  • The aim of the this study is to observer paradoxal phenomenon in media election. The media, especially Television, was traditionally a journalistic operation representing political events on the outside of political camp. But recently, it intervenes to 'the political camp' as the most important method for election campaign. A centripetal of electronic medias making the dominant political space offer an alternative plan which get over the modern crisis of representative democracy. Even though, to the production of the political symbol and the operation of symbol which constitute substantial system of political action, the human being subject is excluded and the technical system of communication make up a govern structure. So it makes the contradictory situation. TV broadcast for election campaigning show well this paradoxal situation. The institutionalization of electoral broadcasting oriented by the State strengthens an immensification, an economical and political efficiency and a transparency of electoral campaign. But the means which controls the mind of public is also strengthened. It relates the production and circulation of the political symbol and the symbolic image restricted by dominator. In conclusion, this study argues that the media election is institutionalized by the instrumental reason(procedural rationality of politics and technological rationality of broadcasting), therefore the candidate take a fragment roles for the production of transcendental political symbol and the voters accommodate to the symbolic images which are foreseen and they judge.

  • Officially given a historical signifier as Gwangju Democratic Movement since 1987, far-right and conservative group have restated that $5{\cdot}18$ is a rebellion and a riot that was committed by rebellious elements who obeyed North Korea's command or who were connected with North Korea. As those who had been responsible for the rebellion, revolt and riot were rewarded, far-right and conservatives' collective narrative that a country was born where the pro-North Korea left became dominated aroused extreme hostility towards $5{\cdot}18$. Far-right and conservatives involved in many different fields such as political party, university, press and media and civil group carry out incendiary discourse politics with intention to reestablish history and memory of $5{\cdot}18$ in their own story. Many people at online sites such as Ilbe Storehouse who are considered 'young right wing' is a main route to spread the far-right groups' remarks on $5{\cdot}18$. Ilbe is a main channel to reconstitute and reproduce the far-right conservatives' remarks and information on $5{\cdot}18$. Ilbe is one of main area where remarks of disparagement and ridicule, hostility and hatred on $5{\cdot}18$ unfurl. This study collects $5{\cdot}18$-related remarks and stories unfolded at Ilbe and examines how these remarks and stories make significance as to $5{\cdot}18$ and how information resources which remarks are dependent upon are connected each other. In this process, this study intends to find implications of incendiary politics that echoed of remarks on $5{\cdot}18$ have which at the online site Ilbe and by the far-right conservatives.

  • In South Korea, the community building projects and so-called 'community businesses' are recently regarded as one of the popular issues for the local people and social activists. The project seems to be a miracle resolution for various social matters such as the deteriorating welfare, health care, security system and the worsening income problem, etc. But these promising social discourses and practices which encourage to build communities are not only constructing 'good governance' for the sound cooperation between the state and civil society, but also allowing government technologies to manage and regulate civil society and citizens. This irony of building community is not yet thoroughly considered. The aim of this article is to ask 'Is building community good for all of people?'; 'How does community guarantee the freedom of people who participate in?'. The reflection for community in South Korean Society has related to The May 18-community in Gwangju. The May 18-community is a keystone for understanding the ethos and pathos of community. This study tries to unravel the relation between the May Uprising and the idea of community throughout affects and hearts of participants. The lived experience and testimony of the people of Gwangju in May, 1980, reveals that community should not be in an order and an notion of security. Examining hearts of members of 'whatever community' in the May Uprising is essential to imagine a new form of community which incorporates liberation and freedom as its base.

  • Let us critique the common notion that ethical examination retards the development of science and technology. First, I shall reformulate such a notion in the following statements: 'To survive the competitive society, we must develop science and technology before others do. It will cost too much time to examine ethically the influence of developing science and technology. Therefore, we cannot but suspend the ethical matters until we have developed science and technology.' I will then show that even if we reconstruct the above argument in a deductively valid form, the second premise is not necessarily true and that we cannot accept the conclusion because the meaning of 'competing for better lives', in the first premise, is diverse. Especially if we are to take into account all the areas of ethics and base them upon the autonomous ethics of democratic societies, it cannot be concluded that ethics is an enemy of developing science and technology. In addition, I will argue that our moral considerations must be based upon autonomous ethics in order to make the development of science and technology contribute to enhancing the desirable science culture. In the midst of making the above argument, it is proposed that the title of the 1aw of bio-ethics be changed, for it has a mistaken implication that acting against ethics results in legal punishments.

