An Analysis of Alternative Materials Collection Evaluation Using a National Alternative Materials Union Catalog (국가대체자료종합목록을 이용한 시각장애인 대체자료 장서 평가 연구)

  • The purpose of this study is to diagnose the current status of alternative materials in Korea and to suggest directions and goals for the development of alternative materials. The comprehensive list of national alternative materials and the list of popular and new books were analyzed using the collection evaluation method. Results first the percentage of alternative material collections based on the popular book list for 10 years is 90.1%. The production rate of alternative materials is low in the subjects of 'Language', 'Art' and 'Technology and Science'. Most of the service formats were 'text only daisy'. Second, the CCHR(Common Collection Holding Ratio) and CUI(Collection Uniqueness index) of alternative materials were analyzed using the union catalog. Libraries with a large volume of books have a high proportion of CCHR and CUI. Topics with the highest CCHR are 'Literature' and 'Social Science'. The subjects with the highest collection uniqueness index are 'religion', 'art', and 'language'. Third, the replacement ratio of new books for 3 years is 5.09%. During the same period, the average book purchase rate of public libraries was 8.83%. The average book purchase rate in public libraries is 8.83%, and it is necessary to increase the collection rate of alternative materials based on this ratio.

  • 우리나라는 1990년대 후반부터 유기농업에 대한 관심이 높아지기 시작해 유기농산물 생산이 매년 증가추세를 보이고 있다. 유기농업의 관심증대는 유기농업에 사용되는 자재에도 영향을 미치게 되었으며, 친환경농업육성법 제7조에 따른 별표1에 유기농산물 생산을 위해 사용이 허용된 자재 119종을 명시하였다. 또한 이를 원료로 한 친환경유기농자재에 대해 농촌진흥청에서 고시한 '친환경유기농자재 목록공시기준 및 품질규격'에 따라 제품을 평가하여 친환경유기농자재목록에 등재하게 되어있다. 본 연구는 우리나라 친환경유기농자재 등록을 위한 안전성 평가 항목을 유럽에서 적용하고 있는 유기 농자재 목록공시를 위하여 요구되는 FiBL(스위스 국제유기농업연구소)의 평가 항목과 미국 OMRI(미국 유기농자재 평가원)의 평가 항목을 비교하여 도입이 가능한 항목을 검토, 제안하기 위해 수행하였다. 조사 결과는 친환경유기농자재 평가항목의 국 내외 기준 평가와 친환경유기농자재 평가의 국제 규격 부합도 평가, 두 가지로 구분되며, 친환경유기농자재 평가항목의 국 내외 기준 평가 결과 선진국의 평가 항목에 비해 평가항목들이 세분화되어 있지 않고 검토과정이 서면으로 이뤄지기 때문에 전문가들의 평가에도 한계가 있었다. 따라서 OMRI 및 FiBL의 평가항목 중 국내에 도입 가능한 항목을 수집하여 평가항목 개선방안(표 1)을 제시하였다. 국제 규격 부합도 평가 결과 친환경유기농자재 관련 법규 및 규정의 분산으로 인해 생산자 및 수요자가 자재 등록 및 사용에 어려움이 따르고 있고, 미국 OMRI의 경우 자재를 자체적으로 분석하여 검토하는 절차에 반해 우리나라의 경우 전문기관과 전문 인력의 부족으로 평가결과에 대해 수요자의 신뢰도가 낮아지고 있다. 환경위해성 및 독성에 대한 안전성 강화를 위해 전문기관과의 협의 및 심의 체계 확립이 필요하며 올바른 관리를 위한 자재 종류별 최소한의 담당 전문가 배치가 필요하다.

The Study on the Method for Linking Portal Sites and OPAC of University Libraries (검색포털과 대학도서관 소장목록 연계방안에 관한 연구)

  • Information users depend more and more on portal sites for Internet navigation. These circumstances are reflected in academic information market especially. As the path of contacting public knowledge information, many institutions of information creation and services are collaborating with portal sites. At this point in time, it is necessary to consider linking libraries services with portal sites. Especially university libraries which have been recognized as private facilities of each university must to be considered as public facilities of local community. So it is desirable to develop method for linking university library services with portal sites for revitalizing university library services. This paper presents methods linking library OPACs with portal sites, through surveying oversea's cases and situation of domestic portal sites.

