For Accuracy Improvement of High-tech Factory Construction Costs Predictions, Derivation of Correction Factors by Factory Capacity (하이테크 공장 건설 사업비 예측 정확도 향상을 위한 공장 생산량 기반 세부 공사별 보정계수 도출)

  • The high-tech industry, a highly knowledge-intensive industry based on advanced technologies such as electronics, new materials, and IT, is developing rapidly centering on the semiconductor, display, and battery fields. The market size of this industry is continuously increasing, and various challenges are coming forward due to various factors such as changes in the market, changes in demand, and the requirements of the clients. Many strategies are being implemented to advance the start-up time of factories, such as fast-track construction and basic line construction. Therefore, construction of high-tech factory is required to respond to various types of construction plans and early decision making, and an accurate and reliable method of calculating construction costs is needed. In this study the existing construction type was classified into the overall line configuration considering the total production of the factory, and a basic line configuration for quick production start-up. The correction ratio/value for each detailed construction required to calculate the construction cost of the basic line configuration type was derived. Finally, reliability and accuracy were verified by applying the correction ratio suggested in this study to a new high-tech factory construction project.

  • 2022년 8월 수도권 이상폭우로 인해 서울 도심지역의 지하시설, 도로, 주택 등에 침수가 발생하면서 인명 및 재산피해가 발생하였으며, 특히 동서로 가로지르는 정체전선으로 좁고 긴 비구름이 집중되면서 국지적으로 피해가 집중되었다. 서울시의 경우 도시화에 따른 불투수지역 증가 및 내수배제 불량에 따른 빗물 역류로 인한 피해가 지속적으로 발생하고 있으며, 최근에는 기후변화에 따른 방재성능목표 강우량을 초과하는 빈도의 이상폭우로 인해 하천범람과 내수배제 불량에 따른 복합적인 원인으로 침수피해 가중되고 있는 실정이다. 또한 서울시의 경우 전체 자연적, 사회적, 경제적, 환경적 요인 등의 지역적 편차가 매우 큰 도시로 지형적인 특성뿐만 아니라 취약시설(병원, 학교 등), 수방시설물(하천, 배수시설, 빗물펌프장 등) 및 방재시설(대피소, 구호소 등) 밀도 등에 따른 침수 취약성 및 위험성 등의 편차가 매우 크기 때문에 지역특성에 대한 피해사례가 다원화 되고 있는 실정이다. 본 연구에서는 30년 이상의 종관기상관측(ASOS)과 서울시 자치구별 20년 이상의 방재기상관측(AWS)자료를 기반으로 CMIP6 SSP(Shared Socioeconomic Pathways, 공통사회 경제경로)시나리오에 따른 극한기후 지수(강수강도, 호우일수, 지속기간, 1일 최대강수량, 95퍼센타일 강수일수 등)에 대한 재현성을 평가하고 공간자기상관분석 등 시공간적인 강우특성에 대한 변화를 전망하였다. 특히 여름철 강우의 경우 자치구별 편차가 크게 나타났고 이를 통해 대도시의 도심지역의 경우 세분화하여 지역의 정확한 강우특성을 파악하는 것이 필요하다는 것을 확인할 수 있었다. 본 연구의 결과는 도심지의 방재성능 초과강우 정의와 기준을 수립하고, 장기적인 수자원 및 도시계획 차원의 대책을 마련하는데 활용될 수 있을 것으로 판단된다. 기후위기에 따른 기록적인 호우(지역별 방재성능을 초과하는 강우)에 따른 재해는 구조적인 대책을 통해 모두 저감할 수 없는 한계가 있다. 하지만 인명피해를 최소화하는 것을 목표로 기후위기에 대한 적응단계로 인식하고 수리·수문학적, 사회경제학적 등 지역특성에 따른 방재성능목표 강우량에 대한 재검토와 더불어 법제도(풍수해보험, 저류조설치 의무화 등), 개인별 재해예방, 취약계층 안전망 확보, 반지하주택 침수안전대책, 재해지도 개선 등 구조적/비구조적인 대책을 통합 수립 및 보완하는 것이 필요한 시점이다.