  • Recently, governance of science and technology emerged as one of most important social problems and as a result it is crucial to understand it in science and technology studies. This article discusses three most important realms in science and technology goverance - research and development, regulation, and social movement - in the concrete Korean contexts. First of all, the Korean state has driven research and development and promoted its commercialization unlike other developed countries. Consequently, this nationalistic view on science disseminated to Korean public and it generated uniformity in research style and organization. Second, science and technology regulations embraced developed countries' policies, leading to its glocalization. As a result, technocratic old governance and new governance including precautionary principle and participatory democracy coexist. Third, the civil society has challenged expertise and state-driven science and technology governance and fueled social movements related to environment, safety, and health issues. The politics of knowledge created by citizens' voluntary participation and collaborative experts made it clear that science and technology should be no longer tool for economic development. In conclusion, we discuss characteristics of science and technology governance in Korea, giving various implication on current research and policy.

  • Traditionally, the Sozialdemokratitische Partei Deutschlands(SPD) guards strictly radical welfare conception and intends to support the disabled with universal welfare-political instruments. After the oil-shock in 1973, European welfare states including Germany had experienced stark financial crisis because of economic unstability and increasing social expenditure. The political direction of SPD has been gradually changed. This transformation has been reflected automatically on the welfare policy for the disabled. In Germany, Gerhard Schroeder who leads the SPD governs since 1998. The Schroeder's new conception of welfare policy is known as the Third Way("neue Mitte") that the social economic structure intends to neo-liberalistic trend. The concern on the employment policy for the disabled has grown recently in neo-liberalistic age, but research on German employment policy for the disabled is very limited in quantity and depth. The main purpose of this study is to examine how the employment policy for the disabled of Schroeder-government has been developing in Germany. And this paper evaluates the effect of transforming policy. Based on this evaluation, this paper attempts to manifest the problem of Korean employment policy for the disabled and to find the implications of German model.

  • An electromagnetic type shock wave generator suitable for extracorporeal shock wave therapy has been constructed by employing a solenoid coil. The Property of the shock waves produced by the shock wave generator was evaluated using a needle hydrophone. It was shown that, as the capacitor discharging voltage increased from 8 to 18 kV, the Positive Peak Pressure (P+) of the shock wave increased non-linearly from 10 to 77 Wa. In contrast. the negative peak Pressure (f) varied between -3.2 and -6.8 MPa. had its absolute maximum of -6.9 ma at 14 kV The peak amplitudes P+ measured repeatedly under the same voltage setting varied within $5\;\%$ from mean values and this is very small compared to about $50\;\%$ for electrohydraulic type shock wave generators. It could be observed, from the hydrophone signal recorded over 1 ms. several sequential acoustic impulses representing bubble collapses. namely. acoustic cavitation. induced by the shock wave. A technique based on wavelet transformation was used to accurately measure the time delay between the 1st and 2nd collapse known to be closely related to the shock strength. It was observed that the measured time delay increased almost linearly from 120 to $700\;{\mu}s$ with the shock wave Pressure P+ increasing from 10 to 77 MPa.

  • Extracorporeal Shock Wave Therapy (ESWT) is an innovative treatment in chronic musculoskeletal pain management and cardiovascular diseases. In this study, we surveyed the acoustic shock wave outputs from the domestically used focal type ESWT devices. The survey data were collected through 30 technical documents registered to the Ministry of Food and Drug Safety (MFDS), Rep. Korea. The results show that the focusing geometry varies largely, 5 mm to 65 mm in the focal length, 3 mm to 30 mm in focal width, and 4 mm to 108 mm in focal depth. The maximum positive pressure (P+) ranges from 7 MPa to 280 MPa, the focal Energy Flux Density (EFD) from 0.0035 mJ/㎟ to 35 mJ/㎟, and the energy per pulse (E) from 0.737 mJ to 80.86 mJ. All domestic PE-type (five) and one EM-type domestic devices included in the analysis of the correlation between P+ and EFD are shown to be far beyond the usual ranges and do not comply with expected correlation so that the reliability of their data was suspected. For the suspected, post-performance tests are required by a recognized testing agency. MFDS guidelines need to be revised so that the pass criteria for the shock wave acoustic outputs can be based on the clinical tests for indications.

  • SOLAP system integrates and complements the functions of both OLAP and GIS systems. This enables users not only to easily access geospatial data but also to analyze and extract information for decision making. In this study a SOLAP system was designed and implemented to provide urban planners with GIS information when making urban planning decisions. Rapid urbanization in Korea has brought about ill-balanced urban structure as the result of development without detailed analysis of urban plans. Systematic urban planning procedures and automated systems are crucial for detail analysis of future development plans. Data regarding the development regulations and current status of land use need to be assessed precisely and instantly. Multi-dimensional aspects of a suggested plan must be formulated instantly and examined thoroughly using 'what if' scenarios to come up with a best possible plan. The SOLAP system presented in this study designed the dimension tables and the fact tables for supplying timely geospatial information to the planners when making decisions regarding urban planning. The database was implemented using open source DBMS and was populated with necessary attribute data which was freely available from the Statistics Korea bureau homepage. It is anticipated the SOLAP system presented in this study will contribute to better urban planning decisions in Korea through more timely and accurate provision of geospatial information.
