The New Urbanization Process and Urban Policy of Daegu in the 1990s (1990년대 대구의 신도시화 과정과 도시정책)

  • This paper is to consider the new urbanization process of Daegu in the 1990s, especially with its economy, politics, social culture, environment and space. In the economic aspect, the industrial structure of Daegu has shifted from the manufacturing- centered economy to the service economy. But it has not yet overcome the linear frame of industrial structure still relying on the textile industry, though the degree of industrial specialization has increased in the part of the fabricated metal products and the precision and optical instrument. In the political situation that the implementation of the local self-government has made the relation between localities more competitive, the local government of Daegu has led a boom for boosting the regional economic growth, organizing private-public-research relations to improve the weakening regional investment and production function. In the social and cultural aspect of the new urbanization, the investment into the soft-ware facilities has been increased, and the urban festivals have been changed so as to revitalize the regional economy. In the environmental aspect, as the self-government system has launched, conflicts around values and interests of local governments have revealed frequently due to locations of infra-structures and of abhorrence facilities. Finally, seen from the spatial dimension of the city, the extension of residential areas and unregulated use of urban space have a result of inefficience of land-use, and this kind of unplanned outer expansion of the city has brought about with further separation of house and working place, and increasing distance of movements and the an urban spatial structure which requires more energy consumption.

A Study on the Characteristics of the Spatial Distribution of the 4th Industry (4차 산업의 공간적 분포특성에 관한 연구)

  • Recently, there has been a growing interest in the fourth industrial revolution, expected to have a significant impact on society. However, there are only a few studies on spatial distribution and location of the fourth industry. This study tried to classify the spatial distribution of the fourth industry by using LQ, a non-geographical method, and Getis-Ord's Gi*, a geographical method. The results of the analysis are as follows. First, there are the specialized areas of the fourth industry in the non-Seoul metropolitan area as well as the Seoul metropolitan area. Second, industrial clusters and neighborhood areas of the fourth industry were located mostly in the Seoul metropolitan area. Third, industrial clusters were concentrated on the southern part of Gyeonggi Province and Seoul, and there are no industrial clusters in the northern part of the Seoul metropolitan area and the nature conservation area. This paper shows that the cluster area of the fourth industry is concentrated in the Seoul metropolitan area. Therefore, policies for the 4th industry are needed to solve this unbalanced spatial distribution of the fourth industry.

Employment Growth and Industrial Change in Cheongju, 1985-2005: An Analysis Using a Shift-Share Model (청주의 고용 성장과 산업 변화, 1985-2005: 변이할당모형에 의한 분석)

  • The population and employment of Cheongju have increased rapidly since the 1970s. This study examines the industrial employment change of Cheongju City and performs a shift-share analysis for the employment growth. The data used in this study are mainly from the 1985, 2000 and 2005 Census of Population and Housing. This study first explained the population change and industrial structure of Cheongju, then reviewed the development of shift-share models. Location quotients and specialization coefficients resulted from this study revealed the diversifying tendency in the urban industrial structure. Shift-share analysis employing the modified Arcelus model elucidated the favorable industrial mix and the competitiveness of industrial sectors. As a whole, Cheongju has advantageous industrial structure in comparison with that of the nation. All sectors of Cheongju except several services sectors grew faster than those of the nation and showed positive competitive effects. It is suggested to utilize more disaggregated industrial data in more fractured subperiod in order to pinpoint the competitive industries.

A Study on the change of a hinterland according to the opening of a Pyeongtaek port (평택항 개항에 따른 배후 지역의 변화에 대한 연구)

  • Pyeongtaek port, opened in 1986, has played a role as an international trading port. Pyeongtaek city which is a hinterland with Pyeongtaek port has both landscape of city and rural area. Aims of this study is investigating the regional change of Pyeongtaek city according to the opening of Pyeongtaek port: the change in population and land value by the average distance(27.3km) between Pyeongtaek port and each region and the change in industry and regional industry with location quotient of region. The increasing rate of population and people who work for industry showed an aspect of rising as a place locates near Pyeongtaek port, yet the increasing rate of land value showed little differences. In short, as the area is closer to Pyeongtaek port, the number of population and employees are higher. Yet, the increasing rate of the land value showed little difference. The study showed that manufacturing industry is specialized in rural region(eup myeon region), and tertiary industry is specialized in urban region(dong region) of Pyeongtaek city according to location quotient.

