Technology readiness assessment is a procedure for managing defense project risk factors based on the preemptive identification of technical risks. Under current regulations, technology readiness is determined based on considerations of the ratings of factors itemized on a checklist, whether unsatisfied factors have a fatal impact on the project, and whether countermeasures for unsatisfied factors have been established. However, objective criteria for assessing the impact of unsatisfied factors have not been presented, and thus, at present, the results of technology readiness level determinations are largely subjective. In addition, the importance of questions on the checklist is dependent on individual project characteristics and this is not considered during the assessment process. In this paper, we propose an improved technology readiness assessment procedure that considers the characteristics of each project. Using the proposed procedure, we quantitatively determined the importance of each checklist item using a weighting method. We found the devised procedure improved the reliability and objectivity of technology readiness assessment results. A case analysis of a complex weapons system is presented to demonstrate these improvements.

In the construction industry, success or failure depends on the capability and role of the project owner's organization, which has an effect on the peoples' lives and national finance because of a lot of involvement from the project owner. Therefore, it is required that the project owner has the sufficient capability for the success of relevant industry and the further development of whole industry. Therefore, at the viewpoint of successful accomplishment of the construction industry, systematic and in-depth research that defines and evaluates the capability of the project owner's organization is necessary. As-Is and To-Be competency can be measured by the individual areas and elements through the survey. By evaluating these capabilities simultaneously, it is possible to assume not only the project owner's organizational competency but also constant other capabilities. It is become to make plans for strengthening the capabilities and to establish the strategy, by catching which capabilities are really necessary. It will result in positive effects on improving the capabilities of the project owner's organizational competency.

This paper aims to evaluate the regional development model related regional cooperative system, especially, with the governmental-educational-industrial mutual cooperative establishment plan for regional development to propose the basic direction pursued by engineering colleges, regional development policy and policy of science and technology. It proceeds through the analysis of the distinctive qualities of modern scientific technique and the system to pursue it's policy, and the study of the necessity and concepts of regional cooperative system. For this, the present condition and main issues regarding the cooperative research system among the government, education and industry complex such as the regional consortium projects and the regional cooperative research center etc, are analyzed and examined. Besides these, questionnaire survey method for experts on regional development is used concerning the regional cooperating system, their ongoing cooperative research, main issues and the roles of the mutual cooperative system. In conclusion, it proposed evaluating methods for solidifying cooperation and development of mutual relations between regional development and regional cooperative system.

Land Suitability Assessment System(LSAS) that was introduced to prevent unplanned development of the nation is divided by Assessment System I and II. Assessment System II can regulate the land use on the development that was defined in the 'National Land Planning and Use Act'. With it, Property right can be limited in the development of private sector and this lure the investor to fabricate the result of land suitability assessment. Because of it, if we can't prepare the overview standard, we couldn't accomplish our purpose that unplanned development prevention and efficient land use. With the suggestion of overview standard for the each factor used in LSAS and the analysis result of it, we presented ways to efficient support and the fixations of LSAS.

This study developed the factors capable of systematic/comprehensive evaluation of the task performance in order to strengthen the performance management of the professional career personnel invitation program (PCPIP). To this end, a performance evaluation framework was developed by analyzing existing project evaluation studies based on boundary theory and Kirkpatrick's four-level evaluation model. Afterwords, through two Delphi surveys, evaluation factors that can measure performance in terms of individual and invitation institutions of PCP were derived and validated. With this procedure, five evaluation factors were finally selected: adaptability, connectivity, clarity, compatibility, and expandability. This study has implications suggesting a performance evaluation factors capable of hybrid quantitative/qualitative evaluation for the performance management of PCPIP operated by National Research Foundation of Korea Research since 1994.

지금까지는 토지매수와 수변생태벨트 조성사업의 제도도입의 취지대로 상수원 상류지역 주민지원과 수질개선의 목적대로 추진되기 위한 기틀을 마련하는 단계였다고 할 수 있을 것이다. 그렇다면 앞으로는 사업평가와 그 평가를 지속적으로 반영하여 새로운 계획을 수립할 수 있는 피드백 체계의 마련을 통해 그간 진행되어 온 사업의 내실화를 다질 단계이다.

