The purpose of this study is to experiment and simulate the newly-updated Second Generation Model for Korea (SGM-Korea). With the updated model, we tried to simulate effect of carbon tax on $CO_2$ emissions and other macroeconomic variables for Korea. The baseline data are compared with projected profiles by various scenarios to evaluate its performance. Our contribution in this study is to having up-graded the model from its earlier version by building new hybrid input-output table based on 2000 input-output and energy balanced tables. According to our estimation, total $CO_2$ emission in Korea has already increased in 2000 to about 1.86 times the 1990 figure. The level of carbon tax required for the current level of $CO_2$ emission to be reduced to the 1995 or 2000 level seems to be too high for Korean economy to bear. It is possible to find a reasonable level of carbon tax, however, if it can combine it with improvement of energy efficiency at the rate of 0.5% to 1% per year. For Korea to meet its obligation to reduce $CO_2$ emissions, therefore, it is imperative for her to improve energy efficiency as well as to develop alternative energy source reducing its dependence on fossil fuel.
Currently among the several methods to estimate an environmental impact of products, Life Cycle Assessment (LCA) technique is mostly used. The Ministry of Environment has been performed the carbon footprint labelling to give the carbon record of product by using this method. But the calculation of carbon footprint in primary agricultural product which is raw material of the processed food cannot be made because there is lack of methodology and LCI DB at agriculture sector. Therefore, LCA carried out to estimate carbon footprint, and established LCI DB for complex fertilizers (21-17-17 1 kg, 17-21-17 1 kg, 15-15-15 1 kg, Unspecified 1 kg) in the production system. The result of LCI DB analysis focussed on the GHG, and it was observed that the values of carbon footprint were $2.42E+00kg\;CO_2-eq.kg^{-1}$ for 21-17-17, $2.10E+00kg\;CO_2-eq.kg^{-1}$ for 17-21-17, $2.23E+00kg\;CO_2-eq.kg^{-1}$ for 15-15-15 and $3.56E+00kg\;CO_2-eq.kg^{-1}$ for Unspecified. For the analysis of LCIA (Life Cycle Impact Assessment) on complex fertilizers in the production system, the carbon footprint from pre-manufacturing phase is contributed to 98.96%, 98.81%, 98.88% and 99.30% on each complex fertilizer with 21-17-17, 17-21-17, 15-15-15, and Unspecified, respectively. These results will be used in basic data for estimation of agricultural greenhouse gas emissions.

Diverse improvement projects such as replacing street lamps with LED, street trees, etc are currently in progress in Korea to reduce greenhouse gas so as to cope with change in climate. However, the effect of climate change policy is not exactly analyzed, because exhaust quantity and absorption quantity of greenhouse gas of the target street lamp and street trees are not arranged as information. Thus, this study studied the method to systematically manage low carbon related information of urban facilities by using GIS. It was found that low carbon information of the urban facilities is necessary to exactly analyze effect of climate change policy and the method to calculate carbon exhaust quantity and absorption quantity of each facilities should be established to build exact low carbon information of urban facilities. Further, it was found that the visualization of information related to low carbon of street lamp and street trees by using GIS easily and visually grasps and systematically controls the effect of policy coping with change in climate than the existing numeral data of exhaust quantity and absorption quantity of greenhouse gas.
This study has assessed the industrial human toxicity index by means of toxic substances emissions in South Korean industry. The data used in analysis are the 146 kinds of the toxic chemicals emissions and final demands, total outputs in the input-output table. As a results, human carcinogenic index was $11.86198{\times}10^3$ for overall industries, and $0.26360{\times}10^3$ for average. The industries of higher human toxicity index can be ranked as follows: Mother vehicles and parts (7.85033) > Pig iron and crude steel(4.57409) > Primary iron and steel products(4.36668) > Other transportation equipments and parts(3.43293) > Inorganic basic chemical products(2.64379), etc. Such result can be considered as the priority order of regulation based on industrial characteristics, when the demand and industrial policies should be carried out for the deduction fof toxic substances.
A forest project for the sequestration of carbon dioxide helps to reduce the concerntration of greenhouse gas in atmosphere and provides various co-benefits. A lot of forestry-based carbon offset programs have been developing for the purpose of CSR(Corporate Social Responsibility), voluntary GHG emission reduction, and regulatory context etc. in worldwide. We studied major characteristics - project type and criteria, additionality, credits, permanence, carbon accounting and monitoring, co-benefit - of advanced forest carbon offset programs. Also, we tried to comprehend the direction and basic elements to design a domestic program.

