A Study on the Standard of Copyright Compliance Policy for University Libraries (대학도서관의 저작권 수용 정책 표준안 연구)

  • These days the number of copyright issues concerning libraries is increasing. The reason is a library is the place that collects and uses copyrighted materials. The copyright issues that libraries face will be more radical, because of the growing number of digital media especially appearance of a digital library. To make the current situation better, this study suggests the standard of copyright compliance policy for university libraries in order to serve within the range of copyright law. Copyright compliance policy is a reasonable guideline meeting user's intellectual needs and protecting a copyright holder's right.

  • This article takes a look at current developments of science organization and the distribution of scientific information in Germany. In the information age, libraries and information centres become centres of knowledge management for the science community, as well as for the industry and for the public. Suitable solutions for a fair trade of information are necessary. Information professionals set up digital libraries and new metadata systems. The government's updated science policy and public-initiatives accelerate the development.

An Analysis on the Unified Policy of the Administrative System for the Public Library: Focusing on the First and the Second Comprehensive Library Advancement Plan (도서관 행정체계 일원화 정책 분석 연구 - 제1, 2차 도서관발전종합계획을 중심으로 -)

  • The purpose of this study is to investigate the importance and validity of the unified policy of the administrative system for the public library through the analysis and evaluation of the outcomes and plans about the policy on the first and second Comprehensive Library Advancement Plan. In addition, this study seeks to the strategies for the public library administrative system unification by reviewing the issue details of the unification strategies. The first Comprehensive Library Advancement Plan was found to be just proclamatory without concrete and practical results through its performance analysis. The policy tasks were evaluated to lack in feasibility and specificity in the second Comprehensive Library Advancement Plan which was performed on a group of library professionals. Policy decision to determine who would be responsible for the unification into the local government was found to be valid by the results of previous research findings, policy evaluation by experts and in-depth interview survey for field practitioners. Substantial and detailed action-oriented strategy rather than bluffing and macro policy is necessary for the unification of the library administrative system. It is because we have found there exist significant issues in terms of unified approach, structure of the organization, personnel transfer and grade adjustment, property transfer, etc. through the analysis.

  • 2007년도에는 그 어느 해보다 많은 변화가 예상된다. 각 단체의 새해구상에서도 대부분 언급되고 있듯이, 도서관법 개정으로 대통령 소속 도서관정보위원회 및 문화부 내 도서관 정책기획단 설립, 광역단체의 지역대표도서관 지정과 지방도서관정보서비스위원회 구성 등 정책시스템의 전면개편 등이 이루어질 것이며, 이로인해 정부와 도서관인들의 노력과 열정이 더 한층 요구된다. 디즈니 전 CEO인 마이클 아이스너는 구성원이 갖고 있는 열정과 창의력에 대한 믿음을 "나는 누구든지 자신의 내면에 깊이 숨겨진 새로운 창조의 원천을 찾을 수 있다고 확신한다. 깊이를 짐작할 수 없는 열정의 원천을 건드릴 때, 그 힘은 기업의 성과에 엄청난 영향을 미칠 것이다." 라고 표현했다. 열정은 또 다른 기회를 만들어 주는 강력한 에너지다. 더욱 발전된 도서관문화를 창출할 수 있는 이 기회를 잘 활용해 2007년에는 내실있고 풍성한 결신을 얻을 수 있기를 바란다.

  • Library professionals should do their best themselves to develop libraries in the diversified society of 21st century. This study suggests library professionals' participation on library related committees and advocacy to develop libraries. If library professionals participating on library related committees bring understanding of other committee members to the importance of the role of libraries and librarians, this effort results the development of an individual library and the all libraries in Korea. This study examines how to develop libraries by the library professionals' participation on the committees of public and academic libraries and school committees and advocacy.

A Study on Considerations of the Library Policy Establishment to Resolve Digital Divide of Older Adults (노인의 정보격차 해소를 위한 도서관 정책수립의 고려사항)

  • As our society enters an aged society, it is becoming increasingly important to resolve digital divide of older adults. However, the digital divide of the older adults are generally neglected compared to other information poor. The aim of this study is to propose considerations for library policy development in order to resolve the digital divide of the older adults. The study examined regulation of the Framework Act on National Informatization and the Ministry of Science and ICT, the Ministry of Culture, Sports and Tourism, the Ministry of Health and Welfare, the Ministry of Employment and Labor. Also it investigated guidelines and current status of services to older adults in the library. The study suggested that public libraries should be used as a basic base for the services to resolve the digital divide to older adults across the country, and the services should be organized systematically and sustainably through public libraries.

Perceived Effects and Tasks of Library Strategic Plans of Universities in Korea (국내 대학교 도서관발전계획의 효용성과 과제)

  • Policies has envisioned directions and identified tasks, through the establishment of the University Library Promotion Act and the Ministry of Education's establishment of the Comprehensive University Library Promotion Plan, in order to put some momentum for the development of university libraries. However, these agendas are appropriate for the actual operation of the university itself to achieve these goals. This should be reflected in each university's own university library development plan. In this regard, this study attempts to investigate the perceptions of the effect of the university library strategic plans established by the university itself. Further, through the survey by university libraries, the status of university libraries in each university's regulations, the level of discussions and cooperation with the library strategic plans for each university, and any substantial changes made in university libraries are analyzed.

Exploring Key Strategy Areas for Academic Library Development Planning in Korea (국내 대학도서관 진흥을 위한 주요 정책과제 개발 연구)

  • The aim of this study is to explore key strategy areas for academic library development planning in Korea. This study started with components of an academic library development plan that were identified in a literature review; those components included among others the major roles, functions, resources, and teaching and research support services of academic libraries. Upon interviewing library staff from 14 academic libraries, this study initially categorized those components into 4 overarching strategy areas and further subdivided them into 12 key components and 24 sub-components. That initial categorization was then reviewed by 6 scholars and practitioners, applying the analytic hierarchy process (AHP), by which this study analyzed the level of importance and priority of the strategy areas and various components. Based on the results, this study ultimately outlines 11 key components and 23 sub-components under the 4 strategy areas for academic libraries in Korea to take into consideration in their development planning.
