A Methodology for Digital Cadastre on Large National Estate - Focusing on Cadastral Map Revision - (대규모 국·공유지의 디지털 지적정리 방안 - 지적도면 정비를 중심으로 -)

  • The methodology on digital cadastre(World Geodetic System Conversion) needs to be specified because the primary target site is discussed for large national estate such as road, river etc. on nationwide. Comprehensively reviews on similar cases and literature reviews to make a methodology for digital cadastre on large national estate, cadastral map revision is required before converting to World Geodetic System. The revisions are on subdivision survey or the other surveys to the necessary area through inspection of geometry and attributes. And the researcher pointed out the need of registration conversion and union of parcel to remove small parcel or to remove the inconsistency of land use type. Basically a systematic maintenance of cadastral map is necessary because the World Geodetic System Conversion unresolved the poor cadastral map quality to digital cadastre on large national estate.

  • This research aimed to prevent illegal distribution and reproduction of digital cadastral map information using digital watermarking. To this end, a digital watermarking was developed in consideration of the properties of cadastral maps and based on watermarking methods, after which its performance was evaluated. A watermark key and a one-way function was used to compensate for the algorithm and, therefore, watermarking security, based on the existing research results. In these ways, the present method meets the requirements for fidelity, robustness, false positive rate and the maintenance of consistent topology. The advanced techniques suggested in this paper were devised so as to be suitable for vector data such as GIS and navigation data as well as cadastral maps. Moreover, if the existing methodology is further improved, it could be expected to be used even more widely.

  • The current cadastral business is being operated by conversion to a digital cadastral management system through computerized registers (land register and forest land register) and maps (cadastral map and forest cadastral map). Digital surveying methods, such as GPS surveying and electronic plane table surveying, are also used for cadastral surveying. At present, fees for cadastral surveying are calculated based on a standard pursuant to the Construction Standard Production Unit System and an announcement by the Ministry of Land, Infrastructure, and Transportation. In many cases, however, the cadastral surveying fee system announced at present fail to apply the digitalized environment depending on the item. This study sought to analyze the cadastral surveying fee system that requires improvement in the rapidly changing digital cadastral management environment, and to prepare a basis to establish a cadastral surveying fee system suitable to the digital environment by suggesting an improvement method for such system. As a result of the study, the following suggestions were made: a method of changing to terms suitable to the digital environment based on the current status analysis; preparation of a new estimation system regarding new estimation items; and re-survey of an estimation system of cadastral confirmation survey and preparation of an estimation system.

  • 본 연구에서는 지적도면 정보에 대하여 불법 복제와 유통의 방지는 물론 유통 후에도 유통 경로를 파악하여 차단할 수 있는 디지털 워터마킹 기술을 개발하여 보고자 하였다. 연구성과로는 지적도면은 일반 지형도와 달리 워터마크의 삽입 및 검출 과정에서 왜곡이 없어야 하고, 또한 토지이동시 발생할 수 있는 다양한 공격에서 강인성을 가져야한다는 특성을 고려하여 주파수 영역에서의 워터마킹 삽입 및 검출 시스템을 개발하였다. 향후 연구에서는 구현된 워터마킹 시스템의 성능을 평가하여 보고자 지적도면의 위치정확도 분석에 기초한 왜곡정도를 분석하고, 다양한 토지이동 상황(분할, 합병, 접합, 이동, 회전 등)에 대한 강인성 및 검출율 등을 실험하고자 한다.

