A Study on the Improvement Plan through Analyzing the Perception of Expert Group about Landscape Construction Defects (조경공사 하자에 관한 전문가 집단간 인식분석을 통한 개선방안 연구)

  • This study aimed to find out the improvement plan through analyzing the perception of the expert group engaged in landscape architectural construction and to focus on analyzing the expert groups' experience on Landscape Construction Defects (LCD), defect liability, warranty period, and implementation of the defect liability. The results are as follows: 1. Regarding the experience on the LCD, landscape construction contractors were an awareness of the LCD issue at a serious level, while public-sector clients recognize moderately the LCD issue; and on the first priority in defect implementation, landscape construction contractors considered repair cost while public-sector clients value the identifying causes of defects. 2. In disagreement on the defect liability, landscape construction contractors attributed it to client's lack of responsibility for maintenance while public-sector clients ascribed it to the absence of dealing a criteria with LCD, and regarding the appropriate defect implementation, public-sector clients preferred the following objective by dealing the criteria with LCD while landscape construction contractors advocates by sharing the responsibilities for dealing with LCD based on the identified causes of construction defects. 3. Regarding the warranty period, the public-sector clients considered the 2-year warranty period as appropriate while landscape construction contractors considered it comparatively long, and concerning the commencement of defect warranty period, the public-sector clients viewed it as it should commence to cover the overall completion of the construction while landscape construction contractors perceived it to start on the completion of each work. 4. As for the improvement of the defect implementation system, public-sector clients considered it necessary to establish the objective dealing the criteria with LCD while landscape construction contractors viewed the legislation of maintenance duty. Also, with regard to the important value in establishing and dealing the criteria with LCD, public-sector clients pointed out the objective of the criteria for determining the defects per work type while landscape construction contractors suggested client (user)'s maintenance duty. Because of research, because the system in dealing with LCD is an absence of LCD management agency and dealing the criteria with LCD, it is needed to establish an LCD management agency and make the system in dealing with LCD.

  • This paper analyzes the duration of the construction document (CD) phase of 42 large public building projects delivered by the total solution service of Public Procurement Services in Korea from 2009 to 2014. The quality of construction documents significantly affects the quality of construction and facility management. Thus, securing appropriate time for the CD phase during project planning is important for the quality of a project. Currently, the duration of the CD phase is planned based on the construction costs of a project following a notice of the Ministry of Land, Infrastructure and Transport. However, our analysis results showed that the correlation between the actual duration of the CD phase and construction costs is very weak. The actual CD phase takes 1.33-1.79 times longer than the planned duration. The practitioners who were interviewed, were already aware that the correlation between the duration of the CD phase and the construction costs is weak. They identified the complexity of the project, the extent of the design changes, project type, client characteristics, and others as more influential factors on the CD phase than the construction costs. To improve the quality of CDs, a new guideline for determining an adequate CD phase duration should be studied and developed.

The Effect of the Performance of Firefighting Construction Supervision Personnel on the Completion Inspection of Firefighting Facility Construction in Apartments (소방공사감리원의 업무수행능력이 아파트 소방시설공사의 완공검사에 미치는 영향)

  • In this study, results of completion inspection are investigated according to the performance of the firefighting construction supervision personnel and according to the necessity of clean air supply in a performance test of the firefighting construction supervision personnel. The results of the completion inspection are measured and the causes of defects in the fire protection facilities after issuance of a completion inspection certificate are analyzed. The findings of this investigation can be used to minimize the risk of apartment fires and improve the performance of firefighting construction supervision personnel. The results of this study are summarized as follows. First, the results of the completion inspection conducted by the firefighting construction supervision personnel varies according to particular occupation. The performance of fire facility supervisors from design companies and fire construction companies were significantly higher than the fire officers. Therefore, it is necessary to employ supervisors who have experience in supervising the construction of apartments, in order to improve the performance of fire construction supervision officers. Second, the analysis of the completion inspection results according to the necessity of a clean air supply for performance tests of firefighting construction supervision personnel showed that the necessity of a clean air supply was significantly higher for fire facility supervisors from design companies and fire construction companies than for the fire officers. In order to improve, the completion inspection should be carried out up until the completion date of the building. In addition, a system needs to be established to ensure that clients are not able to demand that a completion inspection certificate be issued on the construction completion date. Finally, it is found that defects of completion inspection after issuance of a completion inspection certificate affects the result of the completion inspection. The results of the completion inspections conducted by the fire facility supervisors from design companies and fire construction companies were affected significantly less by defects than that of the general contractors. Research shows that faults have occured in firefighting facilities after the issuance of a completion inspection certificate due to the client and the construction company demanding the issuance of the completion inspection certificate.

