Limits to the Institutional Formation and Operation for the Network City : A Case Study of Daegu-Gyeongbuk Free Economic Zone (네트워크 도시의 제도적 구성과 운영의 한계 - 대구경북경제자유구역을 사례로 -)

  • The aim of this paper is to explore limits to the institutional formation and operation for network city as a case study of Daegu-Gyeongbuk Free Economic Zone (DGFEZ) in the introductory context. The legal and institutional framework of FEZ in Korea can be characterized by multi-dimensional, vertical or horizontal governance. However, in terms of its implementation process of DGFEZ, the density of the public-private network becomes relatively week, and consequently, the level of participation by local people was not institutionalized in a more collaborative way. With respect to the network city for DGFEZ, while at the initial stage its plan was highly focused upon the conceptual framework of the city, the process of its implementation was based upon a polarization strategy of individual unit and a performance-oriented type. Other evidence for it is that administrative organization in DGFEZ changed from development-based throughout investment attraction-focused up to region-based department. Therefore, there are limits to the institutional formation and operation for the network city in the context of DGFEZ.

  • 최근 우리 사회는 유비쿼터스 컴퓨팅 기술의 발전과 지자체별 u-City 건설 붐에 힘입어 도시민의 삶의 질 개선과, 도시관리 기능의 효율화를 위한 차세대 서비스 사업이 활발히 전개되고 있다. 반면 유비쿼터스 사회에서의 기술 수명주기의 단축과 시장의 급변은 사업 전개에 있어 커다란 부담으로 작용하고 있어 사업 계획 단계에서부터 사업의 타당성에 대한 충분한 고려가 필요하다. 본 논문은 과거의 전통적인 Business로부터 u-Business로의 진화과정을 살펴보고 기술의 발전과 가치의 변화에 따른 u-Business의 성공요인과 u-City 사업의 특징 분석을 바탕으로 u-City 사업 계획 단계에서 적용 가능한 u-City Business Model의 사업타당성 평가지표를 도출하고자 한다.

Strategic Management of the Policy for Seoul City's Hangang Renaissance (네트워크 분석적 의사결정방법(ANP)을 이용한 서울시 한강르네상스 정책의 전략적 관리방안)

  • This study was performed for the purpose of reviewing the strategic management direction and ideas of the policy for Seoul City's Hangang Renaissance. In order to accomplish this, levels were established for each step of the policy and the policy priority by level was derived. The policy priority by level was analyzed by a decision making model through the Analytic Network Process(ANP) and the priority would be the standard to judge the order of priority. The analysis results showed that there was not a big difference between the priorities of two basic concepts: restoration and creation. The fourth level, detail plan of the third level, showed priority that development by type for waterside city in case of reorganizing city space and diversification of land utilization, utilization of riverside space in water front town for public and composit purpose, establishment of comprehensive plan on constructions in case of improving the landscape of Hangang and unified design plan rose to important element in case of forming Hangang park with the me. Based on the results of priority analysis, we would like to propose for the direction about the policy on Hangang Renaissance project, the policies forming Hangang Park with theme through unified design plan and reorganizing city space have to be proceed preferentially and connected with other plans.

A Study on the Low-carbon Urban Regeneration Planning Elements and System in Climate Change Era. (기후변화대응 탄소저감형 도시재생 계획 요소 및 체계에 관한 연구)

  • This study aims to clarify the concept of 'Low-carbon urban regeneration', to extract planning elements according to it, and to establish the planning system. In order to extract the elements, matrix analysis was conducted between planning elements of urban regeneration and Low-carbon cities, and the focus group interview(FGI) was used. Derived elements from this process were restructured for the new planning system. In addition, in-depth case analysis was performed to verify the suitability and effects of planning elements and system. The result showed that planning element of Low-carbon urban regeneration can be sorted in 37 elements in 5 categories. In-depth analysis indicated that established planning elements were importantly dealt in cases and played a significant role in urban regeneration and carbon reduction. Also, it showed that those elements had a significant relationship with adaptation and mitigation, the two responding strategies to the climate change. Elements highly contributing to urban regeneration were Urban Structure, Transportation, Policy while elements affecting carbon reduction were Transportation, Green & Blue space, Energy & Material field.

  • 세계적인 기상이변으로 전 세계적으로 예측하기 힘든 규모의 자연재해가 발생하고 있고, 향후에도 증가될 가능성이 매우 높은 실정이다. 또한 인구의 집중화와 도시화로 자연재해가 발생하면 엄청난 인명과 재산피해를 발생시키고 있다. 본 연구에서는 도시의 일부 지역을 대상으로 그 지역에 대한 지형, 하수관건, 기후 등의 공간 및 속성 데이터베이스를 바탕으로 자연재해 중 우리나라에서 가장 빈도가 높은 침수재해에 초점을 두고 도시의 강우 유출모형인 SWMM을 이용하여 우수관거 해석 및 월류량을 산정하고 해수위 상승에 따른 저지대 우수관망 월류량을 계산하여 침수구역 예상 및 침수심 산정을 하고 침수특성을 분석하였다. 이는 해안 저지대 도시지역에서 빈도별 침수량을 예상하여 피해지역의 침수구역에 대한 홍수에 의한 위험도를 평가할 뿐 아니라 단계적 대피 계획, 주요시설 보호 및 이동, 위험지구에 대한 사전 개선대책 수립 등 홍수피해 경감계획 수립에 기초 자료로 사용될 수 있을 것으로 예상된다.

