Conceptual Study for Risk Assessment of Asset Management of Infra Structure System (국가기반시설 자산관리위험도분석 개념 연구)

  • The asset management of infra facilities is a total framework for finally supporting a safe and comfortable service, which includes functions of supporting evaluation of condition and performance of infrastructures, making the decision method of repair or rehabilitation of deteriorated facilities, and lengthening the life cycle of structure through the decision of adequate cost and time of repair or reinforcement. In the range of the asset management, organization, human, the target, and information & data of company are included. Therefore, in this paper, appling the method of asset management analysis to the infra structures, the process of the risk assesment using BRE (Business Risk Exposure) and the basis of consisting ORDM (Optimized Renewal Decision-Making) are expressed.

  • Recently, it becomes more important to carry out the feasibility study on government R&D projects since the amount of R&D funds increases. For this purpose, until so far the general framework on the preliminary feasibility study for government driven research projects has been built and modified, and well applied to several domains. However, there is still the limitation in applying the method of preliminary feasibility study to system development research projects. The system development research projects have many different features compared to general research projects, for example, long-period development, lots of stakeholder involvement, multi-disciplinary works, and so on. Considering these characteristics, it is necessary to improve the method for the preliminary feasibility study. In this vein, this study deals with looking into the improvement points of the preliminary feasibility study in terms of the application of the system development projects.

  • This study has examined the allocation of risk in Korea's private provided Infrastructure(PPI) with the following contents (1) Developing a quantitative risk allocation model for Korea's PPI and (2) examining the implication of changes in the minimum revenue guarantees (MRG) clause of government legislation using the developed empirical model. The model of this study adopts and extends H. Yamaguchi's model developed in 2002. To investigate Korea's actual risk allocation deals, the author incorporated the MRG framework. The payment related to the MRG is indeterminable. Hence. the average MRG rate was calculated using probabilistic risk analysis. The risk allocation model is applied to the two eases to validate the model and evaluate the project's VFM(Value for Money). As the revenue guarantee rate is lowered, the government subsidies are increased. This in turn worsens VFM. The same relationship is true when the revenue guarantee Period is shortened.

  • 최근 4대강 살리기 사업에 의한 하천 준설과 보의 건설은 낙동강에서의 평수기와 홍수기의 수위차를 상당히 감소시켰으며 이로 인한 친수 목적으로 활용할 수 있는 공원, 캠핑장, 하상도로, 주차장 등 고수부지 공간이 다양하게 조성되면서 대국민적인 여가활동을 창출하고 있다. 이러한 하천구역 내에 조성된 친수공간은 하천 홍수로 인한 피해 위험도 또한 함께 증가함에 따라 정확한 홍수정보의 제공과 신속한 홍수예보의 발령은 증가된 홍수위험도에 대처하기 위한 필수적인 요소가 된다. 현재 홍수예보는 홍수예보지점인 수위관측소를 기준으로 발령하고 있어 실제 홍수에 취약한 구간에 대한 홍수정보를 제공하기에 어려운 것이 현실이다. 모든 홍수취약지점에서 수위관측을 통해 위험상황을 실시간으로 모니터링 하는 것이 홍수 피해에 대비하고 대응하기 위한 가장 확실한 방법이나, 예산과 인력의 문제 등으로 인해 현실적인 한계점이 존재할 수 밖에 없다. 따라서 기존의 정보를 이용하여 홍수에 신속하게 대응하기 위해, 각 친수공간이 홍수예보지점 또는 수위관측소 지점과 어떠한 연관성을 갖는지 조사할 필요가 있다. 본 연구에서는 낙동강 유역의 취약구간에 대한 현장조사를 통해 조사구간에 대한 DB를 구축함으로써 홍수 발생시 하천변 취약구간에 효과적으로 홍수정보를 제공할 수 있는 기초자료를 확보하고자 하였다. 또한 확보된 홍수취약지구의 기초정보를 이용하여 각 친수지구가 가지는 홍수위험도를 분석하였다. 이를 위해 수위관측소 기반의 홍수취약구간 선정 기준을 정립하고, 기준에 의해 선정된 18개 수위관측소와 관련한 취약구간에 대해 현장조사를 실시하였으며, 이를 바탕으로 홍수취약구간 관리대장을 작성하였다. 연구 결과를 통해 주요 친수시설의 고도 및 좌표를 기반으로 하는 홍수위험도를 제시하였고, 이를 수위와 연계하여 홍수 발생 가능성을 제시할 수 있는 객관적인 근거를 확보할 수 있었다. 향후 이 자료는 낙동강 홍수예보에 있어 취약구간에 대한 각 수위별 지점현황과 각 지점의 홍수위험도 분석을 위한 기초자료로 활용될 수 있을 것으로 판단된다.

