Analysis of the Implementation of the Residential Improvement Project Considering Land and Building Characteristics - The Case of Busan Metropolitan City (토지 및 건축물특성에 따른 정비사업 추진 분석 - 부산광역시 사례를 중심으로 -)

  • The government has been operating residential improvement projects through the "Act on the Maintenance and Improvement of Urban Areas and Dwelling Conditions for Residents" as a type of a remedial measure for deteriorated residential areas. However, in recent years, the residential improvement projects have experienced difficulties due to the effects of various factors including the slowdown in economic growth. After observing the depression in a number of projects, various studies have been carried out to investigate the causality and improve the promotion of the residential improvement projects. In the trend of research, this study aims to analyze the effects of land and building characteristics on the improvement projects of Busan Metropolitan City. The dependent variables of the study represent different phases of improvement project as specified in the "Act on the Maintenance and Improvement of Urban Areas and Dwelling Conditions for Residents". The independent variables represent land and building characteristics which refer to the criteria used in the designation process of maintenance area according to the act. The empirical analysis uses the ordered logit model. The results from the analysis suggest that geographical condition, factors related to the number of union members, factors related to the parcel price and condition of a location have impact on the promotion of the improvement project. The results of the analysis show that majority of the factors are related to the economic feasibility of the projects. Residential improvement project is a part of urban planning projects that rehabilitates deteriorated residential environment, and it is closely associated with the quality of life of public. Accordingly, we hope that such projects are reasonable and take effective approach to those with urgent needs rather than to focus on profitability. Also, potential administrative and economical loss should be avoided by taking necessary planning measures in advance.

  • The National Registered Cultural Heritage no. 377, 'The Eclectic-style House in Daeheung-dong, Daejeon', was relocated in 2013, even though it was privately owned. The relocation of National Registered Cultural Heritage through an urban redevelopment project is rare because the restriction of the preservation of a cultural asset is relatively tolerated. For the sake of profit in a redevelopment project, a privately owned Registered Cultural Heritage is likely to be demolished with no laws to prevent it. This study researched the history of the heritage and the procedure of the relocation process. Based on the research, the study intends to clarify the relationship between the economic and legislative conditions with the result of the National Registered Cultural Heritage relocation in general. The failure of the successful relocation of the National Registered Cultural Heritage in redevelopment projects is caused mainly by a change of ownership, which is generally from personal to anonymous associations. Based on the condition, this study maintained the Cultural Heritage's redefinition as a public asset and proposed phased amendments in each major procedure of a redevelopment project for the successful preservation and reuse of National Registered Cultural Heritage.

  • Beginning January 2005, the BTL (Build-Transfer-Lease) project was initiated by government to provide high level of public services for the upgraded quality of life. The most important process of the BTL project is operation, because the company have to operate the building about $20{\sim}30$ years after completion. But a lot of problems have been founded so far. For example, no counterplan for the risk in operation, no total control system and the vagueness in project guideline and so on. These problems will cause serious demage to the BTL project. Hence, this paper analyzes the above issues and conducts the interviews with the professionals from the diverse sectors in order to propose the improvement and deliver the successful operation in BTL project.

우수저류시설 운영 개선방안 연구

  • 우수저류시설 사업은 일자리 창출을 위한 "녹색뉴딜사업" 추진방안 중 "대체수자원확보 및 친환경 중소댐 건설" 과제의 핵심사업으로 선정('09년)되어 추진하고 있는 사업으로 최근 기후변화에 의해 빈번하게 발생되는 국지성 집중호우에 의한 침수피해로부터 국민의 생명과 재산을 보호하고, 저류된 빗물을 대체 수자원으로 활용하기 위함이다. 그러나 국내의 우수저류시설 사업은 현재 시행 초기단계로서 제반 설계 및 유지관리 기술이 부족한 실정이며, 이로 인해 실제 운영시 많은 시행착오가 예상된다. 또한 전문가에 의한 시설 설치후 운영 등의 현황 분석 및 사업효과 분석이 거의 이루어지지 않고 있다. 따라서 기설치된 우수저류시설을 대상으로 현지조사 및 담당자 인터뷰를 통하여 시설 설치와 운영, 모니터링 등의 분야에 대한 현 실태 및 개선방안을 제시하고자 하였다. 시설 설치 분야의 경우 지역에 따라 스크린내 부유물 제거를 위한 제진기 설치, 원격조정시스템의 효율성 증진을 위한 CCTV 설치, 저류지 및 하류부 홍수위를 고려한 수문 및 여수로 운영계획 수립, 여수로 말단 하천 합류부에 유속감소시설 설치가 필요한 것으로 조사되었다. 시설 운영분야의 경우 지역에 따라 초기 강우가 저류조에 직접 유입되지 않도록 횡월류 위어 설치, 유량 및 수문관련 DB 출력 시스템 보완, 연속강우를 고려한 시나리오 작성, 저류시설의 운영 매뉴얼 수립이 필요한 것으로 판단된다. 계측시스템 분야의 경우 수위계, 유량계, 유속계 증설 또는 보완이 필요한 것으로 판단되며, 대부분의 지역이 시설 설치에 따른 피해 저감효과 분석에 필요한 DB가 충분히 확보되지 않은 것으로 조사되었다. 현 상태에서 저류시설 설치 전 후에 따른 침수피해 저감 영향에 대해 정성적 분석을 실시한 결과 ${\bigcirc}{\bigcirc}$지구의 경우 호우사상이 유사한 2007년 태풍 "나리"와 2011년 7월 집중호우시의 침수범위를 비교할 때 시설 설치에 따른 홍수 저감효과가 높은 것으로 조사되었다. 조사 결과, 저류시설에 의한 침수피해 저감 효과가 높다는 것을 고려할 때 지역 특성을 고려하여 우수저류시설 운영에 필요한 수리구조물 설치 운영, 계측시스템 설치 및 운영매뉴얼을 수립하는 것이 반드시 필요할 것으로 사료된다.

