This study examines the policies currently announced in the "3rd Comprehensive Library Development Plan" in relation to the discovery of individuals' potential in libraries and analyzes the current status of the tasks promoted and executed by central administrative agencies and municipal and provincial libraries based on these policies. Based on the analysis results, this study presents the methods for libraries to play their role in discovering the potential of individuals in the future. According to the results of this study, due to the poor performance of libraries resulting from reduced in-person events because of library closures and the promotion of non-contact services such as humanities classes and cultural programs in response to COVID-19, it is necessary to establish systems to support emergency management and non-contact programs in response to COVID-19, as well as increase the budget for extending reading culture projects for underprivileged regions and people. In addition, it is necessary to discover quality long-term, non-contact programs, provide infrastructure for non-contact program operation, and develop guidelines. Second, it is observed that communication- and discussion-type social reading programs need to be promptly converted into and operated as online classes. Third, the study results confirm that it is necessary to prepare measures to reinforce external cooperation, such as improving the convenience of and accessibility to information use for users, conducting seminars between domestic and foreign councils, promoting one-stop data sharing systems, executing data digitalization, expanding library infrastructure in preparation for the post-COVID-19 era, and promoting public relations activities.

This study is about special programs for elementary school library media centers in Texas in the United States, that can be used as a way of activating the school library media center programs. Various special programs of the seven elementary school library media centers in Texas were selected for case studies and the types, purposes. frameworks, effects of the programs and the subjects were analyzed. Special programs were provided for exhibits and displays, featured speakers or entertainers, learning centers, demonstrations, and media in conjunction with book fair and curriculum. And the purposes of the programs were to support and enhance the curriculum. to provide personal enrichment and to provide professional development for teachers. The frameworks for the program were the special target group, curriculum needs, special theme. interest and entertainment within available time periods. The benefits of the programs were the highlights of the media center and the media specialist, increasing of the school library media center usage. classroom support and enrichment, broadening students' and teachers' interests. encouragement of the development of lifelong learners and the establishment of the good public relations. Therefore, we have to consider the development of the special programs as a method of activating the school library in Korea and it should be brought with the concern and support from the principals, teachers, parents, and community members.

The study goals are establishing a library management plan for the school for the blind in Korea and also developing a structured library program, which reflected the patron's perception. We surveyed the students in three schools for the blind to identify their perception and usage statistics of the libraries. The analysis of the survey led to a school library program framework consisting of four types. To verify the applicability and effectiveness of the framework, we designed ten programs to meet the needs of the schools by consulting respective school's teachers. We administered the second survey after the classes, and we found that there were positive increases in the frequency of library use, a number of books read, perception about the libraries, amount of information used, and self-directed learning willingness.

The aim of teaching writing is not to memorize a single piece of knowledge but to acquire higher thinking that could be related to other fields using learners' various reading experiences and schemata. Among several strategies or techniques to write well, it is recommended to use a mind-map technique. A mind-map software applies the mind-map technique into computer for learners to study autonomously. However, the mind-map software is not common in educational fields yet and there are only few studies on the effect of it. Therefore, this study analyzed various curricula to extract the elements of writing and developed a mind-map software program which was applied and tested. As a result, the writing program using the mind-map software was effective in promoting learners' motivation and lowering anxiety. It also improved learners' competence of writing such as understanding, analytic thinking, creativity, ability to organize, and expression.

This paper is a preliminary study to develop the standard job model for strengthening children services in Korean public libraries. To do so, the researchers reviewed and analysed the current status, features, and job of children's services of sample public libraries in the United States, United Kingdom, Japan, and Korea. As a result. library management, development and preservation of childrens' materials, technical services and database management, public services, program services related to book and reading, cooperation activities with the relevant agencies and facilities revealed as a key job of children's librarian. Based on these results, subsequent research will be to develop a standard job model for children's services of public library in Korea.

Public library programs serve a cultural function and are a tool for community interaction. Recently, there has been an increase in the number of websites that integrate the programs of various institutions, but there is no set framework to describe the programs. Therefore, in order to prepare a framework for program information, we conducted a content analysis of Jeongdok Library programs as an example. Using MAXQDA, a content analysis tool, category codes for type, topic, special classification, and target audience were derived. Based on this, we analyzed the characteristics of the Jeongdok library programs as follows. In terms of type, there are many programs such as classes and lectures, but fewer programs related to tours, performances and screenings, and operational experiences. In terms of topic matter, programs related to reading and the arts were dominant, while programs related to book curation, awards, and the environment were less common. In terms of target audience, the most common programs were for adults, with fewer programs for high school students, middle school students, and library staff. The framework of Jeongdok library program can be used not only to classify the programs currently operated by other public libraries, but also to develop a service platform for public library programs in Korea.

