A Study on Management Plans through Case Analysis of Residential Complexes in Commercial Areas in Daejeon (대전시 상업지역 주거복합건축물 사례 분석을 통한 관리방안 연구)

  • Recently, due to the location of residential complexes in commercial areas of large cities, the urban function is shifting from commercial to residential.In order to improve the use volume system in the commercial area of Daejeon Metropolitan City, the system of special and metropolitan cities was compared and analyzed, and problems were derived by analyzing 8 cases. First, use classification of mixed-residential buildings, Second, unbalance of urban planning for functional loss of commercial area, Thrid, damage on urban environment due to difference of development density. Accordingly, improvement measures include First, securing the ratio of residential function and mixed use at least 10%, Second, securing urban competitiveness by inducing facilities that combine various uses and functions. The overall floor area ratio of housing is applied, Third, the development density is presented through the establishment of the district unit plan and consultation.

  • This study analyzes the impacts of mixed-use development and transportation on housing values in Seoul, Korea. An index measuring the land use mix is proposed using three components of land uses, residence, office, and retail, which are the essential elements for everyday urban life. This index offers a relatively easy way in measuring the level of mixed-use and proves itself useful providing sensible and reliable results in this empirical study. Also surface and underground transportation accessibilities are measured. By covering both surface and underground, a comprehensive view of Seoul's transportation accessibility is provided. Finally, housing value models are constructed with developed variables, i.e. land use mix index and accessibility measures, as well as relevant socio-economic variables. The empirical outcomes verifies that mixed-use development and transportation accessibility positively affect housing values.

Measuring and Describing Seoul's Mixed-Use Phenomenon (서울시 용도복합 현상의 측정 및 기술에 관한 연구)

  • The mixed-use concept definition, this study reveals, is that the mixing three or more major types of urban uses implements for economical, social and environmental values in our urban space. With this definition the study explores Seoul's mixed-use phenomenon. The quantification method, the study uses, is the relative entropy which calculate the balance of each urban use in a certain area. The relative entropy method, also known as the LUM(land-use mix score), uses three urban-use categories which is derived from the mixed-use concept definition. Hundreds of building-use types in the building regulations are categorized and calculate the LUM of Seoul's legal-status neighborhoods. The result interpreted as the criteria of Seoul's mixed-use phenomenon and categorize mixed land-use status in a certain value: 'non mixed-use' category has a value 0.631 and below, 'unbalanced mixed-use' category has a value between 0.631 and 0.884, 'balanced mixed-use' category has a value between 0.884 and 0.991 and 'complete mixed-use' category has a value 0.991 and over.

An Analysis of the Specialist's Preference for the Model of Park-Based Mixed-Use Districts in Securing Urban Parks and Green Spaces Via Private Development (민간개발 주도형 도시공원.녹지 확보를 위한 공원복합용도지구 모형에 대한 전문가 선호도 분석)

  • The research was aimed to verify the feasibility of the model of Park-Based Mixed-Use Districts(PBMUD) around urban large park to secure private-based urban parks through the revision of the urban zoning system. The PBMUD is a type of urban zoning district in which park-oriented land use is mixed with the urban land uses of residents, advertising, business, culture, education and research. The PBMUD, delineated from and based on a new paradigm of landscape urbanism, is a new urban strategy to secure urban parks and to cultivate urban regeneration around parks and green spaces to enhance the quality of the urban landscape and to ameliorate urban environmental disasters like climate change. This study performed a questionnaire survey and analysis after a review of literature related to PBMUD. The study looked for specialists in the fields of urban planning and landscape architecture such as officials, researchers and engineers to respond to the questionnaire, which asked about degree of preference. The conclusions of this study were as follows. Firstly, specialists prefer the PBMUD at 79.3% for to 20.7% against ratio, indicating the feasibility of the model of PBMUD. The second, the most preferable reasons for the model, were the possibility of securing park space around urban parks and green spaces that assures access to park and communication with each area. The third, the main reason for non-preference for the model, was a lack of understanding of PBMUD added to the problems of unprofitable laws and regulations related to urban planning and development. These proposed a revision of the related laws and regulations such as the laws for planning and use of national land, laws for architecture etc. The fourth, the most preferred type of PBMUD, was cultural use mixed with park use in every kind of mix of land use. The degree of preference was lower in the order of use of commercial, residential, business, and education(research) when mixed with park use. The number of mixed-use amenities with in the park was found to be an indicator determining preference. The greater the number, the lower was preference frequencies, especially when related to research and business use. The fifth, the preference frequencies of the more than 70% among the respondents to the mixed-use ratio between park use and the others, was in a ratio of 60% park use and 40% other urban use. These research results will help to launch new future research subjects on the revision of zoning regulations in the laws for the planning and uses of national land and architectural law as well as criteria and indicators of subdivision planning as related to a PBMUD model.

