The purpose of this study was to inquire into the formation and alteration of child care support policy and the actual of community based child care support policy in Japan in order to draw implications for child care policy in Korea. For the purpose of this study, the research contents are as follows. First, inquire into the formation and alteration of child care support policy. Second, inquire into the actual community based child care support policy. The major literatures reviewed were 'Child Rearing Visions' and 'Child Rearing New System'(The Cabinet Office, 2010) in Japan. For child care policy in Korea, two implications were drawn from community based child care support policy in Japan. First, it is necessary to establish macroscopic, comprehensive child care policy. And, the policy has to consider local finance and conditions of the community. Second, the child care budget based on liaison government and community should be expanded. Also, it has to provide child care support service through a community network.

This purpose of this study was to examine the mediating effects of child care efficacy on the relationship between professional learning environment and turnover intention. For this purpose, we conducted a questionnaire survey with 237 child care teachers. The results of this study are summarized as follows. First, when child care teachers had low professional learning environment or low efficacy, their job turnover intention and occupational turnover intention improved. Second, job turnover intention and occupational turnover intention was affected by professional learning environment. Third, child care efficacy mediated between professional learning environment and occupational turnover intention.

The present study, the technology commercialization through support of government enterprise incubator, incubator companies examined, and the support of the government in accordance with the technical competence necessary steps management performance steps, support conditions required were investigated. Government support of technology commercialization support business performance necessary steps to support the needs of the incubator companies and step conditions. Therefore, need funding and funding support, and the time and duration of the condition of the steps in the support business performance, the conduct of the government's support is the most needed step, showed a new growth engine projects of the application and selection screening, sector was.

Over the past decade, there has been considerable policy development in early childhood education and care in Korea. The focus is now shifting from the federal government to grassroots initiatives or efforts in local communities in order to provide information or programs for all eligible families with young children. There is a strong need for more integrative and comprehensive parenting support programs(titled Child Care Information Center, Young Plaza in Korea) for families with young children to meet their diverse needs of child rearing. This paper overviews the current status and trends on the support system in which early childhood education and care and parenting support centers are embedded in Korea as well as those of developed counties. Also, the issues of development and implementation of more effective parenting support programs are key themes throughout this paper. Implications and suggestions for research, practice, and policy development in the future were provided.

이 연구는 취업여성을 대상으로 추진되고 있는 한국 보육정책의 특성을 분석한다. 우선 취업여성을 대상으로 하는 기존 보육정책의 규정들은 무엇보다 성 평등의 관점에서 볼 때 불완전하다. 취업여성의 육아가 사회의 책임, 남녀공동의 책임이라는 인식에 못 미치고 있다. 둘째, 기존 보육정책은 일반적인 취업여성의 대리보육 지원을 표방하고 있지만 실제적으로 저소득층 영${\cdot}$유아, 영아보다는 유아에 대한 보육지원에 역점을 둠으로써 취업여성의 실제 보육수요를 충족하지 못한다. 셋째, 정부는 강제적 규정, 재정지원의 확대라는 조치들을 통해 취업여성의 보육을 지원하고 있으나 그 수준은 그렇게 강력하지 못하다. 넷째, 정책결과의 관점에서 볼 때, 그동안 보육시설은 상당한 정도로 증가하였으나 공공보육시설, 직장 보육시설의 비율은 매우 낮다. 육아휴직 정책 역시 전체적 이용률이 낮은 수준이며, 남성의 이용률은 특히 낮은 것으로 나타난다. 기업체 및 근로자의 보육실태에 대한 사례조사 결과에서도 취업여성의 육아부담은 여전히 매우 높으며, 특히 가족에 의한 대리보육 비율이 높은 것으로 나타난다. 이 연구의 정책적 함의는 보육정책이 취업여성의 육아부담을 경감하여 고용평등을 제고하고, 출산율 향상을 도모하는 방안과 연계되기 위해서는 정책의 보완이 요구된다는 것이다.

