The Effect Relationship among Safety Communication, Safety Silence Motives and Silence Behaviour for Workers in Natural Gas Workplace (도시가스 사업장 근로자에 대한 안전커뮤니케이션, 안전침묵 동기와 침묵행동 사이의 영향관계)

  • One of the key factors of a safe workplace is to communicate with the workers about safety. For this, natural gas workplace is developing and operating related programs or communication activities. But, if there are silence behavior of the workers on the safety issues in this process, no positive outcomes could be expected for the workplace. The purpose of this study is to examine how safety silence motives, silence behavior, and safety communication influence each other. A total of 233 questionnaires based on the workers of natural gas workplace (in Seoul and Gyeonggi) were analyzed. The confidence analysis is to check consistency of the questions, analysis of the correlations between factors, and regression analysis to verify the hypotheses. As a result, the safety silence motives affected safety communication more seriously than the silence behavior did. Safety communication influenced safety silence motives more significantly than the silence behavior. The safety silence motives can be one of the reasons for safety communication to fail, and it was confirmed that a good safety communication does not necessary mean that there is no safety silence motivation. Based on such results, it is expected that improving and developing the safety communication activities of the workplace, it would improve safety in workplace in general.

A Qualitative Case Study on the Work and Welfare Service Experiences of People with Developmental Disabilities in the Occupational Rehabilitation Facilities (장애인근로사업장 발달장애인의 일과 복지서비스경험에 관한 질적 사례연구)

  • This study is a qualitative case study whose aims were to investigate the work and welfare service experiences of people with developmental disabilities in the occupational rehabilitation facilities. For the purpose of this study selected as its participants 8 people with developmental disabilities whom has been worked currently in the occupational rehabilitation facilities. The profound interviews of those participants were performed and the data on the occupational rehabilitation facilities were analysed. Also, the study analysed the data in a way of investigating the respondents' statements regarding their work and welfare in the occupational rehabilitation facilities. The results of this analysis, 10 categories, 22 sub-categories and 5 key topics of the respondent's experiences were drawn out. The 5 key topics of the people with developmental disabilities in the occupational rehabilitation facilities were 'pride of the economic stability', 'happiness of work itself', 'a sense of accomplishment of the regular worker', 'recognition and exchange of the coworker and superior', 'expectation of the welfare service and the expansion of the participation in the occupational rehabilitation facilities were 'pride of the economic stability', 'happiness of work itself', 'a sense of accomplishment of the regular worker', 'recognition and exchange of the coworker and superior', 'expectation of the welfare service and the expansion of the participation in the occupational rehabilitation facilities'. Based on the results, implications for the work and welfare service of people with developmental disabilities in the occupational rehabilitation facilities were provided.

  • The accident rate is higher in the small workplace than the large workplace. It is desirable to focus on the small workplace for the disaster prevention activities. The disaster prevention activities for the small workplace are achieved through the private consignment agencies' technical guidance. but it has exposed many demand of the private consignment agencies' experts and its effectiveness has been strengthened. The purpose of this study, it is to provide the system improvement plan that the problem can be solved and to present a plan to improve the effectiveness of the proposed system. It is to listen to the opinions of experts and the direction of the study was set up.

  • Using careful background research and methodology, we proposed a revised sectoral index of vulnerability that is directly applied to two central labor examples: working hours and minimum wages. The valued calculated by each specific index represent the degree of weakness in corresponding conditions at the level of workplace units. Our proposed vulnerability index promises to be applicable to all business units under labor spot inspection. Also, it can be easily updated as the business environment evolves. The index is useful in selecting certain groups of business units and in evaluating the effectiveness of each regional government office.

  • 최근 ICT 기술의 발전으로 원거리에 위치한 광역 상수도의 취수장, 가압장, 감압변실 및 배수지 등의 시설물은 중앙제어실에서 효율적인 설비운영을 위해 원격통합관리로 감시제어를 수행하여 생산성을 제고하고 있다. 단위사업장에 낙뢰 유입으로 인한 순간정전이나 오동작 등의 영향에 의한 누전차단기 트립 증상이나 제어계측설비의 시스템 다운현상이 발생할 경우에 전원설비나 계측제어설비를 복구하기 위해서는 운영자가 사업장 현장에 출동하여 설비를 복구해야만 한다. 출동에 따른 많은 시간과 비용이 발생할 뿐만 아니라 응급조치가 미흡할 경우에는 수돗물 공급 중단 등의 위험성이 발생할 소지가 있다. 본 논문에서는 단위사업장의 서지유입이나 설비 오동작 등의 원인으로 무인사업장 설비에 System down 현상이 발생하면 단위사업장에 출동하지 않고 원격의 중앙제어실에서 원격 명령 또는 자동 프로그램에 의한 전원 Reset 동작으로 현장 제어설비가 원활하게 동작함으로써 무인사업장의 효율적인 운영관리가 가능한 원격제어 전원관리시스템 구축사례를 제시하고자 한다.