Suggestion of Urban Regeneration Type Recommendation System Based on Local Characteristics Using Text Mining (텍스트 마이닝을 활용한 지역 특성 기반 도시재생 유형 추천 시스템 제안)

  • "The Urban Renewal New Deal project", one of the government's major national projects, is about developing underdeveloped areas by investing 50 trillion won in 100 locations on the first year and 500 over the next four years. This project is drawing keen attention from the media and local governments. However, the project model which fails to reflect the original characteristics of the area as it divides project area into five categories: "Our Neighborhood Restoration, Housing Maintenance Support Type, General Neighborhood Type, Central Urban Type, and Economic Base Type," According to keywords for successful urban regeneration in Korea, "resident participation," "regional specialization," "ministerial cooperation" and "public-private cooperation", when local governments propose urban regeneration projects to the government, they can see that it is most important to accurately understand the characteristics of the city and push ahead with the projects in a way that suits the characteristics of the city with the help of local residents and private companies. In addition, considering the gentrification problem, which is one of the side effects of urban regeneration projects, it is important to select and implement urban regeneration types suitable for the characteristics of the area. In order to supplement the limitations of the 'Urban Regeneration New Deal Project' methodology, this study aims to propose a system that recommends urban regeneration types suitable for urban regeneration sites by utilizing various machine learning algorithms, referring to the urban regeneration types of the '2025 Seoul Metropolitan Government Urban Regeneration Strategy Plan' promoted based on regional characteristics. There are four types of urban regeneration in Seoul: "Low-use Low-Level Development, Abandonment, Deteriorated Housing, and Specialization of Historical and Cultural Resources" (Shon and Park, 2017). In order to identify regional characteristics, approximately 100,000 text data were collected for 22 regions where the project was carried out for a total of four types of urban regeneration. Using the collected data, we drew key keywords for each region according to the type of urban regeneration and conducted topic modeling to explore whether there were differences between types. As a result, it was confirmed that a number of topics related to real estate and economy appeared in old residential areas, and in the case of declining and underdeveloped areas, topics reflecting the characteristics of areas where industrial activities were active in the past appeared. In the case of the historical and cultural resource area, since it is an area that contains traces of the past, many keywords related to the government appeared. Therefore, it was possible to confirm political topics and cultural topics resulting from various events. Finally, in the case of low-use and under-developed areas, many topics on real estate and accessibility are emerging, so accessibility is good. It mainly had the characteristics of a region where development is planned or is likely to be developed. Furthermore, a model was implemented that proposes urban regeneration types tailored to regional characteristics for regions other than Seoul. Machine learning technology was used to implement the model, and training data and test data were randomly extracted at an 8:2 ratio and used. In order to compare the performance between various models, the input variables are set in two ways: Count Vector and TF-IDF Vector, and as Classifier, there are 5 types of SVM (Support Vector Machine), Decision Tree, Random Forest, Logistic Regression, and Gradient Boosting. By applying it, performance comparison for a total of 10 models was conducted. The model with the highest performance was the Gradient Boosting method using TF-IDF Vector input data, and the accuracy was 97%. Therefore, the recommendation system proposed in this study is expected to recommend urban regeneration types based on the regional characteristics of new business sites in the process of carrying out urban regeneration projects."

Relationship between Diurnal Patterns of Transit Ridership and Land Use in the Metropolitan Seoul Area (서울 대도시권 하루 시간대별 지하철 통행흐름 패턴과 토지이용과의 관계)

  • This study investigates the time-space characteristics of intra-urban passenger flows in the Metropolitan Seoul area. In particular, we analyze the relationships between transit ridership and land use through the use of the subway passenger flow data obtained from the transit transaction databases. For this purpose, the strength of each subway station, i.e., the number of total in-coming and out-going passengers at each station, in the morning, afternoon, and evening, is calculated and visualized, which reflects urban land use patterns. Then the subway stations are classified into four groups via a hierarchical analysis of the in-coming and out-going passenger flows at 353 stations. Each group appears to have characteristic properties according to the region, e.g., residential areas and central business districts. This has been confirmed by the analysis which probes explicitly the relationship between the local socio-economic variables and station groups. This analysis, disclosing the inter-relationship between the subway network and urban land use, may be useful at various stages in urban as well as transportation planning, and provides analytical tools for a wide spectrum of applications ranging from impact evaluation to decision-making and planning support.

