Study of the Value of National Cultural Heritage in the Gaetaesa Temple Site, Nonsan and the Establishment of an Integrated Maintenance Plan (논산 개태사지의 국가문화재적 가치 및 종합정비방안 수립에 관한 연구)

  • This study aims to analyze the status of the Gaetaesa Temple Site in Nonsan and the value of national cultural heritage associated with it, to work towards gaining the acceptance criteria to become state-designated cultural property and to propose a plan for comprehensive maintenance, a plan for the promotion of the project and a plan for the management and operation. The Gaetaesa Temple Site in Nonsan has unprecedented advancements, and the condition of the remains are relatively good. It would be necessary to conduct digging/excavation surveys continuously in the future and ensure the dignity of the Gaetaesa Temple Site in Nonsan as a cultural asset. In addition, the Gaetaesa Temple Site has excellent historical and cultural values as treasure-class cultural heritage. Most temples had treasures taken out of them, so it is necessary to designate this site as a state-designated cultural property instead of a municipality-designated cultural heritage site, and to manage it systematically. Accordingly, this study investigated the history and historical facts about the Gaetaesa Temple Site in Nonsan through the analysis of literature, including old documents, old maps, related academic papers and books, and referred to the results of digging/excavation surveys, conducted up to six times since the first excavation survey conducted in 1986, in order to understand the status of the remains, ruins and the building sites excavated at the Gaetaesa Temple Site in Nonsan. In addition, this study analyzed the values of the Gaetaesa Temple Site in Nonsan, dividing them into the remains, relics and ruins, and set up the scope of the Gaetaesa Temple Site in Nonsan, the cultural property area (designated and protected areas) and the acceptance criteria for the construction work in the historical and cultural environment preservation area. This study proposed a plan for the comprehensive maintenance of the Gaetaesa Temple Site in Nonsan, a plan for the promotion of the project and a plan for the management and operation. It is necessary to carry out ongoing excavation investigations and to reflect the opinions of the residents for the purchase of land, to supplement the comprehensive maintenance plan, business promotion and management plans, and step-by-step business plans should be established in detail.

A Study on the Operation Support and Activation of Drone Geospatial Information Service (드론 공간정보 서비스 운영지원 및 활성화에 대한 연구)

  • The purpose of this study is to establish strategic suggestions for the direction of the drone-related business by Gyeonggi-do through a survey on the operation and actual conditions of the drone geospatial information service business experienced by Gyeonggi-do civil servants. For this purpose, as a result of surveying the demand survey of 219 people in charge of drone field work, it was analyzed by dividing it into four categories: technology-based operation support, business discovery and support, legal and institutional support, and education and public relations. As an improvement measure, technology-based operation support is to secure service operation efficiency by establishing a dedicated manpower and a dedicated organization and securing drone-related experts.The plan for improvement of project discovery and support is as follows. 1) The government proactively discovers prior research projects for project discovery and support; 2) Legal and institutional support requires support services for simplification of administration such as drone geospatial data shooting schedules and permits, 3) legal and institutional review on improving the scope and restrictions for using drone geospatial data. In the field of education and publicity, it is necessary to operate an education program on the overall operation of drones, and to conduct seminars for each field and use, and to seek activation methods through practical application guidelines for the application process and system. The limitation of this study is that the survey subjects are related to Gyeonggi-do, and in the future, survey analysis through a wide range of participants is required.

A Study on Historical Research of Archetype of Kyeong Ju Castle (경주읍성 성곽시설의 원형고증에 관한 연구)

  • The purpose of this study is to examine the archetype of the Gyeongju Castle walls and the facilities around it to bring together previous studies and identify the specific scale and structure of the archetype. The findings can be summarized as follows. First, we verified the exact location and dimensions of the castle through an over-lay of land registration maps from the Japanese colonial period, land registration maps from the present day, cadastral maps, and excavation records. Second, the dimension of the rampart and fort of the castle were discovered by combining and analyzing historical evidence, modern research data, historical site studies from the Japanese colonial era, and maintenance records. Third, the historical records related to the yeojang (rampart sub-wall) formats in the Joseon Dynasty were used to examine the archetype of the yeojang. This study led to the discovery of the archetype of the Gyeongju castle yeojang in the early stage of King Munjong's reign (1451), and the archetype created after the Japanese Invasion (16th century). And finally, although most of the rampart is not present, the structure of the castle can be estimated based on historical research, and research materials modern and contemporary(excavation conservation field survey). In addition, this study presented a archetype restoration plan for each site, to be used as foundational data for future restoration projects.

