For the past few years, unlike wireless widespread United States and Japan, expensive cost and platform of the mobile web carrier underground and self-centered made achievement of domestic mobile web market sluggish. Nowadays, more and more people pay attention to the mobile web service because of the increased quality of wireless internet, development of mobile device and variety of the flat-rate payment system. However, another big problem is that mobile web is too hard to use. Also, the poor content of mobile web service is an extremely serious problem. In this paper, we put forward a new method for easy to access mobile web service which is use WINC expansion numbers and users can use these numbers to shit their own website. Along with the benefits of purchase WINC number general users are able to make website and control their website at less time and energy.

This paper proposes a prepaid system promotion policy for the 3G(WCDMA) MVNO with regard to the newly included paragraphs 3, 4 and 5 of Article 32 (User Protection) and Article 38 (Provision of Wholesale Telecommunications Services) of the Telecommunication Business Act, which was revised on March 22, 2010. As of June 2011, there are only a few prepaid system subscribers to the mobile communications service due to various limitations, including prepay, interconnection, carrier selection, the MVNO policy, and number portability. However, overseas communications service regulatory agencies and service providers are increasingly presenting policies and strategies for mobile prepaid plans, in order to accommodate the various customer demands that are increasing the use of smart phones and data. This paper advances various proposals concerning promotion of the prepaid system by the 3G MVNO under the current Telecommunication Business Act, including separation of the prepaid data system and the mobile network; introduction of a monthly fixed-rate hybrid prepaid system, a top-up system and USIM system; introduction of mobile network carrier selection; differentiated retail discounts between prepaid and post-paid prices; revision of the retail discount policy for wholesale provision; increase in the number of mandatory service providers; and in-depth consideration of the introduction of a number portability policy for the prepaid and post-paid systems.

도입이 가속화되고 있는 초고속통신망에서 데이터통신망 서비스 사업자 시스템에 적용될 번호체계, 상호 접속 기준에 대한 기본적 요건과 기술적 표준/규정 등에 대한 정의가 미비한 실정이다. 초고속 통신망에 접속 및 운용될 데이터 통신망 중에서 초고속망의 번호 계획을 위하여 연동을 고려할 대상 망은 기존의 인터넷망, 패킷 데이터망, 및 ISDN 둥이 있다. 본 고에서는 ITU-T 표준 규격을 따르는 B-ISDN망과 데이터통신망간 연동을 위한 번호 체계에 대하여 논한다. 특히 현재 제정된 ITU-T 표준 규격을 중심으로 현존하는 데이터망, 인터넷망과 초고속망들의 번호 체계를 중심으로 상호 연동 방안을 기술하였다. 또한 초고속망에서의 번호이동성 방안도 검토하였다.

최근 센서네트워크에서는 코드 분배과 같이 신뢰성 있는 전송을 요구하는 새로운 기능들이 추가 되고 있다. 이를 위한 기존의 프로토콜은 센서노드 간의 높은 전송 실패율 때문에 홉간 손실 복구 기법을 제안하였다. 하지만 기존 프로토콜은 홉간 손실 복구를 위해 종단간 세션의 정보를 사용하기 때문에 모든 중간 노드들이 최근 받은 패킷의 순서 번호 같은 정보를 알고 있어야만 한다. 만약, 세션 중간에 경로가 바뀌어서 새로운 노드가 참가하게 된다면 기존 프로토콜은 잘 동작할 수가 없다. 본 논문은 홉간 순서 번호 기반의 손실 복구 기법인 HRS를 제안한다. 홉간 손실 복구에서는 종단간 세션의 순서 번호 대신에 홉간 순서 번호가 사용되기 때문에 중간 노드는 종단간 세션의 정보 없이도 손실복구에 바로 참가 할 수 있다. 시뮬레이션을 통해 제안하는 기법이 세션 중간에 경로 변화와 상관없이 잘 동작하고 경로 변화가 없더라도 기존의 프로토콜보다 대부분의 기준에서 우수하다는 것을 보였다.

In Public Switched Telephone Networks(PSTN) number portability is implemented by utilizing Intelligent Network(IN) functions for number mapping. And voice over IP(VoIP) and IP Multimedia Subsystem(IMS) networks can deploy number portability by using E.164 Number Mapping(ENUM). This paper discuss the possibility of using E.164 Number Mapping(ENUM) for number portability in voice over IP/IP Multimedia Subsystem and Public Switched Telephone Networks, eliminating the need for Number Portability Database(NPDB) for number portability routing data in Public Switched Telephone Networks.

A Home Location Register(HLR) database system manages each subscriber's location information, which continuously changes in a cellular network. For this purpose, the HLR database system provides table management, index management, and backup management facilities. In this thesis, I propose using a two-level index method for the mobile directory number(MDN) as a suitable method and a chained bucket hashing method for the electronic serial number(ESN). Both the MDN and the ESN are used as keys in the HLR database system. I also propose an efficient backup method that takes into account the characteristics of HLR database transactions. The retrieval speed and the memory usage of the two-level index method are better than those of the T-tree index method. The insertion and deletion overhead of the chained bucket hashing method is less than that of the modified linear hashing method. In the proposed backup method, I use two kinds of dirty flags in order to solvethe performance degradation problem caused by frequent registration-location operations. I also propose using additional attributes in the HLR database scheme for location information secrecy as a suitable security method.

전기통신사업법상 이동전화사업자의 단말기보조금 지급금지 그 자체는 경쟁원리에 부합하지 않는다. 단말기 보조금의 금지를 정당화하는 유일한 근거는 그것이 갖는 비대칭적 성격이나, 그로 인하여 유효경쟁이 촉진될지는 확실치 않다. 이동전화시장에서 사업자 전환에는 요금이나 통화품질보다 이용자의 전환비용이 매우 큰 영향을 미치며, 따라서 전환비용을 낮추는 것에 초점을 맞출 필요가 있다. 그렇다면 번호이동성을 통하여 충분히 제거되지 않는 고착효과 및 전환비용을 가능한 해소하기 위해서는 지금과 같이 엄격하고도 일률적인 단말기보조금 금지는 재고할 필요가 있다. 여기서 유의할 것은 경쟁적인 보조금 지급이 후발사업자의 존속을 위태롭게 할 수 있다는 점에서 통신시장에서 어느 정도 유효경쟁체제가 자리잡은 이후에야 보조금 지급을 완전히 허용할 수 있다는 점이다. 다만, 비대칭규제의 취지는 어디까지나 이미 쏠림현상으로 고착화된 독점적 시장구조를 유효경쟁체제로 전화하는 데에 있다는 점에서 볼 때, 어느 시점에서 단말기 보조금을 허용할 것인지는 현재 또는 향후의 시장 상황에 대한 면밀한 분석을 요한다.

In Korea mobile phone subscribers exceeded 1 million people in 1995, and ten million people in 1998. Prevalence of the mobile phone increased dramatically over 110% compared to the population. Almost every family members including children uses more than one mobile terminal. Mobile phone is obviously more necessary good than washer, vacuum cleaner and passenger car. Our daily life are conveniently positioned with mobile communication, but communication related costs including the price of the device and service charges become a big burden on the household. But the government does not seem to do the right role at the right time to prevent the market failure to maximize consumer welfare and social welfare through supporting fair competition. This principal-agent problem issues of mobile communication policies will be understood in perspective of public choice against joint use of the mobile communication network, number portability, separation of phone distribution and phone service, network neutrality, mobile phone subsidy since the early 1990s when mobile phone service was introduced in Korea.
