Creative City Policy in France: Case studies on Creative City Development Projects of Nantes (프랑스의 창조도시정책: 낭트의 창조도시 개발사업을 중심으로)

  • This study aims to analyze a creative city development case of the Nantes City in France focused on vitalizing creativity by urban regeneration and to get some policy implications through reflecting on process, governance and performance of the Nantes case. The Nantes City tried to overcome its regional economic depression caused by closing shipyard through its creative city program. The Nantes creative city program has been maintained for 20 years, which succeeded in both transforming economic structure of the Nantes city and improving the image of it. As a result, the Nantes city is regarded as a best city for living in France. It established own city model by participating in European projects, referring to cases of other cities and adopting specialists' views. In the process of creative city, the Nantes distinguished itself from other cities in sizes and circumstances and devoted itself to interactions between the city and culture projects, focused on clear objectives and dynamic co-works. In addition, the Nantes changed creatively buildings and spaces to regenerate deserted regions, and established some high valueadded creative industry on the basis of historic and cultural resources.

A Study on the Application of Suitable Urban Regeneration Project Types Reflecting the Spatial Characteristics of Urban Declining Areas (도시 쇠퇴지역 공간 특성을 반영한 적합 도시재생 사업유형 적용방안 연구)

  • The diversification of the New Deal urban regeneration projects, that started in 2017 in accordance with the "Special Act on Urban Regeneration Activation and Support", generated the increased demand for the accuracy of data-driven diagnosis and project type forecast. Thus, this research was conducted to develop an application model able to identify the most appropriate New Deal project type for "eup", "myeon" and "dong" across the country. Data for application model development were collected through Statistical geographic information service(SGIS) and the 'Urban Regeneration Comprehensive Information Open System' of the Urban Regeneration Information System, and data for the analysis model was constructed through data pre-processing. Four models were derived and simulations were performed through polynomial regression analysis and multinomial logistic regression analysis for the application of the appropriate New Deal project type. I verified the applicability and validity of the four models by the comparative analysis of spatial distribution of the previously selected New Deal projects by targeting the sites located in Seoul by each model and the result showed that the DI-54 model had the highest concordance rate.

Suggestion of Urban Regeneration Type Recommendation System Based on Local Characteristics Using Text Mining (텍스트 마이닝을 활용한 지역 특성 기반 도시재생 유형 추천 시스템 제안)

  • "The Urban Renewal New Deal project", one of the government's major national projects, is about developing underdeveloped areas by investing 50 trillion won in 100 locations on the first year and 500 over the next four years. This project is drawing keen attention from the media and local governments. However, the project model which fails to reflect the original characteristics of the area as it divides project area into five categories: "Our Neighborhood Restoration, Housing Maintenance Support Type, General Neighborhood Type, Central Urban Type, and Economic Base Type," According to keywords for successful urban regeneration in Korea, "resident participation," "regional specialization," "ministerial cooperation" and "public-private cooperation", when local governments propose urban regeneration projects to the government, they can see that it is most important to accurately understand the characteristics of the city and push ahead with the projects in a way that suits the characteristics of the city with the help of local residents and private companies. In addition, considering the gentrification problem, which is one of the side effects of urban regeneration projects, it is important to select and implement urban regeneration types suitable for the characteristics of the area. In order to supplement the limitations of the 'Urban Regeneration New Deal Project' methodology, this study aims to propose a system that recommends urban regeneration types suitable for urban regeneration sites by utilizing various machine learning algorithms, referring to the urban regeneration types of the '2025 Seoul Metropolitan Government Urban Regeneration Strategy Plan' promoted based on regional characteristics. There are four types of urban regeneration in Seoul: "Low-use Low-Level Development, Abandonment, Deteriorated Housing, and Specialization of Historical and Cultural Resources" (Shon and Park, 2017). In order to identify regional characteristics, approximately 100,000 text data were collected for 22 regions where the project was carried out for a total of four types of urban regeneration. Using the collected data, we drew key keywords for each region according to the type of urban regeneration and conducted topic modeling to explore whether there were differences between types. As a result, it was confirmed that a number of topics related to real estate and economy appeared in old residential areas, and in the case of declining and underdeveloped areas, topics reflecting the characteristics of areas where industrial activities were active in the past appeared. In the case of the historical and cultural resource area, since it is an area that contains traces of the past, many keywords related to the government appeared. Therefore, it was possible to confirm political topics and cultural topics resulting from various events. Finally, in the case of low-use and under-developed areas, many topics on real estate and accessibility are emerging, so accessibility is good. It mainly had the characteristics of a region where development is planned or is likely to be developed. Furthermore, a model was implemented that proposes urban regeneration types tailored to regional characteristics for regions other than Seoul. Machine learning technology was used to implement the model, and training data and test data were randomly extracted at an 8:2 ratio and used. In order to compare the performance between various models, the input variables are set in two ways: Count Vector and TF-IDF Vector, and as Classifier, there are 5 types of SVM (Support Vector Machine), Decision Tree, Random Forest, Logistic Regression, and Gradient Boosting. By applying it, performance comparison for a total of 10 models was conducted. The model with the highest performance was the Gradient Boosting method using TF-IDF Vector input data, and the accuracy was 97%. Therefore, the recommendation system proposed in this study is expected to recommend urban regeneration types based on the regional characteristics of new business sites in the process of carrying out urban regeneration projects."