A Comparative Study on the Part of Foundation between Baekje and Silla from 6th to 8th Century (6~8세기(世紀) 백제(百濟)·신라건축(新羅建築)의 기초부(基礎部) 비교연구(比較硏究) 사찰유적(寺刹遺蹟)을 중심(中心)으로)

  • This study is on the types and characteristics of foundation and basestone which can be seen in remains of Baekje and Silla in beginning study of them in ancient Korean architecture. This is a close investigation that division of the shape of the basestone and the type of Jeoksim(積心, the supporting part under the basestone) and foundation under the ground. Also it can be seen that the difference of construction technique and the relation with each part. The research objects are the remains of temples which had been excavated or are been excavating now in Baekje area and in Silla from 6th to 8th century. Results of research published in north Korea are quoted for the remains in Goguryeo being unable to be seen as they are in north Korea. If it had been possible to visit the sites, the materials would have been collected from the direct investigation. Otherwise they are collected from the excavaion results published. After that the basestone and the foundation could be divided according to several types. Also each types can be compared and studied according to times and building use. The results are follows. There are some different characteristics between Baekje and Silla in the technique of foundation, jeoksim, and basestone. Through them it is possible that the arhitectural technique of Baekje had been introduced to not only wooden pagoda in the erection of hwangryongsa temple. These results are considered limited in a few remains grasped the characteristics so it should be complemented continuously as the outcome of excavation of architectural remains will be accumulated to.

A Study on the Locations of Jagiso and Dogiso in Najumok Recorded in the 'Sejongsylrok Jiliji' (『세종실록(世宗實錄)』 「지리지(地理志)」 나주목(羅州牧)의 자기소(磁器所)·도기소(陶器所) 위치 연구)

  • Buncheong Ware, which was produced for approximately 200 years from the end of the Goryeo Dynasty to the beginning of the Joseon Dynasty, was used for royal house and state affairs during the early Joseon Dynasty. Records of Buncheong Ware can be found with Jagiso and Dogiso, considered the place of production, in the 'Sejongsylrok jiliji'. This is notable, unlike celadon and white porcelain. However, compared to Gyeongsangnam-do and Gyeongsangbuk-do, the study of Jagiso and Dogiso in Jeollanam-do and Jeollabuk-do has been unsatisfactory. In this paper, we examined the locations of Jagiso and Dogiso in the Jeollanam-do prefecture. This study is focused on Najumok, located in the western part of Jeollanam-do. The following research results were obtained: First, the locations of Jagiso and Dogiso in nine areas were examined. These nine areas comprised Najumok and its immediate provinces of Haejingun, Yeongamgun, Yeonggwanggun, Hampyeonghyeon, Muanhyeon, Gochanghyeon, Heungdeokhyeon and Jangseonghyeon. Previous research results exist for some of the regions; however, only Buncheong Ware was used to estimate Jagiso and Dogiso. In this paper, we tried to discover a more accurate position of Jagiso and Dogiso through a comparison of the place names recorded in the 'Sejongsylrok jiliji' and the place names recorded in the 'Hoguchoungsu'. Also, pottery-related area names and Buncheong Ware obtained from the field survey were reviewed. Table 2 shows the specific positions of Jagiso and Dogiso in the areas examined. Second, it would appear that pottery was produced not only in Jagiso but also in Dogiso. This is because much of Buncheong Ware was unearthed in Najumok, Yeongamgun, and Muanhyeon Dogiso. However, it was only excavated from the Buncheong Kiln Site in Yucheon Village, Sangweol-ri, Yeongam-gun; there could be limitations regarding to the rest of the areas because only a field survey was conducted, not an excavation. A recent excavation at Donggok Village in Cheongdo-ri, Gimje also confirmed a Buncheong Kiln Site. There were two Buncheong Ware ('公', '上') artifacts excavated from the site, believed to be Gongnapjagi. In addition, Cheongdo-ri, where the Buncheong Kiln Site is located, was found to be an area in Wurimgokmyeon, a former Wurimgok at a Dogiso in Jeonjubu. Consequently, it would seem that Dogiso also produced porcelain (Buncheong Ware). If more data can be obtained from the excavations at sites considered to be Dogiso, the results of Dogiso-related research will be strengthened. Third, in previous surveys, field surveys and excavation surveys were based on estimates using artifacts, but the name of the location of the Jagiso and Dogiso may be confirmed more accurately by tracking the changes in the names of the administrative areas. Therefore, although it is important to conduct research using the results of surveys or excavations, changes in the place names or places related to porcelain must not be overlooked.

