Analysis on the Wartime Airlift Capability of Strategic Materials (전시 전략물자 항공수송 능력분석)

  • It is required to transport a considerable amount of wartime strategic materials from US to Korea via airlift operation. This study attempts to formulate the wartime airlift operation model and evaluate the airlift capability of mobilized resources, including civil aircrafts. Although an airlift plan has been annually updated by the Korea Transportation Command, it is necessary to evaluate the feasibility through simulation due to uncertainties in the process of airlift operation. Uncertain parameters are as follows; the inter-arrival time of materials in the US airfields, loading and unloading times, the distribution of aircraft's initial location at the time of mobilization order. The simulation is executed under two scenarios and the results are analyzed through a sensitivity analysis. Simulation result shows that the irregularity of inter-arrival time and the number of mobilized civil aircrafts are the most critical factors in influencing airlift capability.

A Comprehensive Study On Construction of Digital Image Database Using Airphoto (항공사진 이미지 데이터베이스 구축방안)

  • Airphotos taken for the management of unauthorized houses in large cities like Seoul are very important material for understanding periodic change of topogrpahy. A research on construction of digital database using airphoto are required for the efficient management of existing airphotos, for the easy and better understanding of topography together with 1; 1,000 digital topographic map, and for the easy updating of topographic data. Digital data using 1 ; 5, 000 scale airphoto scanned 1,000 dpi has been experimentally constructed from georeferenced images to orthorectified images. The technical and economical possibilities for the construction of digital database using apripjoto have been checked based on the experimentation and future direction of how to make digital database using existing airphoto has been suggested.

Analysis of Three Years of Airmen Medical Certificate for Preparing Aviation-related Health Promotion Plan (항공종사자 건강증진활동계획에 반영되어야 할 근거자료: 3년간의 항공신체검사 결과 분석)

  • In accordance with ICAO SARPs, the states should implement appropriate aviation-related health promotion for airmen subject to an aviation medical examination to reduce future medical risks to flight safety. We aimed to analyze the results of the aviation medical examination to use as objective evidence for establishing an aviationrelated health promotion plan. The results of the final issuance of airmen medical certificate from 2015~2017 were collected from the e-sky computer system. The 30 cases (0.3%) in 2015, 22 cases (0.2%) in 2016, 38 cases (0.3%) in 2017 were unfit for flight duty. The 34 unfit out of the total 90 cases were renewal physical examinations. The cardiovascular disease was most commonly in 11 cases, followed by 8 tumors, 4 psychiatric diseases, 3 ophthalmic diseases, 2 respiratory diseases, 2 neurologic diseases, 2 otolaryngological diseases, 1 endocrine disease and 1 digestive disease. The results of this study can be used as objective data in aviation-related health promotion plan. The health promotion activities based on objective data can contribute to improving aviation safety by improving the lifestyles of airmen.

Fatigue Analysis according to Flight Conditions of Airline Crew Members (항공사 승무원의 운항조건에 따른 피로도 및 피로요인 분석)

  • During the COVID-19 pandemic, there have been many changes in the aviation industry as a whole. Passenger traffic has decreased, but on the contrary, the international transport demand for cargo planes has never been higher. Due to their geopolitical location when flying to major cities around the world, Korea's international pilots are bound to have relatively more jet lag-causing routes than their American or European-based pilots. Through this study, we tried to analyze the degree of fatigue and fatigue weighting factors according to operating conditions for domestic pilots. As a result of the study, the following conclusions were drawn. Despite the variety of models, routes, and fatigue between individuals, it was found that the 3 Pilot operation route was concentrated as a representative fatigue route. Most of the individual fatigue improvement request sections showed higher fatigue as the night flight section was longer among the 3Pilot routes for more than 12 hours, and 43 out of 90 participants (Korean Air pilots) focused on 3Pilot (two captains and one pilot) as fatigue-intensive operating conditions. Therefore, it proposes an improvement in the system of applying 12-hour unification standards according to Korea's geopolitical international operating conditions and time difference standards.

  • While the numbers of overseas travelers has been increased rapidly each year, the numbers of passengers in the aircraft also has continued to be increased gradually. In the mist of these increasing numbers, such accidents as threatening an aircraft safety like riot, aircraft hijacking and terrorism have happened constantly. In these circumstances, South Korean government has prescribed "Aviation on Security Act" in accordance with the Convention on International Civil Aviation and other international agreements. This act aims to prevent illegal activities and illegal items on the aircraft to ensure the safety and security of civil aviation. However, this act is not sufficiently regulating all the illegal crimes and illegal items on the flight. For the worse, there is a lack of effective supervisory capacity. Likewise, the inherent problems of the current laws relating to the prevention of the illegal items on the aircraft are appearing on the surface continually. Above all, illegal items on the aircraft are directly connected to the issue of aviation safety and security as well as a safe utilization of the flight service. Thus, when there occurs a serious accident on board, it surely would be led to a huge economic loss not mentioning the loss of lives following the accident. Therefore safety of the flight passengers cannot be guaranteed without ensuring the safety of aircraft facilities and good supervisory mechanism of illegal items on the aircraft. Accordingly, establishing a safe operation order tends to influence economy and tourism of a country in no small measure. Therefore, it is an urgent issue to settle down a reasonable and adequate supervisory regulations regarding the prevention of the illegal items on the aircraft. Consequently, in this article, I studied on a reasonal and effective mechanism to control the prevention of the illegal items and illegal acts on the aircraft in order to ensure a safety and security of civil aircraft.

