Improvement Plans of Urban Policies for the Realization of a Barrier-Free City (무장애도시 구현을 위한 도시정책 개선방안에 관한 연구)

  • This study aims to propose improvement plans and directions of existing policies to build a Barrier-Free city for the socially underprivileged. We conducted correlation analysis and T-test based on the results of a survey of the general public including the socially underprivileged to understand how their satisfaction with the use of facilities close to their daily lives, such as housing, sales·business facilities, affects their happiness. The results are as follows: First of all, the socially underprivileged experienced discomfort and barriers in urban life more than the privileged, and there was a negative(-) correlation between the degree of discomfort and barrier that the socially underprivileged experienced and happiness in urban life. Second, as a result of analyzing the difference in satisfaction with the life·welfare·leisure environment indicators, the satisfaction with the life environment showed a significant difference between the socially underprivileged and the privileged, and it was found that satisfaction in the life environment had the greatest effect on happiness to the socially underprivileged. We examined the current status and the spatial distribution of BF-certified facilities, one of the representative policies for the socially underprivileged to support their urban life without any obstacles, based on the above outcome, and most certified facilities were concentrated in welfare environment. In addition, we used ArcGIS to analyze that BF-certified facilities have been being supplied to people who really need them and saw that the spatial distribution of the socially underprivileged (elderly, children, and infant) and the distribution of BF certification facilities were somewhat consistent, but were intensively supplied to urban areas.

  • Museums increasingly are expected to be accountable for effectiveness of both new and existing programs, and to broaden and diversify community members served. One approach is to expand program services beyond those for traditional on-site visitors to non-traditional more diverse populations, including at-risk populations. Program evaluators are challenged to verify achievement of such lofty goals in the short term and during early program implementation. Nevertheless, it is critical to examine impacts of newly developed programs to determine viability and to improve them. This study assessed the impacts and efficacy of an on-going, non-traditional museum program targeting transitional homeless people in the community. Results presented a strategy for conceptually framing an assessment of a collaborative museum program serving non-traditional museum clients. Also, this study showed how aspects of one program were perceived by participants, and how those perceptions correspond with program outcomes.

  • 본 논문에서는 IOT 서비스와 접목하여 사회적 약자를 보호할 수 있는 시스템에 대해 제안하고자 한다. 최근 사회적 약자(영유아, 노인, 환자 등) 대상의 보호시설 내부에서 폭행 사건이 빈번하게 발생하고 있다. 안전해야 할 보호시설(보육시설 및 요양원, 실버타운)에서 발생하는 문제로 인해 보호자들은 기관을 신뢰할 수 없게 되었고 이는 매출감소 및 이미지 악화 등의 연쇄적인 사회적 문제로 발전하고 있다. 이러한 문제를 감소시키고자 방범용 CCTV, 녹음 어플리케이션의 사용이 해결책으로서 제시되고 있지만, 폐쇄적인 시스템 구조로 인해 기록의 은폐 및 추가적인 병리 현상 발생의 가능성이 염려 되어 근본적인 문제 해결이 어렵다고 판단되었다. 그래서 보호시설 내부에 비콘과 영상장비를 설치하고 웨어러블과 같은 모바일 디바이스를 활용하여 보호자가 피보호자(사회적 약자)의 위치를 실시간으로 파악하고 상태를 볼 수 있도록 하는 휴먼케어시스템의 개발을 제안하고자 한다.

Establishing Planning elements of Community Facility considering The Social Weak (사회적 약자를 배려한 공동시설의 계획방향 연구)

  • This study tried to derive the elements of the plan, recognizing the importance of taking into account the social weak when construct community facilities. For these, this study found planning indicator around literature review, then re-established indicators by Focus Group Interview. So it can draw following implication through result of analysis. First, planner considering the social weak should make fair space for harmonious communication between users. physical planning is important, but the building is to be vehicle for the social communication. So it needs to compose program without social elimination. Second, it is important to make participation base for the social weak in community facilities. Finally the reinforce of participation base can be indicator which encourage ownership and locality.

'Part' vs. 'Whole': Comparison between the Socially Underprivileged and the Whole Population in Terms of Inter-regional Disparities in Quality of Life ('부분' 대 '전체' - 사회적 약자와 전체 인구의 삶의 질 지역 격차의 비교 -)

  • This study aims to compare the differences between the socially underprivileged and the population as a whole in terms of the quality of life gap between the Seoul metropolitan and non-capital regions based on the capabilities approach. To this end, we selected indicators that can measure nine dimensions of capabilities, such as income, housing, health, and social relations, calculated indicator values for the socially underprivileged and the whole population, and standardized them. The Wilcoxon signed-rank test and the SUR model were used for comparative analysis. The results show that there are significant differences in the disparities between the Seoul metropolitan and non-capital regions between the socially underprivileged and the entire population, and the differences are generally consistent in the most unfavorable direction for the socially underprivileged in the non-capital regions. In addition, the gap between the Seoul metropolitan and non-capital regions is not large from the point of view of the total population average, but the inter-regional gap is still significant from the viewpoint of the socially underprivileged. These results show the limitations of 'average' regional policies based on an analysis of the average of the total population, and the study is significant to illustrate the ecological errors that may arise in regional problem analysis.