A Study on the Sustainability of the New Towns in Tokyo Metropolitan Area : Focusing on Self-Sufficiency and Social-Mix (동경권 신도시의 지속가능성에 관한 연구 : 자족성 및 소셜믹스를 중심으로)

  • This study considers sustainability in new town development projects in the Tokyo metropolitan area. Since the mid-1980's the purpose of new Town projects in Japan changed from encouraging residential development to sustaining self-sufficiency within multi-functional cities. Nevertheless simultaneous increases in elderly population and declines in general population became the new town's key issue. Is this trend a general phenomenon in Tokyo? Has the multi-functional city policy failed? What policies can encourage new town self-sufficiency? Judging from this research, the new towns of Tokyo are relatively young areas with low aging rates and low rates of population decrease. Nevertheless, in view of the multi-functional city plan, levels of self-sufficiency and social-mix in most new towns are inadequate. Considering these, this research recommends new town plans be required to consider surrounding industries and the accessibility form CBD to encourage self-sufficiency. Moreover, The social mix plan encouraging residential diversity is important to the sustainability of the new town.

  • Recently, due to problems with subway and bus operations, a need has emerged for a solution such as the introduction of an Advanced Transit System. In several municipalities, systems have been introduced using light rail as AGT urban aesthetics construction. There is high inhibition and civil cases are delayed by more environmentally friendly and accessible remedies. For the purpose of this study, Changwon city would be transformed to have an environmentally friendly transportation system such as a tram with an overview. Features, advantages, and disadvantages are analyzed, and systems are established the existing public transport routes by transfer system. Changwon city's tram plan is first step in open in year 2018, and second step with the opening goal of the year 2021, and the total line length of 33.9 km, the station will be built in the 38 locations. and also in 2011 a feasibility study, evaluated a low economic as B/C to 0.88, but it evaluated the high value of the policy analysis as AHP to 0.502. However, introduction of a tram project that should precede the as following condition. The first step in Changwon city's tram plan would be as follows : The introduction of the tram system would demand traffic management along with a restructuring of the bus system, and the tram system would be selected for domestic realities. Secondly, the introduction of trams would comprehend the advanced traffic composition in accordance with the consensus of the citizenship, and a legal system should be established for the introduction of the trams.

Development of a Traffic Accident Prediction Model for Urban Signalized Intersections (도시부 신호교차로 안전성 향상을 위한 사고예측모형 개발)

  • It is commonly estimated that there is a much higher potential for accidents at a crossroads than along a single road due to its plethora of conflicting points. According to the 2006 figures by the National Police Agency, the number of traffic accidents at crossroads is greatly increasing compared to that along single roads. Among others, crossroads installed with traffic signals have more varied influential factors for traffic accidents and leave much more room for improvement than ones without traffic signals; thus, it is expected that a noticeable effect could be achieved in safety if proper counter-measures against the hazards at a crossroads were taken together with an estimate of causes for accidents This research managed to develop models for accident forecasts and accident intensity by applying data on accident history and site inspection of crossroads, targeting four selected downtown crossroads installed with traffic signals. The research was done by roughly dividing the process into four stages: first, analyze the accident model examined before; second, select variables affecting traffic accidents; third, develop a model for traffic accident forecasting by using a statistics-based methodology; and fourth, carry out the verification process of the models.

A Case Study on the Health Impact Assessment of Residential Development Projects (주거지 개발사업에 대한 건강영향평가 사례 연구)

  • Health Impact Assessment based on municipal law is performed and written in the sanitary and public health part in the current environmental impact assessment. Residential development projects such as housing site development etc., are not subject to health impact assessment under Article 13 of the Environmental Health Act. However, health impact assessment is conducted partially based on the review that health impact assessment targets which are identified among substances emitted from pollutants nearby industrial complexes should be assessed risk (including carcinogenic and non-carcinogenic) at the stage of the environmental impact assessment consultation. Although residential development projects do not have plans for pollutant emitting facilities that emit hazardous air pollutants, there is a possibility that residents might be affected by pollutants from industrial complex near residential area in the future. In this study, Health impact assessment was conducted to examine the impact on residents in planned areas by analyzing previous residential development projects. We predicted future impact by using the literature survey results on surrounding area (case1) and conducting contribution analysis (case2) and predicting exposure concentration of carcinogenic substances applying Atmospheric Diffusion Model (AERMOD). By this study, we concluded that applying on-site survey, contribution analysis and prediction of exposure concentration by using AERMOD complementarily will be effective to assess the health impact to the receptors by pollutants from industrial complexes near the planned zone.

