본 연구에서는 해양 생태계를 파괴하지 않으면서 해양공간을 개발할 수 있는 환경친화형의 부유체식 구조물을 마리나 시설에 적용하는 방안에 대하여 논한다. 특히 환경 친화형의 다목적용 마리나 시설을 정온 수역이 유지되는 우리나라 서남해안에 적용하는 시스템에 관하여 논한다.

최근 해양레저에 대한 관심이 높아지면서 플레저 보트의 이용자가 점차 늘어나고 있다. 하지만 보트 및 이용자를 수용하기 위한 마리나 시설은 대부분 단순 계류기능으로 영세하며 전국에 총 11개소로 턱없이 부족한 실정이다. 일본의 경우 마리나 및 요트항구는 570개소로 이 중 어항구역에 마리나가 조성된 곳이 27개소가 있다. 기존 어항에 마리나를 조성할 경우 건설 비용감소와 관광수입에 따른 어촌지역 활성화라는 직간접 효과가 있어 한국에서도 일본과 유사한 다기능 어항 개발이 활발히 검토되고 있다. 본 연구에서는 일본의 어항구역 내 플레저 보트 이용 및 관련 시설 조성에 관한 법제도 검토, 현황 및 문제점 분석, 활용사례 검토를 통해 향후 우리나라에서 발생할 수 있는 문제를 미연에 방지하기 위한 시사점을 도출하였다.

In general, Introducing of the Designated Manager System (DMS) of public facilities has been promoted as part of administrative reforms for planning improvement of service for customers by a private and budget cuts of operations management. DMS has begun to be introduced to the public marina facilities in earnest in 2006, it is evaluated positive about efficiency in terms of business(budget cuts). However, there is no discussion about efficiency (likes service satisfaction of client-side) from the marina whose major job is service. The primary purpose of this study is to clarify the benefits and challenges as a result of the Designated Manager System (DMS) launch implemented by local governments, following the relevant amendments to the Local Government Law. The second purpose is to clarify, from the viewpoint of users, what changes have taken place after the DMS launch, focusing on public marinas operated under the DMS. As for the primary purpose, the study is intended to clarify the economic benefits of the DMS and the significance of the DMS launch at a prefectural government level. This will help us assess whether it would be worthwhile to encourage private companies or non-profit organizations (NPO) to participate in the management and operation of public facilities under the DMS scheme. Most of the studies to date have examined the benefits of the DMS launch, focusing on the economic benefits for local governments. This study is intended to clarify the benefits and disadvantages to users of the DMS launch from the viewpoint of users.

The purpose of this study is to describe quantitatively the characteristics and the structure of the Act on the development, management, etc. of Marinas (the Marinas Act) by analysing its provisions using semantic network analysis. The method of semantic network analysis has its advantages in overcoming limitations of the traditional content analysis method, as it is easy for the user to understand the structure and the shape of a network by figuring out the structural network among words. The object of the analysis is the full text of Marinas Act recently revised from Chapters 1 to 4, while partial analysis is carried out respectively for each chapter from Chapters 2 to 4. The structural characteristic of the Marinas Act shows that the act focuses on the development of marinas, as its main goal is interpreted to set up hardwares and to construct facilities rather than to promote the marina industry itself. Even though some clauses for human capital development and business development are included, they are of less importance compared to the development of marina facilities. This study provides some basic information on the structural characteristics of the current act, which can be referred to in subsequent studies. In the future, it also needs to be complemented through comparative analysis with government policy outcomes and performance of diverse analytical approaches.

이번 탐방은 한려수도 내에 국내 최초의 육.해상 종합 휴양지인 경남 통영의 '금호 충무마리나 리조트'를 방문하였다. 이곳은 미륵도 관광특구 내에 자리 잡고 있어 요트나 유람선을 타고 인근의 거제도와 비진도, 욕지도, 연화도 등의 섬을 돌아볼 수 있으며, 주변 바닷가와 추도, 연대도, 투미도 등지에서는 바다낚시와 사냥도 즐길 수 있다. 특히, 주변에 세병관, 충렬사, 충무공유적지, 한산도, 거제도 등 관광지가 많아 한국의 나폴리로 불릴 정도로 빼어난 경관을 자랑하고 있다.

본 연구에서는 요트 산업을 목포시에 적용하기 위하여 목포 시민들을 대상으로 설문 조사하고 시민들의 의식을 분석하였다. 특히 요트 산업 적용에 에 필요한 해양관광, 관광객 확보 방안, 요트산업, 마리나 시설의 위치 등에 관하여 설문하고 그 결과들을 분석하여 마리나입지 선정에 반영하였다.

국민의 해양활동 증가로 전체 선박사고의 약 86%가 연안에서 발생하고, 레저선박 등 중소형선박이 89%를 차지하고 있다. 선박 이용자는 복잡다양하게 증가하고 있으나, 해양안전의식이 부족하고 이에 맞는 안전관리대책이 필요하다. 레저선박 이용자의 안전항행 지원과 연안 및 마리나에서의 해양사고를 줄이기 위해 이용자가 이용하고 있는 각종 자료(기상정보, 항로정보, 마리나 정보, 주제도 등)와 해역이용자, 관제자의 의견을 반영한 해양기상, 항로정보, 안전정보, 레저 정보 등 종합적인 빅데이터를 가공하여 레저선박 이용자에게 꼭 필요한 전용항해안전 시스템 개발을 위한 기초 연구를 수행하고 있다.

This study is intended to apply universal design concept and guideline to the boarding facilities of pleasure boat. In order to fulfill the purpose of the study a site survey at Suyoung Marina has been carried out. Out of the survey some problems are picked up for each part of access and pier facility, boarding platform and inside door. Practical measures for improving the situation are suggested.
