Since 'the National Assembly Electronic Document System' was introduced in September 2004, the amount of electronic records production in the Nation Assembly has been on a rapid increase. The number of electronic records which 'the National Assembly Records Management System' took over until September 2011 is '240,000', 72% of the total transferred records. However, the National Assembly's electronic records management has a number of serious problems concerning electronic records long-term management and preservation. In the context, this study aims at discussing alternative strategies for effective management and preservation of the Nation Assembly electronic records. In the theoretical aspect, it reviews 'parliament records' definition and management trend. As a case study, it explores the present state of 'the National Assembly Records Management System' ranging from legal aspects to technical aspects. Based on these researches the study critically analyzes the Nation Assembly's electronic records management in comparison with overseas cases. As a result it provides alternative plans of four major areas, including law, management body, management object and technical system, to improve the National Assembly's electronic records management.

1994년 봄부터 남부지역으로 심화되기 시작함 가뭄은 우리에게 물관리의 중요성을 다시금 일깨워주고 있다. 본 논문에서는 가용 수자원의 수요와 공급사이의 불균형을 해소시키고 물이 생산성을 높이기 위한 방안을 수요관리의 측면에서 고찰한다. ASCE의 국가 물 정책위원회에서 제시한 "물 보존을 위한 정책선언(Water Conservation Policy Statement)"의 9가지의 정책분야를 중심으로 가능한 절수 관리 방안들을 외국의 사례를 통하여 구체적으로 재조명해 보고 절수를 새로운 공급원으로 하여 시스템분석 기법을 활용하는 방안과 우리가 하여야 할 과업을 정리해 본다.업을 정리해 본다.

As the use of information has emerged as the core of national competitiveness, major developed countries and the Korean government have realized the importance of data. They have pursued technical research and standard establishment for long-term preservation and continuously strived for systematic management and preservation of data. However, although various types of data are specified for the purpose of record management in the law, there is no specific method on how to collect, manage and preserve them, except standard electronic documents. In particular, management and preservation of huge datasets from the administrative information system have been strongly demanded above all. Any guidelines for datasets do not have been properly provided. After the framework for selecting preservation format must be prepared, the system can be supplemented and built. The framework considering the characteristics of the dataset should be specified more concretely, and empirical verification of the conversion and restoration for the dataset preservation format derived according to the selection criteria is necessary. Therefore, this study intends to propose a method for long-term preservation through empirical verification of the preservation format after deriving an evaluation the framework for the preservation format selection criteria considering the characteristics of the dataset.

In this study, description elements of National Archives of Korea(NAK) and National Assembly Archives(NAA) were collected and analysed based on PDI(Preservation Description Information) of OAIS Reference Model(ISO 14721). As for NAK, records management guideline published in 2009 and metadata standards published in 2007 were analysed. As for NAA, Records management manual published in 2009 and metadata applied in national assembly records management system were analysed with group interviews. As a result, improved metadata details and sub-elements were suggested based on OAIS PDI concepts and Calanag's and Russell's research.

Baekje Historic Areas were inscribed on the UNESCO World Cultural Heritage List unanimously at the 2015 World Heritage Committee held in Bonn, Germany. There are three ramparts in Beakje Historic Areas; Gongsansung fortress in Gong-ju, Busosangsung fortress and the outer city wall in Buyeo. The purpose of this study is to research the use plan and the condition of the conservation and management for enhancing values of the World Cultural Heritage. This paper analyses basic survey, repair, documentation, conservation, management, and the cases of the utilizing these fortresses through literatures and a field studies. This study, based on the management and use of Baekje fortresses, could give implications for the conservation, management, and use of other fortresses.

