A Study on Establishing Disaster Management Plan for Central Administration Office (중앙행정기관 재난관리계획 수립에 관한 연구)

  • Disasters have been diversifying and the scale of disaster has been increasing worldwide due to the global warming and urbanization. Consequently, it is essential to establish the systematic disaster management because the scale of damages has been rapidly increasing. Nowadays, the importance of the standardized disaster management have been realized internationally due to the 9.11 terror and Tsunami. Also, the activities of research and development to utilize and establish the disaster management standards have been increasing. This study mainly focused on generating an efficient operating manual to support the systematic disaster management of the central administration office based on disaster management standard in South Korea. Firstly, the activities and status of disaster management performed by the central administration office were investigated. Accordingly, libraries of work, functions, organizations, references and behavior for disaster management were designed. Then, a method to make the efficient operation manual based on the constructed libraries was presented to maximize the efficiency of disaster management. This emergency operation manual could support the systematic disaster management by defining the work, function, references and the codes of conduct. Thus, central administration office would be able to define methods and procedures from preparation to recovery through the utilization of the operation manual.

Marine Environment Protection in Northeast Asia and NOWPAP: Achievements and Challenges (북서태평양실천계획의 성과와 과제)

  • This paper aims at investigating the developments and challenges of Northwest Pacific Action Plan (NOWPAP), a regional cooperation mechanism to protect marine environment in Northeast Asia. As one of 16 UNEP's Regional Seas Program, NOWPAP has evolved since its inception in 1994. Based on the belief that a cooperative institution may work more efficiently to address common regional concerns on marine environment, China, Japan, Russia and South Korea have developed NOWPAP under the UNEP's leadership. NOWPAP now has its own independent secretariat, and 4 regional activity centers while expanding its partnership with other institutions. However, NOWPAP must address several challenges that it now faces for better achievement of its goals. They include consideration of unique geopolitical situation in this region, participation of North Korea, incorporation of sustainable development concept in its activities, reconsideration of equal opportunity principle for more efficient cooperation, and securing sufficient financial resources.

Studies on Factors Affecting the Injury Caused by Simetryne to Rice Plants of Tongil Variety (제초제(除草劑) Simetryne제(劑에) 의한 통일(統一)벼의 약해발생요인(藥害發生要因) 구명(究明)에 관(關)한 연구(硏究))

  • In order to eluciate the factors affecting the injury caused by simetryne(2-methyl thio-4,6-bis(ethylamino)-S-triazine) to rice plants of Tongil variety(Indica ${\times}$ Japonica), the leaching properties of simetrynes, compared with Japonica varieties, Mangyeung and Sadominori were investigated. Bioassay technique and $^{14}C$-simetryne for leaching study and bioassay for the characteristics of the rice plants were employed. The leaching range of simetryne was very narrow regardless of soil types under upland soil conditions but it increased little in Silt clay soil and greatly in Sandy loam soil under flooded soil conditions. The amount of the roots of Tongil Jas a little more than that of Mangyeung and the roots of the Tongil mostly distributed near the surface soil while those of Mangyeung rooted deep into the soil. The foliage area and the rate of transpiration of Tongil were larger and greater than those of Mangyeung by 1.3 times and 1.65 times, respectively. The sensitivity of Tongil to simetryne was about 3 times larger than that of Sadominori in water culture.

Development and Validation of Reservoir Operation Rules for Integrated Water Resources Management in the Geum River Basin (금강유역의 유역통합수자원관리를 위한 저수지 운영률 개발 및 적용성 검토)

  • In recent, the integrated water resources management should consider not only existing management objects such as water supply, power generation, and instream flows but also new management objects such as water quantity, water quality, and water habitats which management system is large and complex. Moreover, integrated basin plan or operation are needed for solving conflicts problems between basins and between water usages and to maximize water resources usages. To increase use of optimization method for actual operation and apply various objects, a reservoir operation rule was developed and the KModSim's hydrologic states for integrated water resources management were tested in this study. The simulation results show that the developed operation rules applied in hydrologic states good represent the actual storages of both the Yongdam and the Daecheong Reservoirs so, it is possible to improve the water allocation method usually used in the basin management and manage the integrated basin water resources if new operating rules are applied in optimized programming.

