부산항대교는 부산 남구 감만동과 영도구 청학동을 잇는 총 길이 3,368m 규모의 국내 최장 강합성 사장교로 5월 22일 개통하였다. 특히 야간에는 경관조명 등 '빛의 연주'라는 주제로 화려한 볼거리를 구성하여 '부산 해상순환도로'를 활용한 새로운 관광명소로 운영할 계획이다. 그러나 부산북항 통항 선박의 경우 화려한 조명 및 부산항 배경광 등으로 인해 선박통항 시 위험성이 높아질 것으로 우려되며, 이번 연구를 통하여 부산항대교 경관조명에 따른 부산북항 도등 기능검토 및 부산북항 선박통항안전성에 관한 검토를 하고자 한다. 실선박을 이용한 현장조사를 통하여 현재 설계중인 부산항 도등의 기능을 재검토하고, 부산항대교 경관조명 및 부산북항 배경광에 따른 선박 통항 안전성을 검토한다.

부산항 북항재개발사업은 신항 조성에 따른 국내 외 해운물류환경의 변화와 해양레저관광수요의 증가로 재래항만의 재정비 필요성이 대두됨에 따라 2004년 부산항 재래부두 재개발방안 연구용역을 시작으로, 2007년 시민설명회 등을 거쳐 수립된 북항재개발 마스터플랜과 "항만 및 그 주변 지역의 개발 및 이용에 관한 법률"의 제정으로 본격적으로 시행된 우리나라 최초의 항만재개발사업이다. 이에 따라 북항재개발사업을 통하여 국제해양 관광거점으로 육성하여 지역경제 활성화를 도모하고, 세계적인 워터프런트를 조성하여 바다의 주인인 시민들에게 여가 및 휴식공간을 제공함으로써 우리나라 고유의 차별화된 항만재개발 모델이 될 것으로 기대된다.

This study was to analyze the visual preference of the port landscapes for North port in Busan. Preference related variables came from Semantic Differential(SD) method and then were conducted by the factor analysis. Multiple regression was done for the relationship between the preference and factors. The result found 4 factors, including dynamics, stability, pleasantness and healthiness. Much importance was placed on dynamics among them. Therefore, building port landscapes and their image attracting viewers should consider dynamics in terms of port landscape plan and user attraction development for visual quality management.

본 연구에서는 부산 북항재개발지역 항만시설물을 대상으로 친수성과 경관향상을 위해 경관계획을 실시하였다. 경관수로를 중심으로 방파제, 호안, 등대 등 항만시설물을 대상으로 시민에게 열린 친수공간을 계획하고 주변 녹지 및 수역과 조화되는 경관계획을 실시하였다.

부산북항을 국내에서는 체류형 해양관광과 동남해안 관광벨트 중심의 해양관광 거점으로, 또한, 국제적으로는 해륙교통의 요충지 여건을 활용하여 교통인프라를 구축하여 유라시아 관광의 전초기지로 하기위한 친환경 워터프런트 및 시민참여형 항만재개발사업이 추진되고 있다. 본 연구에서는 부산북항 재개발지구의 친수공간 배치계획에 따라 반영된 마리나 시설을 대상으로 국제해양관광의 거점조성 개발컨셉에 부합하는 마리나시설 개발을 정립하기 위하여 국내 및 해외 선진국의 마리나시설 개발사례에 대하여 국가별, 시설별로 현황 및 문제점을 분석하였다. 이는 추후 국내 마리나 개발시 시사점으로 활용할 수 있을 것으로 본다. 아울러, 부산북항 마리나항만의 효율적인 개발과 운영의 활성화를 위한 법적인 절차, 정부의 지원정책, 개발방향, 사업시행방안, 관리운영방안 등에 대한 구체적인 검토를 통하여 향후 국내 마리나 개발과 운영시 사례로 활용하고자 한다.

2012년 상용화가 목표인 국내 위그선 개발은 화물운송과 여객운송에 큰 변화를 가져올 것으로 판단된다. 특히 부산은 일본과의 여객에서 수요가 클 것으로 판단되며 이에 2012년 이후 상용화에 위그선 터미널 등 관계시설을 계획할 필요가 있지만 현재까지 북항재개발계획에 포함시키자는 단순 논의만 있을뿐 뚜렷한 계획이 없는 실정이다. 위그선의 경우 속도가 빨라서 현실적으로 북항지역에 터미널을 생성시 어려움이 있을것으로 판단되며 이에 현재 영도 동삼동 크루즈터미널이 북항재개발 지역에 신규 크루즈터미널이 만들어진 후 여유가 있을것으로 판단되어 이를 활용화할 필요가 있다. 이률 위해 영도 태종대와 롯데월드를 잇는 관광벨트와 부산역과 연계된 열차화물수송을 적극 활용할 수 있게 영도 경전철을 고려해 볼 필요가 있다.

In recent years, the busan port is now facing a serious crisis. Exterally, though worldwide economics depression is a serious factor, cuttthroat competition between north port and new port since new port open lead to decrease terminal profitability and busan port image. The essential cause is crowed with terminal operators. therefore, This paper empirically analyze the container terminal integration factor solving busan port problem affecting the competitiveness performance. According to research results, integration between operators will be to acomplish global terminal, and so, contribute to increase service power, port productivity, cargoes and to be hub-port at the north-east asia. These results show political suggestions for importance of repid integration to improve busan port's competitiveness.

The purpose of this paper is to examine the causal relationship among the trading volume of Pyeongtaek port, Incheon Inner Harbor, Incheon North Harbor. Methodologically, Granger causality, impulse response function, and variance decomposition based on VAR are used. The results indicate that Pyeongtaek port trading volume positive shock has positive effects on Incheon North Harbor. In addition, Incheon Inner Harbor trading volumes positive shock has negative effects on Pyeongtaek port. The results also suggest that the volume of Pyeongtaek port Granger-causes the volume of Incheon North Harbor, but not vice versa. The volume of Incheon Inner Harbor Granger-causes the volume of Pyeongtaek port. Based on these results, we suggest that port authorities have to focus on policies that would promote copetition between port of Pyeongtaek and Incheon in the world harbor industry.

Due to have been more keen in East-North Asia Hub Port competition, to be accelerated Busan New Port development, and to result to supply excess position, Busan port has been confronted by many problems. Also, as facilities of North Port is old, it is impossible to secure 16m depth of water at North Port, and North Port redevelopment is being, container traffic of North Port is accelerated to shift at New Port. Therefore, it. is time to seek for connection growth plan of succeeding together-Busan North & New Port as soon as possible. Connection growth plan of succeeding together-Busan North & New Port is focused, as follows. First, it is required to set up model for connection growth plan of succeeding together-Busan North & New Port. It is valid to specialize for ULCC, to promote to global port at New Port, and it is effective to focus on feeder service and general cargo handling, and to include most space to North Port redevelopment. Second, through port function reorganization, it is required to create a synergy by port function clustering. Third, through effective connection traffic network expansion for moving T/S cargo effectively, it is required to develop Busan Port for T/S cargo-focused port. Fourth, it is required to develop port hinterland logistics zone for creating container traffic through connection development of New Port-BJFEZ. Finally, it is required to build SCM system for creating container traffic among shipper, carrier, freight forwarder and related institution.
