The Continuity of Operation (COOP) Application to a Local Government for Disaster Risk Reduction

  • Globally, various disasters such as typhoons, floods, earthquakes, fires, explosions have caused work to be halted. If there is a large-scale disaster at public institutions in charge of major national affairs and their works are interrupted, not only will there be property damage, but there will also lead to a decline in national credibility and direct and indirect impacts on the people. Therefore, it is necessary to ensure continuity of operation by minimizing the interruption period of critical operations due to disasters. Overseas advanced countries such as the United States and Japan developed guidelines for Continuity of Operation (COOP) to prevent unexpected work disruptions caused by disasters. Recognizing the necessity of COOP in South Korea, a relevant law has been newly established in 「the Framework Act on the Management of Disasters and Safety」 to enable public institutions to establish the COOP in response to this situation. In this study, the definition, the necessity and overseas cases of COOP were investigated and described. Using the templates developed by these results, operational impact analysis, risk assessment, operational continuity strategies and operational continuity procedures were applied to "A" City Hall in Gyeonggi-do province and those results were described. The objective of this study is to substantially contribute to the introduction of COOP to local governments through their pilot application and implications of COOP.

  • Natech risk is a type of complex disasters that natural hazards trigger technological disaster or industrial accidents. Research on Natech risk has been started from the mid-1990s in European countries and the Unites States, and drawn much more attention after the Fukushima nuclear accident caused by the 2011 East Japan earthquake. While early studies on Natech risk have focused on the causal natural hazards and possibility to occur, and the resulting spill of hazardous materials from the perspective of science and engineering, the recent research interests lie on effective Natech risk management. Especially, emphasizing the difference of Natech risk management from traditional disaster management, issues of uncertainty management, integration between natural disaster and technological disaster, and responsibility, has been drawn attention. In Korea, Natech risk has not been introduced as a research topic. Although some regulatory improvements have been made in nuclear safety and chemical Substance management after the Fukushima disaster, the potential impact of natural hazards in these areas has not been considered yet. It is necessary to raise the issues of Natech risk management in research and policy areas through active discussion and interdisciplinary approaches.

  • Unexpected massive disasters have occurred around the world, causing enormous socio-economic damage. The military has long been enacting laws, organizing organizations and establishing systems for crisis and disaster management, but it did not consider the situation when military essential functions were suspended due to unpredictable and massive disasters. With the September 11 terrorist attacks, the U.S. military has developed COOP strategy aimed at continuing military essential functions in all crisis, and is contributed to national continuity by ensuring uninterrupted national security functions. Korean military has established a crisis and disaster management system, but focuses on managing and controlling disasters and crisis situations. Korean military needs a system to guarantee military essential functions even in national crisis beyond its management capabilities. In this study, We compared and reviewed the U.S. administration and military COOP guidelines and directives, ISO22301 international standards., and developed planning guidelines suitable for the Korean military situation by responding to detailed items based on ISO22301. In particular, the U.S. military(DoD, Army, Navy, Air Force) COOP guidelines were drawn and incorporated into the guidelines(such as protection and succession of command authority, the fulfillment of essential functions and operational security, etc.). The planning guidelines are expected to be used as reference materials for the introduction of COOP systems in the military and the establishment of plans in the future.

A study on the improvement of work and training to make better Korean 119 dispatcher's response ability (119 상황 접수 요원의 대응능력 향상을 위한 업무 및 훈련 개선방안 연구)

  • This paper deals with the improving issues and methods for 119 dispatcher's work and training manual in order to improve their emergency response ability in Korea. Firstly, it was investigated and compared on manuals and training methods for the reception of emergency calls between South Korea and the USA. And then, specific improvement methods were considered by questionnaire for 95 dispatchers who work at 119 communication center in Gyeonggi-do in the basis of surveys. As a result, people and equipment related to 119 have been continuously upgraded, however, their work depend on their personal experiences and capabilities but because of the insufficient pretraining for the dispatchers. Also, the manpower is still insufficient overall compared to the work. Therefore, it is necessary to secure the expertise of the dispatchers through the systematic training program and proper training and test standards for 119 dispatchers, and to prevent errors in the logic of the situation and systematize their work by standardizing the response work and arranging appropriate manpower.

Characteristics of pressure fluctuation by plunge pool depth of intake facility in deep rainwater storage and drainage system (대심도 빗물저류배수터널 유입시설 감세지 깊이에 따른 압력변화 특성 연구)

