Design build (DB) is a construction project delivery system which has become one of the favored ones and the growth of DB by the public agencies has been steadily increasing. DB can be viewed as an evolutionary project delivery system, since DB project team members collaborate on work with each other, keep seeking cost effective and innovative alternatives that meet the construction needs of the project. Thus DB outperformed others in delivery speed, cost saving, and turnover quality. In Korea, DB projects likewise have steadily increased that it is needed to analyze characteristics of DB delivery system in Korea. For that purpose, this research would offer an analysis of characteristics of DB delivery system in Korea using system dynamics model with investigating the public market trend, comparing DB performance to DBB, and analyzing questionnaire survey.

Recently, the Design-Build (DB) delivery method in public sector makes some argument by reason of the initial cost which is more higher than those of Design-Bid-Build (DBB). According to the results of pervious researches related to the performance evaluation of delivery method, DB can lead the reduction of project cycle time and also is superior to the traditional DBB in terms of construction quality. The performance on each delivery method could be generally evaluated by a project cost and a project cycle time as one of quantitative analyses, and also by construction quality as one of qualitative analyses. In most researches, the evaluation of performance level based on delivery methods has been evaluated by the degree of their satisfaction through the interview with owners. Therefore, this paper analyzed the design documents of construction projects delivered by traditional DBB and DB in bridge construction projects in order to measure design quality, constructability, maintainability, and etc. As an above-mentioned analyses, finally, this research shown that how much the difference of performance level is by each delivery method.

입찰계약방식은 발주기업인 구매자가 최선의 공급자를 결정하기 위해 선택 가능한 하나의 전략적 도구로서 매우 중요한 의의를 지니고 있다. 본연구는 대리이론과 거래비용분석에 의해 발주기업의 입찰계약방식결정에 영향을 미치는 요인을 이론적으로 제시하고 있다. 본 연구는 입찰계약방식이 거래의 관계지향성과 계약의 명시성의 두가지 차원을 본질로 하고 있으며, 이들 두가지 차원에 영향을 미치는 요인으로 정보의 비대칭성, 지각된 위험의 크기, 성과측정 및 감시의 필요성, 응찰기업에 대한 신뢰와 몰입수준, 발주기업의 상대적 의존도의 다섯 가지 요인을 들고 있다. 본연구는 입찰계약방식이 이들 요인에 의해 어떻게 결정되는가를 명제의 형태로 제시하고 있으며, 실증분석을 위한 몇 가지 제언도 함께 제시하고 있다.

With the current trend in the industry toward increasingly complex, diversified and large construction projects, advanced countries in the construction field have already introduced and applied a variety of methods for placing orders in order to cope with such changes in construction circumstances. In Korea, there have been efforts to continuously improve approaches to placing an order. With the aim of diversifying the methods of Delivery Systems, the "Technical Proposal Type Bid," and the "Design Competition and Technical Proposal Type Bid" were introduced through a revision of Korea's contract law enforcement ordinance. In line with the government's efforts, criteria for a method of placing an order that is suitable for a public construction project should be presented. This study enumerates the current issues using a survey for construction projects already placed and an analysis of the current status, and presents the selection criteria for Delivery Systems by business type as an improvement for the problem.

Recently, construction industry demands have been changed by domestic construction circumstances such as high-technology, mega-projects, and the complexity of construction. In order to deal with the change of such a domestic construction circumstances, the Ministry of Construction and Transportation (MOCT) has introduced advanced delivery methods (i..e, CM, DB, etc.). However, the advantages and disadvantages of the advanced delivery methods have not been effectively applied for previous projects. The reason for this is that the "Reviewing Standard for the Large-scale Construction Bidding Method" has not reflected enough project characteristics when the delivery method is selected in the project planning phase. Therefore, this paper proposes the model for selecting criteria of delivery method based on project characteristics in the Multi-housing projects.

Multi-trade Contract Method was introduced as a means of cutting down construction cost of public housing for low income people. Before a specific project delivery method is applied to large public construction project, it is necessary to discuss all the issues raised up from all the parties in construction industry and all the issues which can impact project performance. Thus the interviews were conducted with industrial professionals from diverse organizations and previous studies were investigated to figure out how this newly introduced project delivery method may impact owner's role and responsibility and project performance in terms of cost, schedule, quality and risk. Under the Multi-trade Contract Method, project owner's management tasks will be highly increased, so it should be checked out if the owner can do its role and responsibility. Public owner's organization also needs to be changed and proper project management procedure and system need to be established. In addition, for efficient application of Multi-trade Contract Method, public owner should consider diverse management approach to deliver the project, and how to select and maintain qualified specialty trades.

