The logistics industry is a basic and strategic industry that supports the development of national economy and society. The purpose of this paper is to evaluate the logistics efficiency of 22 cities in Guangxi and Yunnan provinces in China, and to grasp the problems and constraints and present policy proposals to promote the transformation and upgrading of the industrial structure in Guangxi and Yunnan provinces. In this paper, five input indexes and four output indexes were selected and the data from 2016 to 2018 were analyzed through DEA method. According to the analysis, the logistics efficiency of Guangxi and Yunnan provinces is not bad overall, but the development of each region is not balanced and the level of logistics efficiency is quite different. And it is found that each city needs to further improve the level of scale because the input and production structure of logistics resources is unreasonable. The limitation of this study is that it is difficult to generalize the analysis results because only the data over the past three years have been analyzed. It is necessary to comprehensively implement longitudinal and transverse analyses by extending the future analysis period over a long period of time.
As globalization of communication is going on and as the media have become increasingly central to the world economy, media policy matters have become the province of world economic organizations like the IMF and the WTO. The WTO service negotiation is focused primarily on the discriminatory and quantitative barriers associated with the trade of audiovisual services. Domestic measures such as subsidization, content regulation including quotas, and licensing requirements and restrictions on foreign ownership and control are at issues here. These measures have been successfully implemented by countries wishing to withstand competition from the American audiovisual industry. The debate about trade in audiovisual services is permeated by the unstated assumption that these programs are pure commodities whose production, distribution, exhibition and in turn, values are solely determined by the market forces. It is therefore presumed that liberalization of trade in audiovisual services will benefit all, serving cultural pluralism and diversity as well as economic efficiency. However, this assumption is not shared by developing countries, the recipients of U.S. television material. They argue audiovisual sector requires a social and cultural approach, since it plays a key role in the preservation of people's identity and social bonds. They claim that it is the each state's right to define its media policy and to implement it through the means it considers fit. These clashing views over the nature of the audiovisual material and the ways in which protect cultural pluralism and diversity do not confine to be the realm of theoretical debate. Each state's interest and motivation to protect its local industry and to have a competitive advantage in the international market is working in this battle. Consolidation with the countries like Australia, Canada, and EU nations, in favour of cultural exemption, seems to be the best policy for us. However, we are not entirely free from the WTO pressures, considering relation to the U. S. This study analyzes Korean Broadcasting Law compared with those of other OECD countries and tries to propose some strategical guidelines facing WTO service negotiation in the area of broadcasting.
One of the most lasting and influential projects for radical reform of Korean universities is a discourse on networking national and public universities. The discourse, proposed with a level equalization of universities as its ideological basis has raised various discussions and suggestions in the past 20 years. It was proposed as a fundamental solution to the 'disastrous' hierarchical structure of universities and 'hellish' entrance exam competition. This paper aims at reexamining the efficacy of its ideological proposition and its practicability at the present time in reference to such foreign cases, which have worked as model cases for this discourse: the reformation of the University of Paris and the California master plan for higher education in the 1960s. The two different contexts, however, should be considered in applying the cases to Korean university reform. 1) The foreign cases of united universities were formed 'naturally' in the expanding phases of higher education while the Korean project pursued 'artificially' in the midst of reconstructing process. 2) The foreign cases had an overall influence on education in general as most of the universities in those countries were public or national, while the effect of Korean project will be very limited as most of the university students attend private universities. Besides those differences, the new situations surrounding universities such as globalized competitiveness and technological innovation is making the idea of standardization of universities obsolete. Korean university reform should not be centered on the integration of universities but on their characterization and enhance the specific strengths of each group of universities.
The purpose of this study is to identify international research trends of SDGs by analyzing the networks among the 17 goals of the SDGs. The research scope covers the World Development and the Journal of Development Studies which are the top impact journals in the field of international development. The interconnected 17 SDGs are divided into five categories of people, planet, partnership, peace and prosperity. In this study, we analyzed the abstracts of the papers of the above two journals using Atlas.ti, a qualitative analysis software, in order to identify the connections between 17 goals. The findings from the analysis of 730 abstracts published in two journals since 2015 are summarized as follows. First, issues related to gender have featured prominently in both journals. Second, China and India have been the most popular case countries in both journals. In particular south-south cooperation led by China and India has been dealt with by the World Development. Thirdly, both journals have their own biases towards to certain SDGs. For instance, the World Development have not had many articles on SDG 11, 12, 13, 14, 15, 16 and 17. The SDGs closely associated with the environment and climate change such as 6, 12, 13, 14, and 15 have also been sidelined by the Journal of Development Studies. More balanced research paying attention to all the SDGs in an integrated and balanced manner is required to provide evidence and knowledge conducive to realizing the transformative vision of the 2030 Agenda for Sustainable Development.