A Study on the Policy and Legal issues of Urban Regeneration (도심재생의 정책 및 제도에 관한 연구)

  • The CBDs of major cities in Korea have been deteriorating because of the hollowing-out phenomenon caused by decades-long urban sprawl. The weakening of CBD triggered various efforts to revitalize the area; and several cities have launched regeneration policies in recent years. The purpose of this study is to investigate key factors to revitalize CBD area with reference to various experiences of foreign and domestic countries. This study consists of follows. At first, it analyzes theoretic backgrounds of urban regeneration such as new urbanism; and implements case studies of England, USA, and Japan with respect to their relevant laws and policies. Second, it investigates domestic cases of so-called Newtown projects being implemented in Seoul and Dajeon. We focused on the analysis of strategies and characteristics of housing redevelopment as well as regional center revitalization projects happening in these cites. Lastly, we proposed future directions of urban regeneration in Korea based upon the comparative studies of various cases discussed in this study. The study concludes that diverse efforts in terms of project implementation, planning, and money raise are required for successful urban regeneration in Korea.

Discrimination of Private Property Right Protection in the U.S. Urban Regeneration Projects: A Perspective of Legal Geography (미국 도시재생사업과 사유재산권 보호의 차별 - 법제지리학의 관점 -)

  • This paper analyzes the discrimination of private property right protection in urban regeneration projects that is implemented by eminent domain based on public use in the United States. In spite of urban regeneration projects which depends on property condemnation for public use as a coercive power, it is executed on the discrimination of property right and sacrifice of the social disadvantages that transfer property from these private party to another big capitals and private developers. At first this paper investigates research trends in urban regeneration within the framework of multidisciplinary approach and suggests legal geographical perspective as a new research field. Next I figure out current state, types and numbers of brownfields site with the EPA and GAO data, and define these sites as results of deindustrialization and suburbanization process. Finally this paper uncover that the discrimination process of private property right is due to complex actions of expansion of public use concept in the U.S. Supreme Court from public ownership to economic public use, privatization of eminent domain, growth coalition regime and business friendly policy focused on economic development, class and racial bias, neoliberal movements of property right reform.

  • 인천, 아산, 대전, 광명 일대에 도시의 향연이 시작됐다. 각 도시마다 경쟁력 제고와 도약을 위한 발판으로 복합 도시 개발이 떠오르고 있다. 대한주택공사와 토지공사, 인천경제자유구역청 등 공공기관이 시행을 하고 민간 건설업체와 금융사들로 구성된 컨소시엄이 사업을 추진하는 형태의 민간 합동 복합 도시 개발이 본 괘도에 올랐다. 지역의 프리미엄을 높이고 도시의 기능을 재생시키는 복합 도시 개발의 현장을 살펴보았다.