A Study on the Analysis of Dangerous Driving Behavior and Traffic Accident Risk according to the Operation Characteristics of Commercial Freight Vehicles (사업용 화물자동차 운행특성에 따른 위험운전행동 및 교통사고 위험도 분석 연구)

  • This study analyzed the causal relationship among operating characteristics of commercial freight vehicles, dangerous driving behaviors, and traffic accident risk. The study applied the existing accident cause and prevention theory to arrive at this relationship. Data related to working characteristics of driver, driving experience, driving ability, driving psychology, vehicle characteristics (size), dangerous driving behavior, and traffic accidents were collected from 303 commercial freight vehicle drivers. Working characteristics and dangerous driving behavior data are based on the driver's digital driving record. The traffic accident data is based on the insurance accident data reflecting actual traffic accidents. First, a structural equation model was built and verified using the model fitness index. Then, the developed model was used to analyze the causal relationship between multiple independent and dependent variables simultaneously. Four dangerous driving behaviors (sudden deceleration, sudden acceleration, sudden passing, and sudden stop) were found to be highly related to traffic accidents. The results further indicate that it is necessary to establish a safety management policy and intensive management for small-sized freight vehicles, drivers with insufficient driving ability, and drivers with dangerous driving behaviors. Such policy and management are expected to reduce traffic accidents effectively.

  • Digital speedometer which is supposed to provide the basic data for analyzing human factors of drivers has a limitation for human behavior studies of drivers, because it records limited driving information including GPS velocities. Besides, Black Box, which is currently being actively commercialized in the market, records mostly vehicles' risky patterns rather than drivers' behaviors. As a result, it also shows a limit to analyze dangerous driving patterns. This study performed a risky driving study for human factor analysis. This study conducted before and after comparisons for real time warning study using a risky driving judgment device. The analysis was conducted based on Longitudinal acceleration, Lateral acceleration, and Yaw rate of vehicles.

How Do Auditors Respond to Labor Investment Inefficiency? (노동투자비효율성에 대한 감사인의 반응)

  • This study examines how auditors respond to labor investment inefficiency, specifically its impact on audit fees and audit hours. Using a sample of Korean firms listed on the Korea Stock Exchange from 2003 to 2018, our empirical results indicate that firms involved in inefficient investment in labor incur higher audit fees and audit hours. This implies that auditors consider inefficient labor investment to cause considerable business risk, thus requesting higher external audit fees to compensate for higher audit risk. Furthermore, auditors expend more time and effort while auditing those firms by expanding the audit procedures to reduce the audit risk to an acceptable level. Finally, this study provides empirical evidence on whether the investment inefficiency in labor, an important factor in firms' competitiveness, incur higher audit fees as well as audit hours.

Development of Measure of Effectiveness (MOE) and Algorithm for Hazard Level at Curve Sections (곡선부 위험도 판정척도 및 알고리즘 개발)

  • At present, there is a no rational MOE for evaluating hazard level at curve sections. Therefore, this study focus on developing the MOE and algorithm for hazard level at curve sections. The scopes of this study limited to rural two-way roads. Actual data used is accident, geometric features, safety facilities of the selected sites at curve sections. In order to develop MOE for hazard level at curve sections, accident contributing factors were classified by road geometry, visual guidance facility, speed and driver factor. A relationship between the four factors mentioned and accidents was conducted. And, the MOE for hazard level at curve sections was derived from the previous relationship analysis, and the algorithm for hazard level was developed. Finally, worksheets were suggested based on the MOE and algorithm for road designers. These developed MOE and algorithm can be used to reduce serious accident contributing factors when designing roads and also, these will be used to determine an order of priority when reconstructing roads.

  • Safety assessment of construction projects may be affected by various factors such as types and scale of projects, construction methods, procedure, climactic, and site conditions etc. Presently, in planning and design phases, designers are still often uncertain of their responsibilities, l3i]I information and training of safety. Therefore, designers are still failing to exploit the potential that have to eliminate and reduce risks on site. In this study, the concepts of safety impact assessment is introduced in order to derive the performing design for safety in design phase. For this purpose, a framework for safety impact assessment model using risk-based approach for construction projects is suggested. The suggested model includes of information survey and scenarios, classification of safety impact factors occurred by design and construction, and quantitative estimation of magnitude and frequency. Moreover, the checklist which is enable to identify relationship between safety impact factors and design factors is developed and the methodology of safety impact assessment model using risk-based approach is also proposed.
