Measuring of the Performance of a Construction Management Project from Viewpoints of Project Participants -Focusing on Owner, Construction Manager, Designer and Constructor- (건설사업 참여주체(발주자, CMr, 설계자, 시공자) 관점에서 건설사업관리 성과측정에 관한 연구)

  • The production process of construction industry is different from thing of the general manufacturing, likewise various participants make temporary teamwork for success of the project through sharing of information. But, the each role of participants is Individually changed to step in construction process stage and moreover it has complicated, entangled interests. The CM(so it called Construction Management as an abbreviation word) system was inducted for the effective management and operation of construction project. The key of the CM success depends on the cooperative relationship relation to major participants. There are lots of studies and efforts for the performance measures of the CM, however existing performance index is only measured as the viewpoint of project owner. Therefore it needs to make up for balanced view through combination of the four-way view of participants. In this study, we should search for cooperative relationship of project participants, and then we should suggest to define the difference of project in their viewpoints.

  • 도시지역 비점오염원관리, 물순환 회복, 침투 및 증발산량 증가, 열섬현상 저감을 위한 주요한 방안으로 저영향개발(low impact development, LID)과 그린인프라 기법의 적용되고 있다. LID 시설은 소규모 분산형 시설로써 넓은 지역에 많고 다양한 시설들이 적용되어 시설의 개수가 많으며, 수질 및 토양 내 기성제품에 대한 센서들의 가격은 고가로 형성되어 있어 기기의 경제성 및 유지관리 등 적용하는데 제한적이다. 따라서 과거 모니터링 자료를 기반으로 오염물질들과의 상관성 분석을 통하여 계측이 어려운 항목들을 계측가능한 항목들로부터 예측 가능하며, 선정된 항목들에 대한 비용효율적인 센서를 개발하여 실시간 LID 모니터링이 가능한 비용효율적 모니터링을 개발하였다. 공주대학교 천안캠퍼스의 LID 시설들은 2013년에 조성되어 현재까지 시설이 운영되고 있으며, 5년이상의 과거 강우시 모니터링 자료들을 이용하여 오염물질 상관성 분석을 수행가능 하기에 대상지로 선정하였다. 오염물질 상관성 분석은 2013년부터 2017년도에 침투도랑에서 수행된 강우시 모니터링 자료를 활용하여 각 오염물질들의 상관성을 분석을 수행하였다. 침투도랑 내 유입되는 평균 유입수는 TSS 286.1±318.3 mg/L, BOD 22.6±39.5 mg/L, TN 8.96±5.85 mg/L, TP 1.01±1.11 mg/L로 나타났다. 겨울철에 비해 여름철에서의 오염물질의 유입농도가 높은 것으로 분석되었다. 이는 여름철 고온건조로 인한 노면 내 차량의 주행으로 인한 중금속, 폐타이어 등과 장마철 강우 시 유출된 토사로 인하여 유입수의 농도가 높은 것으로 분석되었다. 오염물질 부하량은 TSS와 COD 0.66으로 유의성이 높은 것으로 나왔으며, COD와 TSS, TP, TN 등 유의성이 높은 것으로 분석되었다. Arduino와 Raspberry PI를 활용하여 저비용 센서와 LTE 모뎀통신과 데이터 베이스 연결하여 개발된 프로그램을 통해서 무선으로 LID 시설에 대한 모니터링을 침투화분2와 식생체류지에 조성하였다. 전력공급이 어려운 식생체류지의 경우 태양열(Solar system) 시스템과 보조 전력 배터리를 조성하여 장마철이나 장기적인 악천후로 인한 전력을 생산하지 못할 경우 보조전력배터리에서 전력을 제공하여 지속적인 모니터링이 이루어지도록 설계하였다. 토양함수량, 토양온도와 Conductivity 등 3종류의 센서를 적용하였으며, 프로그램은 현재 2단계를 통한 2차수정을 통하여 프로그램을 구축하였다. 오차, 오작동, 계측값에 대한 검·보정 작업이 필요하다. 또한 대기자료의 구축을 통해 보다 토양과 LID 시설에 대한 영향분석이 필요한 것으로 사료된다.

