  • 인류의 역사는 재난과 함께한다. 특히 최근 10년간 전 세계적으로 발생한 다양한 자연적·사회적 재난은 그 정도와 속도가 점점 심해지고 빨라지고 있고, 이에 관한 구체적 대응 방안 마련이 필요하다. 최근 발생한 COVID-19 감염병 팬데믹을 겪으면서 우리는 메타재난에 대비하기 위한 새로운 인식이 요구되고 있다. 이러한 문제를 해결하기 위해서 국가적 차원에서 재해경감활동관리체계를 갖추고 이를 운용할 전문인력을 양성해야 한다. 이에, 본 연구에서는 메타재난시대 패러다임 전환을 위한 BCMS 분야와 재난관리학의 역할과 방향을 제시하고자 한다. 본 연구결과는 향후 재난안전 관련 분야의 기초자료로 활용되기를 기대한다.

Disasters Nursing Convergence Experiences of Nurse's : A Meta-synthesis Study (간호사의 재난간호 융복합경험에 관한 질적 메타합성 연구)

  • The purpose of this study was to meta-synthesize the results of qualitative research that explored the experiences of nursing care in a domestic nurse to understand the phenomenon. The research method was a qualitative meta-synthesis study, which was analyzed using Thomas and Harden's methods. This was analyzed by searching for quality assessments for individual studies, extracting data for analysis, and meta-synthesizing the results. As a result of the study, it appeared as five synthetic themes. 1) Disaster nursing that begins with anxiety and fear, 2) Disaster nursing process: An atmosphere that feels even loneliness and burden in isolation and disconnection, 3) Disaster nursing process: Being in a poor and diverse environment, 4) Disaster nursing process: Although exhausted Endure and overcome. 5) After disaster care: A leap forward for development beyond mission and self-esteem. Conclusion, this study is expected to be a useful basic data for the development and application of nurse's disaster nursing programs and educational programs in the future.

  • 전주는 가장 한국적인 도시답게 모든 사적과 여 채가 있는 한옥마을의 건물이 모두 목재와 기와로 지어진 한옥으로 밀집되어 있어서 화재와 지진, 풍수해 시에 소방차나 구조차의 진입에 어려움이 있다. 이로 인해 초기 화재 진압 시간이 지연됨에 따라 인명피해와 함께 국보와 사적지가 전소될 수 있어 인명과 문화재 보전을 위해 소방시설의 확충과 안전관리가 절실하게 필요하다. 이에 재난 대비를 위한 방법으로 소방 드론을 활용하는 것이 최적의 방법이 될 수 있다. 본 논문에서는 메타버스 플랫폼인 로블록스를 활용하여 스마트시티-전주를 구현하였고, 소방드론을 활용할 수 있는 드론 소방서를 제안하였다.

The Chloride Ion Diffusion Characteristics of High Performance Lightweight Concrete Using Metakaolin (메타카올린을 사용한 고성능 경량 콘크리트의 염소이온 확산 특성)

  • The objectives of this study is replaced Silicafume with Metakaolin that is used to lightweight concrete to better performance. So, this study made high-performance lightweight concrete using Metakaolin and characteristics of the fundamental properties and chloride ion diffusion. Consequently, it is compressive strength and chloride ion penetration resistance is lower than lightweight concrete using Silicafume, the performance of compressive strength contrast Silicafume is about 88 to 95%. Also, this study got a content result because the chloride ion penetration resistance showed the performance in around 80 to 90%. As a result, this study insist that replacement ratio of Metakaolin is suitable for 10 to 15%.Silicafume and Metakaolin have similar characteristics. In addition, it is similar to the performance of alternative materials is possible.

  • Purpose: The purpose of this study is to build a model for the meta - evaluation of the national infrastructure system and to improve the evaluation system of the national infrastructure system using the model. Method: For the study, the disaster-related laws and regulations, the evaluation report of the national infrastructure system published by the government, the guideline for the establishment of the national infrastructure protection plan, the meta-evaluation previous research data, To analyze the actual state of the evaluation. Results: Among the indices of evaluation of the current national infrastructure system, the supplementary requirements were derived from seven indicators such as appropriateness of education and training plan and implementation of disaster response, evaluation and communication with stakeholders, and evaluation committee training time. Conclusion: It is expected that the improvement plan derived from this study can be used to improve the evaluation index of the national infrastructure system.

