  • 민간 주도형 사회간접자본 (social overhead capital :SOC) 사업은 BOT(build-operate-transfer)를 비롯하여 대상 프로젝트의 정부 정책 등의 여러 환경의 변경에 따라 다양하게 변형되어 적용되어 BTL(build-lease-transfer), BOO (build-own-operate)등의 여러 기법들을 사용된다. 민간 SOC 사업은 프로 젝트의 규모와 장기에 걸친 공사의 불확실성 때문에 프로젝트의 경제성 분석을 하는 것은 복잡하다. 일반적으로 사용하고 있는 현금흐름 할인모형(discount cash flow model; DCF)은 미래의 불확실성 변수들을 적절히 반영하지 못한다는 한계점을 가지고 있지만 현실적으로 많이 쓰이고 있는 방식이다. 본 논문은 옵션기반모형에 근거한, BOT-옵션가치평가(BOT-OV)모형을 국내 민간 SOC 사업의 경제성 분석을 위해 적용한다. BOT-OV모형을 적용하는 것이 기존 순현재가치(net present value; NPV)방식을 통하여 프로젝트 가치 평가 할 때보다 더 정밀한 경제적 타당성 평가를 할 수 있다는 것을 확인하여 기존의 NPV 평가방식의 방법을 대체할 수 있는 가능성을 확인하는데 의의가 있다고 할 수 있다.

  • 국도는 사회간접자본 중 하나로서 지속적으로 관리되어야 그 기능을 발휘할 수 있는 국가의 중요한 자산이다. 지금까지는 국도를 포장관리시스템이라는 체계로 관리하여왔다. 이 포장관리시스템은 시설물유지관리차원에서 사회기반시설을 관리하는 것으로서 주로 관리자 관점에서 공학적 판단을 기준으로 최소의 비용으로 공용수명을 최대화하는 모델이다. 그러나 경제발전으로 국민의 소득수준이 올라감에 따라 기본적인 욕구가 해결되어 이제는 납세자로서 국민의 동의는 국가의 정책을 결정하는데 중요한 변수로 작용하기 시작했다. 따라서 사용자 관점의 평가는 이러한 요구의 수준을 측정할 수 있는 중요한 척도가 되었으며 이에 기반한 LoS(Level of Service, 서비스 수준)라는 지수를 시설물 자산관리에 활용하려는 여러 가지 시도가 있다. 이 논문에서는 기존 국도포장관리시스템의 정보모델과 KTAM-40(Korea Total Asset Management-40)이라는 자산관리 정보모델을 비교하여 LoS의 필요성과 도로포장자산관리에서 LoS가 사용자 관점을 반영하는 방식을 조명해 이의 장점을 밝히고자 한다.

  • The evaluation of the financial viability of a privatized infrastructure project is complex because of the uncertainties involved due to the project's scale, long concession period and complexity. Use the BOT option valuation(BOT-OV) model, for evaluating the financial analysis of a privatized infrastructure project. This sophisticated for financial evaluation compared with a traditional NPV analysis.

  • The Korea government set a Act called as Before and After Study for a huge SOC projects in order to check their feasibility again at the time of design, construction and completion period. However, the evaluation items and analysis method are so vague that its effectiveness has been challenged. Especially railroad projects need to be evaluated differently by railroad construction types and rolling stocks. This paper suggests the evaluation items as a common items and exclusive items on the type of construction and rolling stocks. Also data collection in the standardized form and GIS techniques and are introduced to analyze evaluation items effectively.

  • GIS의 역사는 1970년대 컴퓨터의 본격적인 등장 및 급격한 사회환경 변화에 대한 자료 처리도구의 필요성이 대두됨에 따라 전문 GIS산업이 등장하게 되었고 자원, 환경관리 및 공공시설 관리에 주로 활용되었다. 1980년대에는 GIS의 저변확대기로 관계형 데이터베이스 및 워크스테이션이 개발되었고, 1990년대에는 H/W, S/W의 발전과 더불어 저장매체 및 통신기술이 발달하게 되었고 이때 GPS 및 3D GIS가 나타나게 되었고 Internet GIS 및 Mobile GIS 응용프로그램 등장과 더불어 GIS 생활화가 시작되었다. 미국, 영국, 캐나다 등 주요 선진국에서는 GIS 구축을 사회간접자본이라는 개념하에 국가발전 전략사업의 일환으로 추진중에 있으며 1998년 기준으로 40억달러 규모의 GIS 시장이 매년 20%이상 시장확대가 이루어질것으로 예상하고 있다. 이에 우리나라도 1980년대 후반부터 GIS에 대한 정부차원의 관심이 증대하여 국가지리정보시스템 구축에 약5,000억의 예산을 배정하여 진행하고 있다. 이에 발맞추어 21C 전력사업 환경변화에 적극적으로 대처하고 배전설비 관리업무의 혁신을 위하여 신배전정보시스템 사업의 일환인 설비DB 구축을 시행하였으며 현재 운영중에 있다.