  • 한국기계연구원 기계.재료기술정보센터는 경남지역 6천여 제조업 중심 기업들의 인터넷마인드 확산.CALS적용.인터넷정보검색.EC호스팅 등의 업무를 추진해 오면서 얻은 노-하우를 바탕으로, 중소업체들의 정보화 현실을 감안하여 기업(특히 중소기업)이 가장 필요로 하는 EC분야를 적용하기 위해 노력하고 있다. 기업간 EC는 종래에는 VAN을 통한 EDI가 주를 이루었으나, 인터넷이 활성화되고 이용자 수가 폭증함에 따라 거래처 개척, 물류, 결제 등 광범위한 거래 활동은 사이버화해 나가는 것을 대상으로 하고 있으며, 기존 EDI와는 달리 지속적인 거래 관계만을 전제로 하지 않고 거래 활동의 다각화를 시도하고 있다. 이러한 취지에 근거하여, 본 논문에서는 기업간(또는 사업자간) 전자상거래의 유형 중 제품을 생산하는 기업을 대상으로 불특정 다수기업이 인터넷들 통해 제품을 홍보하고 제품 수.발주가 성사되도록 지원하는 유사제품 검색 기능을 탑재한 제품을 형태의 인터넷 마케팅 서버(가칭 비즈니스 서버)를 제안한다.

  • Design modification is one of the elements that must be controlled in the process of any construction project. Especially a military facility project comes with more obstacles than private work due to the unique characteristics and closeness of the military. As there are both the project manager and the user within the ordering body, it is likely to have difficulties unless communication is conducted smoothly. The reason is that such issues regarding communication lead to design modification and it will result in the user's dissatisfaction. Thus this study aimed to identify the elements that generally cause design modification by analyzing characteristics of military projects from the status of current project contracts, analyzing past elements that lead to design modification and comprehensively researching responds from the survey on operators of facility projects. It is expected that loss from design modification of military facility projects is reduced by proposing feasible and practical improvements.

  • Most engineering tasks require collaboration between many users in major hospital Construction Projects that have many risks. Loss of cost and change orders occurred in factors such as information exchange, misunderstandings, advanced Technology in hospital projects. Moreover, changes in context, costs, requirements, deadlines, etc. require negotiation of issues that may modify important project characteristics. Each part of the major hospital construction projects have been rapidly changed technology of equipments. Therefore it is a major challenge to make a high level of communication and to have mutual understanding. The objective of this paper is to reduce risks for the design process and construction process of hospital projects.

  • The Ministry of Land, Infrastructure and Transport was developed the Construction CALS system for improvement of the construction economy. Construction CALS system is consist by Construction Portal System, Construction Management System, Construction Authorization and Permission System, Compensation Management System, Facility Maintenance Management System and has utilized at construction site of more than 900. Ministry of Land, Infrastructure and Transport and related researcher was proposed method of various function improvements for usability of the system. However, the proposed method was expanded the problems like increase of system management cost and development cost with decrease of data process rate. The problem was increases because has added of only service function without modify of software structure to the system on each different platform base. One of the methods for solving problems is to apply the e-Government framework and then integrated the different platform. The purpose of this paper is analyse of the applicability and efficiency of e-Government framework to the construction CALS system. For that was analyzed the e-Government standard framework and the developments case. And then was verified about the adaption possibility and efficiency by use the Function Point tool.

  • The contract screening system is being introduced and operated as a model of advance budget reduction for local fiscal efficiency. But as the authority recognizes the contract screening system as a means of budget reduction, and companies recognize it as a means of budget curtailment, a contradictory understanding structure on the contract screening system is being formed. This research was prompted to propose a development method that will enable the contract screening system operating in Jeju Special Self-Governing Province to be appropriately established as a model of advance budget reduction. To achieve this, the operating status of the contract screening system was analyzed, and the recognition level on the contract screening system of the local government and companies was analyzed on the basis of contract screening data.

  • The domestic construction market is recently daunted because of the sustainable real estate regulation policy by the government. In other aspect, after the WTO(World Trade Organization)system opened overseas construction is growing continuously with grow of international economy and opening of market through world. Therefor needs to establish strategy on expansion or over seas construction competitive power. The purpose of this research is expansion on over seas construction competitive power by suggesting project cost guarantee methods to Owner and cost guarantee methods are Official Development Assistance(ODA). Accordingly, this research analyzed a developed $country^{\circ}{\phi}s$ ODA and domestic ODA. Moreover, survey to Expert of related field about over seas construction and ODA for identified problems. Especially, based on the results it intends to analyzed domestic ODA competitive power and improve strategy to competitive power of receive an order on over seas construction.

  • The conceptual cost estimation used the construction project needs for confirm budget not only at the planning phase but also at the preliminary design phase of the construction project. Present, the conceptual cost estimation model have problems the rate of error is very large because the linear simple model calculate by use the cost of the unit meter or the unit square. This study development the model used grouping and the key quantity method, the mixed unit cost for solve problem of the very large rate of error. The result of this study reduced difference of between the real design construction cost therefor it expect that contribute to the client or the service company estimate budget of RC rahmen bridge.