A Study on the Establishment of Metaverse-based Police Education and Training Model (메타버스 기반 경찰 교육훈련모델 구축 방안에 관한 연구)

  • Purpose: This study proposes a Metaverse-based police education and training model that can efficiently improve the performance of various police activities according to changes in the environment of the times. Method: The structure of this system can generate Avatar Controller expressed using HMD and haptic technology, access the Network Interface, and educate and train individually or on a team basis through the command control module, education and training content module, and analysis module. Result: In the proposed model of this study, the command and control module was incorporated into individual or team-based education and training, enabling organic collaborative training among team members by monitoring the overall situation of terrorism or crime in real time. Conclusion: Metaverses-based individual or team-based police education and training can provide a more efficient and safe education and training environment based on immersion, interaction, and rapid judgment in various situations.

  • Public consent is essential to proceed with large-scale projects such as dam and hydroelectric power plant in the Carbon Neutral Era. In general, when designing facilities such as dams and river facilities, the impact due to constructing them is analyzed through numerical simulation in advance. Those facilities are built to cope with floods and usually HEC-RAS is used for numerical simulation in this process. The numerical simulation provides accurate data, but it is very difficult to persuade the public only with the data. Therefore, this study intends to consider the utilization of metaverse in the field of urban flooding and flood response. The applicability of metaverse was confirmed by emphasizing visual effects and providing easy-to-see data, using a kind of metaverse platform called Cities: Skylines. The functions and limitations of this platform were reviewed. A virtual flood scenario was applied after implementing real cities on a metaverse. The hazard map established in Korea and the results of applying the scenario of metaverse platform were compared. On the metaverse, not only the disaster situation caused by realizing the city and society as it is, but also the spread of social disasters after the disaster can be confirmed. Through this, countermeasures can be virtually implemented. If these social and humanistic data are also verified in the future, it is expected that the overall process for responding to urban flooding can be modeled.

Efficient Methods for the Distributed Disaster Prevention Resources (효과적인 분산 방재자원 관리 방안)

  • Disaster prevention resources consist of persons, equipments, goods, and facilities. Specially, equipments and goods are internally managed in the regional office, and may be leased to the inter-offices. National Disaster Management System(NDMS) managed the resources in the separated system. That is, one system is managed by regional disaster prevention system, the other is managed by the central disaster prevention system which receives the data from the regional disaster prevention system. Because the regional disaster prevention system updates the resource information quarterly, it is difficult to confirm the exact information. In this study, we propose the model which makes to supply in timely the resource to the disaster using the managed resource with RFID technology. Firstly, we classified the resources based on the resource types for the easily search. After then, we defined ID and attributes information of the resources. From the information, we described the management model for the real time resource.

  • 운전자가 필요없는 완전한 자율주행 시대에 있어, 자율주행 차량에 탑승한 사람의 상황인지 측면에서 불안감을 예측하고 이를 저감하는 방법은 매우 중요하다. 본 논문에서는 탑승자의 불안감을 유발시키는 자율주행 환경 요인으로 도로 환경, 차량의 내·외부 환경, 자율주행 제어 환경의 3가지 요소가 도출되었고, 각 요소에서 탑승자의 불안감을 유발시키는 세부 요인들을 도출하여 분석하였다.

Design and Construction Strategy for Disaster and Safety Record Information Resources Archives Based on Automatic Acquisition (자동수집 기반 재난안전 기록정보자원 아카이브 설계 및 구축전략)

  • Large-scale and complex disasters have frequently occurred all over the world recently, and they are repeated every year. Accordingly, the need for the systematic management and utilization of raw-data and processing information in the past has increased. For this purpose, this study proposed a construction strategy for disaster and safety record information resources archives based on automatic acquisition, which can be used as a hub for disaster and safety information. Based on local and foreign case studies, several consideration factors for building the archives are determined. Finally, this study proposed four steps for constructing the archives. These are as follows: 1) complete enumeration survey of the disaster and safety record information resources, 2) automatic acquisition possibility study, 3) selection of the resources for preservation, and 4) automatic acquisition of metadata. The construction of the archives proposed in this study will facilitate integrated management, sharing, and use of scattered information resources on disaster and safety.