  • 기후변화 및 도시화로 인해 도시 내에서 증가하는 홍수로 인명 및 재산피해가 꾸준히 발생하고 있다. 특히 2022년 8월 8일 서울특별시 및 경기도 지역에 내린 폭우로 인해 8명 이상의 인명피해와 1300억원 이상의 재산피해가 발생하였다. 이러한 도시홍수를 근본적으로 방어하기 위하여 미국, 일본 등의 국가에서는 대심도 빗물저류배수터널을 활용하고 있다. 국내에서도 2011년 서울특별시 강서구 및 양천구에 발생하는 홍수를 방어하기 위하여 국내 최초 대심도 빗물저류배수터널인 '신월 빗물저류배수시설'을 건설하여 현재 운영 중에 있다. 대심도 빗물저류배수터널은 초기 개수로 흐름에서 만관 후 관수로 흐름으로 전이되는 구조물로 계획과 운영이 매우 어려운 시설이다. 이에 미국, 일본, 중국, 이탈리아 등 국가에서 대심도 빗물저류배수터널과 관련한 연구가 활발히 진행되고 있다. 본 연구에서는 대심도 빗물저류배수터널의 유입시설 중 감세부에 해당하는 수직갱과 감세지의 깊이에 따른 감세지 바닥 압력변화를 알아보기 위하여 수리실험을 수행하였다. 그 결과 감세지 깊이가 깊어질수록 바닥면의 압력이 증가하는 것으로 분석되었으며 바닥면의 압력이 감세지 깊이만큼의 정수압을 포함하는 경우 정수압 대비 최대 2.0배, 정수압을 포함하지 않는 경우 정수압 대비 최대 1.0배 인 것으로 분석되었다. 수직갱 깊이에 대한 실험 결과는 수직갱 깊이가 짧아질수록 압력이 감소하는 경향을 보이는 것으로 분석되었는데 이는 회전수 및 회전력과 관련 있는 것으로 판단된다. 향후 수직갱 직경, 수직갱 깊이에 대한 추가 연구가 필요한 것판단되며 이를 통하여 수직갱 깊이-감세지 깊이에 대한 정량적인 연구와 분석을 통해 경제적이고 안정적인 대심도 빗물저류배수터널 감세지 설계가이드라인을 제시하고자 한다.

  • With an entering into force of OPRC-HNS started in June 14th 2007, establishment of response system in a nationwide scale to take care of accidents is required to respond rapidly and effectively. This necessities drove us to analyze national contingency plan for chemicals including national response system against accidents, which is in operation in the US. Main characteristics of the system are well described as an integrated incident command system with a cooperation of responsibilities facilities, manpower, and technical support. In addition, state anψor local authorities tend to have responsibilities on management of disaster with its response activities. Polluters are also charged to pay expenses 3 times expensive provided state or local authorities are conducted. In general, response activities are conducted by private sectors. However, the government will take action with Superfund if the response capacity is over than the polluters can. However, safety are regarded as a primary factor to be considered in the response activities, and try not to recover any pollutants. Personals belonging to USCG and EPA are required to complete specialized courses to promαe professional skills, and are also welcomed to participate in "certification program"

Need to Reduce Industrial Accidents through the Introduction of an Prevailing Wage System (적정임금제 도입을 통한 산업재해 감축 필요성 고찰)

  • In order to carry out construction work, it is urgent to introduce a proper wage system so that the cost burden of projects that have been won due to bleeding competition among original government buildings based on low-priced bids can be transferred to subcontractors. Purpose: Construction with illegal multi-level industrial structure needs to improve the wage reduction environment leading to order (100%) → original contractor (80%) → subcontractor (65%) → load contractor (65%) and aims to ensure wages for end workers. Method: Investigate the current status of labor cost appropriate payment plan in the construction industry, and investigate the case of the appropriate wage system (P.W) in the United States. In addition, the effect and direction of the appropriate wage system are presented. Result: Individual minimum wage security was also mentioned in the Constitution, and many researchers suggested that only the introduction of an appropriate wage system could solve the problem of reducing worker labor and ensure quality and safety. Conclusion: The proper wage system in the construction industry will block illegal multi-level and illegal foreign work, improve the labor environment in the construction market, create an influx of young workers, and have a significant impact on the construction industry's competitive structure, safety, and quality.

Lessons from the comparison of responses to MERS outbreak in Korea and WNV outbreak in the United States: Focused on interorganizational collaboration and information sharing (미국의 웨스트 나일 바이러스 극복 사례가 우리나라 메르스 사태에 주는 교훈: 조직간 협업과 정보공유를 중심으로)

  • In 2005, the Republic of Korea suffered from the outbreak of MERS(Middle East respiratory syndrome), leaving 186 infectees and 38 casualties. Responding to this crisis, Korean government revealed many problems in emergency management policies and was widely criticized. A similar case in emergency management and infectious disease control is the 1999 outbreak of West Nile Virus(WNV) outbreak in the United States. During this period, the state of Oregon effectively responded to WNV through collaboration between state and local government, being considered as a model case of emergency management. This article aims to find insights in emergency management and infectious disease control by analyzing and comparing the responses of Korean MERS outbreak and Oregon's WNV outbreak focusing on interorganizational collaboration. Insights found in this study include the role of control tower, the importance of information sharing and disclosure, the role of existing systems and social networks, and sustainable intergovernmental collaboration.

  • Critical infrastructure resilience has been integrated in critical infrastructure protection in US after Department of Homeland Security recognized that protection, in isolation, is a brittle strategy. Here "resilience" is the system's ability to efficiently reduce both the magnitude and the duration of systemic impacts after hazards, and quantitatively assessed as a resilience cost. The resilience cost is the sum of systemic impacts and recovery efforts, and many case studies on resilience costs show that the recovery effort should be included in resilience assessment. This paper explains how the resilience cost is defined and quantified with a case study.

Generation of Korean artificial earthquakes for Fragility curve (손상도 곡선 작성을 위한 한국형 인공지진의 생성)

  • Recently, frequent earthquakes can cause serious damage to the bridge. So newly constructed bridge is considered earthquake resistant design, and for the existing old bridge evaluation of damage state is needed. In this paper, replacement of US-artificial earthquakes which are used for the construction of fragility curve for evaluating damage state to Korean artificial earthquakes to meet the Korean specifications is studied. For the generation of artificial earthquakes, the fragility curves are constructed for the PGA, for the cases of having isolated bearing and not having that.