  • Railroads have been developed as public transportation and made a great contribution to national economic growth. But after the mid-20th century, its qualities have been getting low because of focusing on the investment and development of cars and airplanes. Its role which is getting the excellent merits on the mass transportation, rapid transit, safety, state period, energy efficiency, and prevention of environmental pollution has been reconsidered. Elements of horizontal alignment are needed in the case where the existing railroad lines should be improved or moved. If its design drawing was lost or damaged, it is impossible to recover. It is not easy to repair for it as disasters. We must understand an existing railroad line to bring a function included a basic geography situation. In this study, we acquire, analyze, and process the digital images of the railroad and then reappear shape of three dimension. And we expect to be utilized to construct the facility information by extracting the alignment elements of existing railroad lines reversely.

  • This paper analyzes problems related to total cost changes in private investment projects, and then proposes an improvement measure for the control of cost changes within the framework of the project management, contract, human resource, project communication, cost, and time management. From the viewpoint of contract management, the basis of cost change ought to be cleared up with standardization of related provisions in the concession agreement, and potentiality of change ought to be excluded with prescription of the private investor's leading role from the design phase. Regarding human resource management, this paper proposes a standard work flow granting much sovereign rights to private parts by putting restriction on work scopes of the entrusted authority of government, and transferring the rights of assignment, contract, and control about the responsible supervisor to the concessionaire. With regard to project communication management the notification of changes on drawings and technical documents ought to be automated and the realtime database ought to be established with DMIS (Drawings & Documents Management Information System). From the cost management point of view, this thesis integrates the control of cost-change-approved items and disapproved items to one cost breakdown system, and then harmonizes the actual progress with EVMS in time management.

  • National construction project for SOC(Social Overhead Capital) is led by the government and invested high cost and all capabilities for long times. In general case the life times of SOC facilities are permanently. According to the long life time of the facilities documents and records of national projects are also retained permanently. Consistent classification systems are required to operation and maintenance of the facilities efficiently and to support the organic co-works for several Stakeholders. Therefore the classification of national construction projects are based on WBS of the project. WBS is the hierarchy structure that established and developed in project management project management methodology to produce deliverables of the projects. As a result, this study provides a prospect of project records classification systems in the 21st Century.

  • Global warming has been hot issue world wide. Korea has been dealing with the global issue under the slogan of low carbon and green-growth such as setting national greenhouse gas (GHG) reduction targets and allocation to each industrial sector. Infrastructure construction, in which enormous social overhead capital (SOC) is input, has great role as one of the actions. Road is one of the representative infrastructure and large amount of resources is utilized in its construction, operation and maintenance stage. The estimation methodology of life cycle carbon emissions was developed and applied to a case study of highway currently under construction in this study. Also, total carbon emissions of all the highway in South Korea at present (2009) and cumulative carbon emissions from 2009 to 2020 were estimated using the results of case study.

  • The Korean government is encouraging positively PIP(private infrastructure project) to relieve financial burden and get the facilities in time. The portion of the PIP has grown rapidly into 15% of the whole SOC(Social Overhead Capital) projects. It is estimated that the growth will continue for the present. However, there are still rising problems on efficiency of the project and productivity, properness of the project scale are pointed against surprising growth. In this study, we analyze underlying problems of private infrastructure investment project and suggest CM Models to relieve the problems. To verify the validity of the suggested models, a survey has been conducted through questionnaires and analyzed the taste of the stakeholder. The owner-support Model is chosen as the practical model to apply in time. By applying the suggested model to PIP, it is possible to enhance the efficiency and productivity of the project.