  • This study starts from the fact that we need residential complex for the purpose of public interests, rather than for profits, and find a new perspective on the concept of public-oriented residential complex in the cities that had slow growth. In this study, we 1) propose a new concept of the residential complex that can vitalize regional communities and maintain the interest of the public : 'functional-mix', 'social-mix', 'spatial-mix', 2) produce a model simulation based on the development principles including development direction, types of development, and design guidelines, ; six development principles(goal, concept, development type, spatial structure, space element, spatial hierarchy), diversity of housing types, facilities that can vitalize and contribute the regional communities 3) propose practical methods that can realize and promote the proposed concept and model simulation. ; need to amend the housing construction Law.

  • There has been a project in Japan recently to develop the mixed-use facility in order to help regenerate its city's vitality. They must make efficient use of resources that contains historical and local identity. In contrast, Korea hasn't considered developing their mixed-use facilities for maintaining their historical identity. This research will analyze how locality is reflected in the 8 mixed-use facilities in Japan. The research method was as follows: Preparatory study and literature research were conducted to extract the elements of locality shown in the mixed-use facilities in Japan. According to the results, the peculiarities of locality are as follows: 1) It's important to make the most of the local Identity by reflecting on the historical peculiarity of the region. 2) Nature and its environmental surroundings should be considered when constructing buildings in order to revitalize its local identity. 3) In the perception aspect, when a mixed-use facility is open for visit, the negative elements such as the 'peripheral regional gap' that may be felt by the visitor must be kept to the minimum.

Historical Review on the Characteristics of Specialized and Mixed Land Uses of Korean Zoning System - From Chosun Planning Ordinace of 1934 to City Planning Law of 1962 (우리나라 용도지역제의 용도순화 및 용도혼합 특성에 관한 역사적 고찰 - 조선시가지계획령에서 도시계획법에 이르기까지 -)

  • While the zoning system has been developed based on the rationale of separated and specialized land uses to prevent negative externalities in the modern industrial era, the emergence of office-based new industries in the post-industrial era rather encourages mixed land uses to create agglomeration economies. This study aims to find historical basis to justify the reform of zoning system to promote both specialized and mixed land uses. When the zoning system was first introduced in Japanese colonial period by Chosun Planning Ordinance enacted in 1934, Special District within Manufacturing Area, and later within Residential, Commercial, and Mixed Areas respectively was institutionalized for specialized land uses, though it was not actually designated. When City Planning Law was enacted in 1962, Special District was substituted by Exclusive Areas (Exclusive Residential Area, Exclusive Manufacturing Area). Meanwhile Undesignated Area was designated for mixed land uses by Chosun Planning Ordinance, and later it was converted mostly into Mixed Area and partially into Green Area. Finally Mixed Area was substituted by Semi-Areas (Semi-Residential Area, Semi-Manufacturing Area) by City Planning Law in 1962. These demonstrate that Korean zoning system needs to revive the tradition that clearly promoted both specialized and mixed land uses.

  • This study has been given careful consideration to an induction of the mixed-use districts for the efficiency of Land Use, the rational plot planning and the mixture/complex among the functions in order to complement the zoning plan with the primary purpose to purify the usage of landscape. Furthermore, it is aimed to indicate the implementations through the medium of the in-depth analysis about the cardinal factors such as the standards on the regional location, building size and building uses in the case of designating the Mixed-use districts.Abstract This study has been examined by the aspect of scope for securing the adequacy of Site Division Restriction, Floor Area Ratio, Building Coverage Ratio and Outdoor Area Ratio in the "Mixed-Use Districts" and especially, by the medium of the in-depth analysis about the actual condition of building and outdoor space scales. It has been deduced the scale standards by using the simulation and correlation analysis among the factors of those buildings and outdoor spaces. Moreover, it has been applied the analysis method of using the building scale, especially, the latter has analyzed the total 1,656 different types classified by 3 patterns of Plottage and Building Coverage Ratio, 9 patterns of the factor change on Outdoor Area Ratio and 8 different patterns of road width.

  • The purpose of this study is to present the problems of urban ecosystem imbalance in Seoul and the need to restore housing functions through comparison with Manhattan, New York, which grew earlier than Seoul and has been striving to solve urban problems and restore urban ecosystems. The residential status in urban commercial use areas was investigated through analysis of the total amount of residential space, characteristics of each type of residential building, and distribution of residential buildings. Through this, it can be seen that most of the space in Seoul's historic city center is biased toward commercial roads, and there are significantly insufficient high- and high-density mixed-use buildings suitable for urban dwellings compared to Manhattan's. In addition, it can be seen that the complex building in the historical city center of Seoul is located adjacent to the outskirts of the target site. In conclusion, Seoul's historical city center does not provide an appropriate residential space for creating an urban ecosystem, and it is necessary to come up with measures to restore housing functions.