The reading activity of university students is the key element for the cultivation of creative human resources, and each university develops and performs the various cultural education and library program. Actually, the university libraries check the service periodically through library satisfaction surveys and the library user's actual condition survey to improve it, but the amount of reading, number of books lent and the rate of borrowers are still under expectation. Therefore, in this research, an in-depth analysis of lending books data for freshmen, as the service improvement and revitalization measures of university libraries for students, suggested the following: (1) the early education for the library users, (2) the opening of the students-participating library collections, (3) the use of the data using a library for the consulting with students (4) the establishment of the library depositary for education support, and (5) the introduction of the library CRM for individual student. Through this result, it would be substantially helpful for each university library (including two-year college), in which the number of lending books and the rate of borrowers are below expectations.

The 2015 revised curriculum aims to cultivate a 'creative fusion talent' capable of creating new knowledge and fusing various knowledge to create new value. Therefore, it is strengthening reading education to raise humanistic imagination and software education to promote scientific creativity. In addition, we have created [Safe Living] textbooks based on experiential activities as a way to strengthen safety education that is becoming a social issue. And we use it to conduct safety education at creative activity time. Novel Engineering believes that it can develop thinking skills in the process of reading books and finding and solving problems in life in them. Therefore, in this study, we will develop software education programs for safety education that are applied with Novel Engineering and apply them to actual classes to verify the educational effectiveness of students' creative problem solving skills and safety education.

The purpose of this study was to offer the preliminary data for the development of forest therapy program. This exploratory study is about the development of forest healing program by identifying what is the forest healing program preferences of potential consumers and would be an important basis for the operation. The survey of interests and needs of 620 people on the forest therapy was analyzed. Using SPSS 21.0 program, statistical analysis, frequency analysis, T-test, One-way ANOVA, we looked at the differences in forest healing program preferences according to gender, age, occupation. Forest therapy program preference was found to vary depending on sex, age and job. First, according to gender, men preferred athletic in the forest and camping compared to women, and women showed a higher preference than men in the overall program. Second, depending on age, as compared to other age, for 20s; stress assessment & diagnosis, cooking in the forest, photo therapy in the forest, for 30s; walking in the forest, counseling, listening to lectures(stress-related or interpersonal relationships-related), communication-related lectures and vision quest, for 40s; meditation, viewing the forest, forest bathing wind bathing sun bathing, walking on barefoot in the forest, for 50s; breathing breathing exercises, yoga, mountaineering, climbing in silence, eating wild food, respectively, each of those programs were especially favored. Third, the forest healing program preference in accordance with the job is as follows. For students; stress assessment & diagnosis, cooking in the forest, etc., for teachers; walking in the forest, mountaineering, reading in the forest, viewing the forest, forest bathing wind bathing sun bathing, camping etc., for housewives; yoga, listening to the sound of water flowing, drinking herbal tea, eating wild food, for specialist researcher; breathing breathing exercises, climbing in silence, meditation, sleeping in the forest, respectively, each of those programs were especially favored. We expect the results of this study to be utilized as basic data for the development of forest therapy program targeting on adults.

The present study investigates librarians perceptions of Free Learning Semester, and their commitment to program development for coordination with Free Learning Semester, and whether they currently offer programs for Free Learning Semester. The study results are as follows. First, the results on perceptions of Free Learning semester showed that 54.20% of the librarians who participated in the study were aware of Free Learning Semester, and 80.15% had participated in training related to Free Learning Semester. Regarding the anticipated outcomes of implementation of Free Learning Semester, "Participation in various experiential activities offered through Free Learning Semester" was the most common response, and regarding special considerations in Free Learning Semester, "Need for instituting the dedicated workforce and enhancing their sense of responsibility and expertise" was the most common response. Second, regarding the library program development and provision for coordination with Free Learning Semester, 58.02% thought that the implementation of Free Learning Semester was an opportunity to expand the role of libraries, while insufficient budget was listed as a barrier. In addition, 63.36% stated that they had no experience in providing a program in a library. Finally, the results on the perception on the Free Learning Semester program they want to provide in a library showed that "Human Library" and "Read! Think! Dream!" were the programs they want to provide most, with the mean score of 3.939.