  • 사회가 고도의 정보화 사회로 발전됨에 따라 효율적인 국토관리를 유지하고 발전시키기 위해 국가지리정보체계에 관한 관심이 고조되고 있고 산ㆍ학ㆍ연에서 연구가 활발히 진행되고 있다. 국내외를 막론하고 각 국에서는 21세기에는 국토관리를 디지털화하고 있다. 행정자치부에서는 지적도면전산화사업을 2005년에 완료를 목표로 추진하고 있으며, 건설교통부의 지형도전산화사업은 완료단계에 있다. 또한 가스, 전기, 통신 등의 시설물관리를 위해 수치지적도를 필요로 하는 기관에서는 독자적으로 지적도 수치화작업을 추진하고 있다. 본 연구에서는 국가지리정보체계의 일환으로 지적도면 및 지형도전산화사업의 추진현황을 파악하고 지적정보와 지형공간정보 관리의 이원화로 불편을 겪고 있는 문제점을 도출하여 연계ㆍ활용 및 개선방향을 심도 있게 파악하고 분석하여 단계적 해결방안을 제시함으로써 지적정보와 지형공간정보를 연계하여 효율적으로 이용할 수 있는 방안을 제시하였으며, 행정업무 및 국민의 일상생활에까지 지적과 지형공간자료의 연계를 통한 행정의 효율성 및 국민편익에 유익한 결론을 얻을 수 있었다.

  • 본 논문은 디지털 컨텐츠의 지적 재산권 보호를 위해 활발히 연구가 진행되고 있는 디지털 워터마킹 기술의 응용분야로서 CAD 프로그램 상에서 도안된 건축설계도면에 워터마크를 은닉하는 기법을 제안한다. 워터마크 은닉에 필요한 컴퓨터로 설계된 건축도면 정보의 추출과 CAD데이터의 특성에 맞는 워터마크 은닉알고리즘에 대해 연구하여 워터마크를 은닉하고 추출하는 실험을 하였다. 실험결과 은닉된 워터마크는 비가시성을 만족하였으며, format 변환, cropping등에도 워터마크는 추출됨을 확인하였다.

A Plan for Applying Cadastral Record to the Transformation of Cadastral Coordinates into the World Geodetic System (지적좌표 세계측지계 변환성과의 지적공부 적용 및 활용 방안)

  • In this study, from a long-term perspective, we tried to find and present a plan to apply the results of transformation of cadastral coordinates to the world geodetic system in stages for cadastral records of graphical and digital cadastral area. There was a case where the difference in area before and after the transformation occurred irregularly in the transformation result of the cadastral coordinate system currently being promoted. In addition, it was found that transformation errors in cadastral non-coincidence areas occurred accumulatively, and the period for acquiring world geodetic results for cadastral reference points was insufficient. In order to solve this problem, the study proposed a plan to provide spatial information and related fields through advancement of continuous cadastral maps, etc. for maps that have been primarily transformed by the end of 2020. In addition, the maps used for cadastral surveying purposes were presented in the direction of applying them to cadastral records in numerical form in the long term to conform to the characteristics of graphical and digital cadastral area. It is expected that more stable cadastral record will be reflected by applying the world coordinate transformation performance by dividing the graphical and digital cadastral area.

  • The existing calculation methods of the cadastral traverse survey was established in 1910s and are mostly outdated. The quality of these methods are not adequate to satisfy today's surveyor's needs that use a simple calculation method to distribute the error values. Thus, the main objective of this research is to find a methodology for appropriate calculation methods of the cadastral traverse survey that uses the general least square adjustment method with weight. Consequently, least square adjustment method has a better result than the previous one.

Improvement Plan for Cadastral Surveying Fee Calculation Process (지적측량수수료 산정 공정의 개선방안)

  • This study was conducted to deduct the facing problems by analyzing the reflected computing environment of a cadastral surveying fee calculation process for all cadastral surveying items and suggest an improvement plan for the process, corresponding to the cadastral surveying environment. An analysis of the problems showed that the current cadastral surveying fee calculation process was complicated compared to other relevant fee calculation processes. Although work process has been improved due to the changes to current cadastral surveying technology and the digital cadastral management system, it has not been reflected. This article suggests simplifying the current universal nine-step process into a four-step process. In addition, the improvement plan for the improved work process with computer files to be applied before and after field surveys is suggested. The cadastral mapping process is divided into four steps to make it suitable for a computing environment and the corresponding process improvement plan is suggested.