  • The aim of this study is to analyze the domestic and international trends and cases of welfare programs for the social minority to provide implications for policy development. This study examined the trends of Community Care in the UK and Local Governance in Japan as overseas policy trends. In addition, along with the trend of welfare programs provided for the social minority in each region in Korea, as a domestic cases, case of Bucheon city as a case of gender policy, Daejeon city as a case of palate policy for the disabled, and Seongdong-gu, Seoul as a case of policy for children are analyzed. As implications obtained through this analysis, it was suggested that at the regional level, the demand survey appropriate to the situation of the region and the connection with the cooperative entities in various regions are important.

  • An app is designed for the socially disadvantaged related to the Sex Offense. In 2013, The Republic of Korea claimed to exterminate four social evils. The first one of social evils is sexual assault. The app proposed in this paper will be used to prevent sex offenses. People may check the news related to the sex offense and search the sex offender. People may learn simple self-defense martial arts and use guidance service to go home safely. People may use this app trying to keep safety from the potential criminals by themselves.

Christian Education with the Socially Disadvantaged in and after the Covid-19 Pandemic (사회적 약자와 함께 하는 기독교교육)

  • This study was conducted to pursue Christian education with the socially underprivileged in the era of the Corona-19 pandemic. Corona-19 is a disaster which is caused, destroyed and exploited by human being. At the time of the indiscriminately spreading global pendemic, we must work together to overcome our selfish self-centeredness and make an attempt for everyone in need. It is a study on how humans can help each other survive in the era of Corona-19 and its post-corona. The problem is that there is too much discrimination between the state, race, and economic capacity, and in the end, the extreme discrimination of capitalism is appeared in society and across the country. There is no significant difference in the confirmation rate when Corona-19 infiltrates, but there is a big difference between those with and less in mortality. As a result, today's reality is that people who have a hard time living because they have less usually are far more vulnerable to blocking and defeating virus attacks. Unfortunately, this is the current situation. From the standpoint of a large discourse, attention is paid to climate change and ecological environment, and as a micro discourse, a number of societies who live with tremendous discrimination according to the gap between the rich and the poor (it is gender, race, disabled, nationality) that exist in almost all countries on the planet. We need attention to the weak. To this end, discourses on vaccine inequality, discourses on the needs of the disabled, discourses on different racial damages, discourses on polarization and dystopia, and discourses on educational inequality were treated as the reality faced by the socially underprivileged in the Corona 19 pandemic. To explore Christian education with the socially underprivileged, to explore ways of sharing, giving, and solidarity for win-win, discourse on inter-dependence and mutual responsibility of mankind, direct counter-measures for the socially underprivileged, and critical literacy education. He proposed a discourse on Korea, a discourse on Homo sapiens, which must return to being a part of creation, and finally a theology of friendship with the weak. Christian education based on Bible words must go forward in the era of the Corona 19 pandemic, hungry, naked, nowhere to go, sick, but dying because of being unable to get a remedy. He emphasized the need to establish a caring theology of friendship and pursue a life in which thought and practice harmonize. Thus, the paper proposed the spirit of Christian education not only doing something for the socially weak, but with the socially weak in the daily life.

A study of the police legislative system for the disadvantaged (사회적 약자보호를 위한 국가인권보호 활동의 발전방향 -경찰의 치안대책을 중심으로-)

  • In the twenty-first century, it tends to deepen rich-poor gap and differences related to geographic location because of characteristic of polarization and diversification. Various social conflict that appear in the twenty-first century preclude independent effort and active of police from responding various public order problem of community The most important thing is widespread participation and cooperation of inhabitant and community in order to cope with various social change like localization, decentralization and democratization. Above all things, as human rights guardian in order to gain nation's trust, the police should induce dynamic change to desirable police which is wanted by nation in the organization. To achieve this, the police must overcome many negative customs and obstacles remaining organization despite endeavor of the police. In this manuscript, for this discussion, we search simply historical process of development, seek conception of the disadvantaged in regard to police duty, analyse the reality of human rights violation of the disadvantaged in execution of police duty through statistics and case study, find the problem and seek proper solution through improvement of the police legislative system.

Implicit Representations of Relationship with the Powerful and the Powerless Other in Korean College Students (대학생의 강자-약자와의 관계에 대한 암묵적 표상)

  • This study was conducted to explore college students' implicit identification with others powerful or powerless, and implicit association of self-enhancement & authenticity with their relationships with others powerful or powerless. The study was based on measuring 3 sorts of IAT: an explicit identification test, RWA, & RISC. The results were summed up as follows: Students identified their selves with others more powerful than others powerless; expressed self-enhancement when they were with powerful others; and associated 'true' with relationship with others powerful. Men with high RWA & women with low RWA identified their selves more with others powerful; low RWA & high RISC groups' associated relationship with others powerful to 'true' and others powerless to 'false' more rapidly. These results were discussed in terms of structure of authoritarianism, SEM, relationship with others powerful and powerless.
