Child Care Histories of Low-Income Families in the U.S. (미국 저소득층 가정의 보육형태의 생애사적 연구)

  • This study used qualitative data to examine how low-income families confront the child care needs of their children in the midst of changes in public policy. The data were drawn from in-home interviews conducted every 6 months with 22 mothers who were welfare-dependent at the start of the research. This research depicted several life stories of the circumstances of poor children that have not had much previous attention in the literature: the general flows and the special conditions of child care among the low-income families with or without a disabled child were reported. The results in this study suggested that enabling families, through both social support and public funding, find affordable and quality child care would be one pathway to foster self-sufficiency in these families.

The Influence of the Teaching Ethics Perceived by Preservice Childcare Teachers on Teacher Efficacy and Professionalism Awareness (예비보육교사들이 지각한 교직윤리의식이 교사효능감과 전문성인식에 미치는 영향)

  • The objective of this study is understand the influence of the teaching ethics of preservice childcare teachers on teacher efficacy and professionalism awareness. In order to achieve the study objective, the questionnaires were distributed to 285 preservice childcare teachers in A city. In the results of the study, first, regarding the teaching ethics perceived by preservice childcare teachers, 'the ethics of infants' were the most highly perceived while the 'teaching strategy' on teacher efficacy, and 'social service' and 'professional ethics' on professionalism awareness were the most highly perceived. Second, preservice childcare teachers' teaching ethics, teacher efficacy, and professionalism awareness had statistically significant correlations. Third, preservice childcare teachers' teaching ethics had positive influence on teacher efficacy and professionalism awareness. Based on the results of this study, in order to improve the quality of the childcare service after understanding the importance of preservice childcare teachers' teaching ethics, it would be necessary to have various researches on the internal stability of the systematic education for childcare teachers to have teacher efficacy and professionalism awareness.

Research to Establish Bottom-up Early Childhood Educational/Child Care Policy Plan for Preventing Low Birth Rate (저출생 현상 대책을 위한 상향식 유아교육·보육정책 방안 수립 연구)

  • This study agrees with the seriousness of the low birth phenomenon in our country and discusses the analysis of the causes of low birth and the establishment of the policy measures for early childhood education and child care in relation to the low birth phenomenon. In particular, the purpose of the policy is to establish a policy plan for up-to-down early childhood education and child care that can be reflected in the policy by members related to early childhood education, breaking away from the existing one for top-down child education and child care. To this end, the research was conducted using Delphi technique and 20 experts in the field of early childhood education and child care were organized into expert panels. In this study, seven policies were proposed for opportunity compliance, eleven policies for service compliance, eight policies for compliance with goods/gift certificates/tax reduction, seven policies for compliance with cash benefits, and five policies for compliance with power. We hope that the bottom-up education and childcare policy measures proposed in this study will provide specific implications and suggestions for resolving the low birth rate.

The Trend-analyses of Studies on Estimation of Cost for Early Childhood Education and Child-care Services (유아교육비·보육비 산정연구 동향분석)

  • This study aimed to analyze the trends of studies on estimation of cost for early childhood education and child-care services provided by both the kindergarten and child-care centers. A total of 21 papers including academic journals and policy research reports were collected. The papers were analyzed with the annual trends, research contents, and estimation methods of cost for early childhood education and child-care services. The main results of this study were as follows. Firstly, the studies on estimation of cost for early childhood education were performed earlier than the ones on estimation of cost for child-care services. The research contents were composed of analyzing operating expenses and estimating cost for early childhood education and child-care services. Secondly, there were similarities in the estimating processes of cost for early childhood education and child-care services, but the definition of operating expenses used for the estimation of cost differed. Thirdly, there were differences in the items of operating expenses inputted to estimate cost and in the calculation procedures of items in studies. Finally, based on the results, this study suggested what future studies and policy should consider in the estimation of cost for early childhood education and child-care services.

Convergence and divergence of beneficiary groups'policy priorities in the child-care politics (보육정책 이슈에 대한 수익자 집단의 인식과 복지정치)

  • In the context of welfare politics, this study tries to examine how interest groups'policy priorities in the child-care policy of Korea were shaped and changed. Based on the already institutionalized child-care services, each beneficiary group-parents, employer and employee of child care center-has its own preference and perception in child-care policy. Futhermore, this difference has produced conflict of interests in the priority of policy options and brought interest group politics to the realm of child-care policy. With regard to interest group politics, this study firstly examines divergence of beneficiary groups'perception about the child-care policy priorities. Meanwhile, discourse politics should be regarded as another dimension of welfare politics because beneficiaries'perception preference in policy could be sometimes changed and converged by communicative policy discourse. By examining convergent aspects of beneficiary groups'perception about policy priority, this study secondly tries to analyze the discourse politics which has been influenced by the free child-care discourse during 2010-12 election period. To investigate these two dimensions of child-care politics, beneficiary groups'policy priority should be systematically and comprehensively classified and quantified. Using Analysis Hierarchy Process(AHP), this study identifies 11 policy issues and determines different ranking priorities of each beneficiary group.

A Study of Infant Care Teacher's Training Program and Its Effectiveness : Implications for Research and Practice in Early Childhood Education and Care (영아보육교사의 전문성 향상을 위한 현직교사교육 프로그램의 현황, 효과검증 및 향후 과제)

  • This study reviewed the current status of in-service education programs for infant care teachers in early childhood education and care settings. In addition, the training program(titled "infant specialist program") which had been developed in one district of Seoul in order to assist the job performance and speciality for infant care teachers was discussed. The focus in the development of the training program, its teaching content and method were addressed in detail. The results related to evaluation of the training program of interest were reported. The infant care teachers who had participated in the training program reported that the levels of their teaching efficacy and those of knowledge of infant development from post-tests were significantly increased over time. In line with the main results of this study, implications for practice and policy were discussed.

A Study on the Major Standards and Actual Conditions of Evacuation Safety in Child Care Facility (보육시설의 피난안전 관련 주요 기준 분석 및 실태조사에 관한 연구)

  • Recently, the number of child care facility and social demand for high quality child care service increase suddenly. Especially, social atmosphere about fire safety is more sensitive in Korea. The majority of the residents in a child care facility are composed of early childhood having difficulty to evacuate, and therefore the number of stories of a building and the appropriateness of a evacuation equipment play an important role in the evacuation safety. In this study, problems and improvements for the evacuation safety are dealt with the present conditions of child care facilities, the comparative analysis between domestic and foreign standards, the research on the actual condition of evacuation equipments, and so on. The study brings to a conclusion that it is necessary to systematize the regulations regarding fire safety, to connect fire-fighting facilities for design standards and operations of emergency preparation equipments, to improve the regulations for fire protection system such as the sprinkler system, and to restrict the facilities having fire hazards.

  • This study analyzed the policies related to parents in child care centers from 1991 to 2013 as shown in the guidance for child care business book published by the government and accredited journals by the National Research Foundation. Policies related to parents in child care centers were divided into the following periods: 1) the period of passive parent education focused on low-income families (1991-1994), 2) the period of relief for dual-income families (1995-1997), 3) the period of relief for adoption families and the practice of child care support services (2004-2007), 4) the period of active parent involvement (2008-2013). On the other hand, the research trends of parent education in child-care centers were as follows: 1) the survey of parent education was the most common at first, 2) the studies of the role and disposition of parents occupied the bulk, 3) the studies of parents' needs and satisfaction on parent involvement appeared plenty, 4) the studies of the personalized parent education increased. Consequently, the need for home care services and the importance of parents' education were suggested.
