More accurate forecasting of port cargo in the global long-term recession is critical for the implementation of port policy. In this study, the Busan Port container volume (export cargo and transshipment cargo) was estimated using the Vector Autoregressive (VAR) model and the vector error correction (VEC) model considering the causal relationship between the economic scale (GDP) of Korea, China, and the U.S. as well as ARIMA, a single volume model. The measurement data was the monthly volume of container shipments at the Busan port J anuary 2014-August 2019. According to the analysis, the time series of import and export volume was estimated by VAR because it was relatively stable, and transshipment cargo was non-stationary, but it has cointegration relationship (long-term equilibrium) with economic scale, interest rate, and economic fluctuation, so estimated by the VEC model. The estimation results show that ARIMA is superior in the stationary time-series data (local cargo) and transshipment cargo with a trend are more predictable in estimating by the multivariate model, the VEC model. Import-export cargo, in particular, is closely related to the size of our country's economy, and transshipment cargo is closely related to the size of the Chinese and American economies. It also suggests a strategy to increase transshipment cargo as the size of China's economy appears to be closer than that of the U.S.

우리나라는 지리적 여건 상 대외무역에 대한 의존도가 높기 때문에, 해상운송에서의 물동량을 예측하여 항만시설을 개발하는 것이 매우 중요하다. 한편 우리나라 컨테이너 운송의 75%는 부산항을 통해 운송되고 있기 때문에 경기 회복을 위해서는 부산항의 경쟁력 강화가 급선무이다. [1] 물동량은 경제적 수입 뿐만 아니라, 지속가능성을 예측하는 측면에서도 가치가 있다. 본 연구에서는 물동량, 경제지수, 기후정보 등 다양한 입력변수와 LSTM 모델을 이용하여 보다 정확한 부산항 컨테이너 물동량 딥러닝 예측모델을 구현하였다.

일제강점기 부산의 연안공간은 경제, 사회적 시설이 집중되는 중요한 공간으로 인식되어 왔으며, 이로 인하여 부산의 연안공간에는 역사적 가치를 가지고 있는 역사문화자원이 산재해 있다. 하지만 부산 연안에 위치한 역사문화자원에 대한 발굴과 활용이 제대로 이루어지지 못해 역사문화자원이 사장되는 경우가 빈번하게 발생하고 있다. 본 연구에서는 부산 연안공간에 위치한 역사문화자원 중 아직까지 그 가치를 제대로 평가받지 못하고 있는 가덕도 외양포 지역 역사문화자원을 대상으로 연안지역의 특성을 고려한 보존활용계획을 제시하고자 하였다. 이를 위하여 본 연구에서는 국내외 사례조사 및 가덕도 외양포의 역사문화적 현황을 면밀하게 조사하여 역사문화자원의 보존활용가이드라인을 수립하고 지역주민의 의견 수렴을 바탕으로 역사문화자원을 활용한 연안공간개발계획을 제사하였다.

수리조선산업은 기술 및 노동집약적 산업으로 기계, 철강, 전기전자, 화학 등 연관산업에 대한 생산 유발효과 및 고용효과가 높은 산업이다. 또한 연계 산업에 대한 직접적인 생산증가 효과와 선원 체류에 따른 부가가치 증가 등의 부수효과를 함께 고려할 때 지역경제에 대한 기여도가 높은 산업적 역할을 수행하고 있으며, 특히 부산 경남 울산 지역은 세계 5위권 전후에 해당하는 해운물동량을 처리하는 입지조건과 신조선 분야 1위의 우수한 기술 및 노동력을 보유하고 있다. 이러한 긍정적인 측면에도 불구하고 여러 요인들로 인해 수리조선산업이 경쟁력이 확보되지 못하고 있는 실정이며, 2013년 들면서 부산항의 컨테이너 물동량 실적이 7위로 하락하고 있는 실정이다. 따라서 본 연구에서는 부산항을 중심으로 수리조선산업 공급망 관리를 위하여 정보화 네트워크 구축사례를 분석하고, 이를 통하여 수리조선산업 정보화 네트워크의 성공적인 구축 방안을 모색하고자 한다.