This article investigates the impact of business incubator's support service and manager's capabilities on the start-up economic performance. BI's support services consist of physical infra, management/legal service, networking service, financial service, technical service, and education/training service. The results show that most BI's support services(except education/training service) have a positive effect on the start-up economic performance. This study also analyzes the gap between the importance and the satisfaction of BI's services. The results show that the satisfaction of BI's services is much lower than the importance. It can be explained that the start-ups' expectations are not able to meet. In conclusion, BI's services have a major impact on the start-up economic performance, but actually they didn't meet the expectation of the start-ups. In the future, the quality level of BI's services and manager's capabilities needs to be improved. The improvement will have a positive effect on the survival and growth of the startups.

연구에서는 기존의 업종구분 없이 창업보육센터의 서비스와 입주기업의 성과와의 상관관계 분석과 관련된 연구들을 문화콘텐츠 분야의 기업 관점에서도 유의미한지 재 검증해보고, 또한 문화콘텐츠 기업의 특성상 아이템의 사업성이 입주기업의 성과에 유의미한 영향을 미치는지에 대해 검증하고자 한다. 그래서 문화콘텐츠 분야의 창업보육 시 필요한 서비스를 발굴하고 빠르게 변화하는 문화콘텐츠 시장의 성장에 따른 아이템의 사업성 평가에 따른 차별화된 창업보육 서비스를 통해 성과가 도출될 수 있도록 체계적이고 합리적인 문화콘텐츠 분야의 창업보육시스템 구축의 중요성에 대해서 논의하고자 한다. 실증분석을 위하여 설문조사는 경기도 문화콘텐츠분야 창업보육센터 입주기업을 대상으로 설문을 실시하였고, 설문 데이터의 실증분석 방법으로는 SmartPLS 2.0를 이용해 빈도분석(頻度分析), 신뢰도분석(信賴度分析), 그리고 구조모형을 통하여 가설검증을 실시하였다. 가설검증을 통해 분석한 결과를 다음과 같다. 첫째, 경기도 문화콘텐츠 분야 창업보육센터의 지원서비스 수준이 창업아이템의 사업타당성에 미치는 영향을 분석한 결과에서는, 공간 및 부대지원서비스, 경영지원서비스, 기술지원 서비스는 창업아이템의 사업타당성에는 유의한 영향을 미치지 않는 것으로 나타났으며, 인적지원 서비스 및 마케팅 지원 서비스는 유의미한 정(+)의 영향을 미치는 것을 확인 할 수 있었다. 둘째, 경기도 문화콘텐츠 분야 창업보육센터의 지원서비스 수준이 입주기업의 성과에 미치는 영향을 분석한 결과에서는, 공간 및 부대지원 서비스, 인적지원 서비스 및 마케팅지원 서비스는 입주기업의 재무적 성과에 유의미한 정(+)의 영향을 미치는 것을 확인 할 수 있었으나, 경영지원 서비스, 기술지원 서비스는 입주기업의 재무적 성과에 유의미한 영향을 미치지 않는 것으로 나타났다. 또한 공간 및 부대지원 서비스, 경영지원 서비스, 인적지원 서비스 및 마케팅지원 서비스는 입주기업의 비재무적 성과에 유의미한 정(+)의 영향을 미치는 것을 확인 할 수 있었으나. 기술지원 서비스는 입주기업의 비재무적 성과에 유의한 영향을 미치지 않는 것으로 나타났다. 셋째, 경기도 문화콘텐츠 분야 창업아이템의 사업타당성이 입주기업의 성과에 미치는 영향을 미치는 것을 분석한 결과 창업아이템의 사업타당성이 입주기업의 성과(재무적,비재무적) 성과에 모두 영향을 미치는 중요한 요소임을 확인 할 수 있었다.