김치의 보존성을 높여 가식기간을 연장시키고져 하는 연구는 김치의 숙성원리 측면에서 접근하는 것이 바람직하며, 이러한 접근에 있어서도 저온관리는 가장 기본적인 요소이다. 현재까지 이루어진 연구들은 주로 김치의 미생물 생육을 제어함으로서 보존성을 증진코져하는 시도가 많았다. 김치의 숙성에 영향을 줄 수 있는 요소들은 매우 다양하고 복잡함에도 일부 측면에 한정하여 보존성을 다룸으로서 지금까지 얻어진 효과가 미흡하지 않았나 판단된다. 김치 보존성을 증진시키기 위하여 중점을 두어야 할 몇가지 항목들은 (1)재료의 청정화 (2)소금절임에 대한 과학화 (3)효소저해제 개발 (4)호모형 젖산균의 선택적 저해 (5)완충제 및 중화제의 개발 (6)신맛의 완화 및 억제 물질 개발 (7)철저한 저온관리 등이다. 따라서 김치의 보존성에 영향을 줄 수 있는 다양한 측면에서 그리고 이들을 종합적으로 활용함으로서 보존성문제에 대한 해결이 가능할 것으로 판단된다.

일본의 국립공원정책을 참고하고 본 연구의 결과를 통하여 세 가지 측면에서 나타나는 문제점에 대한 개선방안을 제시해보면 첫 번째 보전적인 측면은 용도지구 및 공원구역의 전면적인 재조정, 두 번째 이용적인 측면은 교통, 주차시설의 확충 및 도로체계의 재조정, 자연학습공간의 설치 및 환경교육(해설) 프로그램의 개발, 세 번째 관리적인 측면으로 도립공원 재원확보, 관리 인력의 증원 및 전문 인력의 배치 등을 들 수 있다. 나아가 공원구역의 전면적인 재조정으로부터 지역주민들의 의견수렴을 충분히 거친 후 자연보존지구에 대한 보존대책을 수립한 다음 도립공원 해제방안도 적극적으로 고려하여야 할 것이다. 그러나 보다 중요한 것은 일본의 환경정책을 예로 들었듯이, 환경보전적 측면에서 오히려 역행하고 있는 현행 우리나라 자연공원 정책이 전환되어야 한다는 것이다. 이에 환경보전적 측면을 중시한 자연공원법의 조속한 개정과 생물다양성을 관점으로 한 자연공원정책이 전개되어야 할 것이다.

Traditional paper records have two aspects such that the paper records are information, and are information media itself. The preservation media for the paper records seems to be another forms for original ones including microfilm and optical disks. On the other hand, new-coming electronic records lack the aspect of information media. To guarantee the existency of the original electronic records we need the preservation media for the electronic records, different from the media for the traditional paper records. The preservation media helps the Authenticity, integrity, and usability as well. This paper describes the need for the preservation media, identifies problems on the existing concept for them, derives the principles to resolve the problems, and suggests the management policy based on the principles.

한일합방 직전인 1909년 12월에 초점등된 가덕도(구)등대는 가덕도의 끝단 동두말에 위치하고 있으며, 이위치는 부산 남해는 물론 거제도가 한눈에 들어오는 광범위한 시계를 가지고 있어 예로부터 군사적 지리적 요충지로 역할을 수행하고 있다. 또한 가덕도는 2010년 거가대교 개통으로 교통의 요충지가 되었다. 가덕도(구)등대는 역사적 보존가치가 높아 해양수산부에 의해 등대문화유산 제8호로 지정되었고, 가덕도(구)등대의 등탑과 결합된 등대 숙사의 문화재적 가치가 높아 부산시 유형문화재 제50호로 지정되었다. 등탑과 숙사가 일체화된 경우도 드물어 건축적 가치가 높을 뿐만 아니라, 숙사의 건축형태와 현관장식 등의 미관이 수려하다. 이렇게 지리적, 역사적, 건축사적 가치를 가지고 있는 가덕도(구)등대는 100주년을 맞이하여 100주년 기념관, 체험숙소 등을 운영하고 있다. 하지만 여러 가지 유해한 요인들 때문에 문화재적 가치가 빛을 발하지 못하고 있다. 이에 따라 본 연구는 가덕도(구)등대의 실태조사를 통하여 유해 요인 제거 및 이전 방안에 대한 계획을 수립하고 문화재적 가치 향상과 환경개선, 보존관리를 목적으로 한다.
