(A) Study on the Priority Selection for business development of the Defense Education and Training System Based on Virtual Reality (가상현실 기반 국방 교육훈련체계 사업화 우선순위 선정에 관한 연구)

  • In order for the military to review the introduction of virtual reality technology into various education and training systems and fully utilize it, it is important to reflect the characteristics of the technology and education system and to accurately identify and selectively apply the characteristics of commercialization. In this study, the evaluation criteria were selected through the Analitic Hierarchy Process (AHP) method for factors to be considered when commercializing a virtual reality-based education and training system, and the priorities of the projects were determined. Based on previous studies, an initial AHP model was constructed and the relative importance of six factors, including reality, was analyzed as the level 1 evaluation criteria. Next, for Level 2, each evaluation criterion was evaluated to confirm the importance of each of the 11 tasks in the six evaluation criteria, and priorities were selected for each task. As a result of the analysis, level 1 showed that reality and ripple had higher importance than other factors. As a result of evaluating the final relative importance, the priority was shown in the order of ① flight training, ② disaster training, ③ shooting Training, and ④ driving a vehicle. Based on the relative priorities determined in Levels 1 and 2 of the model presented in this study, the importance of each project necessary for final decision-making of the research priorities for the defense virtual reality project was presented. It is expected that this study can be used as a reference material for prioritizing the commercialization of education and training systems in the defense sector.

  • Recently, a lot of effort has been made to reinforce the profitability of the company through successful overseas expansion as one of the major ways to secure the competitiveness and to increase the business value these days. So, this study aims to try to analyse of the status of the overseas expansion case for the recent power industry through the case of the Korea Western Power Co., Ltd. as a measure of the management efficiency strategy of the public sector organization, and to present the policy implications about the management efficiency in the future by drawing upon the management efficiency strategy. This paper suggests alternatives as follows: First, the competitiveness should be reinforced through continuous change and innovation and the management efficiency should be developed. Second, the governance system for public-private sector should be constructed. Third, the efficient management of the global human resources is needed. Fourth, the mutual confidence-building through the active contribution to the community activities is required.

  • As Big Data's value is perceived and Government 3.0 is announced, there is a growing interest in Big Data. However, it won't be easy for each public institute or local government to apply Big Data systematically and make a successful achievement despite lacking of specific alternative plan or strategy. So, this study tried to suggest strategies to use Big Data after arranging the area which local government utilize it in. As a result, utilization areas of local administration's Big Data are divided into four areas; recognizing and corresponding the abnormal phenomenon, predicting and corresponding the close future, corresponding analyzed situation and developing new policy(administration service), and citizen customized service. In addition, strategies about how to use Big Data are suggested; stepwise approach, user's requirements analysis, critical success factors based implementation, pilot project, result evaluation, performance based incentive, building common infrastructure.

  • This study aims to analyse the process of digital switchover in the UK, which is regarded as one of the most successful cases in the world, and to examine efficient plans for the future digital switchover project in Korea through the UK's case. The digital switchover in the UK shows with no doubt the significance of integrated government policies, collaboration between relevant governmental organisations, and the public service broadcaster. Along with this, active and detailed Public Relations (PR) should take place, helping the citizens realise the efficiency of the phased switchover region by region and the measures to resolve the gaps between all social brackets. To sum up, the successful digital transfer is not only achieved by governmental policy and technological preparation from broadcasters, but also by voluntary citizen participation. Government officers and broadcast executives need to realise this and should focus on communicating with citizens.

  • As a result of analysis on the related materials for looking into the plan for activation of regional economy through attraction of off-season training team that Daejeon is currently pushing ahead, Daejeon is lacking in training facilities as compared to other cities and climatic conditions such as temperature, wind and rainfall were not specially advantageous than other cities. Therefore, it is considered necessary for Daejeon to install an exclusive team capable of assuming full charge of attraction of off-season training teams within the region and build a cooperative system among schools, companies and associations, and provide the most advanced medical and athletic performance improvement service to attract off-season training teams.

