequivocally highlights the greater importance of innate traits. Our analysis supports this claim, examining key scenes and characters in "Oliver Twist." By exploring his distinctive viewpoint on the environment's impact on personality formation, we enhance understanding of theinteraction between innate traits and the environment. Focused on "Oliver Twist," our goal is to provide contemporary readers with profound insights into how personal characteristics evolve and are shaped by environmental factors, utilizing Dickens' masterpiece as a central reference point.

Commonalities and Distinctions of Housing Outcomes of Unmarried Young Single Women in Rental Housing Amidst Demographic Cliff (인구절벽 시대의 지역별 미혼 청년 여성 1인 월세 가구의 거주 유사성 및 상이성)

  • In the face of an impending demographic cliff, this research delves into geographical disparities in socioeconomic statuses and living arrangements of young single women in rental housing and also to explore influential factors of their residential assessment and housing expenditure. From the Korean Housing Survey of 2020, the cross-sectional study identified 847 unmarried female single-person householders aged between 20 and 39 in four districts - Seoul and Gyeonggi-Incheon Area (GIA) of Seoul Metropolitan Area (SMA), and metropolises and non-metropolises of non-SMA. The empirical analyses revealed that regardless of regions, most of the respondents were college-educated, salaried employees in late 20s living in a studio flat, seldom bore debt and barely relied on social services. Renters in SMA, employment rate, income and living expenses were higher than those in non-SMA and they resided in small, old but adequate housing with a separate bedroom. In particular, Seoulites suffered from housing cost overburden but most singles in GIA benefited from the lowest housing burden. While the main determinant of residential assessment was livability, housing satisfaction was additionally affected by old housing and the satisfaction with residential environment was also explained by urban amenities. Despite geographical variations, housing expenditure was primarily driven by income and employment.

  • The war that broke out on October 7, 2023 is prolonging and expanding into the Middle East. Although the damage from war is increasing, humanitarian aid to the Gaza Strip has been halted due to UNRWA's deviant actions. Powerful countries have suspended support, and the UN is appealing for support for the Gaza Strip. All damage is borne by civilians in the Gaza Strip, especially women, children, and the elderly. Israel has selected an evacuation zone and evacuation route in the Gaza Strip and established a humanitarian aid route in the border area. However, Hamas's resistance in underground tunnels, using civilian-dense areas and civilian facilities such as hospitals and schools as shields, further amplified civilian casualties. This Israel-Hamas war requires the international community to approach it from a human security perspective. We must strengthen the UN's functions and roles to ensure that humanitarian supplies reach the field and humanitarian intervention forces ensure human dignity and basic rights. We must restore the credibility of the UN's role through the Israel-Hamas war. In addition, Korea should urge the introduction of humanitarian aid and goods, and provide humanitarian goods such as daily necessities and medicine. We must also prepare for deployment as a member of the UN peacekeeping force in the future. These activities will help Korea develop into a model country that fulfills its role as a 'global pivotal nation' and will have a virtuous cycle of international support in the event of a future crisis on the Korean Peninsula.

The Usability Evaluation of Kiosks for Individuals with Low Vision (저시력 시각장애인의 키오스크 사용성 평가 연구)

  • In the rapid digital transformation era, kiosks have become a common element in daily life. However, their widespread deployment has introduced new challenges for socially marginalized groups, including individuals with disabilities and the elderly. This study aims to evaluate the usability of kiosks for individuals with low vision and propose improvement strategies. The study was conducted with eight low-vision university students from A University in Gyeongsangbuk-do and four non-disabled university students from Daegu. Usability was assessed through experiments involving a self-service certificate issuance kiosk and a fast-food restaurant kiosk, using Jakob Nielsen's five usability evaluation criteria: learnability, efficiency, memorability, error prevention, and satisfaction. The results revealed that individuals with low vision faced significant difficulties with small text size, low contrast, no physical buttons, and lack of screen zoom functionality. To address these issues, the study recommends enhancements such as increasing text size and contrast, incorporating physical buttons, adding zoom functionality, ensuring consistent UI design, and providing auditory feedback. This study provides foundational data for enhancing information accessibility for individuals with low vision. It offers critical insights into kiosk design and policy recommendations, thereby contributing to the mitigation of the digital divide.

