Effect of the Civil Servant's Suspension of Pension Payments on the Labor Supply and Suggestions on Developmental Alternatives of Suspension of Pension Payments (공무원연금의 지급정지제도가 가입자의 노동공급에 미치는 영향 및 지급정지제도의 발전방향 모색)

  • This Study reviews theoretical argument about the effect of retirement earnings test on the labor supply of the aged which is controversial issue in OECD countries and analyze the effect on the incidence of re-employment, re-employment period of suspended officials and the possibility of re-retirement through Government Employment Pension Corporation data. It consists of 178,363 public officials who received pension benefit or disability pension in January 2005. The main result of this research shows that public officials re-employed were 8,086 which is 4.5% of total retired, and median survival time of suspended pension payments is 3.3 years. Also the median re-employment period of 100% suspended officials is about 20 month shorter than that of 1/2 suspended officials and it is shown in regression analysis that the possibility of re-retirement by 100% suspended officials is statistically significant higher than those of 50%. It specially expects greater influence if includes in case taking lump-sum or no making effect of re-employment because current system withhold pension payments even by earned income itself. Therefore, this analysis suggests suspension of pension payment properly applied according to the age and income together with "Delayed Retirement Credit" or "Partial Pension" for developmental alternatives of civil servant's suspension of pension payments. Furthermore, It is urgently needed that distinctive quality data about re-employment including earnings to perform deep-empirical research for effective policy. Lastly, it is extremely necessary to reinforce management system of Government Employment Pension Corporation.

Proposes on Essential Ubiquitous City Service to Guarantee Minimum Quality of Ubiquitous City (유비쿼터스도시의 최소 품질 보장을 위한 필수적인 유비쿼터스도시서비스 제안에 관한 연구)

  • Since 2000, ubiquitous cities are spread over Korea by government's supporting project for ubiquitous city construction. But recently problems such as low perception of ubiquitous city are issued. There is just a few studies about a creation of citizen centric ubiquitous city service even though there have been several studies and policies to overcome such problems. There is not enough research on applying ubiquitous city service effectively at the stage of ubiquitous city plan. To solve this problems, this study ultimately aims to suggest essential ubiquitous city service applied at that stage to guarantee minimum quality of ubiquitous city. The expert survey method was employed to select essential ubiquitous city service. To achieve this goal, First, a survey performed by 163 local government officers to know current status of the ubiquitous city construction project. Second, another survey was performed for about 30 days by 38 experts worked at local public official and ubiquitous city organization to select essential ubiquitous city service. Finally we suggested 14 essential ubiquitous city service from the several viewpoints, which were universality, industry growth, social welfare, effective city management. And we analyzed the differences between ubiquitous city services written 14 ubiquitous city plan and essential ubiquitous city services.

A Study on the Improvement of Independent Loan Fund Business for low-income Disabled (저소득장애인을 위한 장애인자립자금대여사업 개선방안 연구)

  • This study aims to analyze the current situation of Independent loan fund business for disabled for independent and living stabilization of low-income disabled and presented a plan to support effectively. Methods were reanalyzed to obtain the data inside the Ministry of Health and Welfare and conducted a expert survey. The results of this study were First, The budget was 8.1 billion won and target households was 800, but the used budget was about 5.6 billion won(executive rate was 69.3%) and beneficiaries was 384 families. Second, the loan condition was gurantee is 58.5%, pawn is 23.3%, ungurantee is 18.2%. And, the loan type was occupation is 60.0%, car purchase is 35.3%, medical expenses is 2.6% and so on. In addition, 1,735 people apply for a loan fund but 904 people received a loan fund. So, loan rate was 52.1%. Third, business retention rate was 74.7% and close rate was 25.3%. Fourth, expert opinion was government support necessary for the in low-income disabled in social and economic situation of Korea. This study suggested that the loan purpose, loan amount, loan condition, simplified course were needed to consider when establishing policy for low-incone disabled.