인천시는 최근 해양재난 및 선박사고 해결을 위해 연안 중소형 안전운행 시스템 실증사업을 기획·추진하고 있으며 실증사업을 통해 선박충돌경고 등 4가지 서비스를 제공할 예정이다. 사업 관련 정책 결정 및 사업예산 근거 확보 등 사업의 지속가능성을 위해서는 서비스 효과평가를 통해 사업이 사전에 설정한 목표를 충분히 달성했는지 여부를 평가하고 필요시 추가적인 보완조치 등을 수행하여야 한다. 본 연구에서는 효과평가 정의, 과정, 체계 및 모형 등 효과평가 관련 이론적 접근을 수행하였다. 또한 관련 선행연구와 효과평가 사례분석 등을 통해 효과평가 모델(안)을 제시하였다. 향후 연구 관계자 및 서비스 체험자 등의 의견과 서비스로 인해 생성되는 Data 분석 등을 통해 효과평가 기준을 개발하고 사업에 적용할 예정이며 이를 통해 해양사고 예방 등 사업 목표 달성에 기여할 것으로 기대된다.

Establishing an investment evaluation system for public ICT projects is ultimately to increase the success rate of public ICT projects in which government finances are invested and to revitalize the projects, thereby establishing a foundation for national economic growth and enhancing the competitiveness of the global ICT industry. This study tried to empirically verify the effect of public ICT project investment evaluation factors established according to the existing evaluation system on actual project success, and to suggest directions for future investment evaluation factors. Five evaluation factors such as public interest, economic feasibility, technology, policy and budget efficiency were derived through prior research, and the effect of these evaluation criteria on actual project success was verified through questionnaires from experts who directly participated in the actual project. In addition, it was confirmed whether the government's support system had a moderating effect between the investment evaluation factors and the project success of the ICT project. The reliability and validity of measurement tools, structural model analysis, and path analysis were empirically analyzed, and the significance of existing ICT investment evaluation factors was verified.

Market failure occurs when Pareto efficiency is not achieved through market mechanism. In order to solve this problem, government intervene market; paying great attention to the optimum state of resource allocation. However, as the size of government investment in R&D goes up, many professionals emphasize the importance in efficient management system. This work is the result of exploratory study to look into life-cycle management of governmental R&D program. Literature reviews and empirical research on governmental R&D programs elicit improvements for effective life-cycle management of governmental R&D program as follows: consistent discrimination between capital expenditure and recurring expenditure, dual management system by spending properties, implementing total cost management system in capital expenditure, and discrimination between preliminary feasibility study with confirming total program cost in recurring expenditure.

공공부문의 정보화 사업의 중요성에도 불구하고, 공공기관의 정보시스템을 효율적으로 발주 ${\cdot}$ 관리할 수 있는 체계가 정립되어 있지 못할 뿐만 아니라, 정보화사업은 계획 ${\cdot}$ 심의 ${\cdot}$ 사업기획 ${\cdot}$ 사업발주 ${\cdot}$ 사업관리 ${\cdot}$ 성과평가 동의 일련의 발주체계의 전문성 미흡으로 발주자의 사업수행상의 어려움뿐만 아니라 이를 실질적으로 수행하는 수주업체에도 커다란 영향을 미치고 있어 발주기관과 수주업체간의 절차상의 문제발생 사업결과에 대한 책임 한계 불분명 둥으로 법적인 문제가 발생되고 있다. 또한, 국가, 공공기관 등은 모든 사업의 절차가 법과 제도에 근거하여 수행되고 있는데 소프트웨어 등 지식기반사업의 경우에는 법과 제도가 사업의 특성을 반영하지 않아 S/W사업 수행에 어려움이 상존하고 있어, 기술적인 발주 ${\cdot}$ 체계 개선과 더불어 법 ${\cdot}$ 제도의 개선이 요청되고 있다.
