  • 근래의 드론 산업은 다양한 분야에서 사용이 확대되고 있으나 규제 등 여러 가지 사회적 진입장벽으로 시장 진입에 애로사항이 도출되고 있다. 본 논문에서는 드론 산업의 여러 제약 중 배터리의 제한적인 용량으로 장시간 비행이 어려운 문제를 개선하고자 승강식 드론스테이션을 개발하였다. 승강식 드론스테이션은 드론의 비행 중 배터리가 방전될 시 충전 및 정비를 할 수 있고, 드론 간의 통신 중계기 역할을 수행한다. 본 논문에서는 스테이션에 드론이 접근 시 슬라이딩 도어를 개폐하기 위하여 초광대역 통신을 이용한 거리 측정과 위치 인식 시스템에 대한 내용을 기술하였다.

  • Despite the recent short history of drones, the applying field of drones has been used for various purposes in a wide variety of areas and fields. As such, with the emergence of various types of drones over the years, in a broad sense, a remote controlled mobile object that can be controlled by wired and wireless control may be a suitable definition for drone because of various types of drones in recent years. This paper aims to help readers who want to research, develop, and use drones by examining the history, application fields, and future prospects of drones, including Unmanned Surface Vehicle(USV) and Unmanned Underwater Vehicles(UUV), as well as aerial type drones. Through this paper, it is expected that these drones will continue to be used in various fields in the future, and the prospect of future development will continue constantly. However, for the development of domestic drone technology and industry, the government's improvement in drone-related regulations should be supported.

무인항공기(드론) 사고의 법적책임 연구

  • 조종사가 탑승하지 않고도 지정된 임무를 수행할 수 있도록 제작된 무인항공기(드론)가 다양한 장비(광학, 적외선, 레이더 센서 등)를 탑재하여 활용되고 있다. 지금까지는 국가안보 유지 수단으로서 감시 정찰 정밀공격무기의 유도 등의 임무를 수행하여 왔다. 최근에는 민간부문에서도 다양한 용도로 활용되고 있어서 정부(국토교통부 산업통상자원부)는 무인항공기의 국내경제발전의 파급효과를 인지하고, 세계 무인항공기시장에서 우선순위를 선점하기 위해 투자확대를 기해 왔다. 무인항공기시장이 산업발전과 고용촉진에 도움이 되어 국내경제에 긍정적인 효과가 많다고 하더라도 무인항공기의 안전운행을 담보할 다양한 법적 제도적인 장치의 마련이 필요하다. 따라서 무인항공기로 야기되는 다양한 유형의 사고를 검토하여 이에 대한 법적 책임에 대한 분석이 필요하다. 무인항공기의 사고는 운영자의 운영상의 과실로 인한 사고도 있고 무인항공기 자체의 결함으로 인한 사고도 발생할 수 있다. 또한 운행자의 고의과실로 인한 타인의 권리(프라이버시권 등)를 침해하는 경우나 무인항공기끼리의 충돌사고도 발생할 수 있다. 이러한 사고로 인한 책임은 민사책임으로서 대부분 지상 제3자에 대한 생명 신체 또는 재산상의 손해배상책임이다. 이러한 책임을 규율하는 국제협약으로 로마협약이 있지만 체약국이 없기 때문에 국제협약으로서의 역할을 못하고 있다. 따라서 현재로서는 각국의 국내법에 의하여 해결될 가능성이 많을 것으로 생각된다. 무인항공기 운영자의 과실로 인한 사고는 민법이나 상법이 적용될 수 있고, 무인항공기의 제작결함으로 인해 사고가 발생하였을 경우와 시스템의 오작동으로 인해 사고가 발생하였다면 제조물 책임을 물어야 할 경우도 있을 수 있다. 이러한 법적 쟁점에 대한 검토를 통하여 무인항공기 공급과 활용의 확대로 인한 다양한 사고발생과 책임범위를 명확히 하여 사고당사자들의 책임관계를 인식시키는 것이 필요하다.

Drone Delivery Service Commercialization Plan Study (드론 택배서비스 실용화 방안 연구)

  • Despite the recent economic difficulties, the on-line market is overtaking the off-line market. Since US Amazon CEO Jeff Bezos mentioned that a delivery service using drones is possible, it has been creating new perspectives and values that have never been seen before. Drones are being used in various fields. Among them, the delivery service using drones will be the future growth engine of Korea in cooperation with the 4th industrial revolution. However, as drones are put into practical use, problems such as human life and property damage and personal information protection due to public collisions or falls are expected. The practical use of future drones is inevitable, not optional. As a method for commercialization of drones, first, securing safety through drone use and securing a national certification system, which is the minimum standard system for drone safety, and second, securing various infrastructures by activating drone use, and third, aviation regulations and personal information protection, etc. It needs to be supplemented in terms of laws and regulations.