Survey of Natives Resettlement Consciousness in Urban Regeneration Project -Centered on the Re-Maintenance Promotion District of Asan City- (도시재생사업 추진에 있어 원주민 재정착 의식조사 -아산시 재정비촉진지구를 중심으로-)

  • This study is carried out in order to suggest the effective method to enhance the resettlement of natives for re-maintenance promotion district of Asansi. This study is carried out through current status survey, native survey, and examining related laws, and the result of study is as follows. First, as a result of examining the intention of resettlement for the residents and merchants who live in the project district, 84% of residents and 80% of merchants wish to resettle. Second, in order to enhance the rate of resettlement, driving project to satisfy the demands of residents and merchants is needed. For this, house supplying policy and complex design technique for corresponding this tendency is needed because they prefer to live a single houses or housing attached to shopping street of 100 million won valued below as well as apartments,. And new types of business which can activate the function of the old city are needed, but making commercial space where current merchants can constantly do business activities is demanded. Third, the expansion of urban regeneration concept which have economics, society, culture, welfare and community as well as physical environment improvement are emphasized is needed. Fourth, the role of government for urban regeneration should be strengthened, and institutional improvement should be supported. Government needs to constantly support including financial supporting in order for the regeneration of regional city, and especially should scout for the policies which community can be maintained and should support first. For this, utilizing public lands inside project district into leading project, government should utilize into "constructing rental houses for natives", inducing the leading key facilities. Fifth, various plan techniques for the resettlement of natives of other advanced countries should be examined and be achieved.

Study on the Influencing Factors on Life Satisfaction of Students with Disabilities-Focused on Household, School and Disability Related Characteristics (장애 학생의 삶의 만족도에 영향을 미치는 요인에 관한 연구-가정, 학교 및 장애 특성을 중심으로)

  • This study intend to provide basic evidence needed to improve the life satisfaction of disabled children and youth by analyzing factors to influence on their life satisfaction. To accomplish this study's goal, raw data of Survey of Disabled People in 2014 conducted by the Ministry of Health and Welfare was utilized for multiple regression analysis to identify determining factors among family relation satisfaction, domestic violence, type of household, economical conditions, family relationship satisfaction, subjective health status, severity of disability, experience of discrimination, satisfaction on number of friends and school adjustment on 197 disabled children's life satisfaction. Results of the analysis are as follows. Domestic violence, family relationship satisfaction, subjective health status, and satisfaction on number of friends are influencing factors on life satisfaction of disabled children's and youth students. This results shows that strengthening family structure and function, expanding all family members participating program, implementing sociability improvement program and promoting health condition are needed to heighten the life satisfaction of students with disabilities.

The Study of the First Return-to-work of Injured Workers (산재근로자의 첫 직업복귀기간에 관한 연구)

  • This Study aims to investigate the patterns and causes of the time to return-to-work(RTW) of the injured workers. This study collected data with structured questionnaires and finally included 791 injured workers. The Kaplan-Meier method is used for describing the patterns of the time to RTW after the injury and after claim closure. And the Cox regression is used to identify significant factors on the time to RTW after the injury and after claim closure. The results show that amom the all respondents, the 2.65% returned to work within 1 month, 28.82% within 6 months, 50.95% within 1 year, 71.69% within 2 years after the injury, and the 29.46% of the all repondent returned to work before claim closure or directly after the claim closure, the 36.41% returned to work within 1 month, 56.64% within 6 months, 67.54% within 1 year after the claim closure. And the Cox regression results of the time to RTW after the injury show that the time to RTW affected by gender, age, income, the retirement during the treatment, the RTW to the company at injured time, injury type, surgery, the claim duration, disability ratings, vocational training. Also, the Cox regression results of the time to RTW after the claim show that the time to RTW affected by gender, age, income, the return to the company at injured time, disability ratings, vocational training. As a result, some implication and policies are suggested for reducing the time to RTW of the injured workers.

Breast cancer screening rates-related factors Korea women ever considering area environmental characteristics: The fourth Korea National Health and Nutrition Examination Survey(KNHANES IV) (지역 환경적 요인이 한국 여성의 유방암 조기검진 수검률에 미치는 영향 : 국민건강영양조사 제 4기를 중심으로)

  • In this study, we analyzed an effect of area-environmental factor on breast cancer screening rates using multi-level analysis. It was intended for the KNHANES-IV. Total subjects were 14338. Among them, 4143 subjects met the inclusion criteria. When we applied only empty Model, a variance of breast cancer screening rates was 0.061 in each region. When we applied Model with individual level variables, the variance was 0.034. However, when we applied both Model with individual level variables and Model with area level variables, the variance was 0.023. We drew applied only individual level variables parallel applied 3 regional variances which could explain variance of inspection of breast cancer up to 18.04% compared with applied only individual level variables. Area level variables could reduce a variance of region. This means besides individual level variables. The group can share a same thing and can effect to breast cancer screening rates. We need to discover factors which area level variables and suggest that make a standard for inspection of breast cancer.

