A Study on the Classification System of National Construction Project based on WBS (WBS 기반의 국책 건설사업 기록물 분류체계에 대한 연구)

  • National construction project for SOC(Social Overhead Capital) is led by the government and invested high cost and all capabilities for long times. In general case the life times of SOC facilities are permanently. According to the long life time of the facilities documents and records of national projects are also retained permanently. Consistent classification systems are required to operation and maintenance of the facilities efficiently and to support the organic co-works for several Stakeholders. Therefore the classification of national construction projects are based on WBS of the project. WBS is the hierarchy structure that established and developed in project management project management methodology to produce deliverables of the projects. As a result, this study provides a prospect of project records classification systems in the 21st Century.

  • 점차 증가하는 도로상에서의 승용차의 비율은 전체 도로교통여건의 악화뿐만이 아니라 국가경제에 있어서도 물류비용의 증가를 가져와 국제경쟁력에서의 약화 및 수출조건의 악화의 원인이 되고 있다. 이러한 물류비용의 감소를 위하여 고속도로에 있어서의 화물전용차선의 설치가 논의되고 있으나 화물전용차선의 설치에 따른 사회 각 분야의 경제적 이익과 불이익을 정확히 산출하여 새로운 교통시설 공급의 효과를 정확하게 파악하지 못한 채로 정책적인 대안의 일환으로 논의되고 있으며, 기존의 고속도로의 교통혼잡비용의 연구에 있어서도 화물통행의 시간가치를 화물차의 운전자의 시간가치로 분석하여 개별 화물통행의 시간가치를 간과하여 분석하고 있는 실정이다. 본 연구는 이러한 배경하에 화물통행의 시간적 가치를 측정하는 방안을 정립하고 고속도로에 있어서의 화물전용차선의 설치가 기존의 교통체계에 미치는 효과를 정확히 분석하고 시설공급에 따른 경제적 편익을 체계적으로 분석하여 이에 따른 화물전용차선 설치의 평가기준을 마련하는데 그 목적이 있다. 본 연구를 통하여 나타난 결과는 다음과 같다. -첫째, 연구대상구간 전체를 기준으로 볼때에 모든 대안에서 화물전용차선의 설치시는 화물전용차선의 미설치시보다 오히려 사회전체의 편익이 감소하는 것으로 나타났다. -둘째, 구간별로 구분하여 분석하였을 경우에는 대안3의 경우 일부구간에서 화물전용차선에 설치에 따른 편익이 발생하는 것으로 분석되었는 바, 상행선의 경우 17:00∼21:00시에 신갈∼오산구간에서 실시하는 것이 가장 높은 편익을 발생하며, 하행선의 경우 06:00∼10:00시에 신갈∼오산구간에서 실시하는 것이 가장 편익이 높게 분석되었다. -셋째, 화물의 통행가치의 증가 및 화물교통량의 증가를 예상하여 5%, 10%, 20%의 증가에 대한 민감도 분석을 실시한 결과 대안1의 경우 교통량의 변화 및 화물통행의 시간가치의 증가시 사회적 편익이 오히려 감소하였고, 대안2와 3의 경우 사회적 편익이 증가하는 것을 알 수 있었다. 이는 경부고속도로의 화물차량의 구성비에 따라 대안 1의 경우 오히려 화물차의 통행시간이 증가함에 그 원인이 있다 할 것이다. 이상과 같은 결론을 통하여 경부고속도로상의 화물전용차선의 설치시는 수답렬 교통량의 구성비와 구간 평균교통량에 의하여 그 효과가 다르게 나타남을 알 수 있었다. 따라서 물류비용 절감차원에서의 화물전용차선의 설치는 본 연구에서 나타낸 방법과 같이 수단간의 경제적 편익을 고려한 구간별 시간대별 효과분석을 통하여 정책의 시행여부가 결정되어야 할 것이다. 한편, 화물전용차선의 설치로 인한 물류비용의 절감을 보다 효과적으로 달성하기 위해서는 종합류류 전산망의 시급한 구축과 함께 화물차의 적재율을 높이고 공차율을 낮출 수 있는 운송체계의 수립이 필요한 것으로 판단된다. 그라나 이러한 화물전용차선의 효과는 단기적인 치유책일 수밖에 없기 때문에 물류유통 시설의 확충을 위한 사회간접자본의 구축을 서둘러 시행하여야 할 것이다.

  • The Korea government set a Act called as Before and After Study for a huge SOC projects in order to check their feasibility again at the time of design, construction and completion period. However, the evaluation items and analysis method are so vague that its effectiveness has been challenged. Especially railroad projects need to be evaluated differently by railroad construction types and rolling stocks. This paper suggests the evaluation items as a common items and exclusive items on the type of construction and rolling stocks. Also data collection in the standardized form and GIS techniques and are introduced to analyze evaluation items effectively.