Promoting Regional Innovation Projects and Cluster Formation in Korea (지역혁신사업 추진지역의 산업 클러스터 형성여건과 정책적 함의)

  • The purpose of this paper is to analyses current status and issues of cluster formation and extract policy implications. To this end, the questionnaire which surveyed the level of cluster formation were executed targeting the actors of regional innovation projects(RIPs). The results show that the situations and development stage of the cluster formation between capital region and non-capital region, large cities and small and medium sized cites are different. The level of clustering is also satisfactory, which is a requirement for cluster formation at its early stage. However, the capacity for phase II of cluster growth is not sufficient yet in terns of relationships between ventures and large corporations, institutions supporting management, finance and marketing, researchers from each individual sector of strategic industries and spin-off fines. Therefore, RIPs should be promoted with different policy tools for various regions that are devised according to the varying development stage of each region. The location of RIPs should be determined considering efficiency rather than equity, clustering rather than decentralization, and specialization rather than multiple development. In the long term, developed regions should pursue balanced regional development, with underdeveloped regions targeting specialization.

  • With the advanced localization followed by the settlement of the local autonomous systems, every city has faced new realities that it is inevitable to change its environment and image designs which have been uniformly made without consideration of its characteristics. Accordingly, they have failed to effectively achieve the development goal which make them distinctive.. The identity of a city means an image rather than its attribute. It can be drawn only when the city has its own municipality as well as the superiority to others. For Corporate Identity(CI) to function effectively as a comprehensive medium of communication, We should take into consideration all the situations which surround the city. It should be emphasized on the culture and environment oriented image. To do so we first of all have to analyze in detail the current situations and characteristics of the city. Hence, this paper tried to propose the strategies of making the CI which expresses the unique identity and communication of the city applying the CI program which have been used as the way of business management. The creation of the CI of the city takes the following steps. First, find the potentials for the image of the city through the survey of its resources. Second, provide the motive for citizens to actively participate in making plans with a dear vision for the improvement of the city image, physical development and so on. Third, provide with the events and the projects for specialized goods of the city to strengthen the ability of delivering the information, to design the city image and the street environment of the city. Fourth, apply the communication design system to use actively the administration organization, to enhance the citizenship, and to differentiate the city image. To do so, a variety of efforts should be followed to integrate and promote the regional culture, develope the structure and the facility functions of the city connecting those factors effectively. The establishment of the city identity is required a variety of activities to make the environment of the city, and the agreeable residential environment for a better life by differentiating the characteristics the city has.

  • Through this study, it is aimed to derive the policy direction considering the characteristics of the present Smart Factory, the industrial condition of Pohang area, and the promotion field. Secondly, the questionnaire data of the regional enterprises will prepare for the improvement of the industrial structure and the implications for efficiency, and preparation for regional preparation and industrial changes in preparation for the next generation of production revolution. The construction of Smart Factory in Pohang can be divided into two major directions. First, it is analyzed that smart factory pilot projects are highly needed, focusing on competitive medical precision manufacturing field among the SMEs in the region, primary metal and nonmetal manufacturing industries, and other machinery fields. In addition, local SMEs are willing to introduce smart factories for reasons of quality improvement and cost reduction, and it is confirmed that they will actively promote employee training and expertise if they can upgrade continuously.

Prospects for development of cosmetic industry using natural products in Chungbuk (충북지역의 천연 자원을 활용한 화장품 산업의 발전 전망)