The Distributional Characteristics of High Schools in Daegu Viewing from Public Service Facilities (도시공공서비스 측면에서의 대구시 고등학교 분포특성)

  • The aims of this study is to find the facts of regional inequality and to suggest the desirable location of educational facilities and its related policies through the analysis of the distributional characteristics of high schools in Daegu viewing from public service facilities. The results are as follows. As of 2000 year, there are 76 high schools in operation in Daegu. The number of private high schools is more than that of national public ones in terms of their founders, and the number of general high schools outnumbers that of vocational high schools by their operational types. As a whole, the distribution of schools in Daegu is closely related to the population distribution(redistribution). In case of high schools, it shows that there is severe unevenness between demand and supply of educational facilities per district. The regional inequality of school facilities is getting worse by transfer and new establishment; inter-district transfer is mainly caused by the redistribution of population while intra-district transfer is accelerated by the pressure on better use of land. Recently there is a tendency that schools are newly established by public sector(national public schools) rather than by private sector(private schools). And the predilection or avoidance of a certain area in the process of choosing the site for transfer or new establishment of schools lead to inequality of education opportunities per district. In conclusion, the educational facilities should firstly be placed in the practice of public service facilities in terms of public welfare as well as the convenience of residents and regional inequality. Consequently, both construction of new high schools and the relocation of existing high schools have to be further activated. To achieve them, the role of public actions is particularly more important than that of private ones.

A Study on the Types of Residential Mobility in the Households of Public Rental Housing: Focused on Those Who Moved Out from National Rental Housing in Cheongju (공공임대주택가구의 주거이동 유형에 관한 연구: 청주시 국민임대주택 퇴거자를 중심으로)

  • This study aimed at examining whether the national rental housing supplied by Korea National Housing Corporation (KNHC) is truly contributing to the upward mobility of housing in low-income households without their own house by comparatively analyzing whether those who moved out of the national rental housing made upward, horizontal or downward housing type mobility. The subjects of this study included 333 people who had moved out of three national rental housing complexes in Cheongju, Chungcheongbuk-do in 2007, which had opened to the first residents two years ago. A telephone survey involving the subjects was carried out. Collected data were analyzed through frequency analysis, cross tabulation analysis and multiple regression analysis, with using the type of residential mobility(downward mobility, horizontal mobility or upward mobility) according to "housing size" and "housing costs" as a dependent variable, and personal and family environment and economic environment as independent variables. According to the results of the analysis, 76.4% of the households made an upward mobility, 1.6% remained little changed, and 22% moved downward in terms of "housing costs," compared to before moving into the national rental housing and while living there. Furthermore, in terms of "housing size" 61.8% of the households moved upward, 16.5% remained little changed and 19.7% moved downward. The variables affecting the upward mobility of housing type included the number of income earners in a household, income earner's occupation and education level. Income earner's amount of income, age and family to support, on the other hand, turned out to have little effect on the upward mobility. Based on the results of the study, the following suggests were made for the supply of effective national rental housing. First, various features of each type of residential mobility should be reflected. Second, national rental housing residents' self-sufficiency should be enhanced to help them move upward in housing type.

A Phenomenological Study of the Experience of User-Centered Services - Focusing on the Users of Comprehensive Care Service for the Aged - (이용자 중심(User-Centered) 서비스 경험에 관한 현상학적 연구 -노인돌봄종합서비스 이용자를 대상으로-)

  • This study aimed to have an understanding of how the users of comprehensive care service for the aged experience the user-centered services. For this, this study placed focus on the essential aspects of the experience of using the service including the meaning of the choice of users being emphasized as practical principles in user-centered services as well as the real context of such a choice. The research methods suggested by Giorgi in phenomenological studies were adopted for data analysis, and intensive interviews were conducted for 10 users living in Seoul who are over 65 years of age. According to the results of the analysis, the interviewees' experience of the service as users were categorized into the elements of "restricted choice of service", "unstrengthened right for the users", "ambivalent emotion about the service", and "awareness of the importance of the relationship with the caregiver", and the essential phenomenon in their experience of the service was "the importance of relationship within restricted choice". This study found out that the choice or self-determination of users was still restricted in the usage of user-centered services. It also found out that the users think it more important to have a positive relationship with the caregiver than the choice of the service granted to them. On the basis of such research results, political implications are proposed to help the establishment of user-centered services.