A Study of Planning for Gumswae-dong Garden Heritage Maintenance (고산 윤선도 금쇄동 정원유적 정비에 관한 연구)

  • Gosan Yoon, Sundo's Gumswae-dong Garden Heritage has been designated as a National Historical Site 432 including Hyunsan old fortress wall. The site requires maintenance planning. For the plan, it also requires the consideration of Gosan's written documents describing the garden heritage and the site survey with on-site inspections for authentic maintenance approaches. It should be based on the thorough comprehension of historical remains. The site is a traditional ancient garden, so its approaches should be different with a historic structure and building. For the planning, the study conducts the interview of residents and experts, literature review, the investigation of historical materials, site survey, and the analysis of aerial photography. The results are following:5) Firstly, the paper suggests three types of an excavation area selection: core, recommend and investigation. Secondly, of 22 landscapes named by Gosan, it has the plan of guidance facilities, vegetation maintenance, safety facilities, landscape maintenance as view points, pathway maintenance, deck, and halting place. Thirdly, it also suggests pathway plan for authentic garden promenade according to the literature of Gumswaedong-Gi, an old map and aerial photography(1967, 1976, 1990), and interviews with residents. Fourthly, it suggests vegetation refurbishment at the site to check erection time and to require a preservation plan. In a case of no historic remains part, it also has a plan of amenities for visitors and wetlands for biodiversity of ecology and landscape. Finally, although it requires excavation and more historical evidences for the Hyunsan fortress wall, it suggests a maintenance plan of Pyeonchuksseong and Hyeopchuksseong partially.

Present Condition of Fortress of Silla Capital and Research Direction on Landscape Architecture (신라왕경 성곽의 현황과 조경학적 차원의 연구방향)

  • Gyeongju, Silla capital, hasn't paid much attention to a value of fortress as advanced frame of landscape all the while. All have done until now were maintaining lots of fortress including Gyeongju and setting night landscape lighting for them or building a trail in mountain fortress. Hereupon, this study tried to take a look at historical and scenic value of fortress, landscape frame of Gyeongju-Silla capital, based on Wolseong and Myeonghwalseong and find the way to contribute to it on landscape architectural level. As Wolseong(月城) and Myeonghwalseong(明活城) functioned as royal palace in Silla Dynasty, they need some research and study on fortress inside in detail rather than restoring them by simply maintaining the shapes. While Wolseong has overall excavation investigation going on, Myeonghwalseong representing mountain fortress area is losing its value due to unbefitting management to a title of world heritage. If conducting close research and study on these remains, it seems like it could contribute a lot to landscape architectural research of Silla royal palace through tracks, which will be used as royal palace. Here I suggest research direction on landscape architectural level about fortress remains in Gyeongju area as followings. Firstly, away from all research focusing on fortress shape, consecration way, etc, we need to conduct a research comprisable of inner space of fortress. As Wolseong and Myeonghwalseong functioned as royal palace in Silla Dynasty, it'll be possible to research about ponds, Nu-Jeong(樓亭), drainage facilities, oddly shaped stones, moundings, pavements, circulation systems, planting traces, etc. For this, we need to research and study through comparison with cases of China, Japan and Goguryeo of the same age. Secondly, applying garden archaeological way is possible to translate objectively regarding research of ancient garden with low literature record. But attainable achievement and information will be limited if implementing excavation based on archaeology as excavations so far regarding excavation investigation of Wolseong. The alternative to such problem is participation plan of landscaping field through the foundation of garden archaeology. We might be able to attain many results on landscape architectural level from research, if conducting research and study about Silla capital including Wolseong by applying garden archaeology such as collection of environmental sample and discovery and analysis of remains through aerial photograph, archaeological research, analysis of historical building, surface exploration, excavation technique, analysis of soil and flowerpot, etc. For this, many people majored in landscape architecture need to try and acquire archaeological knowledge. Also, we need to call attention to internal garden archaeology through international academic symposium by inviting global experts in garden archaeology field. I've suggested the study of location of Wolseong and Silla fortress in Gyeongju area, plan research on using and treating trees about the space in and out of fortress and landscape architectural research direction of Wolseong fortress.

Flood Inundation Analysis of Cheongye-stream by The Historical Records (역사기록을 이용한 청계천의 홍수범람해석)