  • The startingpoint of successful buildingproduction process is the feasibility study of the project. If the feasibility study is poor which is affected in direct production processes such as designing and engineering, it incurs a great unrecoverable loss to the company. The governmentinstitutionalized the feasibility study for projects that budgets over 50billion won in an effort to ensure competitiveness of the construction industry after IMF; however, the system and effort to created systematic studies or guidance preparation for private construction development projects are lacking in great deal. Therefore, the objective of this study is to establish the analysis factors of feasibility study and evaluation standard by systematic analysis in consideration of the changes of various variables and mutual relationships using system dynamics technique for office buildings among commercial buildings.

  • In Korea, there are around 30,000 cardiac arrest patients annually. Gradually the number is increasing. Against this background, CPR education and publicity programs were expanded nationwide, but the rate of witness CPR by the general public was 4.4%, which is significantly lower than the 20%~70% rate in other countries. Therefore, in this paper, we analyzed the factors affecting the performance of CPR by witnesses who discovered cardiac arrest patients. Based on the results, an application planning and development study was conducted to provide users with correct cardiorespiratory response tips and step-by-step CPR guidelines to help users effectively assist in increasing the rate of CPR by general eyewitnesses.

A Study on Factors Influencing the Progress of Housing Construction Project by Regional Housing Association (지역주택조합의 주택건설사업 추진에 영향을 미치는 요인에 관한 연구)

  • This study intends to explore the factors influencing the progress of housing construction projects by regional housing associations. In order to develop the importance weight of factors classified into 11 factors with 4 categories, AHP and Fuzzy methodologies are implemented based on survey analysis by field experts and project participants. Research findings indicate that the four categories of land, business, legal entity, and copartner, and the factors of professionalism, location, transparency, purchasing cost, administrative supervision, landlord participation, liability for damages, etc are in order of importance. It is noteworthy that the contractor, financial institution, developer, legal expert, and association consider professionalism, location, purchasing cost, and transparency as the most important factors respectively. This study aims to help provide the implication for factors Influencing the progress of housing construction project to project participants.

농업분야 창업 현황과 지원정책

  • 우리나라의 전체 인구는 증가추세인 반면 농촌과 농업인구는 계속해서 감소하고 있으며 인구 구조도 급속히 고령화되고 있어 농업경영과 농촌사회의 지속성이 취약해지고 있다. 이에 정부와 각 지자체에서 귀농 귀촌을 권장하고 농업분야의 창업을 권장하기 위해 다양한 정책들을 추진하고 있으나 정책의 수혜자들에게 노출되지 않아 제대로 활용되지 못하거나, 지원체계가 혼란스러워 적절한 지원이 이뤄지지 않고 있는 문제점을 노출하고 있다. 본 연구에서는 농업분야에서의 창업현황을 살펴보고 농업벤처 창업과 6차산업 창업으로 구분하여 해당 분야에 중심이 되는 '6차 산업 창업지원 체계화 방안'과 '6차산업 사업단계별 맞춤형 지원 방안', 그리고 '농식품 벤처창업생태계 활성화대책'을 중심으로 농업분야 창업 지원을 위해 정부와 각 기관에서 시행중인 정책들을 살펴보았으며, 경영체의 설문조사를 통해 창업과정에서 발생한 문제점들과 보완할 사항들에 대해 살펴보았다. 특히 대부분의 정책들을 농림축산식품부에서 담당하고 있으나 창업관련 정책은 농촌진흥청에서 기획을 하면서 '농식품 가공' 중심의 창업이 활성화되고 상대적으로 홍보나 판촉 및 유통, 농촌관광 등 서비스업 분야의 지원은 취약하다는 것을 알 수 있었다. 창업 지원정책에 대한 세밀한 분석과 경영체별 설문조사를 토대로 실제 창업에 도움이 되기 위해서는 준비단계부터 경영체별로 맞춤형 지원이 필요하다는 점과 이론 교육보다는 실제 창업준비를 위한 상담이나 멘토링의 제도를 활성화시키는 것이 실질적인 도움이 된다는 것을 알게 되었다. 또한 각 시행 기관별 연계를 강화하기 위해 농림축산식품부가 컨트롤타워 역할을 수행하며 각 지자체 중심의 단일화된 지원 창구가 되어 창업단계별로 필요한 지원을 하는 것이 중요하다.

Study on the Way of Improvement by Analyzing the Problem Revealed in Current Cadastral Resurvey Project (현 지적재조사사업에 나타난 문제점분석에 의한 개선방향연구)

  • The cadastral resurvey project has been planned for 19 years, from 2012 to 2030, which refers that now is at the beginning stage. The aim of a project was to correct the registration of cadastral register, which was not corresponding to the actual circumstances. As a national project, the government has been charged of this project to achieve the effective land management and protect the property rights of people, by changing analogue cadastral surveyed in 1910 to digital cadastral. On this paper, we focused on reinvestigating the principle of cadastral resurvey project and suggesting better solutions for problems, so as minimizing numbers of trials and errors in the project.

  • To enhance the competition of National power, the investment of SOC is an essential factor for infrastructure construction. The capital for SOC is so gigantic and the national finance is limited, engagement of various subject is necessary. So, Government is promoting the private sector to invest capital in SOC development. Nevertheless the increasement of SOC investment, various problems were issued in selection & operation of BTL. Therefore, to raise the probability of success for BTL project, escalation, unification and specialization of BTL affairs, BTL selection process were suggested in this study.