The Impact of ESG Frameworks on Economic Performance: The Mediating Role of Logistics Performance and Liner Shipping Connectivity (물류 성과와 운송연계성의 매개 역할을 고려한 ESG 체계가 경제성과에 미치는 영향 분석)

  • Recently, a framework crystallizing as Environmental, Social, and Governance(ESG) has been exerting significant influence not only on corporate investment and management philosophies but also on national policies. This ESG framework is becoming an essential requirement for all organizations. It has become an obligation at the corporate and national levels, particularly in the maritime, port, and logistics sectors. Anticipating that the adoption and utilization of the ESG framework will reach higher levels when it becomes a necessity, this study utilized data from international organizations such as the United Nations Conference on Trade and Development(UNCTAD), the World Bank, and the World Economic Forum to analyze the impact of the ESG framework on national economic performance through the maritime, port, and logistics sectors using Partial Least Squares Structural Equation Modeling(PLS-SEM). The analysis revealed that while the ESG framework did not have a direct impact on the national economy, it manifested substantial indirect effects through maritime, port, and logistics sectors. Therefore, in these sectors, the establishment of the ESG framework should be recognized not only as an expenditure and obligation but also as a crucial investment that positively influences the national economic performance. The study's findings are limited by the absence of data beyond 2019 due to the impact of COVID-19. Therefore, it is anticipated that more accurate current effects can be ascertained when newer data becomes available.

A Study on the Threat of North Korean Small Drones (북한 소형 드론 위협 사례에 대한 연구)

  • North Korea's rapidly advancing drone development and operational capabilities have become a significant threat to South Korea's security. The drone incursions by North Korea in 2014, 2017, and 2022 demonstrate the technological advancement and provocative potential of North Korean drones. This study aims to closely analyze the military threats posed by North Korean drones and seek effective countermeasures. The research examines the development level of North Korean drone technology, its military applications, the characteristics and patterns of recent drone incursions, the adequacy and limitations of South Korea's current response systems, and future countermeasures. For this purpose, domestic and international research literature and media reports were reviewed, and specific North Korean drone incursion cases were analyzed. The results indicate that North Korea's small drones possess technological features such as small size, low altitude, low-speed flight, long-duration flight, and reconnaissance equipment. These drones pose threats that can be utilized for reconnaissance, surveillance, surprise attacks, and terrorism. Additionally, South Korea's current response systems reveal limitations such as inadequate detection and identification capabilities, low interception success rates, lack of an integrated response system, and insufficient specialized personnel and equipment. Therefore, this study suggests various technical, policy, and international cooperative countermeasures, including the development of drone detection and identification technologies, the utilization of diverse drone neutralization technologies, the establishment of legal and institutional foundations, the construction of a cooperative framework among relevant agencies, and the strengthening of international cooperation. The study particularly emphasizes the importance of raising awareness of the North Korean drone threat across South Korean society and unifying national efforts to respond to these threats.

Analysis of Competency Research Trends of Professional Instructors by Industrial Sector in Korea (국내 산업 분야별 전문강사 역량 연구 동향 분석)

  • Purpose: The purpose of this study is to analyze the trends of research on professional instructor competency by industry field conducted in Korea and to explore the direction necessary for future research to develop. Method: We searched the domestic Research Information Service (RISS) and DBpia for the topics of 'instructor' and 'competence', and selected 75 papers for analysis. We analyzed the 75 papers by year, research subject, research method type, and research topic. Result: First, the research began in 2003 and has been conducted consistently since 2011, with 11 papers published in 2022, the largest number of studies. Second, the majority of studies targeted lifelong education instructors, followed by cultural arts education instructors. Third, the research methods were similarly utilized in the order of quantitative research, mixed research, and qualitative research. Fourth, Research topics on competency derivation, educational needs analysis, competency enhancement, and policy were conducted most frequently. Conclusion: This study confirmed that competency research was conducted on instructors in various fields. In future studies, many studies should be conducted on the competency of safety education instructors in all fields, including disaster safety, which has become increasingly important due to social and environmental changes.