  • 과거에 발생한 극한홍수에 대해 역사기록 혹은 고고학적 발견을 통해 경향성을 연구하는 것은 세계적으로 많은 관심을 가지고 수행되고 있다. 특히, 기후변화와 관련하여 시추 자료 분석에 의한 연구는 과거에도 극한홍수가 발생하였음을 보여주고 있으며, 일기와 같은 개인적인 기록물에도 이런 재해에 관한 기록이 남아 있다. 우리나라의 역사기록은 측우기의 앞선 발명과 맞물려 세계적으로 찾아보기 어려운 매우 상세한 내용을 담고 있다. 삼국사기를 비롯하여 고려사에는 그 시대에 발생하였던 주요 홍수에 대해서는 정성적인 기술이 되어 있으며, 특히 조선왕조실록에는 조선왕조가 개국된 이래로 500년간 발생한 홍수와 피해지역 및 피해규모를 자세히 기록하고 있다. 본 연구의 선행연구에서는 과거 청계천에서 관측된 측우기 기록을 이용하여 홍수수문분석을 수행한 후 과거 청계천의 극한홍수량을 산정하였다. 본 연구에서는 이러한 홍수량 산정결과를 토대로 HEC-RAS를 이용하여 과거 청계천에 대하여 각 홍수사상별 홍수위를 산정하였다. 이렇게 산정된 홍수위를 과거 역사기록상의 피해기록과 비교 분석하기 위하여 수치고도모형(DEM)의 이용으로 공간적 피해규모를 평가하고자 하였다. 모형의 입력 자료로는 하도구간 및 하천단면, 조도계수, 하상경사, 상 하류단 경계조건 등이 필요하다. 이를 위해서 과거 청계천에 대한 하천 단면자료 및 조도계수 등이 필요하나 대상지점의 과거 실측자료가 없는 바 청계천 개수계획평면종단도(1936년, 경성부), 준천사실(1760년), 동국여지비고(1870년), 조선지형도집성(1921년), 경성지적도(1912년), 청계천 유물 발굴조사보고서(2006년) 등의 고문헌을 통하여 청계천 본류 구간에 대하여 단면 입력자료를 구성하였다. 또한 실제 청계천의 주변부 피해양상을 확인하기 위하여 청계천의 지류구간에 대해서도 금천교 발굴조사보고서(2003년), 영천교 발굴조사보고서(2003년) 등의 자료와 함께 근대까지의 기록물들을 활용하여 단면 입력자료를 추정하였다.

A study on activation plan for International Development Cooperation Project in River field (하천분야 국제개발협력사업 추진현황 및 활성화 방안 연구)

  • 우리나라는 2000년 수원국에서 공여국으로 전환 후 ODA 규모를 지속적으로 확대해 왔으며, 2018년 ODA 예산 규모는 약 3조 482억원으로 OECD DAC(개발원조위원회) 회원국 중 총액 기준 15위 규모로 성장했다. 우리나라의 국민총소득(GNI) 대비 ODA 비율은 0.15%(2018년)로, 우리나라는 2030년까지 GNI 대비 0.3%까지 ODA 예산규모를 확대하는 것을 목표로 하고 있다. 우리나라 하천·수자원 관련 국제개발협력 사업은 2007년 '라오스 메콩강변 종합관리사업'을 시작으로 현재까지 약 40건의 사업이 시행되었다. 시행된 사업중 90%(36건)가 중점협력국가(2016-2020)와의 협력사업이었으며, 24개의 중점협력국 중 물관리가 중점협력분야로 들어가 있는 국가는 17개국이나 그 중 8개국에서만 국제개발협력사업이 시행되었다. 라오스, 인도네시아, 캄보디아가 각각 6건, 필리핀 5건 등으로 일부 국가에 편중되어 국제개발협력사업이 추진되고 있음을 확인할 수 있었다. 이는 그동안 하천·수자원 분야 국제협력사업이 전담기관 없이, 일부 공공기관이나 민간기업의 각각의 네트워크와 노하우에 의존하여 발굴되고 있기 때문이다. 사업을 추진하는 공공기관 및 민간기업이 각자의 네트워크를 활용하여 사업의 발굴부터 시행까지 추진함에 따라 사업추진에 따른 네트워크가 지속되지 않고 단발성으로 끝나는 경우가 많고, 해당 국가에 우선적으로 필요한 사업이 선정되는 것이 아닌 사업을 추진하는 기관의 특성에 맞게 발굴된 사업이 선정되어 왔다. 국제개발협력사업 발굴에서 가장 핵심적인 부분은 상대국가와의 네트워크를 구축하고, 지속적인 교류를 통해 해당 국가에 어떤 하천 및 수자원 관련 문제가 있는지 파악해서 우선적으로 필요한 사업을 제안하는 것이 중요하다. 또한 사업제안서를 수원국이 자체적으로 작성할 수 있는 역량이 부족한 경우가 대부분이기 때문에 우리나라의 사업을 추진하는 기관이 사업제안서를 작성해주고 수원국에서 검토하는 방식으로 사업제안서를 작성해야하는 한계점이 있다. 따라서, 하천분야 국제 협력 네트워크의 지속적인 관리 및 정기적인 하천사업 수요조사 및 구원국의 사업제안서 작성 지원을 위한 전담기관을 선정하여 국제협력사업 추진을 위탁함으로써 네트워크 및 노하우의 누적을 통한 해외사업의 발굴 및 지속가능성을 강화하는 것이 필요하다고 생각된다.
