The Corrections of Errors in the Estimations on the Nonstandard Workers Scale by an Empirical Analysis of Bogus Self-employment in Korea (한국의 가짜 자영업 추정을 통해서 본 비정규 근로자 규모의 오류)

  • The aim of this study is to reveal errors in the estimations on the nonstandard workers scale which have resulted from little consideration for bogus self-employment. Bogus self-employment means disguised employment relationships that are considered to be self-employed workers even though they have inherent subordination. The methods of previous studies estimate that the bogus self-employed workers are excluded from estimations because they are not workers in principle. We analyze the scale of the bogus self-employments using the empirical data [the Korean Welfare Panel of 2008-2013(six wave panel)] to re-estimate the scale of non-standard workers. In 2013, the year of the last wave, the percentage of the bogus self-employment was high, the proportion of them is 28.5% among self-employment without owning a place of business. Our results expect the number of contract workers from re-analysis would be over 740 thousand when reflecting on the predictive value in the actual number of paid workers. In conclusion, it is necessary to apply reasonable methods of analysis concerning the scope and scale of the nonstandard workers for the sake of coping with measures against the problem of nonstandard workers. The aim of this study is to reveal the estimation error on nonstandard workers' scale which are resulted from having no consideration for bogus self-employment.   • Currently, design speed selection is chosen by highway function, terrain type and area type. But some standards in classifing highway function let designer decide design speed in an arbitrary manner and too rough a highway function classification system leads to a road function which can not reflect road design, and some ambiguity of terrain type leads to a road which can not reflect land use pattern. Highway design based on traffic volume level without considering area type can result high construction cost. This research paper provides new highway design standards which are based on the refinement of highway design speed selection procedure. The new design speed is summarized to be determined by a more detailed highway function, terrain type, and area type that were made considering South Korean characteristics. The new highway function is established by adopting highway function reclassification and design volumes and rural town center reclassification and new design standards for terrain type selection are developed in this research by analyzing South Korean GIS Data Base obtained over the national government offices.

Discovering Frequent Itemsets Reflected User Characteristics Using Weighted Batch based on Data Stream (스트림 데이터 환경에서 배치 가중치를 이용하여 사용자 특성을 반영한 빈발항목 집합 탐사)

  • It is difficult to discover frequent itemsets based on whole data from data stream since data stream has the characteristics of infinity and continuity. Therefore, a specialized data mining method, which reflects the properties of data and the requirement of users, is required. In this paper, we propose the method of FIMWB discovering the frequent itemsets which are reflecting the property that the recent events are more important than old events. Data stream is splitted into batches according to the given time interval. Our method gives a weighted value to each batch. It reflects user's interestedness for recent events. FP-Digraph discovers the frequent itemsets by using the result of FIMWB. Experimental result shows that FIMWB can reduce the generation of useless items and FP-Digraph method shows that it is suitable for real-time environment in comparison to a method based on a tree(FP-Tree).

Stakeholder's Expectations in the National Space Exploration Enterprise (우리나라 우주개발사업에서 이해당사자(Stakeholder)의 기대조건)

  • Various stakeholder's expectations and constraints are to be efficiently resolved into a program consensus prior to the beginning of its substantial design processes. This study focuses on the analysis of the stakeholder's expectations in determining the design requirements at the initial stage of space exploration programs including Naro launcher and currently on-going KSLV-II program. Naro program seems to unilaterally account for the government expectations of accelerating program phase speed without making any efforts to converge various expectations from related sectors. The planning of Naro launcher is also found lack of the concept of operations (ConOps), which is of critical importance by envisaging the operational applications of end products. Similarities are found in KSLV-II program regarding the lack of implementation for stakeholder's expectations. Moreover, the government plan for KSLV-II disclosed without considering all expectations and other comments. The increase in design conflicts and program uncertainties would be unavoidable, if the government plan for KSLV-II would be insisted. It is required to modify the government plan and to establish the ConOps with the convergence of stakeholder's expectations at this early stage of the program.

