A Plan for Strengthening Cyber Security Capability toward North Korea: focusing on the Preparation of Cyber Warfare (대북 사이버 안보역량 강화를 위한 방안: 사이버전 대비를 중심으로)

  • North Korea's cyber warfare capability is becoming a serious security threat to Korea because most of the operational systems of social infrastructure and advanced weapons system are all networked. Therefore, the purpose of this article is to examine what the Korean government should do to strengthen cyber security capabilities toward North Korea. For this purpose, this article analyzed North Korea's cyber attack cases against Korea by categorizing according to threat type and purpose. The research findings are as follows. It is necessary first, to have aggressive cyber protection and attack capabilities; second, to establish an integrated cyber security control tower that can be overseen by the national government; third, to need to legislate domestic cyber- related laws; fourth, to build a multilateral & regional cyber cooperation system. The implication of these findings are that it needs to be strengthened the cyber security capability from the cyber threats of North Korea by minimizing the damage during the peacetime period and for the complete warfare in case of emergency.

  • This study analyzes the political and legislative progress that although basic acts to establish an integrated system of cybersecurity are steadily being proposed, they have not been passed as legislative deadlocks under the two major parties. It shall be analyzed through Korea's legislative system, including differences in contents and interests of the disposal act, the timing and cycle of election ect. The study analyzes why the basic cybersecurity law was previously scrapped and faced political gridlock situation by analyzing the differences in the contents and interests of the two major parties, and the timing and cycle of the proposed legislation.

  • The decline of cybersickness, an important task that must be addressed in terms of growth of the virtual reality content industry, is a subject of much attention not only in the industrial sector but also in academia. However, despite the long-standing interest in and research on cybersickness, the solution is insufficient. In this paper, the purpose of this paper is to develop a tool to effectively measure cybersickness when users experience immersive virtual reality, and come up with measures to reduce cybersickness. First, the common factors related to cybersickness were analyzed in the method used in the preceding study, and each was derived as a subcomponent. Based on this, we are going to present an effective cybersickness measurement assessment tool model in immersive virtual reality. We would like to refer the assessment tool model to the study as well as to the reduction of cybersickness.

  • 원격 교육에서 실습 관련 교과목에 대한 이해 접근 방법은 시각적인 학습을 통해 이루어지는 것이 보다 효율적이고 능률적이다. 그러나 사이버 강의에서 실습관련 교과목 피드백 시 직면하게 되는 가장 대표적인 문제점은 설명하기 어렵거나 이해하기 어려운 상황에 대해 학습자는 문자로서만 교수자에게 전달해야 하고, 교수자는 그 상황을 유추해서 응답 해주어야 한다는 사실이다. 따라서 학습 매체로써 탄력적인 수업이 이루어지기 위해서는 다양한 형태의 피드백으로 강의 컨텐츠를 개발하고 이를 적용하여, 교수자가 학습자의 실습 내용을 실시간으로 볼 수 있는 프로그램과 시스템의 개발이 필요하다. 본 연구에서는 여기에 초점을 맞추어 실습과목의 효과적인 피드백을 구현할 수 있는 방법을 제안하고 검증하였다.

Proposals for GCI Indicators to Improve a National Cybersecurity Level (국가 사이버보안 수준 향상을 위한 GCI의 지표개선 방안)

  • The Global Cybersecurity Index (GCI) developed by the International Telecommunication Union (ITU) is used to diagnose a country's cybersecurity development level and to strengthen its cybersecurity capabilities. This paper analyzes GCI and tries to suggest a way to strengthen its effectiveness. In addition, we analyze the GCI version 1~GCI version 4 evaluation index in advance, and examine the development plan through SWOT analysis. Through this, basic principles for GCI improvement and utilization will be established, and new indicators related to the GCI version 5 questionnaire will be discovered and suggested. This paper is expected to be used as basic data for GCI performance analysis and improvement plan. In addition, it is intended to contribute to enhance the effectiveness of GCI and the nation's cybersecurity capabilities by proposing more advanced proactive and reactive indicators to be applied to the future GCI evaluations. This paper is an improvement and development for the research result of [1].

Testing a Model for the Effect of Low Self-Control on Cybercrime Mediating by Smartphone Addiction and Its Mediating Process (낮은 자기통제력의 스마트폰중독을 통한 사이버범죄 영향의 매개과정 모형구성과 검증)

  • This study tests a model for the effect of low self-control on cyber crime and its mediating process. Intervening variables include smartphone addiction, social learning and opportunity variables. Analyzing a data from college students in Seoul, it is shown that the effect of low self-control has a significant effect on smartphone addiction. Results also show that smartphone addiction has a positive significant effect on differential association with illegal peers, illegal definition, and illegal opportunity, and in turn cybercrime. In addition, it is found that low self-control has also a direct effect on differential association with illegal peers, illegal definitions, and illegal opportunity without mediating by smartphone addiction. As a result, it is reveal that the effect of low self-control on cybercrime is indirect and its effect is mediated by smartphone addiction, differential association with illegal peers, illegal definitions, and illegal opportunity.

An Qualification Level Model for Efficient Management of Cyber Security Workforce (사이버보안 인력의 효율적 관리를 위한 자격등급 모델 설계)

  • When a large-scale cyber attack or terrorism occurs and the country suffers enormous damage or poses a fatal threat to security, social interest in nurturing cybersecurity workforce increases. In addition, the government often suggests policies and guideline to train cybersecurity workforce. However, the system that can systematically manage trained cyber workforce after they are employed in related organizations or companies is still weak. Software workforce has a standardized qualification level model, so appropriate jobs are set and managed for each level. Cyber workforce also need a specialized qualification level model that takes into account their career, academic background, and education&training performance. By assigning a qualification level, the duties that can be performed for each level should be set, and the position and duty of the department should also be assigned in consideration of the level. Therefore, in this paper, we propose a qualification level model for cyber security workforce.