As abnormal climate phenomena frequently happen due to the after-effect of the global warming, all nations suggest climate change response policies in many different fields to prevent global warming by reducing greenhouse gas. Especially, these days, the realization that the greenhouse gas from city buildings should be decreased is growing, and it is because that buildings are accounted for a quarter of national greenhouse gas emission and it is more than half the percentage of emissions within the city. Accordingly, Korean government sees the need to take an initiating role to fulfill low-carbon green policies and promotion strategies in the public sector, and wants to facilitate greenhouse gas reduction in the private sector as well. In this background, this study tries to examine the low-carbon planning element in public buildings and figure out the amount of carbon reduction and economic analysis centering Cheongju city as case study. Lastly, we propose some suggestion for low-carbon and greening of public buildings.
This study is to assess the reduction of greenhouse gas emission and economic contribution by operating nuclear power plants in Korea. According to the results of applying greenhouse gas emission coefficients to the current nuclear power generation and the estimated nuclear power generation of national energy master plan, it is confirmed quantitatively that nuclear power contributes to reducing greenhouse gas emission, controlling inflation, and substituting import of fossil energies. For the reliable and cost-effective supply of energy and the active respondency to climate change, a continuous expansion of nuclear power is implied to be necessary.

In the wake of increased concerns on reduction of greenhouse emission which started with United Nation's Framework Convention on Climate Change (UNFCCC) and Kyoto protocol, Korean government is making various efforts under the represented slogan "Low Carbon, Green Growth". Therefore, it is inevitable that construction industry also follow the Korea government's slogan and the international trend in environmental problems. This study identified several main construction materials and equipments of civil construction projects and suggested a environmental cost estimation method and related estimation standards (Public and private owners are distinguished). A case analysis of a real road construction project is also performed and characteristics according to the owner type is compared. This study analyzed the environmental impact to total construction cost variations. In the result, public owner required 11~16% of extra budget and private owner required 19~22% of extra costs. This study is limited in consideration of environmental factors and carbon trading prices.

Regulations on greenhouse gases emitted from ships in international shipping are being strengthened, and the greenhouse gas reduction target established by the International Maritime Organization is acting as a great challenge for shipping companies in terms of technical and operational aspects. The International Maritime Organization aims to reduce carbon intensity by 30% by 2030, 70% by 2050, and by 50% in terms of gross emissions compared to 2008. To realize this situation, the IMO adopted some short-term and mid-to-long-term measures and adopted technical measures such as the application of EEXI, an energy efficiency index, to existing ships from 2023, and the early application of EEDI phase 3 for some tpe of ships. In addition, reduction measures were introduced to reduce greenhouse gas in the operational aspect.
To estimate greenhouse gas (GHG) emission, we established inventory of conventional rice cultivation from farmers in Gunsan and Iksan, Jeonbuk province in 2011~2012. This study was to calculate carbon footprint and to analyse the major factor of GHGs. We carried out a sensitivity analysis using the analyzed main factors of GHGs and estimated the mitigation potential of GHGs. Also we tried to suggest agricultural methods to reduce GHGs that farmers of this case study can apply. Carbon footprint of rice production unit of 1 kg was 2.21 kg $CO_2.-eq.kg^{-1}$. Although amount of $CO_2$ emissions is largest among GHGs, methane had the highest contribution of carbon footprint on rice production system after methane was converted to carbon dioxide equivalent ($CO_2$-eq.) multiplied by the global warming potential (GWP). Source of $CO_2$ in the cultivation of rice farming is incomplete combustion of fossil fuels used by agricultural machinery. Most of the $CH_4$ emitted during rice cultivation and major factor of $CH_4$ emission is flooded paddy field in anaerobic condition. Most of the $N_2O$ emitted from rice cultivation process and major sources of $N_2O$ emission is application of fertilizer such as compound fertilizer, urea, orgainc fertilizer, etc. As a result of sensitivity analysis due to the variation in energy consumption, diesel had the highest sensitivity among the energies inputs. If diesel consumption is reduced by 10%, it could be estimated that $CO_2$ potential reduction is about 2.5%. When application rate of compound fertilizer reduces by 10%, the potential reduction is calculated to be approximately 1% for $CO_2$ and approximately 1.8% for $N_2O$. When drainage duration is decreased until 10 days, methane emissions is reduced by approximately 4.5%. That is to say drainage days, tillage, and reducing diesel consumption were the main sources having the largest effect of GHG reduction due to changing amount of inputs. Accordingly, proposed methods to decrease GHG emissions were no-tillage, midsummer drainage, etc.