  • In recent years, the risks and uncertainties associated with mixed used development in urban regeneration projects which have actively been implemented at home and abroad have been on the rise due to the uncertainties of the initial business plan, difficulty of financing, increase in total cost and schedule delay. To cope with rapid social and economic changes and optimize benefits, a risk-based configuration management process that considers life cycle is required, along with accurate planning in the early stage of the business. In addition, it is necessary to prepare measures that can respond to the evaluation and measurement of the configuration factors in relation to the business process. However, the focus of previous studies on configuration management in the field of construction was mainly on humanities and the sociological aspects such as organization, leadership, ideology and similar concepts. There has been limited research on the process and measurement and evaluation methods for configuration factors required in decision-making on the risks and changes that can occur in the actual project implementation phase. Accordingly, in this study, we defined risk-based configuration factors and developed a process and MECA/3DAM/CII methodology to measure and evaluate these factors so as to carry out systematic configuration management of mixed used development in urban regeneration projects.

A Monitoring and Evaluation on the Project for Utilization of Cultural Property - Focused on the Project "SaengSaeng Cultural Property" in 2016 - (문화재활용 사업 모니터링 및 평가 - 2016년 생생문화재사업을 중심으로 -)

  • This study carried out field evaluation by experts, monitoring by the public, and visitor satisfaction survey for 88 sites by using cultural property projects that received support from "SaengSaeng Cultural Property"in 2016. The result of the comprehensive evaluation was 'good', the part of planning, outcome, annual special index were 'good', field operation and performance were 'normal'. The field evaluation was rated as 'normal' by experts, monitoring by the public was 'good', and visitor satisfaction survey was also 'good'. The advantages of the project were as follows; increased enjoyment of local cultural assets, utilization of historical and cultural heritage as tourism, expansion of local participation and cooperation. On the other hand, the disadvantages were as follows; shortage of promotion to other local people, deterioration of program's quality, insufficient materials for explanation of cultural assets, insufficient program for staying. We suggested measures to develop the project as follows; developing paid contents in order to secure sustainability, connection with other programs, developing representative program and brand, improvement of environment to participate, strengthening of role for experienced local organization, utilization of local artists and volunteers, exchange between local organization, promoting by government organization, managing existing visitors, establishing of strategy for promotion, improvement of monitoring by the public, strengthening of reflection of visitor's opinions, consulting for each programs.

  • Recently, the smart city market based on the 4th industrial revolution is rapidly expanding worldwide and is being promoted in various ways. Korea has promoted various smart city public and private partnership projects, but there were limits to the activation of smart city public and private partnership projects due to insufficient enactment and revision of laws, public-oriented ordering method, and lack of private execution capacity. Therefore, this study intends to suggest key success factors for each stage of smart city public and private partnership projects through the analysis of the order status of the smart city national pilot city and the analysis of previous research. Through this, it is expected that it will be possible to eliminate various types of risks that may occur in the domestic smart city public and private partnership projects and contribute to revitalizing the smart city public and private partnership projects.

창업가의 주관적 경력성공이 경영성과에 미치는 영향: 기업가정신의 조절효과를 중심으로

  • 본 연구에서는 창업가의 역량을 주관적 경력성공과 기업가정신으로 설정하여 창업기업의 성과와의 영향관계에 대한 연구를 진행하였다. 특히, 최근 늘어나는 실업율과 정부의 창업지원 정책의 핵심대상군인 청년들을 대상으로 본 연구를 진행하였다. 일반적으로 청년창업이 어려운 이유 중 하나는 시장이나 사업에 대한 경험이 상대적으로 부족한 청년들이 실무적인 지원 및 실패에 대한 안전장치 없이 창업을 시작한다는데 있다. 하지만 창업교육을 통해 간접경험을 높이고 청년들이 가지고 있는 장점인 새로운 시각과 유연한 사고방식을 충분히 활용한다면, 실패에 대한 확률을 줄이고 혁신기업을 만들 수 있는 가능성은 더 높을 수 있다 하겠다. 최근 몇 년간 정부는 대학생을 포함한 청년층에게 창업 초기자금을 지원하여 청년창업의 활성화에 많은 노력을 해왔지만, 이러한 지원들은 대부분 창업을 시작하는 초기단계에 집중이 되어있다. 창업은 그 성공률이 3~4% 남짓으로 쉽지 않은 일이지만, 그래도 이러한 초기단계의 지원들은 청년들이 창업시장에 많은 참여를 할 수 있는 동인이 되고 있다. 또한, 청년들이 시장에서 자신의 아이디어를 실험하고 사업화하며 혁신을 이루어가는 창업의 과정은 훗날 그들에게 훌륭한 경험과 경력이 될 것이다. 경험을 통한 자신의 경력에 대한 주관적인 평가는 개인의 삶과 업무에 대한 태도에 영향을 미치게 되기 때문에, 청년들의 이러한 경험들은 우리사회에 지속으로 긍정적인 가능성을 만들어 줄 것이다. 본 연구는 창업가의 주관적 경력성공과 기업가정신이 창업기업의 성과에 영향을 미치는 요인들을 확인하기 위한 분석을 수행하였다. 이러한 분석을 통해 창업기업들이 성장을 위해서 개인이 가지고 있는 경력과 경험에 대한 활용을 높여야 하는 근거를 도출하였다. 이러한 근거 도출을 위해 창업가의 경력에 대한 중요성과 업무능력과의 관계에서 영향을 주는 요인을 가설로 설정하였고 이에 대한 검증을 통하여 주관적 경력에 대한 중요성을 확인하였다. 본 연구의 주 목적은 첫째, 창업가의 주관적 경력성공과 기업가정신이 경영성과에 미치는 다양한 요인에 대하여 실증 분석하여 학문적 체계를 마련하고, 둘째, 창업가의 주관적 경력성공과 기업가정신이 경영성과에 미치는 요인을 통계적 방법을 통해 찾아내어 창업지원정책의 평가시스템 개발에 유용한 기초자료를 제공하는데 있다.