A convergence study on the influence of full immersion virtual reality on the autonomic nervous system of healthy adults (완전몰입 가상현실이 건강한 성인의 자율신경계에 미치는 영향에 대한 융복합 연구)

  • The purpose of the present study was to examine the effects of full immersion virtual reality (VR) on the autonomic nervous system. The study was conducted with 17 men in their 20s. The subjects were given full immersion VR content, and electrocardiogram (ECG) signals were measured for five minutes before and after the application of the full immersion VR. The autonomic nervous system was evaluated by analyzing the LF, HF, TP, and LF/HF ratio of the ECG signal. The obtained data was analyzed by conducting a paired sample t-test. After applying full immersion VR, the subjects' HF and TP decreased significantly, while their LF/HF ratio increased significantly. According to the results of this study, Full immersion VR provided stress to the autonomic nervous system, but the changes were within the normal range of healthy adults. Therefore, full immersion VR can be safely applied to healthy adults.

Runoff Estimation with Consideration of Land-Use Distribution (토지이용 분포를 고려한 유출량 산정기법)

  • The Natural Resource Conservation Service Curve Number(NRCS-CN) method is one of the widely used methods for computation of runoff from a basin. However, NRCS-CN method has a weak point in that the spatial land use distribution characteristics are ignored by using area-weighted CN value. This study developed a runoff estimation algorithm which can reflect the spatial land-use distribution. The algorithm consists of Moglen's theory and a developed flow accumulation estimation program in FORTRAN. Comparisons between the results from area-weighted CN method and this study showed reasonably good agreement with measured data of experimental watersheds. The developed program predicted lower runoff than the conventional NRCS-CN method. As a conclusion, this study proposes a new design direction which can simulate real runoff phenomena. And the developed program could be applied into runoff minimization design for a basin development.

입법에서의 협치 확대를 위한 고찰

  • 국민들과 주민들의 입법참여를 위한 여러 방안들을 제도화 한 것은 의견을 수렴하기 위한 것에서 나아가 주권자인 국민과 대의기관이 협력하여 협치를 이루기 위한 것으로 볼 수 있다. 이미 제도화된 입법예고와 공청회 청문회를 비롯하여 입법청원과 주민의 조례의 제정 개폐청구권 등은 일방적으로 법을 입법하여 수범자에게 제시되는 것이 아니라, 국민들의 의견을 반영하고 협력하여 '좋은 법' 내지 '준수가능한 법'을 만들기위한 것이다. 또한 제도화되지는 않았거나 본질상 제도화될 수는 없는 것이지만 사회적 자율과 국가적 강제를 조화시키는 장점을 지니는 국민발안과 협상에 의한 규칙제정 그리고 시민입법 및 연성법 등도 협치라고하는 시대정신에 상응하는 입법경향에 해당하는 것이라고 볼 수 있다. 현행 제도인 입법청원이나 입법예고를 포함하여 법안심사 과정중에 공청회 청문회를 실질화하여 국민들의 의견을 입법에 적극 반영하는 것이 국가와 국민의 협치를 강화하는 것이며 조례의 제정이나 개폐 청구를 실질화하여 주민들의 의견을 자치입법에 적극 반영하는 것이 지방자치단체와주민의 협치를 강화하는 것이다. 또한 제도화는 안 되어 있지만 국민소환과 함께 도입이 주장되고 있는 국민발안제도 혹은 시민입법도 입법과정에서의 일방성을 시정하기 위한 협치의 한 방안이고 협상에 의한 입법이나 연성법의 활용도 협치적 요소를 강화하기 위한 방안이라고 볼 수 있다. 법률 행정입법 자치입법의 입법을 포함하여 연성규범에 있어서, 즉입법과정에서 공식적이건 비공식적이건 간에 협치의 의미를 실현하고 이를 적용할 영역은 이와 같이 다양하게 생각해 볼 수 있다. 입법을 통한방식의 국가의사 결정에 있어서 기존처럼 일방적인 방향성을 지니는 패러다임에서, 이제는 쌍방적인 방향성을 지니는 패러다임의 전환이 바람직하다고 할 수 있다. 특히 법률에 의한 행정과 재판이 법치주의의 본질적내용이기 때문에 국가작용에서 입법은 특히 중요하며, 입법과정에서 국민을 참여시키고 의견을 수렴하고자 하는 협치적 요소를 입법과 관련한 제도개선에 적극적으로 반영할 필요가 있다.

