  • 이동 통신의 발달로 가속화된 고주파 반도체 소자 기술 중 새로운 가능성을 가진 mm-wave 대역의 주용 응용 분야를 살펴보았다. 향후 이 분야의 응용을 위한 소요 기술, 주요 소자 기술을 살펴보고 국내의 기술 동향을 알아보았다. 국내 연구 기관 중 LG 종합기술원에서 mm-wave 분야의 기술 개발 방향 및 최근의 개발 결과를 소개하였다.

The Signaling Effect of Government R&D Subsidies on Inducing Venture Capital Funding (스타트업 대상 정부 R&D 지원금의 벤처 투자 유도 효과)

  • Based on the signaling theory, this study examined whether startups are more likely to attract venture investment when receiving government R&D subsidies. First, we reviewed previous studies of the investment decision-making process of venture capitalists and understood the conditions that influence investment decisions. Based on previous studies on the signal effect of government subsidies, particularly government R&D grants, on inducing private fund investment, this study revealed a mechanism to induce venture investment by startups. In addition, in order to verify whether government R&D subsidies have the effect of inducing venture investment, an empirical analysis was conducted based on data from startups under seven years and certified as a venture companies in 2021. This paper used PSM(Propensity Score Matching) method and DID(Difference In Difference) analysis for an empirical study to analyze the average treatment effect on the treated group(beneficiary startups of government R&D grants). As a result of empirical analysis, companies that receive more government R&D subsidies after starting a business are more likely to attract venture investment. From two to three years after conducting the first government R&D project, startups that received government R&D grants attracted more venture investment than those that did not. The results of this paper demonstrate that government R&D projects can also affect the venture investment ecosystem, giving policy implications to government R&D projects targeting startups. It is also expected to suggest strategic implications to startups that need new funding.

Study on Effective Airworthiness Certification Methods and Airworthiness Certification Standards for Aerial Launch Platform using Large Civil Aircraft (대형 민간항공기를 활용한 공중발사 플랫폼의 효율적 감항인증방안 및 감항인증기준 연구)

  • In 2021, Virgin Orbit converted a 747-400 aircraft into an air launch platform, and successfully launched it twice in February and July. Compared to the existing ground launch, interest in the air launch is increasing due to its great utility, such as its independence from the launch location or weather, cost reducing factor, shorter launch preparation time, and its benefit pursuant to altitude and speed. Additionally, as small satellites have similar performance to mid/large satellites in the past due to the miniaturization and precision of electronic equipment, small satellite launches are expected to dominate in the future. In this paper, institutional certification methods such as domestic, overseas, civilian and military airworthiness certification regulations/procedures are reviewed to ensure flight safety of aerial projectiles using large domestic civil aircraft, and applicable civil and military airworthiness certification technology standards are reviewed and analyzed. Additionally, we will review and suggest effective airworthiness certification application plans that reflect the reality, and present airworthiness certification standards (draft) for aerial launch vehicles, by analyzing applicable airworthiness certification technical standards when remodeling aerial launch vehicles.

Legitimacy of government intervention in industrial technology policy and changes in the government roles (산업기술정책의 정부개입 정당성과 정부의 역할 변화)

  • This study reviews the issue of public interests of technologies required in industrial technology policy as well as the demand for changes in industrial technology policy as result of the migration from catch-up to post catch-up innovation system. In fact, the importance of public interests which served as the rationale for government intervention in industrial technology policy have gradually faded, which invited controversies over the legitimacy and effectiveness of government intervention in promoting specific technologies or industries. Today, the existing policy framework has to change to correspond to the post catch-up environment which requires creative technology development. In this context, the Korean government needs to reduce direct support for certain companies or technologies, but increase R&D investment in energy, environment and health and welfare to enhance public interests of technology innovation activities.

  • The governmental R&D projects have put a great emphasis on returns on R&D investment through development of market- and customer-oriented technologies and their commercialization. A successful commercialization of the technology developed from a R&D project relies on development of the technology intriguing customers, establishment of effective commercialization strategies throughout the stages of R&D planning and development, and interactive communication between the technology developer and a private company that will do a business with the technology. The business modeling helps accomplish the requirements for the successful commercialization. The past literature about technology commercialization does not provide a systematic procedure in developing a business model for the governmental R&D project. In this study, we proposed a systematic procedure developing a business model integrating peculiar characteristics of governmental R&D and viewpoints of technology developers and professionals of technology commercialization. It can be a useful guideline for developing a business model for the governmental R&D project.