Proposes on Essential Ubiquitous City Service to Guarantee Minimum Quality of Ubiquitous City (유비쿼터스도시의 최소 품질 보장을 위한 필수적인 유비쿼터스도시서비스 제안에 관한 연구)

  • Since 2000, ubiquitous cities are spread over Korea by government's supporting project for ubiquitous city construction. But recently problems such as low perception of ubiquitous city are issued. There is just a few studies about a creation of citizen centric ubiquitous city service even though there have been several studies and policies to overcome such problems. There is not enough research on applying ubiquitous city service effectively at the stage of ubiquitous city plan. To solve this problems, this study ultimately aims to suggest essential ubiquitous city service applied at that stage to guarantee minimum quality of ubiquitous city. The expert survey method was employed to select essential ubiquitous city service. To achieve this goal, First, a survey performed by 163 local government officers to know current status of the ubiquitous city construction project. Second, another survey was performed for about 30 days by 38 experts worked at local public official and ubiquitous city organization to select essential ubiquitous city service. Finally we suggested 14 essential ubiquitous city service from the several viewpoints, which were universality, industry growth, social welfare, effective city management. And we analyzed the differences between ubiquitous city services written 14 ubiquitous city plan and essential ubiquitous city services.

The development of land use planning technique applying low impact development and verifying the effects of non-point pollution reduction : a case study of Sejong city 6 district (저영향개발(LID)을 적용한 토지이용계획 기법 개발 및 적용효과 분석 : 세종시 6생활권을 대상으로)

  • The aim of this study was to develop a low impact development design technique that can be applied in the land use planning stage and verify quantitatively the effects of non-point pollution reduction. For this purpose, the low impact development design elements that can be applied in the land use planning stage were derived and applied to an actual site, and the non-point pollution reduction effect was analyzed using the LIDMOD2 program. The analysis showed that the permeability rate of the land use plan using low impact development decreased by 19.8% compared to the existing land use plan. In addition, annual surface runoff decreased by 19.0% and annual infiltration increased by 164.1%. In the case of non-point pollution, the annual loading, T-N, T-P, and BOD decreased by 18.7 ~ 22.8%. Therefore, compared to the existing land use plan, the land use plan using low impact development has a considerably large effect of reducing the non-point pollution without changing the floor area according to each application. Therefore, to maximize the reduction effect of non-point pollution, it will be necessary to establish a related plan by applying the low impact development technique from the land use planning stage to the existing LID facility-oriented plan.

A Study on the Application of District Unit Planning Techniques to Activate Efficient Urban Regeneration (효율적 도시재생 활성화를 위한 지구단위계획기법 적용에 관한 연구)

  • The purpose of this study is to derive the linkage between urban regeneration and district unit planning, in order to supplement the limitations of the spread of the effects of individual urban regeneration projects. To this end, institutional changes and previous studies with theoretical backgrounds were reviewed, the urban regeneration strategic plan and district unit plan cases in the spatial scope of Jeju Island were analyzed, and a unified administrative procedure to strengthen linkages was proposed. In addition, when selecting priorities for active regions, we reviewed how to use the indicators of involvement of residents, which enabled the project to be performed smoothly by grasping the participation of residents and the elements of complaints. Also a hypothetical target site was set up and suggested how to establish a district unit plan by type. Depending on the circumstances and environment of the site, the use of the land use plan and the regulation and mitigation of the district unit plan may be appropriately used to expect the inhabitants to expand their participation and revitalization. This study suggests ways to revitalize decayed areas beyond systematic urban planning in connection with systematic plans, to improve administrative procedures, and to promote bottom-up projects.

The Assessment of the Landscape Planning Phases by Importance-Performance Analysis - Focused on the Landscape Planning of Development Sites - (중요도-성취도 분석에 의한 경관계획 작성 단계별 평가 - 개발대상지 경관계획을 중심으로 -)

  • The purpose of this study is to reflect on the results of the assessment and analysis of landscape planning projects according to planning phases in a landscape planning system based on landscape law. An assessment of the importance and performance of landscape planning elements by planning phases was studied by statistically descriptive analysis, variation analysis, statistical t-test and importance-performance analysis. As a result of the evaluation, the performance of existing landscape planning projects is 3.813 and the importance of planning elements is 5.648. This means that in spite of the importance of landscape planning elements, the performance of existing landscape planning projects is not sufficient to cover the importance of landscape planning elements. In addition, 'site landscape survey' and 'landscape design guideline' sections are not sufficient when they are compared to 'landscape concept plan' and 'landscape basic plan' to complete the landscape planning projects required by landscape law. It means also that the landscape survey and landscape design guidelines should be complementarily practiced in order to increase the effectiveness of landscape planning projects. As the research is practiced by survey methods on landscape planning projects which are only new development sites, the results cannot represent all types of landscape planning projects. Nevertheless, the results can be applied to new landscape planning at new development sites or old cities to increase effectiveness.

An Analysis of Urban Spatial Cycles Considering Wide Area City Plan in Seoul Metropolitan Area (광역도시계획을 고려한 수도권 도시 성장주기 분석)

  • This study reveals a change in the growth cycle of metropolitan with analyzing the population of Seoul metropolitan area and identifies the characteristics of each urban area. For this, the exponential growth of the city, Roxy index, which in recent years been actively studied in Japan, has applied. As a result, the entire metropolitan area and central areas, and the southern region are about to move to the accelerating centralization phase. In the phase of suburbanization are highly likely to turn into the new phase of regression phase. In addition, the northern and eastern suburbs are currently in progress with the accelerating decentralization phase and are expected to be converted in the decelerating decentralization phase. Through this implication in Seoul metropolitan area, it is necessary to carry out the policy responses about regional maintenance by connecting to the changes in direction and speed of cycle phase of city. The results of this study can be used as basic data to determine the long-term future growth and decline of the metropolitan area.