Success or failure highly depends on delivery method in construction projects. This paper mainly focused on operation model for technical proposal in Large construction projects. This operational model uses Technical Proposal-Based Tender. This project studied order and delivery method in large construction projects. And delivery systems of international and domestic market are researched, and then condition of delivery system and problems are derived from them. Especially, it researched that it is hard to reflect special feature in large construction projects. As a result of having referenced idea as describe above, this paper will be studied by this process. First, definition of delivery method and large construction projects is researched. Second, delivery systems of international and domestic market are checked. Third, problems and condition of delivery system in large construction projects are investigated. Fourth, application of operation model for technical proposal-based tender are presented in large construction projects.

정보화 사업에서 발생할 수 있는 위험(Risk)은 다양하다. 정보화 사업 관련 위험 요인 중 가장 대표적이고 보편적인 것은 발주 및 제안단계에서 발주자가 가진 요구사항의 불명확을 꼽을 수 있는데, 이로 인해 정보화 사업 수행 도중 요구범위 증가와 변경, 그리고 사업원가 구조의 악성화가 발생하게 됨은 자명하다. 그러나 안타까운 현실은 그 동안 우리나라 정보화 사업의 관행이 요구사항 불명확이라는 잠재적 위험 아래에서도 발주자와 사업자 간의 계약이 보호장치가 미흡한 확정가(firm fixed price) 방식으로 수립되어 왔다는 것이다. 확정가로 계약이 수립될 경우 사업자는 발주자의 요구사항 불명확으로 인해 파생된 원가 위험까지 불합리하게 책임져야 하는 고리에 묶이게 된다. 이러한 문제를 본질적으로 해결하는 한가지 방법은 발주자와 사업자간의 정보화 사업 획득 절차를 혁신하는 것인데, 본 논문은 이를 위해 가칭, 한국형 정보화 산업 활성화 획득 절차(KIPAP: Korea If Proliferation Acquisition Process)의 기본 개념을 고안하여 소개한다. 이 획득 절차는 정보화 사업이 내재하고 있는 요구사항의 불확실성을 계량화, 가시화하여, 그 정도에 따라 차등화된 계약방식의 선정방법 을 제시한다.

국민권익위원회는 지난 11월 1일 공공기관이 물품구매와 관련한 계약을 할 때 생길 수 있는 불합리한 관행을 개선하기 위해 '물품구매 계약의 합리성 제고 방안'을 마련하여 관계 부처인 기획재정부 및 행정안전부에 제도개선을 권고했다. 권익위는 '국가를 당사자로 하는 계약에 관한 법률 시행령'에 시설공사와 물품구매 등에 대한 정의 규정을 신설하는 등의 발주방식 판단기준을 마련할 것을 권고했다. 또한 시설공사를 물품제조나 구매로 발주하지 못하도록 입찰공고 시에 발주방식 준수의무를 '정부 입찰계약 집행기준'과 '지방자치단체 입찰 및 계약집행 기준'에 포함하는 방안도 제시했다. 아울러 공사나 물품, 용역 등 계약 목적이 겹치거나 혼합될 경우에는 주된 목적으로 발주방식을 결정하도록 하는 내용을 계약법에 신설하는 방안도 권고안에 포함했다. 국민권익위 관계자는 "이번 개선안이 수용되면 물품구매계약 과정에서 발생하는 불합리한 관행 및 제도가 개선되어 물품구매 계약의 합리성이 제고될 것"이라고 밝혔다.

The construction industry has complicated production processes with diverse disciplines and subcontractors, which is the major cause of lowered productivity. To solve this problem, multi-trade subcontract system is recently suggested. Some general construction companies have applied this method to some sections of work process. However, this is in the early stage of application. The purpose of this study is to define an integrated contract package for improving both contractor and subcontractor efficiency. First, this study recognizes construction company to need of multi-trade subcontract system. Finally, it suggests feasible activities which can be useful for a construction company to apply to this subcontract system.