  • With entry into force of the Nagoya Protocol to promote the fair sharing of the benefits of accessing and utilizing genetic resources, much support has been given to research on the development of biomaterials and products using domestic natural resources. Conservation and resource-saving of native species became very important through Nagoya Protocol enactment. The trend of cosmetic industry has been shifing from use synthetic chemicals to natural biomaterials, due to the safety regulations on new materials, ban on animal experiments, and expansion of cosmeceuticals range. In addition, functional cosmetic range has been expanded from whitening, wrinkle improvement, and ultraviolet shielding, to hair loss, hair loss alleviation, acne relaxation, and moisturizing of atopic skin, thus causing the activation of research about field of efficacy evaluation on natural biomaterials and commercialization. Chungbuk province is fostering the bio industry as a key industry for regional economic growth. For this purpose, Osong Biotechnology Complex/Ochang Science Industrial Complex in middle area, Jecheon biovalley in northern region, and Chungju Enterprise city have been established, thus playing a pivotal role in Bio innovative cluster in Korea. In particular, it was established the osong cosmetics clinical research support center to develop the cosmetics industry in chungbuk, thereby supporting clinical trials, efficacy evaluations, overseas certification, and overseas market entry in order to advance into the global market. In addition, oriental plants such as astragalus propinquus, schisandra chinensis, eucommia, alpiniae oxyphyllae fructus and biancaea sappan are being actively studied as global cosmetic ingredients through the promotion of various national research and development projects using natural materials in chungbuk province. The chungbuk natural product industry is expected to grow further throughout cosmetics industry development in the future, as companies and research institutes are actively promoting the secure index of effective material in natural products and effective material commercialization.

A Study on the Development items of Korean Marine GIS Software Based on S-100 Universal Hydrographic Standard (S-100 표준 기반 해양 GIS 소프트웨어 국산화 개발 방향에 관한 연구)

  • This study is to develop the direction of the development of the next-generation mapping of marine information required to develop a base of the utilization localization of maritime production tools. The GIS data-processing products and technologies currently used in the Korea's marine sector depend on external applications which is renewal costs, technical updates, and unreflected characteristics. Meanwhile, the S-100 standard, the next generation hydrographic data model that complements S-57's problems in marine GIS data processing, was adopted as a new marine data standard. This study aims to present the current status and problems of marine GIS technology in Korea and to suggest the development direction of GIS software based on the next generation hydrogrphic data model S-100 standard of IHO(International Hydrographic Organization). S-100-based marine GIS localization technology development and industrial ecosystem development research is expected to scientific decision-making on policy issues that occur with other countries such as marine territory management and development and use of marine resources.

The Strategy of Korea's Environmental Official Development Assistance Project (한국 공적개발원조 사업의 방향과 전략 : 환경 분야를 중심으로)

  • 2010년부터 2019년까지 지난 10년간 한국의 ODA 현황을 규모와 유형 측면에서 살펴보면, 양자 간 원조 중 유·무상원조 비중은 큰 변동 없이 OECD DAC 회원국의 평균을 밑돌고, 다자 간원조는 21~31% 수준을 유지하고 있다. 프로젝트 원조가 꾸준히 가장 큰 비중을 차지하며 사회 인프라 및 서비스 분야에서 가장 많은 사업이 추진되고 있다. 특히, 수자원과 위생 부문은 사회 인프라 및 서비스 분야에서 보건(33%)과 교육(25%)에 이어 가장 높은 비중(19%)을 차지하고 있다(10년 누계, 약정 기준). 2020년 7월, 현 정부는 '개발 협력을 통한 코로나19 회복력 강화 프로그램(Agenda for Building resilience against COVID-19 through development cooperation, 일명 ABC 프로그램)'을 발표하고, 개도국의 경제·사회 회복력 강화를 위하여 기존 ODA 사업에 ICT와 친환경 사업 요소를 접목한 디지털 및 그린뉴딜 ODA 사업을 적극 발굴, 추진하겠다고 밝혔다. 지난 10년간, 한국과 가장 많은 다자 간 원조를 추진한 지역개발은행(36%)과 세계은행그룹(35%)에서도 코로나19와 같은 위기극복하기 위한 뉴노멀로서 환경 사업의 비중을 높이고 있다. 예컨대, 아시아개발은행은 코로나19에 대응하기 위한 도시 차원의 단·중기 행동 계획으로 도시 상하수도 시설의 지속적인 원활한 운영과 필수적인 물, 위생, 보건(WaSH) 서비스 제공을 최우선적인 조치로 발표하였다. 이러한 배경에서 본 연구는 한국의 ODA 정책 방향을 검토하고 국제사회의 추진 동향을 분석하여 향후 한국이 특화하고 경쟁력을 가질 수 있는 환경 분야의 ODA 전략을 제시하고자 한다. 본 연구 결과는 ODA를 통해 해외 진출을 도모하는 민간기업과 국력 향상의 수단으로써 ODA를 적극적으로 활용하겠다는 기조를 지닌 새 정부의 ODA 전략 수립에 기여할 수 있을 것이다.
