Convergence Study on Big Data Competency Reference Model (빅데이터 직무능력 참조모형에 관한 융합적 연구)

  • South Korean Government confirmed the creation of competency-centered society as a key national issue and announced development and utilization plan of NCS(National Competency Standards) On May 21, 2013. As a part of the government's plans, they had been developed NCS about 833 jobs by 2014. But Big Data related job, as an emerging job, cannot be seen as a reliable form of job yet. As, at the major industrialized countries and the domestic, education and job competency models of knowledge and skills to take advantage of various types of Big Data have coming, it is a situation that is certainly not settled and more or less in confusion. In this study, for the purpose to present the Big Data Competency reference model for companies and organizations to effectively leverage Big Data, we have presented this reference model and summarized competency elements units such as 20 knowledges and 15 skills of Big Data competency.

  • Big data analysis is analyzed and used in a variety of management and industrial sites, and plays an important role in management decision making. The job competency of big data analysis personnel engaged in management analysis work does not necessarily require the acquisition of microscopic IT skills, but requires a variety of experiences and humanities knowledge and analytical skills as a Data Scientist. However, big data education by state-run and state-run educational institutions and job education institutions based on the National Competency Standards (NCS) is proceeding in terms of software engineering, and this teaching methodology can have difficult and inefficient consequences for non-technical majors. Therefore, we analyzed the current Big Data platform and its related technologies and defined which of them are the requisite job competency requirements for field personnel. Based on this, the education courses for big data analysis and visualization techniques were organized for non-technical-based majors. This specialized curriculum was conducted by working-level officials of financial institutions engaged in management analysis at the management site and was able to achieve better educational effects The education methods presented in this study will effectively carry out big data tasks across industries and encourage visualization of big data analysis for non-technical professionals.

  • Big data technology has been rising as a leading technology in the healthcare paradigm. As a world-class big data nation including National Health Insurance data, Korea has been focused on health policies and sustainability through database forecasting and policy establishment. So the need for education of big data by public officials in healthcare sector is increasing. However, there has not yet been National Competency Standards(NCS) or education modules, in this study, healthcare big data education module and content have been developed for the public servants with confidence.

  • This study attempts to analyze the structure of the knowledge and duties of the vocational counseling service industry by using the text mining method and network analysis, which are methods of big data analysis. The subjects of the survey were vocational counseling, job placement and career change support, three fields in the unit elements of competence included in the National Competency Standards (NCS) which areproposed by the government. Although the analysis results of frequently used words showed that all three fields had independent duties, many were overlapping, such as counseling, examination, employment support, etc. for clients, job seekers, and others. The knowledge required by the employees of this field includes many new fields, such as start-up development, lifelong career consulting, job adaptation and culture conflict, besides the five subjects of vocational psychology, vocational counseling, labor market, job information, and law, which are included in the vocational counselor certification examination. Also, we suggested that the consultants adhere to emotional approaches, such as empathy, acceptance and attentiveness, and take a neutral stance. This study isvaluable in that it is the first attempt to objectively analyze the duties of the vocational counseling service field by big data analysis. In addition, it is also meaningful that we first confirmed the difference between the direction of government policy and the actual practice in the field.

Data Literacy Education in Design Curriculum of Higher Education Focused on Development of Design-Data Convergence Curriculum (디자인 교과과정에서의 데이터 문해력 교육에 관한 연구 -디자인-데이터 융합 교과 개발 사례를 중심으로)

  • This study explores convergence curriculum for design and data science, and applies data science knowledge on undergraduate design classes for designer's data literacy. First, related studies about data literacy education for non-data science major's, and data driven design project cases are explored, then design competency and data competency based on NCS are studied. Then this study developed 3 step design-data convergence curriculum model for designers' data literacy. The curriculum model is applied on case study classes, which are Big data and UX design(2) classes. The learning results and student's feedback of the case study classes are collected and analyzed to prove the design-data convergence curriculum, and the results provide findings and implications of the design-data convergence class case study.

A Study on Changes in Seafarers Functions and Manpower Training by the Introduction of Maritime Autonomous Surface Ships (자율운항선박 도입에 따른 선원직능 변화와 인력양성에 관한 연구)

  • This study is based on Degree of Recognition and AHP surveys for experts, this study investigates changes in the demand of seafarers in response to changes in the shipping industry environment in which Maritime Autonomous Surface Ships(MASS) emerge according to the application of the fourth industrial revolution technology to ships, and it looks into changes in seafarers' skills. It also analyzes and proposes a plan for cultivating seafarers accordingly. As a result of Degree of Recognition and AHP analysis, it is analyzed that a new training system is required because the current training and education system may cover the job competencies of emergency response, caution and danger navigation, general sailing, cargo handling, seaworthiness maintenance, emergency response, and ship maintenance and management, but jobs such as remote control, monitoring diagnosis, device management capability, and big data analysis require competency for unmanned and shore based control.By evaluating the importance of change factors in the duties of seafarers in Maritime Autonomous Surface Ships, this study provides information on seafarers educational institutions response strategies for nurturing seafarers and prioritization of resource allocation, etc. The importance of factors was compared and evaluated to suggest changes in the duties of seafarers and methods of nurturing seafarers according to the introduction of Maritime Autonomous Surface Ships.It is expected that this study is meaningful as it systematically derived the duties and competency factors of seafarers of Maritime Autonomous Surface Ships from a practical point of view and analyzed the perception level of each relevant expert to diagnose expert-level responses to the introduction of Maritime Autonomous Surface Ships.
