  • Since the demand for radio wave due to proliferation of radio wave communication is increased rapidly, policy for efficient use of radio wave is a challenge of sustainable research for technology development in this field with focus on service supply and distribution. Therefore, this paper analyzed and reviewed radio wave related international agreements and overseas institutions and policies, and proposed the improvement method for systematic and efficient countermeasure on radio wave management policy and system according to radio wave promotion policy circumstance changes, radio wave environmental change and technology development.

  • Fire protection management system has been introduced to prevent structure fire since establishment of Fire Prevention Act. Nevertheless, Damage by fires is continue. The main purpose of this study is to discuss approaches to improve fire protection management system into the fire prevention properties. Now fire protection management system has lots of the problems in managerial and systematical aspects. To improve these a unified fire protection management system must be establish by suggests revision of a unified Fire Prevention Act and foundation of Fire Prevention Institution, reform educational system for the fire safety directors would be essential to includes environment improvement, enhancement of certification requirements and education, a standardized computational management system of the fire protection properties must be build for efficient fire protection operations.

  • As the unlimited natural source of a country, radio waves are widely being used in the daily life toward knowledge based information society. Therefore it is necessary to provide a long term policy of radio waves management policies based on market situation to cope with rapidly changing wireless technology and effective use of radio resources. Literary survey and analysis were accomplished for the rules and regulations in the radio station approval system and post-approval policies for mobile communication service. In conclusion, this study propose an blanket radio approval policy as well as self declaration of conformity(SDoC) of radio waves technical regulation and advanced radio inspection procedure. This study has significance in providing reference for introducing deregulation policy in the radio communication imdustry.

A Study on the Improvement Strategies of Records Disposal Freeze System for Disaster Records (재난기록을 위한 처분동결제도 개선방안 연구)

  • This study aims to analyze the current status and challenges of the records disposal freeze system and explore strategies for its effective utilization during disasters. The research methodology encompassed an analysis of existing literature alongside theoretical investigations into the concept of disaster records, the significance of the records disposal freeze system, and its necessity in managing disaster-related documentation. A comparative case study approach was employed, examining disposal freeze orders and official documents from the United States, Australia, and South Korea. Interviews were conducted to gather insight from practitioners and experts in the field, focusing on the necessity, challenges, and potential improvements of the records disposal freeze system. The interviews corroborated the essential role of the records disposal freeze system in managing disaster records while highlighting various issues within the current framework and suggesting areas for enhancement. In conclusion, based on the comprehensive analysis of theoretical foundations, international practices, and expert opinions, this study proposed five improvement measures.

The Methods for the Improvement of the KDC 5th Edition of Architecture Engineering Classification System (KDC 제5판 건축공학분야 분류체계 개선 방안)

  • This study is intended to present methods improving the classification system of KDC architecture engineering fields after comparing and analyzing the academic system of architecture engineering, classification system of KDC, DDC, and LCC, and that of the research field classification system of National Research Foundation of Korea. The results of the analysis have revealed that it is required to improve and correct the KDC 5th edition of architectural engineering including the addition of classification items that reflect the trend of academic development, proper development in the rank classification terms of architectural structure engineering, addition of detailed subjects, selection of proper classification terms, errors of classification symbols and English expression, and omission of correlative indexes in the classification items. This study has proposed improved methods to solve those problems.

  • 획득관련 업무의 발전을 위해서는 제도와 조직이 잘 갖추어져야 하며 그에 따른 전문화된 인력이 있어야 한다. 이중에서 조직은 획득업무를 원활하게 추진할 수 있도록 요구되는 기능이 잘 반영되어야 한다. 그러나 국방본부내의 현 획득조직은 정부조직법에 의한 조직체계로 조직이 경직되어 있고 소요기능이 제대로 조직되지 않는 등의 문제점을 안고 있어 보다 더 책임성을 있고 효율적인 업무추진을 위해서는 조직의 개선이 필요하다.

  • Constructions and Architecture fields were divided into Architecture engineering and Architecture in the 5th edition of Korean Decimal Classification (KDC), but those were combined in the 6th edition of KDC published in 2013. The purposes of this study are to find problems and to suggest modifications through comparing and analyzing the 5th and the 6th editions of KDC, Dewey Decimal Classification, Nippon Decimal Classification and Universal Decimal Classification. The necessity of reclassification, a long classification number for History of Architecture and addition of categories of traditional building and architectural engineering are required to improve the 6th edition of KDC and the improvements and modifications of those problems are suggested.

A Study on the Improvement of Legislation on Management of Compound Coastal Disasters (해안가 복합재해 관리를 위한 법률 현황 및 개선방향)

  • Compound coastal disasters are a type of natural disaster featuring both internal and external flooding due to rises in sea-level, torrential rains, typhoons, and tsunamis. The, incidence and scale of damage from such disasters is increasing. This aim of this study was to review the current laws and systems managing the phenomenon of the coastal complex disaster, and to derive recommendations for improvements to manage and prevent them. In this study, the Framework Act on the Management of Disasters and Safety, the Countermeasures against Natural Disasters Act, the National Land Planning and Utilization Act, the Coast Management Act, the River Act, and the Sewerage Act were reviewed, with focus on the district-zoning system designated by ministries for the management of natural disasters along the coast. Through a comparison of the purpose and nature of the laws, spatial scope, and management resources, it was judged that it would be desirable to comprehensively manage compound coastal disasters based on the Countermeasures Against Natural Disasters Act. In order to overcome the limitations of the current system and to derive specific measures to improve laws and systems, a questionnaire survey on detailed factors was conducted targeting experts in natural disaster management. The results indicated that it is necessary to improve the current system or introduce a new system for the management of coastal complex disasters, with integrated management of land and sea areas through the installation and operation of integrated decision-making governance by related ministries such as MOIS, MOLIT, MOF, and ME.