Development of an Economic Effect Analysis Model for R&D Performance of the Expressway & Transportation Research Institute (국토해양 분야 R&D 성과의 경제적 효과 분석 모델 개발 -도로교통연구원의 성과를 중심으로-)

  • Studies have shown that research and development has positively impacted the upbringing of construction industry. However, its economic effect has not yet been fully investigated. This study develops an economic effect analysis model for R&D performance. In-depth interview and review of the literature produced a total of 11 performance indicators that considered the public characteristics of construction industry. A case study which involved the Expressway & Transportation Research Institute was conducted in order to verify the proposed model. The result showed that the return on investment of the institute was 3.3 times of the R&D investment. The proposed model is expected to help researchers analyze an economic effect analysis model for R&D performance.

A Study on the Introduction of Advanced Technology in the Realm of Defense (민간 신기술의 국방 분야 도입방안에 대한 연구)

  • It is expected that the technology of the fourth industrial revolution will increase the productivity and efficiency of the industrial world. Many countries are providing political and financial supports to make big advances in the technology. Especially, developed countries, such as USA, Germany and Japan, are trying to use the technology for manufacturing and finance industry, and to increase the opportunity of test-bed environment. However, many restrictions hinder adopting non-governmental technology in defense due to various limitations such as national security and protection of technology. In this study, we propose methods to adopt new and non-governmental technology in defense through by investigating internal and external policies related to technology and case studies. First, it is necessary to expand opportunities to let small and medium sized companies participate in defense R&D projects. Second, it is important to improve R&D systems for introducing new and non-governmental technology on the defense industry. Third, it is needed to increase test-bed environments for experimenting and evaluating new technologies in the defense industry. Thus, we expect that the proposed methods will help form strategies for small and medium sized companies, and analyze trends for introducing new technologies in the defense industry.

An Analysis of Spatial Determinants of Inventor Networks in Korea (발명자 네트워크의 공간적 결정요인 분석)

  • This paper attempts to explore the spatial structure of inventor networks and their determinants among 230 shi-gun-gu regions in Korea by investigating the residence of co-inventors engaged in Korean patent applications to the Korean Intellectual Office and exploiting a zero inflated negative binomial model to accommodate an estimation to the count nature of a dependent variable and its excess of zeros. Several variables are found to affect the spatial linkage of inventor networks. Spatial links extend beyond the region if it has more own R&D-related specific assets (private R&D, patent productivity, population, education); if it is physically close to and has technological similarity with the other region. The assets of the other region plays a positive role if, in a similar way, the other region has more R&D-related specific assets.

Information and Telecommunications R&D Strategy of United States federal Governments (미국 연방정부의 정보통신연구개발 전략)

  • The recent rapid evolution of the Internet and the increasing interest on the electronic commerce had been driven by the United States Federal Governments as strategic areas. The real meaning and effect of these technological evolution should be understood to find our right direction in current hard IMF environment wisely by analyzing the continual R&D efforts and policies of the US Federal Governments in the Information and Telecommunication areas. The typical R&D projects were the Supercomputer center program launched at 1985, HPCC program at 1992, NII project at 1993, and CIC R&D program at 1996 which were increasing in scale and budget. This paper will explain the overall key R&D efforts and policies of US Federal Governments in the industrial, science and technologies, and Information and Telecommunications areas as well as the background, concepts, and effect of 1996 Telecommunication Act as a deregulation efforts.

  • The purposes of this study are 1)to analyze a needs of re-education & continuous education for R&D human resources 2)to systemize the existing education program and 3)to provide useful implications to help the politics for re-education & continuous education for R&D human resources. The survey to R&D human resources in universities, government-supported research institutes and industries was conducted for analyzing the needs of R&D human resources for the existing education programs through investigation for the current state and importance & satisfaction level for the existing program. For proposing the effective education program, the barrier and improvement factors of re-education program were examined as well. In addition, the needs for the government support policies for re-education program were also analyzed.
