Current Methodologies for Environmental Impact Studies of Railroad-related Projects (철도사업 타당성조사의 환경편익 계량화)

  • Environmental Impact is getting more attention in many feasibility studies for railroad-related projects and research items. For sustainable growth and green transportation, the benefits typically used for feasibility studies in railway-related projects, are composed mostly of economic criterions which is not considering growing attention on changing paradigm. Based on the analysis of current methodologies, improvements in estimating environmental impact especially on noise and pollution are suggested.

Valuing Traffic Noise Cost Based on the Damage Cost Approach (피해비용 접근법을 바탕으로 한 소음비용 추정 연구)

  • Traffic noise cost can be assessed either by the damage cost approach or by the avoidance cost method. This paper provides an overview of pertinent studies of these two approaches and shows that the damage cost approach is more universal and reliable than the avoidance cost counterpart. This study then investigated three sub-components to address the damage cost framework. First of all, unit value per person exposed to noise per year was calculated. Secondly, the area exposed to noise was determined using noise prediction equation. Thirdly, the number of people affected by noise was computed by multiplying the number of people exposed to noise with the percentage of people affected by noise. This paper also suggested a simplified equation that represents the relationship between damage costs and noise levels. Finally, the benefits of noise reduction derived from the damage cost method and those from the avoidance cost approach were compared and discussed.

  • This study aims to analyze the freight transport demand and benefit for the introduction of an automated freight transport system focusing on the Global Industry and Logistics City (GILC) in Busan. In pursuit of this aim, four alternatives were calculated - using the freight volume estimating methods and included, the number of businesses, the number of employees set up, future estimated cargo volume, and switched volume from other transport modes into the GILC. Economic benefits were analyzed against social benefits and costs accordingly. The result of the freight transport demand forecast found, the cargo volume of "Alternative 2-1" to be the most advantageous, applying the number of employee unit method and proportion of employees in Gangseo-gu, Busan. In addition to the conventional analysis of direct benefit items (reduction of transport time, traffic accidents and environmental costs), this study also considered additional benefit items (congestion costs savings, and road maintenance costs in terms of opportunity cost). It also considered advanced value for money research in guidance on rail appraisal of U.K, Federal Transport Infrastructure Plan 2003 of Germany, and RailDec of the United States. The study aims to further contribute to estimating minimum cargo transport demands and assess the economic feasibility of the introduction of new intermodal automated freight transport systems in the future.

A Case Study to Estimate the Unit Standard Infrastructure Cost in Levying the Korean Development Impact Fees (기반시설부담구역제에서의 표준단위설치비용 산정 사례연구)

  • The typical unit infrastructure cost estimation techniques adopted so far in implementing the Korean Impact Fee Zoning have rather been centered around the unilateral simple cost models. The techniques, as such, have frequently been criticized for their lack of flexibility in properly reflecting the regional differences as well as the peculiarities of individual development projects. The Ministry of Land, Transport, and Maritime Affairs (MLTM), in this regard, has recently introduced an enhanced alternative technique. Using the NGIS data, the study probes the viability of the MLTM's new technique by testing the entire estimation process based on the case area in Ansung City. Reflecting the City's characteristics, the study assumes a composite land use plan that accommodates the industrial area in addition to typical residential areas. As an extensive empirical case study, the research has found from the new technique considerable technical merits to overcome the existing shortcomings and summarized its significant policy implications.

  • 실크제품 생산 공정에서 발생하는 셀베지는 실크직물 생산량의 약 10% 정도 발생하지만 비용절감을 위해서 경사에 실크외의 합성섬유를 사용함으로써 효과적인 회수기술이 없어 전량 폐기되고 있어 이를 효과적으로 재활용할 수 있는 맞춤형 셀베지 분리기계 및 분리 system을 개발하고 방적사의 원료로 재활용하여 신규 수요를 창출할 수 있는 고효율 회수장치 개발 및 방적사, 부직포 제조기술을 개발 하고자 한다. 경위사분리기의 기본 구성을 보면 제직현장에서 레피어 직기는 원단의 좌우측에서 절단된 셀비지를 한데 모아 두겹으로 배출하기 때문에 수거된 셀비지를 하나씩 분리하여 연속작업이 가능하게 권취하였고, 마찰에 의한 정전기를 막기 위해 물에 적신 후 가압롤러로 경사에 장력을 부여함과 동시에 물기를 제거하며, 경사를 충분히 벌려주면서 회전날에 의한 진동으로 위사를 경사와 분리시키면서 수직방향으로 낙하하도록 하였다. 경사의 권취속도와 회전날의 속도를 조절할 수 있도록 하여 기계분리 능력을 올릴 수 있도록 하였다.

Based on the analysis of current methodologies, improvements in estimating environmental impact especially on noise and pollution are suggested. Active steering bogie has been proposed to satisfy stabilizing and steering performance of railroad. This paper describes the feasibility study of the active steering bogie for a urban railway vehicle based on environment-related criteria.

  • The economic appraisal of a port remodeling project must be transparent and persuasive to the public over the entire stage of the project. A project evaluator need to be familiar with the guidelines on evaluation, and to do his best to follow the guidelines to evaluate the given project. To make the right decision on investment, the evaluator must take into consideration not only economic efficiency, but also equity issues such as income redistribution and balanced development between regions. Port remodeling projects tend to produce externalities to the environment. However, these externalities are of qualitative nature, and hard to measure in monetary terms, so these are liable to be ignored in the process of project evaluation. Two different approaches - RP(revealed preference) and SP(stated preference) have been tried to assess the value of these non-market goods. Government authorities need to set minimum guidelines which project evaluators must follow in order to make the evaluation more reliable.

  • A bottom-up approach has been conducted to estimate greenhouse gas (GHG) emission and to analyze the marginal abatement cost for the Korean horticulture energy sector. With the systematically derived activity and energy balance data, the BAUs have been estimated, along with the marginal abatement cost over the period 2010 through 2030. The result from the marginal abatement cost analysis may provide general guidelines and procedures for the establishment of GHG abatement polices.

  • 2.5D Mapping system that embody in this paper can make new design by doing draping to live various texture and model picture image of fashion clothes by pattern, and can confirm clothes work to simulation without producing direction sample or product directly. Also, the system can support function that can forecast fabric design and state of end article exactly, and the system can bring competitive power elevation of fashion industry and cost-cutting effect by doing draping using database of fabric and model picture image. 2.5D Mapping system composed and embodied by mesh warp algorithm module, light and shade extraction and application module, mapping path extraction module, mesh creation and transformation module, and 2.5D mapping module for more natural draping. Future work plans to study 3D fashion design system that graft together 3D clothes technology and 3D human body embodiment technology to do based on embodiment technology of 2.5D mapping system and overcomes expression limit of 2.5D mapping technology.

A Estimation Model of The Fuel Consumption Based on The Vehicle Speed Pattern (차량 속도패턴에 따른 연료소모량 관계식 산정)

  • It is practically hard to measure vehicle fuel consumption required to evaluate the energy-related governmental policies and traffic management strategies; the existing methods are too simplified due to the limited field data available. Existing methods are even unable to reflect the amount of fuel consumed when vehicles accelerate and decelerate, and such technical limitations have reduced the quality of the policy evaluation. This study proposes a new fuel consumption model that simultaneously considers the effects of both cruising speed and acceleration/deceleration of vehicles. A new fuel consumption model was developed based on the simulation data generated by AVL Cruise, a vehicle simulation program. The estimated by the proposed model was compared against the one from the existing method. Comparison results showed that the proposed model provided much reliable estimate (fuel consumption) than the other did.