Oilspill Damage Assessment of Natural Fisheries Resources by Ecological Models (생태학적 모델을 이용한 유류유출 사고에 의한 자연 수산자원 피해의 추정)

  • Damage assessment based on in situ surveys for oil spills in marine environment is limited by fundamental difficulties as well as tremendous expenses. Except for intertidal zones, the damage is not preserved well. Also such surveys are usually confined to adult organisms. To overcome these limitations a computer model, NRDAM/CME, was developed in the case of USA (Reed et al., 1989), where an acute toxicity data base was used to assess indirect damages through food webs and loss due to recruitment as well as adult losses. In the present study damage assessment of natural biological resources for hypothetical oil spills is attempted using a computer model for hypothetical spills of Bunker C and heavy crude oil. In the model, the logical structure of NRDAM/CME was adopted, and biomass and productivity database were compiled for the Korean waters. The results showed that the damage increased in a nonlinear fashion as the spill amount increased. The magnitude of the damage depended upon the chemical properties of oil viscosity and solubility in particular, which implies that usage of oil dispersant might increase the damage by dispersing oil. The results also indicate that long term damage due to recruitment loss could be greater than short term damage.

A Study on the Improvement of Evaluation Indicators for Adjusting Forestland Classification (산지구분 조정을 위한 산지특성평가 지표 개선에 관한 연구)

  • The purpose of this study was to improve forestland characteristic evaluation system's indicators for rational development and ecosystem conservation. There has been no consideration for statistical duplication between variables, and it caused inefficient data collection. Furthermore, the same evaluation criteria were applied for all forestlands without considering regionally different characteristics, and it made variation for designation cancel rates of preservation semi-preservation forestlands between cities. To solve these problems, we first removed 'DBH' variable which has a multicollinearity. Second, we applied standard normal distribution for each forest watershed type. As a result of eliminating 'DBH', the numbers of parcels for all grades except A were changed but their numbers and areas were not large enough to consider the change of total score. For the output of analyses with the existing same regional criteria, the total scores of urban type and urban-fringe type forestlands were higher than those of other types. The numbers of parcels for A and B were increased and those for C and E were decreased by applying standard normal distribution. This caused the increase of preservation-oriented parcels. Finally, we suggested a new evaluation method based on standard normal distribution to consider regional forest characteristics and to solve regional imbalance.

A Study on the Role of Service Design in Creating Resident-driven Safe Community (주민주도형 안전 공동체 조성에 있어 서비스디자인의 역할 탐색)

  • With an increase in urban crimes in various forms, this study is intended to analyze the effectiveness of the service design that presented a new model resolving crime risks through differentiated thinking paradigm and problem approaches. The empirical case addressed in this study is 'the project to create resident-driven safe community in Duryu-dong, Dalseo-gu, Deagu though service design'. This project is evaluated as having prepared a prevention-oriented local safety system through a preemptive and resident-centered process. The project was promoted as a 'natural monitoring capacity building program' for residents to prevent local crimes, a 'social role expansion program' for local safety, and 'crime prevention environment design', which provides comprehensive solutions for residents' safety. Here, designers act as exerts in designing a task-based platform that can be driven by residents rather than a visual environment improver, and reorganizing the local ecosystem by expanding the opportunities for residents to interact. This case identifies the role of service design as binding the solidarity of local residents beyond the improvement of the crime environment and giving them the potential capacity to maintain a safe living space in relation to a safety issues of community.