  • 최근 드론 산업은 미래를 이끌어갈 신산업으로 부상하고 있다. 이러한 기대에도 불구하고 드론으로 인해 생기는 여러 문제들 중에서 개인정보침해 관련 문제는 기술적으로 쉽게 풀리지 않아서 드론 사용에 대한 법적인 규제만 더 강화하고 있는 실정이다. 본 논문은 드론 촬영물이 묵시적으로 가지고 있는 개인정보 침해문제를 클라우드 환경 가운데 기술적으로 풀어내었다. 사용자는 자신의 개인정보 침해 요소가 제거된 안전한 영상을 이용할 수 있도록 실시간 촬영 시 특정 사람 객체에 대한 마스킹을 진행할 수 있다. 라즈베리파이 카메라와 드론을 이용해 동영상을 촬영한 뒤 소켓 통신을 통해 이를 클라우드 환경에서의 서버로 전송하면 서버는 실시간으로 마스킹 처리를 진행하며 마스킹이 완료된 영상은 최종적으로 서버에 저장된다. 사용자는 모든 사람 객체 마스킹과 특정인을 제외한 모든 사람 객체 마스킹이라는 두 가지 옵션 중에서 원하는 옵션을 선택하여 개인정보 마스킹 처리를 진행할 수 있다.

  • The drone market in Korea is growing with a focus on the use of prevention, defense, exploration and surveying, search and rescue, video shooting, and facility management. However, the foreign dependence on drone's core technologies and components is high. Drone-powered countries such as the US and China are expanding the weaponization of drones, which can intensify trade wars between countries, such as strengthening import and export regulations and monopoly. Therefore, Korea should put R & D and localization of core technology, parts, and accessories of next generation drone first. For this, policy research and investment in infrastructure, equipment, and research personnel should be preceded. This study studied the evaluation of investment priorities by infrastructure sector (facility equipment, utilization field, and demand manpower) to foster small drone companies through literature studies. To this end, we expanded and reclassified e isting research, developed investment prioritization indicators through expert group interviews and reviews, derived future uncertainties, and selected investment priorities by infrastructure sector using AHP techniques. Finally, it proposed an infrastructure construction strategy to foster small drone companies in terms of drone development support, utilization support.

  • Drone technology has been used in various fields including personal hobby, pesticide application and shipping etc. However, only few drone technologies are used in restricted fields such as transportation of alimony goods and utilization of video because of the limited utilization aspect of disaster management field. Especially, disaster specialists' the lack of understanding of the drones seems to increase the difficulty of activating drone technology in disaster management. The theme of the thesis aims to share outline of drones' control method and education plan. This project also analysis the reasons why drone has not been used in disaster management with the fact that drone can be a vital part of emergency management. We propose improved application plan to use drone technology and future development direction in disaster management by deriving problems in terms of institutional aspects(regulation and education) and sensor-based application problems camera, thermal camera, infrared sensor, RFID.

A Discussion on the Legal Definition and Legislation Methods of Drone Taxis (드론 택시의 법적 정의 및 법제화 방안 논의)

  • There are policies that foster the drone industry, which either put a legal precedent on drones through the "Drone Act" or grant a delay or exemption in applying the safety measures of "the Aviation Safety Act". Yet, the definition of a drone is unclear, requiring further discussion on commercial usage. Therefore, we have studied cases domestically and abroad, and also analyzed issues with the current aviation legislation. It was found that a drone is defined as "an unmanned aircraft where a pilot is not on board, and its net weight is 150 kg or less". However, there are several issues, such as that a drone taxi requires a pilot on board, and its weight is 150 kg or more. Thus, we propose to define a drone as "an unmanned aerial vehicle (provided, that its own net weight should be 300 kg or under, or not be limited to weight) under Article 2 (3) of the "Aviation Security Act" as prescribed by Ordinance of the Ministry of Land, Infrastructure, and Transport, which operates either by remote, automatically, or autonomously; or an unmanned aircraft under Article 2 (6) of the "Aviation Security Act".

A Study on the Reestablishment of the Drone's Concept (드론 개념의 재정립에 관한 연구)

  • Drone was originally developed for air force aircraft or missile exercise shooting targets, and is being considered as the entire unmanned aircraft to the public. The core concept of a drone can be divided into 'unmanned' and 'aircraft'. However, there are many questions about whether the Fourth Industrial Revolution, expressed as a convergence scientific innovation, is appropriate at a time when smart cities are proposed as a concept of new urban spatial formation, and the role of self-driving vehicles, including drones, is being emphasized within the new urban integrated transport system. In this study, the concept of the existing drones was analyzed for the development process, definitions in each country's laws, and the results of the preceding research to present a concept suitable for future society and a unified term. It is not desirable to define a drone for the purpose of a country, an institution, or an operating entity, depending on the circumstances of the era. It is more reasonable to find the concept of a drone based on human life than in the traditional way, and more reasonable considering the development of the drones in the future. Subsequent studies should be more detailed, more data and research results analyzed, and discussed areas that were not covered in this study. Based on this, research should also be conducted on a variety of topics, including legislation, preparation of operational regulations, and related industrial processes and regulations.