A Study on the Calculation Method of the Elastomeric Bearing Life Cycle Inventory (LCI) Database to Improve Reliability of Evaluation of Environmental Load of Bridges (교량의 환경부하평가 신뢰성 향상을 위한 교량용 탄성받침 전과정목록 산정방법에 관한 연구)

  • In this research, life cycle inventory database (LCI DB) was developed for elastomeric bearing employing life cycle assessment (LCA) methodology additionally the reliability improvement rate in the evaluation of the environmental load of the bridge was analyzed. As are result of impact assessment by 6 major impact categories, production of elastomeric bearing puts on environmental impact in the order of resource depletion, global warming, photochemical oxidant creation. and among a wide variety of input, steel plates contributes in most of the impact categories. As a result of applying the elastomeric bearing LCI database constructed in this study, the environmental loads increased by 0.53% on average, and the cut-off based on the cost of input materials increased by 11.36%. It is anticipated that it will be possible to improve the credibility and to provide data based on current production technology, such as estimating GHG emissions and evaluating environmental load, by constructing elastomeric bearing LCI DB.

Exploring the Revision Direction and Scope of the Korean Cataloging Rules for Religious Works (종교 저작에 대한 한국목록규칙의 개정 방향과 범위 탐색)

  • The revision of the Korean Cataloging Rules (KCR) is in progress in order to conform IFLA LRM conceptual model and to strengthen its internal stability. Religious works, along with musical works and legal works, have been treated as special and important in cataloging rules. This trend continues in the new cataloging rules that seek a bibliographic model that interconnects related materials. However since KCR2(1966), there are no rules for access points or specific rules on religious works. Under the circumstances, this study analyzed (1) the contents of religious works in the recently revised cataloging rules, (2) the access points and their functions for religious works implemented in online catalogs and authority system, and finally (3) the direction and scope of KCR revision. As a result of the study, this study suggested that it is necessary to prepare detailed rules for preferred title and authorized access points for various religious works in KCR. In conclusion, some issues for further discussion were summarized.

A Study on the Application Status of RDA and Librarians' Perceptions in University Libraries in Korea (국내 대학도서관의 RDA 적용현황 및 사서들의 인식에 관한 연구)

  • The study aims to investigate the perception of RDA by domestic university library librarians, the current status and plan of RDA application in university libraries, and propose considerations for establishing RDA in domestic university libraries. Through literature review, questionnaire items were prepared to investigate librarians' perception of RDA and the status of RDA in university libraries, and the application status of cataloging rules and education status of cataloging rules in Korea were investigated. Based on the results of the survey, the conversion of the cataloging rules from AACR2 to RDA requires expansion of RDA education and development of curriculum for librarians, and efforts and support such as preparing RDA format and application guidelines at the library level. At the level of national institutions such as the National Library of Korea, implications such as the necessity of enacting RDA application guidelines were presented.

A Study on Effectiveness of Book Recommendations for Elementary School Students (초등학생을 위한 권장도서의 유효성 비교 연구)

  • In this study, overlapping recommended books in different schools were positively analyzed and the extent to which the recommended books leading to actual loan was statistically analyzed. The purpose of the study is to confirm the effects of recommended books by analyzing the data and extracting the proofs. For the method of research, eighteen elementary schools' recommended book lists and thirteen elementary schools' loan data were collected and compared by schools, by grades in a basic statistical analysis method. The result shows that recommended books similarity was low and recommended books affected the total volume of lend books. Loan frequency by grades showed the difference and in every school, lower grades had high loan frequency. The result of this study will be applied as basic data for applying recommended books in school libraries.