  • The corporate restructuring following the economic crisis in Korea has brought about fundamental changes in the structure and practice of employment relations. However the lack of information on processes and consequences of such changes hinder the appropriate policy making on shop-floor industrial relations. Correct assessment of realities an effective policy making require information on human resource management practices and structure of employment relations at the workplace level. This paper critically examines the experiences of workplace-employee integrated surveys carried out in advanced countries including Australia, Canada, and Britain, to extract methodological implications for such survey in Korea. We focus on the backgrounds of the surveys and practical issues involved in multi-level, longitudinal survey design.

  • 주물 사업장의 용해 공정인 장입과 출탕 작업, 첨가제 투입 과정에서 많은 분진이 발생한다. 실제 주물 사업장에서 사용되는 후드 형태는 매우 다양하며 구조적인 문제점으로 인해 효과적인 배기가 어려운 실정이다. 본 연구를 통해 실제 사업장에 전기로의 다양한 공정 형태에 대한 대응이 가장 우수한 직인식 후드 방식을 제시하고, 전산유체역학(CFD : Computational Fluid Dynamics)을 이용한 오염물질 거동 예측 기법을 활용하여 직인식 후드의 적정 배기량을 산정하여 현장에 제시하였다. 실제 현장에서는 본 개념 설계 결과를 바탕으로 용해 공정에 $400m^3/min$의 배기량을 갖는 직인식 후드를 설치한 결과, 매우 만족스러운 분진 제어 효율을 확인할 수 있었다.

How to Improve Self-Check System for Marin Pollution Prevention in Korea (해양오염예방을 위한 자율점검제도 개선방안)

  • For marine pollution prevention, Korea Coast Guard has enforced the self-check system on excellent workplace of marine facilities and ships since 2007 as part of the government policy for deregulation of administrative inspection. The self-check system had much effect amid interest from the workplaces and with their participation and cooperation. But the system has become stagnant because KCG has missed the proper timing to reflect the social and environmental change, marine workers' consciousness changes and the transformation of its relevant inner organization in the operation of the system for several years. To accommodate the changes of internal and external environments, this study surveyed 332 workers of ships and marine facilities through questionnaire about the self-check system for marine pollution prevention, reflected on the system, and focused on how to improve the existing system effectively. To increase the effect of self-check system, the enhancement of public relations efforts and improvements in marine pollution control system for ships of 5 gross tons and above are necessary. In addition, for relieving the burdens of business activity and visit inspection by KCG on excellent workplaces of ships and marine facilities, Marine Environment Management Act is needed to be amended so that the self-check system can be reflected in its amendment.

  • 환경부는 화학물질로 인한 국민건강 및 환경상의 위해(危害)를 예방하고 화학물질을 적절하게 관리하고, 화학물질로 인하여 발생하는 사고에 신속히 대응함으로써 화학물질로부터 모든 국민의 생명과 재산 및 환경을 보호하기위한 법률인 "화학물질관리법"을 2015년 1월 1일부터 시행하였다. 화학물질관리법에서는 유해화학물질의 취급기준과 유해화학물질 취급시설의 설치 및 관리 기준을 준수토록 하고 있으며, 유해화학물질 취급시설을 설치 및 운영 시에는 사전에 화학사고 발생으로 사업장 주변 지역의 사람이나 환경 등에 미치는 영향을 평가하여 유해화학물질 취급시설의 설치단계에서 안전성을 확보하기 위한 유해화학물질 화학사고 장외영향평가서를 작성 및 제출하도록 하고 있다. 또한 사고대비물질을 규정 수량이상 취급하는 경우 위해관리계획서를 작성하여 지역사회에 고지하도록 하고 있다. 법 시행 이전에 유해화학물질 취급시설을 설치한 사업장은 사업장 규모에 따라 장외영향평가서의 제출 유예기간인 2019년 12월 31일까지 제출하여야 하며, 사고 대비물질의 영업허가를 득해야하는 사업장은 2017년 내 장외영향평가서를 제출하여야 한다. 장외영향평가(off-site risk assessment(ORA)) 제도는 유해화학물질 취급시설의 기본평가정보(공정 정보), 장외평가정보(사고 시나리오 선정 및 위험도 분석), 타 법령과의 관계정보로 구성되어 있다. 장외영향평가의 효율적인 작성을 위하여 현장과 일치된 공정정보(공정개요 및 공정도면 등의 자료)의 확보가 필수적이다. 본 발표에서는 복잡한 장외영향평가 제도로부터 기업의 대응을 위한 장외영향평가 운영 절차와 장외영향평가서의 효율적인 작성을 위한 사전 준비 자료 및 작성 방안을 제시하여, 사업장에서 장외영향평가 제도를 이행하는데 도움을 주고자 한다.