  • Railroads have been developed as public transportation and made a great contribution to national economic growth. But after the mid-20th century, its qualities have been getting low because of focusing on the investment and development of cars and airplanes. Its role which is getting the excellent merits on the mass transportation, rapid transit, safety, state period, energy efficiency, and prevention of environmental pollution has been reconsidered. Elements of horizontal alignment are needed in the case where the existing railroad lines should be improved or moved. If its design drawing was lost or damaged, it is impossible to recover. It is not easy to repair for it as disasters. We must understand an existing railroad line to bring a function included a basic geography situation. In this study, we acquire, analyze, and process the digital images of the railroad and then reappear shape of three dimension. And we expect to be utilized to construct the facility information by extracting the alignment elements of existing railroad lines reversely.

  • This paper analyzes problems related to total cost changes in private investment projects, and then proposes an improvement measure for the control of cost changes within the framework of the project management, contract, human resource, project communication, cost, and time management. From the viewpoint of contract management, the basis of cost change ought to be cleared up with standardization of related provisions in the concession agreement, and potentiality of change ought to be excluded with prescription of the private investor's leading role from the design phase. Regarding human resource management, this paper proposes a standard work flow granting much sovereign rights to private parts by putting restriction on work scopes of the entrusted authority of government, and transferring the rights of assignment, contract, and control about the responsible supervisor to the concessionaire. With regard to project communication management the notification of changes on drawings and technical documents ought to be automated and the realtime database ought to be established with DMIS (Drawings & Documents Management Information System). From the cost management point of view, this thesis integrates the control of cost-change-approved items and disapproved items to one cost breakdown system, and then harmonizes the actual progress with EVMS in time management.

  • As the Kyoto protocol and Bali road-map, our country is expected to be included to the emission reduction controlled country of greenhouse gas, so we are now urgent situation to take an action in the level of government. In this research, environment friendly rail logistics and combined transport were treated to meet with the green growth policy of our government. Major problems of Ui-wang ICD suggested in this research are short of yards, unutilized public CY, inconvenience use by non-share holders. It is necessary to improve rail logistic infrastructure, that is, additional expansion of yard, direct operation by KORAIL and regular unloading system are needed. such improvement can not be solved just by the endeavor of business body. Rail logistic infra & Integrated freight terminal has a tendency of SOC, which require tremendous amount of investment, so there are some limit in doing by private sector itself, now it's time to do by the government level. The improvement of rail logistic infrastructure in the level of government is possible by the policy of environment friendly green logistic support which is related with Logistic Policy Basic Law, so government should prepare detailed directives to activate Integrated freight terminal.

  • National highway is one of the social infrastructures that continue to be managed in order to serve their full functions. The national highway has been managed by the Pavement Management System (PMS) until now. The PMS manages the highway as a way of facility maintenance and maximizes the service life of the highway with minimum cost. The cost is evaluated mainly with a facility manager's perspective based on engineering judgment. People's needs of quality of life have been increased as their income level is rising and naturally the opinion of citizen as a taxpayer plays an important role in determining national policy. Therefore, the contentment of a user's perspective was the starting point of addressing these needs. The Level of Service began to be used as a measure for the evaluation of the user's perspective. In this thesis we would like to design an application and a data architecture for a pavement asset management system and to show how it meets the requirements of KTAM-40 Systems.

Forecasting the Container Volumes of Busan Port using LSTM (LSTM을 활용한 부산항 컨테이너 물동량 예측)

  • The maritime and port logistics industry is closely related to global trade and economic activity, especially for Korea, which is highly dependent on trade. As the largest port in Korea, Busan Port processes 75% of the country's container cargo; the port is therefore extremely important in terms of the country's national competitiveness. Port container cargo volume forecasts influence port development and operation strategies, and therefore require a high level of accuracy. However, due to unexpected and sudden changes in the port and maritime transportation industry, it is difficult to increase the accuracy of container volume forecasting using existing time series models. Among deep learning models, this study uses the LSTM model to enhance the accuracy of container cargo volume forecasting for Busan Port. To evaluate the model's performance, the forecasting accuracies of the SARIMA and LSTM models are compared. The findings reveal that the forecasting accuracy of the LSTM model is higher than that of the SARIMA model, confirming that the forecasted figures fully reflect the actual measurement figures.

  • SOC projects entail inherently large-scale works, and need much capital and time. Because of these features, the design activities in SOC projects are performed through a complicated process involving many organizations. A great deal of information is generated and vanished during the process, and the communication among the related organizations plays a very important role in successful fulfillment of SOC projects. But, because the method of information communication has not yet systematically established, there are many difficulties in sharing information. This study aims at establishing the design interface management model which enables the participants to effectively share the information during the design phase. The contents of the study include (1) Restructuring performance organization, (2) A decision making method in collaborative design through partnering with experts, (3) A method to develop Open Design Information Integrated model using Standardization(ODIIS).

  • The absence of systematic project procedures in the domestic SOC projects has caused many problems. Therefore, it has been raised the needs for the effective project management of the projects which helps the participants to have systematic procedures at each phase of the SOC projects. The purpose of this research is to build the current model of procurement management process for the airport facilities and to derive inherent problems, and the building direction of the effective procurement management is suggested for the future research. The result of this research could be used for delivering the effective SOC projects and for establishing interrelationships between procurement and other phases of the projects for the integrated project management. The procurement process of the Inchon International Airport was investigated and the as-is model was built. Through the analysis of the as-is model, and the questionnaires and the interviews with the participants of the SOC projects, the problems of the current procurement process has been derived.