A Study of the Detailed Typology of School Outdoor Spaces - For a Recent Landscaping School in Seoul - (학교옥외공간의 세부 유형 분류 연구 - 서울시 최근 조경사업 학교를 대상으로 -)

  • This study aimed to derive the concept and types of school outdoor spaces in Seoul. The research results showed that the concept of school outdoor space can be viewed as an outdoor activity space in schools that secures the value of integrated public life and communal life, including "behavioral rights, walking rights, living rights, urban rights, landscape rights (viewing rights), and nature experience rights." It can also be defined as a basic educational space that reflects the value of education, which is the basic function of schools and the characteristics of the community. As a result of the analysis based on the general types of outdoor spaces, it was found that the outdoor spaces of Seoul schools can be divided into three major categories: walking space (movement function), educational space (educational activities), and rest and other spaces (other services). Based on this, outdoor spaces were categorized and subcategorized to serve as the basis for policy implementation. These classifications are characterized by 1) simplifying the classification of spaces by function into three (movement functions, educational activities, and other services) to enable the use of outdoor spaces for integrated purposes; 2) reflecting the complex use of spaces by subdividing educational spaces focusing on major activities, and in particular, discovering complex spaces due to the three-dimensionalization of buildings; and 3) enabling spatial-level planning and facility element-level access according to school characteristics. It is characterized by applying the recent trends and systems of general outdoor space projects to the current situation of schools.

A Preliminary Study on the Current Status and Health Effects of PM2.5 for Evaluating the Act on Air Quality Management Regions in Jeollabuk-do Province (대기관리권역법 시행효과 평가를 위한 전북지역 초미세먼지 현황 및 건강영향 사전연구)

  • Background: In order to evaluate the national effort to improve air quality through the Act on Air Quality Management Regions, an investigation of the current status of air quality in respective regions and the health impact of air pollution should be undertaken. Objectives: This study is a preliminary study on the status of PM2.5 in the central region of South Korea and its health effects. It can be applied to the evaluation of the effectiveness of the Act on Air Quality Management Regions. Methods: Time series variation of PM2.5 concentrations in the air quality management region (hereafter referred to as AQMR) and in the non-AQMR area in the central region of South Korea were created. Odds ratios (OR) were calculated based on the survey results of whether the residents of Jeollabuk-do were feeling anxiety caused by air pollution by sex, region, and regional characteristics. Relative risk (RR) values of lung cancer deaths in each city in the AQMR for the central region of South Korea were calculated. Results: During the period from Dec. 2018 to Dec. 2021, the average concentration of PM2.5 was higher in the AQMR at 26.0 ㎍/m3 compared to 19.5 ㎍/m3 in the non-AQMR. The odds ratio (OR) calculated using data from the Jeonbuk Research Institute (2020) suggested that women were more uncomfortable or anxious about their lives due to air pollutants than were men. The OR evaluation results also showed that in terms of PM2.5 sensitivity, residents in the non-AQMR were relatively more sensitive than those in the AQMR. The relative risk (RR) was calculated to evaluate the relationship between health hazards (PM2.5) and diseases (lung cancer). As a result, for super-aged people over 80 years old, compared to the non-AQMR (Muju-gun and Jangsu-gun), the residents in the AQMR (Jeonju, Gunsan, and Iksan) have about twice the relative risk of lung cancer. Conclusions: It is necessary to make efforts to improve residents' health and extend their healthy lives through efforts to reduce air pollutants such as PM2.5 in areas specially selected as an AQMR.
