  • 본 논문은 세계의 국가발전 핵심 키워드인 창조경제의 동력으로서 문화예술경영이 추구해야 할 방향성을 찾는데 목적을 가진다. 이를 위하여 본 연구에서는 첫째로 문화예술경영이 창조경제논리에 부합하는지 알아보기 위해 창조경제의 조건과 문화예술경영의 의미를 비교하여 두 개념이 추구하는 방향의 일치성을 확인하였다. 둘째로 본 연구의 목적인 창조경제 동력으로서 문화예술경영의 방향성을 찾기 위해, 창조경제의 성공적 사례를 담은 문헌 및 연구를 탐색하였다. 이를 바탕으로 문화예술경영의 방향으로 '예술을 수용하는 관객, 소비자, 독자들이 보다 예술과 가까워질 수 있는 다양한 프로그램 마련', '예술가들이 패러다임의 변화를 주도할 수 있는 제도적 장치 개발', '예술가 사이, 예술과 관객 사이 네트워크 형성을 위한 지원', 그리고 '일반인에게도 예술가의 가치 인정' 등을 도출하였다. 이러한 내용을 포괄하며, 마지막으로 예술에 대한 인식의 변화 추구와 다양한 아이디어 공존이 가능한 환경조성을 통해 창조경제의 생태계를 탄력성 있게 만드는 정책이 강구될 필요가 있음을 제안하였다.

The Effects of Municipalities' Cultural Industries on the Regional Economy in Korea (시.군.구의 문화산업이 지역경제에 미치는 영향)

  • The culture industry is viewed as a driving industry in the 21th century. Korea has experienced the rapid growth rate of the cultural industry in terms of sale amounts for the period of 2004-2009. The purposes of this study are to analyze the spatial pattern of the cultural industry and to empirically examine the effect of municipalities' cultural industries on regional economy using SUR model. The major findings are as follows: First, cultural industries are concentrated in the capital region and several metropolitan areas. Secondly, the estimated result of SUR model shows that there is inter-relationship between cultural industry and regional economy. The effect of the cultural industry on GRDP is that the cultural industry increased 1%, GRDP increased by 0.46%. In turn, GRDP increased 1%, cultural industry increased by 0.75%. Thirdly, the elasticity of the cultural industry on GRDP is much higher than that of labor or capital stock, showing that the cultural industry has a more powerful influence on its regional economy. Fourth, the elasticity of the cultural industry on GRDP of Gun is higher than that of shi, indicating that it is rational for Gun to develop strategies to promote competitive power of the cultural Industry for regional economic growth.

우리의 문화경제학적(文化經濟學的) 과제(課題)와 대응방향(對應方向)

  • 전통적(傳統的)인 좁은 경제학(經濟學)의 시각(視角)을 벗어나 여기서는 "러스킨"의 정치경제학(政治經濟學)과 "센"의 복지경제학(福祉經濟學)을 접목시킨 문화경제학(文化經濟學)의 정립(定立)을 시도하였다. 문화경제학(文化經濟學)은 인본주의(人本主義)에 입각하여 국민(國民)의 행복하고 건강한 삶을 뒷받침하는 것을 목적(目的)으로 과학(科學) 위에 서고 기술(技術)을 관리하며 일정한 수준의 도의문화(道義文化)를 필수요건으로 한 법(法)과 행위(行爲)의 시스템의 전개(展開)를 연구대상(硏究對象)으로 삼는다. 따라서 이러한 시각(視角)에서는 재화(財貨)의 소유(所有)보다 삶을 더 중요시 한다. 먼저 "러스킨"의 정치경제학(政治經濟學)과 "센"의 복지경제학(福祉經濟學)의 이론적 특징을 살펴본 후 삶의 질(質)을 향상시키는 데 있어서 법질서(法秩序)와 행위(行爲)와 수용능력(受容能力)과 도의문화(道義文化)의 중요성(重要性)을 부각시킨 후, 이러한 이론적(理論的) 시각(視角)을 우리나라의 대중교통생활(大衆交通生活)에 적용하여 구체적으로 대중교통망(大衆交通網)의 과학성(科學性), 교통질서(交通秩序)와 운전행위(運轉行爲), 그 사회적(社會的) 비용(費用)과 그 분담(分擔), 교통(交通)서비스의 수용능력(受容能力) 등 문화경제학적(文化經濟學的) 과제(課題)를 제기(提起)하였다. 이러한 예시적(例示的) 과제(課題)는 우리의 교통생활(交通生活)뿐만 아니라 정치(政治), 경제(經濟), 사회(社會), 언론(言論), 문화(文化) 등 모든 분야(分野)에 있어서 정도의 차이는 있으나 유사한 문제점(問題點)을 안고 있을 것으로 예상(豫想)된다. 여기서 대응방향(對應方向)으로서 제시된 경제사회질서(經濟社會秩序)의 확립(確立), 사회적(社會的) 보상체계(報償體系)의 합리화(合理化), 수용능력(受容能力)의 순화(淳化)와 배양(培養), 도의문화(道義文化)의 함양(涵養) 등은 결코 새로운 것은 아니지만 문화경제학(文化經濟學)의 시각이 도입되어야 이러한 대응(對應)이 경제학(經濟學)의 틀에 수용(收容)될 수 있으며 이러한 시각(視角)의 원용(援用)은 우리 경제(經濟)가 당면한 경제적(經濟的) 난제(難題)들을 근본적(根本的)으로 해결하는 데 새로운 접근(接近)의 모색을 가능케 할 것으로 생각된다.