  • 최근 교통사고 화재 자살 감염병 등 4대 분야는 최근 3년간(2012~2014) 평균 사망자수(26,292명) 대비 '18년까지 4,201명(16%) 감축을 목표로 하고 있다. 행정안전부의 지역안전지수 공개에 따라 지자체별 안전사고 사망자수 감축을 목표로 다양한 정책이 추진 중이다. 안전한 도시구축을 위한 안전 인프라 사업을 지자체별로 도출하고 있으나, 효율적인 사업 콘텐츠 마련에 어려움을 겪고 있다. 본 연구로 사업추진의 성공모델(Best Practice)을 창출할 수 있도록 안전 인프라 사업 콘텐츠를 도출하였다. 안전도시 구축의 전국확산을 위한 지역별 안전관리 대상지를 선정하고 효율적인 국가 및 지자체 예산 마련의 기초자료로 활용이 가능하다.

  • 낙후된 도시를 정비하는 방법으로 새로이 등장한 거점확산형 주거환경개선사업은 전면철거방식인 주택재개발사업이내 공동주택 건설방식과 비교하여 지역주민의 재정착 비율이 높고, 기존 도시 조직을 고려하며 점진적으로 개발할 수 있는 기성시가지 정비수법으로 주목받아 왔다. 또한 지역의 침체된 경제를 활성화시키고 황폐화된 구시가지를 회복시키기 위하여 정부에서는 도시의 새로운 경쟁력을 찾고 지역 주민의 삶의 질을 보장하기 위해 지역 주민의 삶의 질을 보장하기 위해 지역 커뮤니티를 근간으로 하는 도시재생사업을 추진하게 되었다. 효과적인 거점확산형 주거환경개선사업을 위해서는 주민참여가 중요하며, 현재에 이르러서는 필수적인 요건이 되었고, 도시계획 역시 주민과 함께 하는 방향으로 변화하게 되었다. 이에 따라 GIS도 주민과 같은 비전문가의 의사결정을 지원하기 위한 도구로 확대되어 활용되고 있다 하지만, 현행 주민참여 방식은 형식적인 수단에 불과하며, 주민 참여도를 높일 수 있는 획기적인 방법은 아직도 연구해야할 과제이다. 따라서 본 연구에서는 커뮤니티의 재생을 목적으로 하는 거점확산형 주거환경개선사업에서 능동적 주민참여를 좀 더 효율적으로 이끌어 내고자 사업정보제공서비스, 주민의사반영 서비스, 쌍방향적 의견교환서비스, GIS 서비스를 제공하는 커뮤니티 재생을 위한 앱 기반 PPGIS 모델을 제안하였다. 최근 스마트폰의 보급률이 급증함에 따라 스마트폰의 활용은 주민들의 관심과 참여 비율의 변화를 크게 가져올 수 있을 것으로 기대되며, 커뮤니티 재생을 위한 스마트폰의 앱 기반 PPGIS 모델은 정책결정자, 전문가 그리고 주민이 서로의 생각을 교환하고 이해하는데 또 다른 유용한 의사소통 도구가 되어 주민의 참여도를 높여 줄 것이라 기대된다 특히, 스마트폰을 많이 사용하고 있는 젊은층의 흥미를 유발하여 참여도가 낮은 젊은층의 참여도를 높이는데 기여할 것이라 여겨진다,

  • Recently, the urban regeneration project has been performed actively at home and abroad. The stake-holders in urban regeneration project are various and complicated, and has large scale during a long life period. Also they show the characteristics of a mega-project and most mixed-use form. Therefore, the urban regeneration has a lot of potential risk factors from project beginning to completion. It means they need efficient and continuous risk management in terms of performance measurement. But the current domestic construction project does not reflect risk management in view of performance measurement. This study proposes the risk management methodology by mapping risk factors with major performance indexes of the urban regeneration project.

  • 도시재생의 효율적인 정책수립 및 사업추진을 위해서는 여러 분야에서 제공되고 있는 다양한 정보 DB들을 연계하여 체계화된 도시재생 관련 정보를 제공할 수 종합정인 정보제공 시스템이 필요하다. 본 연구에서는 도시쇠퇴의 진단을 바탕으로 재생 필요지역 추출, 지표 모니터링, 평가 등을 수행할 수 있는 시스템을 설계하였다. 또한 관련 정보의 효율적인 유통 및 정보 피드백을 통해 도시재생 정보를 효율적으로 제공할 수 있는 정보공유 포털 구축방안을 제시하고자 한다.
