  • This study suggests the invigoration strategies of commercial and business functions for regeneration of old inner city as city center by examining Dangjin County which is a typical example of the local small-and-medium city where old inner city had declined as the city grew. I conducted a conjoint analysis in terms of important introduction functions and city regeneration directions for the invigoration. The results upon this are as follows. First, low-density of commercial and business places and the utilization of historical and cultural resources instead of the high-density mixed-use development should be considered. Second, It is important to promote regional specialized business and facilities rather than to attract new industry(high-tech industry) for activating local economy. Third, specific and practical countermeasures for resettlement of low-incomes and for maintenance of existing business zone should be established. Fourth, in terms of the maintenance and management, regulation on illegal commercial transactions, improvement of public spaces, and securement of user safety should be considered. Fifth, in terms of consolidation of functions, easier accessibility using public transportations, advertising and promotion of the city, and holding a number of events should be contemplated. Sixth, supporting for business activities and for establishing guides for design of old inner city should be needed. Seventh, public institutions should play a role as a bridge between local residences and experts for balanced regional development.

Overall, the satisfaction level of Dobong-gu residents with library services was found to be high, and all libraries were analyzed to be providing high-quality services. From this, the following operational strategies for the mid- to long-term development plan of Dobong-gu public libraries can be derived. First, libraries need to continue to collect and provide books that meet the quantitative and qualitative levels to satisfy the needs of the community and users. Electronic and online materials, including e-books and audiobooks, as well as subject-specific materials should be expanded to provide relevant programs. Second, although Dobong-gu is an aging city, a wide range of age live there, so there is a need to promote communication and understanding between generations and promote integration of the community through a generational empathy program. Third, it is necessary to remodel and improve the space of aging libraries by organizing library facilities and environments into open spaces and creating makerspaces and multicultural spaces for direct experience and practice, reflecting the latest trends in library space organization.

  • Conservation measures for excavated and surveyed buried cultural heritages are decided by the administrator of the Cultural Heritage Administration according to their scientific and historic values. However, management, preservation, and use after relocation and restoration remain unsystematic. An issue regarding preservation plan and use has arisen due to the damage of preserved heritages and protective facilities. Thus, this study aims to suggest a plan for preservation and use by investigating the present conditions of the preserved heritages in the Chungbuk area. Results showed that there are 43 preserved heritages in Chungbuk, most of which remain unmanaged systematically irrespective of the managing body. Remainder and protective facilities have been damaged due to wrong preservation treatments and selection of materials, and a problem also rises in terms of utilization, such as exhibition, education, and experience of preserved heritages. To improve such problems, a medium and long-term plan shall be established for the improvement of legal and institutional instruments, securing of budget, increase in professional manpower, development of standardization and inspection manuals, continuous monitoring, preventive preservation, research on relocation methods and materials, listing, and the creation of specialized museum and complex theme park. If a preservation plan suited to the investigated heritages can be developed, heritages can be preserved and managed more systematically and scientifically, and be used for various purposes like education, exhibition, public relations, etc.

  • The Republic of Korea is planning to build the now Multi-functional Administrative city (NMAC). The purpose of this paper is to suggest the conceptual framework for this new city that relies on the Korean geomancy, oriental viewpoint on man and nature relationship, particularly in Korea. According to the Geomancy which could conceptualize the human-environment relationship in the site, the overall landscape image of the city could be symbolized by two flying crane with three Taegueks. In transforming the overall landscape image to urban form, two diamonds which means eternity and strength arises from the western spatial viewpoint, as means to protect and harmonize the human, land and mountain relationship in this site and the symbolic meaning of this site as generative and sacred place in Korean people's mind. On the one hand, through juxtaposing of the two diamonds a geometric structure shows up, on the other hand the main axis of the city could be established from two crane and three Taegueks. On the North-South axis from the core of the symbolic green axis, symbolic things will be located, and the administrative offices will be Placed on the East-West axis. Peripherals of the central axis also play a role in developing overall land use from image. The buildings and residents could be arranged and located according to undulations and this is based on the oriental theory of geomancy. We can build cultural amenities on the head part of the crane and on the core area.

This study aimed to analyze the conflicts that have arisen during the urban regeneration process. This study was a qualitative study, and the conflict management strategy was derived by analyzing the conflict process, subject, and content. The results of the analysis are as follows. Third, the Incheon Port Authority is required to maximize the efficiency of the regeneration projects. Fourth, organizations such as port logistics companies and port trade unions are demanding the use of port space. Fifth, local residents and civic groups insist that the entire Inner Harbor should be returned to the citizens. Therefore, the establishment of city planning and administrative guidelines is necessary to manage Incheon Inner Harbor and surrounding areas in a desirable manner in order to develop a regeneration philosophy for Incheon Inner Harbor. Furthermore, the establishment of cooperative governance is required for the participation of various stakeholders.