A Research on the development of evaluation model for the government's recognition regarding the program accrediting organizations in Higher Education (고등교육 프로그램 평가인증기관의 정부인정 평가모형 개발에 관한 연구)

  • The Ministry of Education, Science and Technology has been implementing the government's recognition project regarding the program accrediting organizations in Higher Education. This research is to establish an evaluation model for the government's recognition process of the program accrediting organizations, and develop the evaluation categories, items and indices for the model. The research has set the concept for the government's recognition regarding the program accrediting organizations and designed an evaluation model for such organizations. The evaluation model embraces a preliminary evaluation process, assessing an eligibility of the accrediting organizations for the higher education based on the formalities set forth for the government recognition organization accrediting process. It also includes the main evaluation process, which assess the eligibility based on the evaluation standards stipulated in the associated legislation and regulations. In addition, through in-depth verification processes by experts, this research finalized 2 evaluation domains, 5 evaluation categories, 24 evaluation items and 33 evaluation indices.

Development of a Calculating Model for Local Index Based on Historical Data of Public Apartment Buildings (공공아파트 실적데이터 기반의 지역지수 산정 모델 개발)

  • With the intensifying of price competition and structural diversifications, the uncertainty of the domestic housing market has been increased. This highlights the importance of the planning stage of construction projects, and the increased need for a higher level of accuracy in approximate estimates. Currently, a number of research and development programs to calculate construction cost at the initial planning stage are being conducted. However, there are few cases in which local characteristics are considered in deriving the results. If local calibration can be conducted during estimates, more accurate cost estimates will be enabled. This could also play a major role in ensuring the success of a project. Therefore, the purpose of this research is to develop a calculation methodology and a model for a local index based on the historical data of public apartment buildings, and to derive a local index that supports accurate construction cost estimates.

  • EPC companies to continue operating overseas, it is increasingly becoming apparent that risk is no longer something to be avoided but a subject to be managed. During the bidding stage, the requirements, specifications and project line items within the bid package must be studied in details to analyze the various risk factors in order to avoid cost overruns. However, reviewing vast quantities of bidding documents is time consuming and labor intensive and is not an easy task and this is where automated information technology can help. For this study, I have constructed an ITB analysis model based on Watson AI that can analyze and apply vast amount of documents more effectively in a short time. Configuration of the Watson Explorer AI architecture for AI-based ITB risk management model research, the selection of learning procedures and analysis subjects, and the performance evaluation criteria were defined, and a test bed was constructed to conduct a pilot research. Consequently, I verified the effectiveness of the analytical time reduction and the quality of its results and VOC operations by professionals.

A Case Study of the Risk Identification in Construction Project (건설사업의 리스크 식별에 관한 사례연구)

  • In the construction industry, risk management has gained constant attention as the factor not only to evaluate global competitiveness of the country but also to secure competitiveness of public institutions and private companies. For effective construction risk management, the specific work process improvement that can be employed in the field in terms of risk management of the entire corporation such as financial, insurance and safety management is necessary. To manage construction risks, what is important is the step to identifying inherent risks in the construction project. The identification of risks will be followed by the step to seeking ways to establish and manage strategies responding to the risks. This study suggests ways and processes to make a checkslit to identify risks through case studies. To that end, the focus will be placed on working process improvement of risk identification among stages to manage construction risks such as risk identification and analyses, planning to respond to risks, risk monitoring and management. The case study checklists show that setting up the system to classify risks by stage is helpful to figure out causes of risks to reduce or eliminate risk factors. The checklist making process that considers features of the project is expected to contribute to successful completion of the project by enabling effective risk identification and systematic risk management.