  • 한국출판문화산업진흥원(원장 이재호)은 최근 프레스센터 내셔널 프레스클럽에서 '창조경제시대, 문화융성을 견인하는 출판정책'이라는 주제로 포럼을 개최했다. 이날 포럼은 김기태 세명대학교 교수의 사회로 진행됐으며, 이민화 카이스트 초빙교수가 '창조경제와 출판'에 대해, 김기덕 건국대 교수가 '문화융성과 출판'에 대해 주제발표를 진행했다. 본지에서는 김기덕 교수가 주제 발표한 내용을 요약 게재한다.

Cultural Industrial Districts as a Tool of Boosting Regional Economy in Korea (지역경제 활성화의 수단으로서 문화산업단지 정책: 평가와 과제)

  • It is not so long that the cultural industrial sector has been noted as one of the major engines of regional economy in Korea. In parallel with balanced development strategies recently emphasized in the Korean regional policy, there has been a wide range of investment to formulate cultural industrial districts in major cities. This trend of investment focus has changed the development strategies of each city. There are criticisms, however, to this public sector-dominated nurturing of cultural economy. This paper overviews the recent policy of cultural industrial districts in Korea, in terms of its background, institutional basis, performances, and some evaluations. Some suggestions are provided in order to make the policy successful; emphasize developing the culture industry itself, develop clusters specifically focused on the characteristics of the culture industry, deliberate substantial measures for nurturing companies and human resources in the local regions, and formulate a system in which the local dominates and the center supports.

Exploratory Analysis on the Relationship between 'Cultural Hallyu' and 'Business Hallyu': The Case of Thailand ('문화한류'와 '경제한류'의 관계분석 -태국의 사례를 통한 시론적 연구-)

  • This paper deals with the relationship between cultural factor and economic factor in the spread of Hallyu(Korean Wave). To do so, the paper defines the traditional Hallyu items, drama and K-Pop, as 'cultural Hallyu' and other Popular industrial products such as electronics and mobile products as 'business Hallyu'. Based on this definition, the paper analyzes the relationship between the two Hallyu's in Thailand. The analysis has been conducted as follows. First, the paper describes the history of 'cultural Hallyu' and 'business Hallyu' in Thailand by reviewing their introduction and current situations in Thailand market. Secondly, using various aggregate data, the paper analyzes the causality of the two Hallyu's, focusing on the period of their Popularity and growth in Thailand. In addition to the macro-level analysis, the paper researched individual opinions of Thai people about the influence of Hallyu on the success of Korean companies, as well as about the influence of the Korean business companies on the success of Hallyu. This analysis has been conducted using the results of focus group discussion(FGD) of 17 Bangkok people. In both macro and individual level analyses, we found that the 'cultrual Hallyu' has influenced on the success of the 'business Hallyu' rather than vice versa. For further research, it is necessary to analyze the reciprocal influences and synergy effects between the 'cultural Hallyu' and 'business Hallyu'.

  • 21 C is called the age of Culture and it is underlined in all the Areas of Human lifes. Among all activities, Culture oriented Thinking and activities and strategies through and for Culture establishing are emphasized. As Sea may appear as a image of longing and challenge for the unknown world, Port is understood as a link which connect Sea and Land. Sea, Island and Port are the basis of human lifes, economic working areas and communication spaces with nature. Sea and Port have been changed in accordance with human History as the space of Life, Work, Play and Imagination. The Maritime activities has been developed as the type of a Culture, including various diversities according to the time and space. This Paper suggested a definition of Maritime Culture and Theoretical review and groped introduction and strategies and countermeasures for expansion of systematic Maritime Culture. Maritime Culture not only enhance the quality of Citizen life but also contribute the progress of National economy increasing the quality of Culture, Turism and Environment and the expectation of it has been enlarged. It is needed to introduce and expand Maritime Culture systematically through theoretical framework suggested by this paper, and additional research may be necessary for the detailed solutions and countermeasures.

  • This study aim to do observation to 1) Trajectory of cognitive-cultural economy growth with regional historical context, 2) Spatial, cultural and social change caused by cognitive-culture economy growth, and 3) Draw the meaning of the change in glocalizational view. They said that 'Creativity' has been related with spatial, economical, cultural and social change and it leads to new economical system, what we call 'Cognitive-cultural economy'. It is the important event which is to affect economic geography and local development greatly. New cultural changes are characterized by variations from abstract discourse to concrete reality and show the emphasis on real project specific in the region. Further more, possibility of local development in the glocalization found in the specific form of cultural content, for example, Korean Wave. New media environment changes that include SNS function not only interact each other in space but also expand the scope of local units and cultural content to the world. In order to enhance the further development of local content, it will require conjunction with space and specific region, variety of organic link between the principal participants, and building infrastructure for future development.

  • As the importance of cultural information becomes greater than before, there are some needs for a new national economic paradigm in the knowledge based society. The purpose of this paper is to suggest guidelines for building up a national cultural information network model that enable to promote government's recognition and cultural policy. This research includes feasibility analysis of cultural policy perspective, current situations, and economic effect of cultural industry.