  • This study's purpose is to suggest ways to improve and revitalize public libraries' operations to reflect the Yangpyeong-gun community's characteristics. To this end, the Yangpyeong-gun region's characteristics and the current state of public library operation were analyzed, and a survey was conducted targeting Yangpyeong-gun residents (library users and nonusers). Additionally, interviews were conducted to investigate the library's operating status and limitations and librarians' perceptions of library revitalization plans. As a result of the analysis, in Yangpyeong-gun, improvement points such as library operation improvement and library accessibility improvement reflecting local community changes such as urban development, population change, manpower and collections expansion, complex cultural space strengthening, reading culture programs, and user services were derived.

Construction of hydraulic flood prediction model for Nakdong river basin (낙동강 수계 수리학적 홍수예측 모형 구축)

  • 최근 빈번히 발생하고 있는 슈퍼 태풍과 집중호우로 인해 크고 작은 침수피해가 발생하고 있다. 우리나라는 4대강 사업을 통해 주요 국가하천에 대한 정비를 마친 바 있으나 이후 지속적으로 변화하는 하천 환경에 대한 홍수예측 모형의 반영은 미비한 실정이었다. 따라서 본 연구에서는 낙동강 본류 및 지류의 최신 단면자료를 수집하여 수리학적 홍수예측모형에 반영하고자 하였다. 또한, 기존의 모형에 비해 정확도를 개선할 수 있는 방안을 모색하여 적용성을 검증하고 이를 반영한 수리학적 홍수예측 모형을 제시하고자 한다. 본 연구에서는 낙동강 본류 및 주요 지류에 대한 최신 횡단면 측량자료를 활용하여 1차원 수리학적 홍수예측 모형을 구축하고 2012년 태풍 산바 사상에 대한 검보정을 실시하였다. 대상구간은 안동조정지댐으로부터 낙동강 하구둑 하류 8km지점이며, 상류단 경계조건은 안동조정지댐 방류량을 입력하고 하류단 경계조건은 가덕도 조위관측소의 조위를 활용하였다. 또한, 반변천, 내성천, 위천, 감천, 금호강, 황강, 남강 등 7개 지류에 대한 하도를 하도추적이 가능한 네트워크 모형으로 구축함으로써 지류에 대한 홍수예보에 활용할 수 있도록 하였다. 낙동강 본류의 하도 길이는 340km, 824개의 단면으로 구성하였으며, 지류를 포함한 전체 하도 길이는 572km, 1,570개의 단면으로 구성하였다. 또한, 낙동강 본류에 위치한 8개의 다기능보와 지류에 위치한 횡단구조물의 반영을 위해 다기능보의 제원 및 하천기본계획을 참고하여 내부경계조건으로 활용하였다. 본 연구에서 구축된 낙동강 본류 및 지류의 수리학적 홍수예측 모형을 낙동강 유역에 대한 홍수주의보 및 홍수경보 등 홍수특보 발령 업무에 활용함으로써 정확한 홍수예보가 가능하도록 하였다.

Dynamic Stiffness of the Scaled Boundary Finite Element Method for Non-Homogeneous Elastic Space (비동질 탄성 무한공간에 대한 비례경계유한요소법의 동적강도행렬)

  • In this paper, the dynamic stiffness of scaled boundary finite element method(SBFEM) was analytically derived to represent the non-homogeneous space. The non-homogeneous parameters were introduced as an expotential value of power function which denoted the non-homogeneous properties of analysis domain. The dynamic stiffness of analysis domain was asymptotically expanded in frequency domain, and the coefficients of polynomial series were determined to satify the radiational condition. To verify the derived dynamic stiffness of domain, the numerical analysis of the typical problems which have the analytical solution were performed as various non-homogeneous parameters. As results, the derived dynamic stiffness adequatlly represent the features of the non-homogeneous space.