A Study on the Evaluation of Teratogenecity of Chemical by Korean Brown Frog Embryo, Rana dybowskii (산개구리 배아를 활용한 화학물질의 기형성 평가에 관한 연구)

  • The Frog Embryo Teratogenesis Assay-Xenopus(FETAX) protocol was recently adopted as a valuable tool fur evaluating chemical toxicity and the effect of environmental contaminants in frogs. In this study, the teratogenecity of NiCl$_2$, Carbofuran, Diazinon were determined in the Korean frog, Rana dybowskii using the FETAX protocol. The mortality rate and the percentage of malformed larvae were investigated by probit analysis, The teratogenic concentrations(EC$_{50}$) of NiCl$_2$, Carbofuran and Diazinon were 0.4 and 1.6 and 1.9 mg/1. The embryolethal concentrations(LC$_{50}$) of NiCl$_2$, Carbofuran and Diazinon were 17.6 and 41.5 and 20.2mg/1. The teratogenic indices (TI=LC$_{50}$/EC$_{50}$) were 43.8 for NiCl$_2$, 26.0 for Carbofuran and 10.6 for Diazinon. NiCl$_2$, Carbofuran and Diazinon were shown to be potent teratogens for Rana dybowskii embryo, causing concentration related increase of edema, tail and abdomen. The study results reveal that NiCl$_2$, Carbofuran and Diazinon suppress the development of embryos at relatively low concentrations. Therefore, the Rana dybowskii embryo teratogenesis assay system was proven to be a useful tool to evaluate the toxicity of environmental pollutants.lutants.

Dynamics and Distribution of Quercus gilva Blume Population in Korea (국내 개가시나무 개체군의 분포 및 동태)

  • Quercus gilva Blume is an evergreen-leaved tree that belongs to Facaceae and grows in tropical and warm-temperate regions, such as Japan, Taiwan, China and Korea. This study was carried out to analyze the distribution and growth characteristics of Q. gilva in the native range. In Korea, this species was distributed in Jeju Island between 80 and 350 meter above sea level, and mainly in the south-western regions of the island from 100 to 200 meter above sea level. The average height of Q. gilva was $9.8{\pm}1.9$ meter, with most trees 9 and 12 meter tall. The average diameter at breast height was $22.6{\pm}6.8$ centimeter, with the majority between 20 and 30 centimeter. Several coppice shoots ($3.8{\pm}2.1$ pieces) were formed from stumps and inferred by frequent cuttings for use. Almost Q. gilva individuals(96.2%) were covered with kinds of vines(18 species), and evergreen Trachelospermim asiaticum (Siebold et Zucc.) Nakai was major species. The analysis of damage of vines revealed that the most dead branches were found with 9 to 12 meter height of Q. gilva, and the more vines attached, the larger damage to Q. gilva individuals. A continuous monitoring and investigation would be required to preserve this species in their habitats.

Effects of Hillslope Treatments for Vegetation Development and Soil Conservation in Burned Forests (산불 피해 산림의 식생 발달과 토양 보존을 위한 사면 처리 효과)

  • Clear-cut followed by tree planting has been a conventional management practice in burned forests in Korea. Because this can considerably increase soil loss, hillslope treatments may be needed in order to improve soil stability at poorly regenerating areas. This paper reviews the effects of hillslope treatments, such as seeding, mulching and log erosion barriers, which have been applied to restore vegetation and conserve soil in burned forests in North America and Europe. Seeding has been the most common method for postfire restoration. However, the effects of seeding on vegetation cover and soil erosion are not clear and seeding with non-native species has been reported to inhibit regeneration of native vegetation. Mulching has been found to be effective at reducing soil erosion. However, this also can introduce non-native plant species and inhibit native plant regeration. Although studies on the effect of log erosion barriers are very few, it appears that log erosion barriers are effective in the period of little rainfall. Hillslope treatments for postfire restoration is not necessary for naturally regenerating areas and therefore, they should be restricted to the areas where regeneration potential is low and runoff and soil loss is considerable. Long-term monitoring is needed to assess the effectiveness of hillslope treatments on soil erosion, the introduction of non-native plant species and the inhibition of natural plant regeneration.