A Comparative Study of Landscape Design Competitions' Guidelines and Entry Plans -The Case of Winning Design Proposals for Urban Infrastructure of the Hangdong Bogeumjari Housing District- (조경현상설계지침과 출품작의 내용관계 비교 -항동 보금자리주택지구 도시기반시설공모 입상작을 중심으로-)

  • This study is aimed at the improvement of administrative operations of landscape design competitions and qualitative enhancement of design quality by mutually comparing the guidelines and entry plans. The case targeted for the current study is landscape design proposals for the Seoul Hangdong Bogeumjari Housing District recently launched within a greenbelt zone in the outskirts of Seoul. The study examines from a critical perspective the design guidelines and the contents of the three winning design proposals with a focus on whether or not they have reflected the guidelines. It was observed that many provisions of the principles and conceptual guidelines which serve as clues to the designs for winning designs proposals show the direction in which the project is to be headed It was also observed that the provisions and the way they are expressed are intertwined, while, at the same time, the guidelines were not organized or developed in an orderly manner. Such a structural pattern of the guidelines is linked to the aspects of the contents of the winning design proposals as described in the following. It is observed that guidelines related to the direction in which the design to be headed are so regulatory and lengthy that they are overly standardized. This could make it difficult to read the possibility of the alternative shifts in the winning design proposals. At the same time, the attributes of winning design proposals themselves, which require observable discriminatory superiority, could serve as a factor causing excess of meanings by jumping on the bandwagon of naming. On the contrary, where autonomy of design is guaranteed or no guidelines are provided for the winning design proposals, discriminatory differences were observed, thereby making it easy to measure them This illustrates well that guidelines and structural format should be provided through a separate undertaking that has taken into careful consideration environmental traits of the site in question, objectives required and so forth.

Analysis of Human Thermal Environment in an Apartment Complex in Late Spring and Summer - Magok-dong, Gangseo-gu, Seoul- (아파트 단지의 늦봄·여름철 인간 열환경 분석 - 서울특별시 강서구 마곡동 -)

  • The human thermal environment in an apartment complex located in Seoul was quantitatively analyzed to devise methods to modify human heat-related stresses in landscape and urban planning. Microclimatic data (air temperature, relative humidity, wind speed, and short- and long-wave radiation) were collected at 6 locations [Apt-center, roof (cement), roof (grass), ground, playground, and a tree-lined road] in the late spring and summer, and the data were used to estimate the human thermal sensation, physiological equivalent temperature (PET) and universal thermal climate index (UTCI). As a result, the playground location had the highest thermal environment, and the roof (grass) location had the lowest. The mean difference between the two locations was 0.8-1.1℃ in air temperature, 1.8-4.0% in relative humidity, and 7.5-8.0℃ in mean radiant temperature. In open space locations, the wind speed was 0.4-0.5 ms-1 higher than others. Also, a wind tunnel effect happened at the Apt-center location during the afternoon. For the human thermal sensation, PET and UTCI, the mean differences between the playground and roof (grass) locations were: 5.2℃ (Max. 11.7℃) in late spring and 5.4℃ (Max. 18.1℃) in summer in PET; and 3.0℃ (Max. 6.1℃) in late spring and 2.6℃ (Max. 9.8℃) in summer in UTCI. The mean differences indicated a level change in PET and 1/2 level in UTCI, and the maximum differences showed greater changes, 2-3 levels in PET, and 1-1.5 levels in UTCI. Moreover, the roof (grass) location gave 4.6℃ PET reduction and a 2.5℃ UTCI reduction in late spring, and a 4.4℃ PET reduction and a 2.0℃ UTCI reduction in the summer when compared with the roof (cement) location, which results in a 2/3 level change in PET and a 1/3 level in UTCI. Green infrastructure locations [roof (grass), ground, and a tree-lined road] were not statistically significant in the reduction of PET and UTCI in thermal environment modifying effects. The implementation of green infrastructure, such as rooftop gardens, grass pavement, and street tree planting, should be adopted in landscape planning and be employed for human thermal environment modification.