(주)풍산 부산사업장은 우리나라 군의 전투력 향상과 자주국방의 조기 실현을 목표로 탄약등을 제조하는 전문 방위기업이다 우리나라방위산업의 기반이 되고 있는 것은 물론 미주, 유럽, 아시아, 오세아니아, 아프리카, 중동지역 등에 제품을 수출하면서 국가경제에도 지대한 공헌을 하고 있다. (주)풍산 부산사업장은 안전관리에서도 손꼽히는 사업장으로 평가된다. 2002년 3월 25일 무재해 7배 달성을 시작으로 10여 년 사이 무재해 목표 5배 이상을세 차례나 달성했다. 여기에 올해 8월에는 '무재해 8배 달성'이라는 위업도 이루어냈다. 이러한 성과 속에 올해 산업안전보건강조주간 기념식에서는 영예의 대통령표창을 수상하기도했다. 이처럼 이곳이 우리나라 최고 수준의 안전사업장으로 자리 잡을 수 있었던 것에는 안전환경팀 문상명 팀장의 역할이 매우 컸다. 철두철미함 속에 직원들의 안정에 대한 참여를 자연스레 이끌어내는 그만의 안전관리 노하우는 (주)풍산 부산사업장이 안전신화를 써나가는데 있어 큰 힘이 되고 있다.

정부는 최근 인천, 부산, 광양 등 3개 지역 경제자유구역청을 조직$\cdot$인사$\cdot$재정 등에서 자율성과 독립적인$\cdot$허가권을 행사하는 특별지방자치단체로 격상키로 하였다. 외자유치를 통한 원스톱 행정서비스를 제공하기 위해서다. 현재는 외자유치시 각 상급 지자체를 돌아다니며 인허가를 받아야 하기 때문이다. 하지만 특별지자체는 통상의 지자체와 구별되기 때문에 상위 단체의 규제를 받지 않고, 외자유치 등의 특수 목적을 위해서는 최대한의 자율적 권한을 갖게 된다. 이렇듯 정부에서도 경제자유구역청에 많은 관심과 힘을 쏟고 있다고 할 수 있다. 3개 지역의 경제자유구역청 중 가장 왕성한 활동을 펼치면서 외자유치에 모범이 되는 곳이 있다. 바로 광양만권경제자유구역청. 지난해 3월에 개청되어 타 경제자유구역청보다 늦게 출발하였지만 그 결과는 정 반대다. 광양만권경제자유구역청의 초대 청장으로 부임한 백옥인 청장은 포스코터미널 등 8개 업체로부터 9034만달러의 투자를 유치하고 국내외 15개 업체와 2조 720억원에 달하는 투자의향서를 교환하는 등 광양만권을 발전시키기 위해 노력하고 있다. 나아가, 광양에 대한 국제 인지도를 높이고 도로 등 SOC를 확충해 기본적인 투자환경을 조성해 가면서, 동북아 경제 및 물류 거점도시로 발돋움하기 위한 구체적인 계획을 하나하나 펼쳐 나가고 있다.

최근 경제자유구역에 관한 법률이 통과되면서 인천, 부산, 광양항이 그 첫 번째 대상지로 지정될 예정이다. 그러나 경제자유구역 제도는 동북아 비즈니스 중심국가 상업의 일환으로 매우 중요한 사업이지만 수도권과 대도시 중심의 지역간 불균형발전 초래, 유사한 제도인 자유무역지역이나 관세 자유지역, 국제자유도시, 외국인투자유치지역 등과의 중복성으로 자칫 비효율적인 투자가 우려되고 있다. 본 연구는 군산항 인근을 경제자유구역으로 지정할 필요성과 잠재력을 제시하고, 경제자유구역제도의 발전방향과 유사지역과의 통합정보 관리시스템 도입방안을 제시하고자 한다.