The use of children's perspective is a kind of special strategy, paving the way for Iranian films to survive in a special creative environment, and creating unique characteristics of Iranian films. Among the numerous Iranian directors who make children's films, Majid Majidi is one of the representative directors with personal characteristics. This paper aims at discussing the evolution of innovation theory from the beginning of the last century to present. Innovation theory has begun by Joseph Schumpeter in the beginning of the last century and his theory had not attained much attention compared to the mainstream economic theory. In the 1960s, some neo-classical economists analyzed the effect of technological change on economic growth and emphasized the role of demand in innovation process. However, in the beginning of the 1970s, Schumpeter's innovation theory, which emphasized the role of innovation and entrepreneurship in economic and social development, attained enormous attention by many liberal economists. They were called neo-Schumpeterians as they followed the theories and ideas of Schumpeter. In the middle of the 1980s, neo-Schumpeterians identified the concept of national innovation system(NIS), which is the total mobilization system of innovation resources for generating, appropriating and diffusing technological innovations. Soon this theory diffused very quickly at regional and sectoral level. As a result, there have been very active empirical studies on innovation systems in the world. Since the beginning of the 2000s the transition study have been actively carried out mainly in European countries. This study emphasizes the transition of existing innovation systems into more sustainable ones. In Korea we need to activate transition study, because there have been only few studies in this new theory.
'Maeul' is a concept connoting a community. As a place where ordinary people's lives are planned and realized, Maeul is the foundation of their daily lives as well as a place where they work, rest and enjoy pastime activities. In Korea, however, most Maeul communities are dismantled while going though the modern period representing colonization and developmental dictatorship. Growth-oriented industrialization and urbanization turned into such adverse effects as individualization, a sense of loss and a sense of alienation. Recently, through innovations from below, Maeuls are restored, and through Maeul communities restored this way, every Maeul and many researchers carry out activities to build a healthy civil society. This study was conducted on such a background. For a healthy restoration of Maeul communities and a sustainable operation of those communities, it is necessary to establish archives where record the trace of Maeul members' daily lives and relations between those members. The archive of Maeul communities is a place that contains each Maeul's local characteristics as well as human relations as well. It is because this place can be space where Maeul members can record their history, communicate with each other and make a better future. The archive of Maeul communities can be made into various different models, which can be operated by reflecting the identity of a community such as main agents and characteristics, objectives and orientation of objects recorded. Rather than when Maeul communities exist as individuals, they can display more important functions and better effect when they form a network. Therefore, it is needed to provide various and creative methodologies different from the existing government-led record management. Not only on the form of archives, but also all over their functions, such as collection, arrangement, classification, evaluation, management and utilization, Maeul and Maeul residents' norms, orientation and realistic conditions should be thoroughly reflected. Starting from a chance to look back at individuals' lives, the archive of Maeul communities will be a new chapter to restore and build a healthy community in our society and overcome social contradictions from below. Moreover, the archive of Maeul communities has a great significance that it will broaden its prospect creatively with a new paradigm, not only mechanically turning the existing public sector-centered record management into a non-governmental sector.
The object of this essay is to apply the Leadership Theory, current interest in Asian Philosophy, to Korean appliance. This is to associate contemporary Leadership Theory with Chosun Confucianism in order to discover the Korean Leadership Prototype, and seek the possibility of applying it for modern usage. The essay uses two analysis models. The tools used for the methodology consists of the personal characteristics of the leader as one axis and ruling out the roles in order to develop the discussion as the other axis. First axis is the process of the leader setting the identity and strengthening the ability to successfully deploy his/her leadership. The second axis is comprised of four specific fields where the leadership is deployed. The four sectors are Self Sector, Relationship Sector, Team Sector and Community Sector. Core values of each sector have been set up and specific competences have been presented. In the Self Sector, $zh{\grave{i}}x{\bar{i}}n$(治心) and $ch{\acute{i}}j{\grave{i}}ng$(持敬) have been set as core values and $l{\grave{i}}zh{\grave{i}}$(立志) and $sh{\acute{i}}x{\bar{i}}n$(實心) as their competences. In the Relationship Sector and Team Sector, circumstances(時宜) and $sh{\acute{i}}sh{\grave{i}}g{\bar{e}}ngzh{\bar{a}}ng$(實事更張) were set as core values, accordingly. The purpose of this thesis is to look through the political and social background of China preparing for a new era after getting out of the Communist Party of Mao Zedong, rapid inflow of the Western modernism and the avant-garde art arising in China with the focus of art works of Xu Bing, which contributed to the expansion of printmaking of China. Particularly, 85 New Wave Movement arose by young artists since 1985 and the China/Avant-Garde Exhibition held in Beijing in 1989 are the two important issues which reflect a new change from the traditional Chinese art. The artists of 85 New Wave Movement, who pursued a historical revolution and novelty, worked very actively by leading private exhibitions. Since the Cultural Revolution, the government owned the National Museum of Fine Art Beijing had exhibitions on a large scale displaying various visual arts such as performing art, installation, painting, sculpture but the Chinese government interrupted exhibitions two time due to bold performing art and unconcealed installation. Some artists were even taken to the police when performing art. Under these circumstances, Xu Bing, who majored printmaking, produced one of his major works, Books from the sky(1988), while he was working on various experiments focusing on the production process of printmaking and its repetitiveness. Xu Bing devised letters, carved them in trees and finally created approximately 2000 characters. Going further he displayed it as installation work, which means the developed characters go beyond a printed form, for audiences. This made him earn favorable reviews since it was a form of western art coupled with Chinese contents 'Chinese character'. After he received unfavorable reviews, however, he went to America leaving his last work in China, Ghost Pounding the Wall, in 1990, which was not able to exhibited. This study looks into Xu Bing's artworks from his initial print works until he went to the US in 1991 and examines how he performed experiments utilizing reproductivity and plurality of prints tinged with Chinese traditional elements, and ultimately became one of the avant-garde artists representing the period.