  • Generally the aircraft accident caused a great loss of lives, severe property damages including aircraft's total loss and thus, affect enormous emotional and economic damages to the public. We, therefore, should try every efforts to prevent the re-occurrence of aircraft accident by examining the cause of accident closely and discovering it through aircraft accident investigation. Though the object of an accident investigation is not to apportion blame but to discover a cause or causes of an accident to prevent future accidents, the cause of an accident would play a vital role in determining the liability of the carrier, legal relationship with the third party and jurisdiction, etc. in the aviation litigation. Therefore, it is very important that aircraft accident investigation are carried out by a professional and independent agency. Also, it needs for us to be careful in applying investigation results in the courts not to be deterrent to discovering the cause of accident. Korea now has the Aviation Accident Investigation Agency Board under the Korean Ministry of Construction and Transportation, but unfortunately it is often pointed out that it lacks professionalism and independency due to the bureaucratism of the Government. We, therefore, should establish a professional and independent aircraft accident investigation agency like United States' NTSB and reflect the issues mentioned-above on the new Act.

  • Environmental tests should be carried out to show that design performance is in an operational condition in an actual operational environment to assure maintainability and reliability. Aero-products electromagnetic compatibility tests are performed mainly for the individual parts and Specifications MIL-STD-461E and RTCA DO-160E are developed for the military and commercial parts tests respectively. The MIL-STD-461E which is a military environmental test standard is targeting all munitions and that user can apply by selecting applicable requirements from this specification. On the other hand, requirements are applied exclusively for the Avionics Equipments in commercial test standard.

  • 본 논문에서 자동제어를 이용하여 양어업에 쓰이는 큰 수조를 관리하고, 수온과 탁도를 측장하고 관리자에게 수조 안에서의 환경 및 정보를 제공할 수 있는 스마트 수조에 대해서 기술한다. 기존의 양어업의 경우, 작업 연령의 고령화, 노동 인구 감소 등 심각한 문제가 발생되고 있어 양어업의 노동의 질이 현저히 감소 되고 있다. 본 프로젝트에서는 작업자의 부재 상황에서도 블루투스 무선통신을 활용하여 실시간으로 수조 환경에 대한 정보를 수신받을 수 있고, 수조를 자동화함으로써 급격한 기후변화로 인한 어류 및 어패류의 집단폐사에 대한 대비도 가능하다. 이를 구성하기 위해서 아두이노 메가 2560 메인으로 선택하여 많은 핀들을 연결 하였고, 블루투스 모듈을 통해서 실시간으로 정보를 수신받고, 간단한 조작이 가능하여 노동인구에 대한 문제를 해결할 수 있을 것이다.

Investigating the Effect of Open Skies Policies (항공자유화의 추진이 미치는 영향에 대한 연구)

  • As open skies polices have permeated all over the world, Korea's basic direction of aviation policy is promoting the benefit of the public and the national carriers' competitive power by establishing open skies agreements between the countries. The open skies' directions should be promoted by considering the relationships of various attributes such as governments, airlines, and passengers. To decide the right directions of open skies, we should investigate the economic effects of open skies policies. This research develops a simulation model to analyze the dynamic characteristics of open skies. By using the developed model, this research analyzes the economic effects of open skies. The results showed that open skies have direct impacts on not only frequencies, airfare, consumer welfare but also air transport industry and regional economy. Therefore, it is necessary to take suitable aviation policy that can increase the effects of open skies.

  • A concept of Aircraft crime includes an Air range, unlawful seizure of aircraft and unlawful acts against the safety of civil aviation. There are international treaties and conventions which have mainly been enacted by ICAO. The following treaties and conventions are categorical and unconditional norms that any States are clearly condemned. Convention on Offences and Certain other Acts Committed on Board Aircraft, Convention for the Suppression of Unlawful Seizure of Aircraft, Convention for the suppression of unlawful acts against the safety of civil aviation, Protocol for the Suppression of Unlawful Acts of Violence at Airports Serving International Civil Aviation, Convention on the Marking of Plastic Explosives for the Purpose of Detection In this essay, I present the meaning of the aircraft crime mentioned on the treaties above and jurisdiction of the crime. Moreover, I explain how to demand reparation for damages onboard or on the surface when an aircraft crime is occurred. Lastly, I indicate legal bases of how to protect the victims of the aircraft crime by mentioning specific cases relating to the crime.