A Reconsideration of the List of National Endemic Plants (appendix 4-1) Under the Creation and Furtherance of Arboretums Act Proposed by Korea Forest Service (산림청 수목원 조성 및 진흥에 관한 법률의 특산식물 목록의 재고)

  • The existence of endemism in many parts of the world is an important factor for conservationists. Conservation can only be carried out under national legislation, and national endemics, which have very limited ranges, fully depend on the effort and success of conservation. A total of 523 vascular plant taxa were listed in the latest national checklist by Ministry of Environment in 2005, while the 'Creation and Furtherance of Arboretums Act' including a national endemic list (appendix 4-1) was established by Korea Forest Service and was legislated as a law in late 2011. This legislation by Korea Forest Service on endemism of Korean vascular plants have required much attention because of discrepancies of nomenclature, taxonomic bias and inflation. Examining data for both lists proposed by Ministry of Environment and Korea Forest Service, of the total of 360 legislated taxa, around 286 taxa are shared with the list of Ministry of Environment, of which about 80% have been found as common taxa. Around 67(18.7%) are typographic errors, and 14 taxa (3.9%) are recorded as illegitimate and invalidly published names. Through this analysis 12 taxa (3.4%) were found in China as well as in Korea and these are thought to be non Korean endemic taxa. Taken together, the legislated list displayed 1/4 (24.9%) errors out of the total list. Only 59 taxa (16.5%) are identified as national endemic species. The remainder are either unresolved candidates (73 taxa, 20.4%) or synonyms (196 taxa, 54.7%) status. It must be noted, that the concept of endemism very much depends on the knowledge of the species concept, taxonomic bias and geographical range of a species. Also, the most major nomenclatural problem tend to be more stable if the information on database about Korea Plant Name, which is managed by Korea National Arboretum are well updated year to year. These exaggerated numbers underscore the urgency for regional conservation planning and implementing effective strategies to preserve these real endemic taxa into the future.

Discussions on the Accessibility of School Library DLS Catalogue Records - Focused on Literary Collections - (학교도서관 DLS 목록의 자료 접근성에 대한 논의 - 문학 분야 장서를 중심으로 -)

  • One of the fundamental roles of libraries is to provide users with efficient and easy retrieval of materials. Various discussions have been made at domestic and abroad to improve the accessibility of materials by category, user, and collection, and at the center of this is the issue of improving classification and cataloging systems. However, there are few studies in this area dealing with the data accessibility of the DLS catalog, which is a central tool for accessing domestic school library materials. This study started from the appeal of school library users to the difficulty of searching and accessing books, especially literature. This study is an exploratory study that attempts to derive problems by finding the causes of there difficulties from various aspects. To this study, we surveyed and analyzed the current status of school library collections, the data registration of the school library support system DLS, the subject accessibility of catalog records produced through this, and the recognition and opinions of school library professionals. As a result, school library collections were highly concentrated in the literature field, and it was found that there was not enough catalog bibliographic records to provide efficient access to these collections. In addition, it was found to be somewhat lacking through the DLS search function to compensate for this. Surveys of school librarians and librarians have also identified this problem, and a rich topic index and search keyword assignments have been drawn to the majority of opinions as a way to improve access to materials in school library catalogs. As a continuous discussion on this subject, the plan for improving access to school library materials will be more concrete through future user studies and new challenges for bookshelf classification.

A Study on the Linkability of Public Information Using Social Network Analysis (사회 연결망 분석을 활용한 공공데이터 간 연관성에 관한 연구)

  • In Korea, starting with the Government 3.0 Policy, the utilization of public data as an important driving force to promote economic growth has been highlighted as a major issue. However Korea is currently only able to open and provide accumulated data stored in the public domain. To resolve this issue, we need to not only open and provide public information, but also to create new information by linking the data and developing related services. Thus, this study analyzes the linkability of public information and provides lists of the linkable public data. In order to do this, we first have performed preconditioning processes on the accessibility and workability of the data. Next, we have deduced the major keywords in public data through analyzing the morphemes, and then the core keywords (Top 10) and their linkable keyword lists through an analysis of social networks. Based on the outcome of this study, a subsequent study will deduce new information by linking the public data and creating various services and information contents. Furthermore, not only conceptual but also practical linking measures need to be created, and a related law must be prepared.