  • 극한환경용 소재기술의 발전은 새로운 기기의 설계 및 제작을 가능하게 하고, 이에 따른 고효율 시스템의 운전을 실현할 수 있게 한다. 청정 에너지 확보, 에너지 전환 효율 극대화, 항공우주 기술의 확보 등 21세기 신성장 동력산업의 주요 이슈들은 시스템 운전여건을 고온의 극한 환경으로 처하게 한다. $SiC_f$/SiC 복합체는 우수한 고온 성능으로 고온 극한환경에 적용할 수 있는 잠재성을 지닌 소재로 항공우주 산업, 방위산업, 원자력 산업 및 에너지 산업에서 적용되고 있거나 적용이 검토되고 있다. 일본은 OASIS (Organization of Advanced Sustainability Initiative for Energy System/Material) 주도로 FEEMA 프로젝트에서 엔진부품용 $SiC_f$/SiC 복합체 개발을 추진 중이며, 유럽연합과 BA (Broad Approach) 프로젝트를 통하여 핵융합로 적용소재에 관한 연구를 수행 중이다. 또한 미국과 TITAN 공동프로젝트 내에서도 $SiC_f$/SiC 복합체에 대한 연구가 진행 중이다. 미국의 일본과의 TITAN외에도 일본원자력연구원 (JAEA) 및 프랑스 원자력연구소 (CEA)와도 공동연구를 수행하고 있다. 프랑스 CEA는 고온가스로의 피복재로 개발을 수행하고 있다. 이외에도 유럽연합은 RAPHAEL 프로그램과EXTREMAT 프로그램에서 $SiC_f$/SiC 복합체 개발을 수행하고 있다. 또한 소규모이지만 $SiC_f$/SiC 복합체의 상업적인 판매가 일본에서 시작되었고, 가까운 미래에 범용적으로 적용할 상업적인 판매를 시작하는 단계로 발전할 수 있으리라 생각된다. 이외에도 미국 ASME는 고온 설계코드 개발을 위한 준비를 진행 중이다. 아울러 가속화된 제조공정 기술 개발과 설계코드 및 DB 구축과 같은 소재 적용여건의 성숙은 $SiC_f$/SiC 복합체가 상용소재로 적용될 가능성을 높이고 있으며, 개량 후보소재에서 현용재로 적용될 시기를 앞당길 수 있는 계기가 되리라 생각된다. 따라서 국내에서 이에 걸맞는 체계적인 투자와 연구가 진행되어야하겠다.

  • This study, according as the limits on learning and unsatisfaction about e-learning are emerging and the structural contradictions of the e-learning industry are continuing, was carried out to present the policy alternatives for solving these. As a means for overcoming the limitations of e-learning and the healthy growth of e-learning industry, this study presents the application of Bigdata in e-learning and proposes several practical challenges of policy. Policy action plans are technology development support, professional manpower support, SME application support, legal improvement.

  • We try to build the base for implementation of smart water treatment plant through identifying status by data acquisition such as temperature, humidity, flow, level, pump status and CCTV by using USN terminal such as Zigbee, Wi-Fi, UHF at the center of the flowmeter calibration center in K-water institute. The data obtained from various sensors is transmitted to data processing device through different types of USN network, the processed data is implemented to monitor by smart phone and we try to perform low cost and high efficient USN-based pilot project by implementing remote monitoring system using network performance analysis and mobile devices.

  • 물류 표준화의 핵심은 수송, 보관, 포장, 상/하역, 정보/보안의 물류활동간의 호환성과 연계성의 확보이다. 국제표준 채택을 의무화하고 있는 WTO/TBT 협정을 차치하더라도 물류표준화의 정도는 국가의 물류경쟁력을 결정짓는 가장 중요한 척도라고 할 수 있다. 특히 한 중 일 3국의 경우 교역랑만 5조 3,236억불로 전 세계 교역량의 17.6%(2010년 기준), GDP 합계 12조3443억 달러로(2010년 기준) 세계전체 GDP 62조 9093억 달러 중 19.6%, 해운물동량은 전 세계 물동량의 60% 이상을 차지하고 있는 상황에서 물류경쟁력은 곧 국가경쟁력으로 보아도 무방하다. 아직도 국내에서는 물류분야 간 연계와 첨단정보기술이 결합된 현장중심의 융 복합 표준이 미비하고 대부분의 경우 해외국가들이 자신들의 입장대로 추진하거나 선점한 표준을 따라가기 바쁜 실정이었다. 스마트물류표준화는 이러한 현실에서 탈피하여 글로벌 물류표준을 선도하고 국내 현실에 적합한 현장물류표준을 반영하자는 취지에서 출발한다. 스마트물류는 i-ULS(Intelligent-Unified Logistics System) 체계, 즉 IT와 각 물류기술을 융합하여 표준화시키는 것은 물론 기존 표준을 산업현실에 맞게 반영해 나가는 것이 국가표준코디네이터로서의 주요한 목표가 되고 있다. 본 고는 전년도 스마트물류 표준화로드업에 작성된 표준화기술 중 산업체 설문을 통하여 10대 주요 표준화 트렌드를 선정하여 정리한 것이다. 10대 표준화 기술로는 순환물류포장시스템, 실시간 위치추적기술, 스마트컨테이너(Smart Freight Containers), 해상용 컨테이너 모니터링 시스템(CTMS), 글로벌 포장 표준모듈, 친환경물류 표준지표, 스마트물류 포장용기, 스마트그린물류센터(Passive Warehouse), 모바일 RFID 물류 적용 기술, Modal Shift(전환교통) 등이 선정되었다. 이번 4월호 특집에서는 10대 표준화 전략트렌드 가운데, 스마트물류에 대해 알아보도록 한다.

Regional private university is in the face of a difficult problem for expansion of campus because of increasing of students and a lot of non-planned development in the circumstance of university site. Therefore we need an planned-development for expansion of university campus. This study abstracted of a direction for development by analyzing the land-use behavior around Joongbu university site.