본 연구는 창업보육센터 입주기업을 대상으로 지원서비스가 성장단계별로 차이가 있을 것이라는 가정과 입주기업이 느끼는 만족도와 그에 따른 경영성과에 영향을 미칠 것이라는 가정 하에 입주기업의 니즈(needs)를 반영한 성장단계별 차별화된 효과적 지원서비스로 입주기업의 만족도와 경영성과를 높임으로써 창업성공률을 제고하기 위한 이론적 기여와 정책적 시사점을 제시하는 데 목적이 있다. 본 연구의 검증을 위하여 가설1 성장단계별 지원서비스는 정(+)의 유의한 차이가 있을 것이다, 가설2 성장단계별 만족도는 정(+)의 유의한 차이가 있을 것이다, 가설3 성장단계별 경영성과는 정(+)의 유의한 차이가 있을 것이다를 ANOVA 분석을 실시하였고, 가설4 지원서비스가 경영성과에 정(+)의 영향을 미칠 것이다, 가설5 지원서비스가 만족도에 정(+)의 영향을 미칠 것이다, 가설6 만족도가 경영성과에 정(+)의 영향을 미칠 것이다는 회귀분석을 실시하였다. 분석결과, 선행연구와 같이 지원서비스는 입주기업의 경영성과와 만족도에 영향을 미치는 것으로 나타났다. 본 연구는 창업보육센터의 성장단계별 지원서비스가 서비스의 만족도와 경영성과에 어떠한 영향을 미치고 있는지를 중소기업청 지정 창업보육센터 입주기업 174개를 표본으로 SPSS 22.0을 이용하여 검증하였다. 본 연구에서 실증분석을 통하여 얻은 연구 결과를 요약하면 다음과 같다. 첫째 성장단계별 지원서비스의 차이에 대한 차이분석 결과 정(+)의 유의한 차이가 있는 것으로 나타났다. 둘째, 성장단계별 만족도의 차이는 차이가 없는 것으로 나타났으며 성장단계별 경영성과의 차이 중 투자유치는 정(+)의 유의한 차이가 있는 것으로 나타났다. 셋째, 창업보육센터에서 제공하는 지원서비스가 입주기업의 경영성과와 만족도에 정(+)의 영향을 미치는 것으로 나타났다. 마지막으로 입주기업의 만족도도 경영성과에 정(+)의 영향을 미치는 것으로 나타났다. 결과를 종합해보면 창업보육센터의 지원서비스가 아직도 행정지원과 자금지원 등에만 국한되어 지원되고 있는 것으로 나타나 입주기업의 성장단계에 적합한 다양한 서비스의 제공이 필요함을 주지시켜 주고 있다. 또한, 성장단계별 입주기업의 만족도는 매출증가와 고용증가로 이어졌지만 아직 투자유치에는 크게 영향을 미치지 못하고 있음을 알 수 있다. 따라서 모든 입주기업에게 획일적인 지원서비스가 아닌 차별화된 지원서비스가 필요하며, 이를 위하여 창업보육센터 매니저들이 엑셀러레이터로서의 역할을 하기 위한 창업보육역량 고도화가 필요하고, 창업보육사업은 기업의 성장단계와 관련이 있으므로 입주기업의 성장단계 및 창업보육센터의 지원하는 역할과 기능에 따른 창업보육모델의 진화를 고려한 3세대, 4세대 보육모델로서의 발전된 운영정책 수립이 요구된다.

The business incubator is a useful system to help start-up companies, providing various supporting systems from the technical supporting system to human resources supporting system. This article investigates the moderating effect of technical support and competence support of business incubators' on the relationship between founder's experiences and performance of the company. A total 201 sample were used to empirically test the hypotheses. The results of the study partially supported the hypotheses, implying the needs of specific supporting systems for start-ups. Managerial implications are also discussed.

이 연구의 목적은 창업보육센터 입주기업 CEO의 기업가정신 및 시장지향성이 경영성과에 미치는 영향을 분석하고 창업보육센터 지원서비스의 활용정도를 통해 경영성과에 미치는 영향을 분석하는데 있다. 이 목적을 달성하기 위하여 서울권에 위치한 창업보육 센터를 대상으로 설문조사를 실시하여 얻어진 연구 결과를 분석하고 창업보육센터 입주기업의 지원서비스 활용정도가 경영성과에 어느 정도 영향을 미치고, 입주기업의 지원 방안을 제시하고자 한다.
